40 main appointments of 2017 in the Russian IT market

Alexander Albychev

In August Alexander Albychev was appointed to a position of the deputy manager of the Federal Treasury (FT). In the same month he was given authority by Chief information officers of Treasury. Albychev supervises and controls activity of Management of information systems, Managements of the mode of privacy and security of information, Management of financial technologies, also Managements of the integrated information systems of public finances.

Sergey Andreyev

In May 1C announced creation of 1C Company of International - joint venture with the former CEO of ABBYY Sergey Andreyev. The company is engaged in development and promotion of group of products "in 1C: Enterprise" (1C: Enterprise) in foreign markets. Andreyev who left Abbyy in January, 2017 headed 1C International.

Andrej Arshavsky

In June, 2017 NLMK appointed Andrej Arshavsky to a position, new to the company, - the director of data analysis and modeling. It passed into NLMK from SberTech where headed Competence center according to big data.

Sergey Baranov

In September Sergey Baranov was appointed the Head of Department of IT of VTB bank. In this position it replaced Dmitry Nazipov who in June, 2017 passed to work into Gazprombank. VTB lays hopes that Baranov will be able "to implement most effectively the ambitious IT strategy of VTB Group".

Igor Bardintsev

On January 31, 2017 Severstal Management announced appointment of Igor Bardintsev, the native of Sberbank, the development director of digital technologies (CDO). In this position he will be responsible for development and deployment of digital strategy of Severstal and also consolidation of all digital aspects in the single system using the best world practices and providing growth of competitive advantages of the company.

Igor Bogachyov

The former director of an IT cluster Skolkovo and the Russian office of the German producer of enterprise management systems of SAP Igor Bogachyov headed the new company - Digit, created within Renova holding for the purpose of development of technologies of industrial Internet of Things.

Tomasz Bochenek

On June 27 Microsoft announced Tomasz Bochenek's appointment the new president of the company in Russia. Officially he entered a position since August 31. Bochenek released Pavel Betsis holding this position since 2014 from the president's duty.

Vladislav Bunto

In March, 2017 SK "Uralsib Insurance" reported that Vladislav Bunto was appointed in the company the deputy CEO for IT. In this position he supervises the directions connected with development of IT structures: development, implementation and maintenance of information corporate systems for the purpose of increase in efficiency of operating activities of the company.

Nikita Volkov

On January 26, 2017 Nikita Volkov was appointed the acting as the head of the Technologies block of Sberbank. The president of bank German Gref calculates that "the highest professionalism" will allow Volkov to bring the Technologies block to new level. In December Sberbank announced that since February, 2018 Nikita Volkov will become the co-director of the Technologies block. The similar position in February will be held by the native of Citigroup (USA) David Rafalovsky.

Elena Demyanova

In June NLMK announced appointment of Elena Demyanova, the CEO of NLMK-IT company, to a post of the vice president for development of information systems of NLMK Group. The functionality of this position matches like that at the vice president for IT. Vadim Uryas who in January passed into Freight One worked at such position earlier. In view of some organizational changes the name of this position in NLMK was transformed to "the vice president for development of information systems".

Sergey Dunayev

In May instead of the Chief information officer of Severstal Yury Shekhovtsov who passed to work into Norilsk Nickel Sergey Dunayev was appointed the director of information technology of the company. Also he was appointed the CEO Severstal-infokom. In this appointment the fact that earlier, in 2006-2014 Dunayev already worked in Severstal is remarkable, but then went to work to SAP CIS.

Evgeny Esaulov

In March, 2017 Evgeny Esaulov headed department of information technologies in Intouch insurance company. It released Vladislav Bunto who passed to work into SK "Uralsib Insurance" from this duty.

Alexey Ivanov

On April 3 the position of the vice chairman of the board of the Pension Fund of the Russian Federation (PFRF) was entered by Alexey Ivanov. On this post he supervises questions IT, telecommunications, the personified accounting, information security, provision of services in electronic form. Ivanov replaced in this position of Nikolay Elistratov working in RPF since 2010. As a reason for leaving Elistratov designated completion of large-scale IT transformation of fund with start in commercial operation of AIS RPF-2.

Egor Ivanov

In May the former mayor of Innopolis Egor Ivanov presented the new company at Rostec - Rusaytieksport (works under the RITE brand), created for export of the Russian IT products in foreign markets. Ivanov was appointed the CEO of this company. Before he headed the company which is earlier created for the similar purposes - Rusinformeksport. Sergey Kalugin

At the end of March, 2017 the prime minister Russia Dmitry Medvedev appointed the former president Rostelecom Sergey Kalugin the deputy head Ministry of Telecom and Mass Communications. The Deputy Prime Minister Arkady Dvorkovich before this appointment noted^[1]that such replacement of the leadership will strengthen first of all the Ministry of Telecom and Mass Communications.

Sergey Karpov

In the summer the vice president of the Russian office Dell EMC Sergey Karpov left the company and in October got new job - the CEO of the Russian office Ingenico Group. The company specializes in production of POS terminals and payment solutions on their basis.

Zulfia Kakhrumanova

In October, 2017 Zulfia Kakhrumanova was appointed to the position of the acting director of the department of information technologies of the Central Bank. It released Maxim Tyshchenko from this duty.

Evgeny Kovnir

In September Evgeny Kovnir was appointed the CEO of the autonomous nonprofit organization (ANO) "Digital Economy" created for participation in program implementation of development of digital economy of Russia. Kovnir passed there from the Agency of Strategic Initiatives (ASI) where worked as the area deputy director "Young professionals".

Ilya Kuchugin

In October the position of the director of the block of information technologies of Zenit bank was held by Ilya Kuchugin before directing the IT block of B&N Bank. On this position was engaged in development of IT strategy and projects implementation on technology integration of B&N Bank.

