Volume and dynamics of IT budgets in 2015-2016

In 2016 the volume of expenses of federal state agencies on informatization and communication according to preliminary data will be 106.2 billion rubles that for 8.3% exceeds a similar indicator of 2015. In process of approval of plans of informatization of departments by the Ministry of Telecom and Mass Communications of digit can be adjusted.

70% of means are spent for operation of the created infrastructure, 30% - for development projects.

Growth and falling of expenses of a number of the largest departments speaks differently. For example, the Federal Treasury increased the IT budget, first of all, at the expense of the increased payments for communication services and also due to increase in expenses on upgrade of servers and development of an information security system.

In 2017-2018 these items of expenditure will be reduced, but big investments into creation of DPC – about 7 billion rubles will be made,^[1] follows from the plan of informatization of department]. The Ministry of Telecom and Mass Communications increased the budget in connection with connection to the Single network of data transmission of new subscribers – federal agencies^[2]. Opinions of experts of the IT companies on problems and progress of development of federal information systems

TAdviser suggested participants of the Russian market of informatization of a public sector to estimate dynamics of development of federal information systems (the electronic government, the departmental systems of FTS, RPF, Rosreestr and so forth) and also to tell about the most burning issues of this sector.

One and all polled experts speak about positive dynamics, noting at the same time considerable motions in development of the state IT services. Most often respondents positively estimate development of the electronic government and electronic services of FTS.

Federal information systems became the main engine of informatization in a public sector, and initiatives which proceed from federal level provide stability of IT market. The state acts at the same time as the big customer and the regulator. In the current conditions it allows the breathe market, and to suppliers and developers to develop further.

In general, according to experts, development of "the state automation" was stabilized and passed into a stage of consecutive development. At the same time there is a fight for real results – what can be "felt" really.

The powerful base of the state IT resources, was in recent years created now (as of 2016) there is a problem of increase in their quality and also ensuring integration and seamless interaction of systems.

The main problems at development of federal IT can be separated into four parts. First, it is deficit of budgets and inefficient expenditure of means. Secondly – the absence of the uniform architect of the state IT projects and in the investigation of it is insufficient coordination of projects between departments. Thirdly – staff shortage and competences though this problem has partially something in common with a lack of financing. And the fourth problem is a lag of the legislation which slows down development of information systems.

In recent years the state informatization took place a big way of development, both on regional, and on federal levels. Separate departments and regions by right are considered as leaders not only in Russia, but also across Europe. Certainly, a lot more work, but a trend obviously positive is necessary, - Dmitry Komissarov, the CEO of New cloud technologies says

Development of federal informatization goes very intensively that especially considerably against the background of deceleration of regional informatization, Galina Akhmerova, the deputy CEO of BARS GROUP for commerce and business development notes. According to her, federal information systems became the main engine of informatization in a public sector today.

In spite of the fact that budgets in a public sector are reduced by IT, equipment procurement is cut down, and here pay to technologies for optimization of any processes special attention, Tatyana Tolstova, the Deputy CEO adds Croc on work with a public sector.

Now, according to her, all fight for real results. Legal procedure automation in which Croc takes active part will be reflected not only on process performance of judicial office-work in courts, but on the Russian citizens therefore special attention is paid to such projects, notices Tolstov.

According to Mikhail Golovachev, the deputy CEO for work with public sector of Amtel-Service company, deficit of budgets most sharply began to be felt in 2016. The CEO of Aytonika company Alexey Boldyrev considers that scale and dynamics of development of IT systems in the Russian departments still strongly depends on that, the head of department is how attentive to this question.

The attention of the management of FTS to an IT component, understanding of its importance is obvious. We know that there are active consultations of IT departments of FTS with RPF and Rosreestr on future interaction of the systems of the specified departments, and are absolutely sure that the IT system of FTS "will be unrolled" with connection of these departments even on a more substantial scale, - the CEO of Aytonika tells

Also real results regarding transfer to an electronic form of rendering state services are visible to experts. Services of obtaining the passport, registration of vehicles, payments of penalties for violation of traffic regulations and others for the last five years accelerated many times, the marketing vice president of Maykor Irina Semyonova considers.

In spite of the fact that development of the electronic government – not the new trend, speed of these changes, scale of a scope of the enterprises and citizens continue to grow, Vladimir Andreyev, the president of DocsVision company notes.

In each case of the loudspeaker it is different, but in general recently development of "the state automation" was stabilized and passed into a stage of consecutive development, without special hype and superoptimistic expectations", - Andreyev says

Many things, usual for us, – whether it be obtaining the international passport, setting of the vehicle on accounting, payment of penalties, signing up in clinic, work of MFC, communication with FTS ceased to be associated with any serious difficulties, Andrey Bogomolov, the vice president for sales to Technoserv company adds: "We just managed to forget how similar services were provided literally a few years ago. And all this results of development of federal information systems".

Analogs of the western developments which could be taken and transferred as best practice in a commercial segment, according to Bogomolov, in a public sector was not.

Positive dynamics of development of the state services is seen also by Evgeny Efimenko, the commercial director of FORS group company. According to him, for previous years the good base of information resources in the field of public administration was created, now there is a problem of increase in their quality, further optimization and consolidation of data.