Timur Medzhitov

In November Timur Medzhitov was appointed the head of the Agency of informatization and communication of the Udmurt Republic. Since January, 2018 the Agency waits for reformatting in the Ministry of informatization and communication of the Udmurt Republic.

Alice Melnikova

In June Alice Melnikova left SberTech and passed to work into the Central Bank (Central Bank) where held a position of the director of the department of financial technologies, projects and the organization of processes. In the Central Bank Melnikova succeeded Vadim Kalukhov who headed department of financial technologies, of projects and the organization of processes from the moment of its foundation in 2016 and resigned on May 17, 2017.

Kirill Menshov

In November Kirill Menshov, the former Chief information officer of Otkrytiye bank, was appointed the vice president for IT of Rostelecom where its task - to be engaged in IT transformation of the operator. According to TAdviser, Menshov passed into Rostelecom with a part of the Opening command. It was preceded by transition of Otkrytiye bank in August under control of the Central Bank for sanitation through Fund of consolidation of the banking sector.

Dmitry Nazipov

In June Dmitry Nazipov before supervising the IT direction in VTB was appointed to a post of the senior vice president, head of the IT block of Gazprombank. After its care by the IT curator in VTB there was a deputy president-chairman of the board Olga Dergunova. According to VTB, the name of her position with Nazipov's leaving did not change.

Mikhail Oseevsky

In March, 2017 with a five-year term of office Mikhail Oseevsky who was earlier holding a post of the deputy chairman of VTB bank board was appointed the president of Rostelecom. The corresponding directive was approved by the government. As the president of Rostelecom Oseevsky replaced Sergey Kalugin.

Yury Palyukh

In September Yury Palyukh was appointed the minister of information technologies and communications of the Kirov region. He released Alexander Zorin heading department from this duty, and afterwards the ministry of information technologies and communications of the region since 2014.

Konstantin Parshin

In 2017 Skolkovo Konstantin Parshin was appointed the chief executive of a cluster of information technologies. It released Igor Bogachyov who passed to work into the new company "Tsifra" created within Renova holding from this duty.

Ulf Persson

In January Ulf Persson was appointed the CEO of ABBYY. He released Sergey Andreyev heading Abbyy since 1999 from this duty. Having left from the CEO's post, Andreyev remained the shareholder of the company. Change of the CEO is connected with the purposes of the company for the next several years, spoke in Abbyy.

Maria Rudzevich

In November Maria Rudzevich was appointed the director of the department of informatization of the Tyumen region. It released Alexander Albychev who in August held a post of the deputy manager of Federal Treasury from this duty.

Ruslan Rusavsky

In April Ruslan Rusavsky was appointed the chief executive on information technologies of Sogaz. In this position replaced Oleg Gotovtsev who supervised in the IT and block company since June, 2014.

Alan Salbiyev

In July Alan Salbiyev was appointed the chief of the department RSO-Alania on information technologies and communication. To him since October, 2016 this post was held by Dmitry Shadyan.

Maxim Semenikhin

In January, 2017 Red Hat announced appointment as the new area manager in Russia and the CIS countries of Maxim Semenikhin. Its main objective of this position - the embodiment of the long-term development strategy Red Hat in the Russian market including sales increase, development of affiliate and educational programs and increase in brand recognition of the company in Russia.

Andrey Sergeyev

In February, 2017 Andrey Sergeyev was appointed the CEO of Tiemsi Rus. In the territory of Russia and the CIS it is official representative office of TCL Communication which owns the rights to production of mobile devices under a brand of Alcatel. The new CEO will concentrate the main resources "on strengthening of the leading positions and gain of competitive advantages of a brand".

Dmitry Starovoytov

In July Scientific Research Institute Voskhod announced appointment of the director Dmitry Starovoytov as the acting as. Since 2011 Starovoytov took a position of the associate director on technical development in Scientific Research Institute Voskhod. It released Armen Kocharov whose powers were stopped then, in July from a duty of the acting director.

Vadim Uryas

In January, 2017 Freight One (FO) announced Vadim Uryas's appointment to a position of the deputy CEO for IT. On June 9 Sberbank announced Andrey Hlyzov's appointment to a position of the senior vice president of Sberbank – the CEO of Sberbank-Tekhnologii company (SberTech). It released Alice Melnikova working in the company since 2013 from a post of the head of SberTech.

Maksut Shadayev

In May the vice-president of the government of the Moscow region and the minister of a state administration, IT and communication in the regional government Maksut Shadayev was appointed the adviser on a voluntary basis to the first Deputy of the Chief of the Presidential Administration Sergey Kiriyenko. Its tasks include coordination of information policy of regional authorities on social networks.

Yury Shekhovtsov

In April the Chief information officer Severstal Yury Shekhovtsov holding this position since 2012 left the company and passed to work into Norilsk Nickel. Norilsk Nickel explained that it is planned replacement. At the previous Chief information officer of the company Andrey Malyutin the two-year term of the agreement expired, he coped with all strategic tasks.

Dmitry Shushkin

In April Russia Dmitry Shushkin was appointed the CEO of office ABBYY. The area of responsibility of office includes promotion and sale of all product line of ABBYY in the territory of Russia. The former head of ABBYY Russia Yury Koryukin focused on business of the company in Australia and New Zealand.

Sergey Scherbakov

On February 1, 2017 Sergey Scherbakov was appointed to the position of the CIO of "Home Credit Bank". Its main task in a new position – considerably to reduce time to market, i.e. time to market of new products and services. It is for this purpose going to implement actively methodology of development of Agile, to increase flexibility and openness of a technology platform, to automate processes, step by step to upgrade architecture, including due to implementation of microservices.