Ensuring integration and "seamless" interaction of systems will remain an essential task still for a long time. At the same time it is important to provide convenience of work of the user, the friendly interface and simplicity of work with a system, - Efimenko says

Asteros observes a turning point in informatization of federal agencies – all of them become interconnected, are a part of a uniform working space.

It is also the main result, - Dmitry Trofimov, the deputy manager of commercial directorate of the Asteros group says. - It is intermediate, a lot more time and works for obtaining essential economic effect will be required

In addition it is necessary to provide lifecycle of work of the state information systems that after acceptance for operation optimization of work of services was performed, the functionality was complemented, the relevance of data was maintained, Andrey Antipinsky, the CEO of UTsSB adds.

The state, according to Trofimov from Asteros, is one of key "market makers", acting at the same time as the big customer and the regulator. In the current conditions it gives the chance to the breathe market, to suppliers and developers to develop further.

Directum noticed positive dynamics of development of federal information systems from 2011 to 2014, during formation of the electronic government when SIEI, uniform and regional portals of public services was started.

Project deliverables became noticeable in 2014-2015 when citizens really began to use actively provided electronic services. Active works on increase in the involvement of citizens and increase in convenience of using of services therefore in the next 2-3 years we will receive the second wave of responses which will allow to understand whether it turned out to make services really convenient and clear for our population are now conducted, - Timur Medzhitov, the associate director on work with authorities of Directum company considers

At the same time he notes that still there is a number of services which dynamics of development leaves much to be desired, for example, creation of a single system of health care and a single system of housing and public utilities.

To Elena Ivanova, the head of department of marketing of EOS Group company, it would be desirable that development of federal information systems went quicker. From the technology point of view of a state system conveniences of interaction, the friendly interface, opportunities of more convenient work from mobile devices will move towards processing speed, she considers.

The optimum situation developed in those departments and organizations which created for themselves and adhere to the long-term IT development strategy, Ilya Verigin, the head of analytics and work with a public sector of ELAR corporation considers.

For example, FTS surely within several years went to that citizens and the organizations interacted with it through a personal account; that information exchange with FMS and the Ministry of Internal Affairs went also in an electronic format. In terms of electronic interaction the judicial system which got legislative permission to transfer of executive documents in electronic form actively develops. It should be noted Rosreestr which not only cardinally reformed service, but also systematically implements the strategy of paperless work, the expert concludes

It is possible to increase efficiency of projects due to "narrowing" of the horizons of IT planning. Already at a development stage in a system the extensive functionality is put at once that requires a long implementation time and serious financing, Efimenko from FORS group explains. As a result, systems long time remain in a stage of trial operation, the confidence to the processed information, contractors and to the project in general is undermined. Therefore it is more reasonable to break such projects into small stages with a guarantee of obtaining a certain result on each of them.

One more method of increase in efficiency - coordination.

It is clear, that each department densely is engaged in development and development of the systems, and the Ministry of Communications coordinates this process. But the uniform architect who would define the general structures of a single system, a format of master data and interaction between them not only at the level of one department, at the moment does not exist, - the president of Corus Consulting Alexander Semyonov notes.

Due to the lack of the uniform center for coordination of the Electronic Government project the most initiative departments shoot ahead, and the uniform picture of automation reminds a scrappy blanket, Alexander Goltsov from AMT Group adds.

It is still seldom possible to meet the selected project team in public authorities that is also a problem. Officials are engaged in projects of informatization with primary activity on which at them serious loading, Sergey Eysymont from Lanita explains. Such approach, certainly, affects both efficiency of accomplishment of the project, and the final business value of the end result.

The CEO of Aytonika Alexey Boldyrev also argues on personnel problems. According to him if in federal bodies at an IT shnikov of salary are more competitive, but not as at normal officials, the best specialists whom the commercial IT companies and captive structures of large state corporations "delay" so far will go there.

One more "block" of problems is connected with the legislation which often does not keep up with changes in IT. So, Alexander Goltsov, the CEO of AMT Group, lag of the legislation calls one of the main problems to go to paperless technologies. According to him, the law should stimulate failure from paper, then implementation of information systems will go much quicker.

In general market participants do not wait for increase in demand for IT in federal authorities, but also accidents do not predict.

The set of pessimistic forecasts was given relatively 2015, however active work on the state information systems and search of alternative financing sources of projects allowed to avoid the predicted collapse of the market and the IT industry, Galina Akhmerova from BARS Group notes.

Local points of growth are possible due to replacement of import products in those tasks where already now there is an adequate competitive offer, for example, at substitution import EDMS (based on IBM Lotus and Documentum) on the domestic systems, Vladimir Andreyev from DocsVision agrees.

Maykor expects preserving of demand for technical support services already available for departments of IT and engineering infrastructure at reduction of cost of contracts.

If in the 2015th players of IT market hid and waited what will be, then already at the beginning of the 2016th both customers, and business in some format adapted to the existing realities. Time does not stand still, and nobody is going to be rolled away in the Stone Age. Serious steps towards import substitution are taken, development strategies in the conditions of the current cut budgets are developed. I think, all this should lead to market improvement. People will try to work more, but not to earn. Now it is necessary to make temporary and intellectual investments. And sooner or later such approach will surely bring the dividends, - Dmitry Trofimov from Asteros concludes
