Volume and dynamics of IT budgets in 2015-2016
In 2016 the volume of expenses of federal state agencies on informatization and communication according to preliminary data will be 106.2 billion rubles that for 8.3% exceeds a similar indicator of 2015. In process of approval of plans of informatization of departments by the Ministry of Telecom and Mass Communications of digit can be adjusted.
70% of means are spent for operation of the created infrastructure, 30% - for development projects.
Growth and falling of expenses of a number of the largest departments speaks differently. For example, the Federal Treasury increased the IT budget, first of all, at the expense of the increased payments for communication services and also due to increase in expenses on upgrade of servers and development of an information security system.

Opinions of experts of the IT companies on problems and progress of development of federal information systems
TAdviser suggested participants of the Russian market of informatization of a public sector to estimate dynamics of development of federal information systems (the electronic government, the departmental systems of FTS, RPF, Rosreestr and so forth) and also to tell about the most burning issues of this sector.
One and all polled experts speak about positive dynamics, noting at the same time considerable motions in development of the state IT services. Most often respondents positively estimate development of the electronic government and electronic services of FTS.
Federal information systems became the main engine of informatization in a public sector, and initiatives which proceed from federal level provide stability of IT market. The state acts at the same time as the big customer and the regulator. In the current conditions it allows the breathe market, and to suppliers and developers to develop further.
In general, according to experts, development of "the state automation" was stabilized and passed into a stage of consecutive development. At the same time there is a fight for real results – what can be "felt" really.
The powerful base of the state IT resources, was in recent years created now (as of 2016) there is a problem of increase in their quality and also ensuring integration and seamless interaction of systems.
The main problems at development of federal IT can be separated into four parts. First, it is deficit of budgets and inefficient expenditure of means. Secondly – the absence of the uniform architect of the state IT projects and in the investigation of it is insufficient coordination of projects between departments. Thirdly – staff shortage and competences though this problem has partially something in common with a lack of financing. And the fourth problem is a lag of the legislation which slows down development of information systems.

Development of federal informatization goes very intensively that especially considerably against the background of deceleration of regional informatization, Galina Akhmerova, the deputy CEO of BARS GROUP for commerce and business development notes. According to her, federal information systems became the main engine of informatization in a public sector today.

Services of obtaining the passport, registration of vehicles, payments of penalties for violation of traffic regulations and others for the last five years accelerated many times, the marketing vice president of Maykor Irina Semyonova considers.
In spite of the fact that development of the electronic government – not the new trend, speed of these changes, scale of a scope of the enterprises and citizens continue to grow, Vladimir Andreyev, the president of DocsVision company notes.

It is possible to increase efficiency of projects due to "narrowing" of the horizons of IT planning. Already at a development stage in a system the extensive functionality is put at once that requires a long implementation time and serious financing, Efimenko from FORS group explains. As a result, systems long time remain in a stage of trial operation, the confidence to the processed information, contractors and to the project in general is undermined. Therefore it is more reasonable to break such projects into small stages with a guarantee of obtaining a certain result on each of them.
One more method of increase in efficiency - coordination.
It is clear, that each department densely is engaged in development and development of the systems, and the Ministry of Communications coordinates this process. But the uniform architect who would define the general structures of a single system, a format of master data and interaction between them not only at the level of one department, at the moment does not exist, - the president of Corus Consulting Alexander Semyonov notes.

It is still seldom possible to meet the selected project team in public authorities that is also a problem. Officials are engaged in projects of informatization with primary activity on which at them serious loading, Sergey Eysymont from Lanita explains. Such approach, certainly, affects both efficiency of accomplishment of the project, and the final business value of the end result.
The CEO of Aytonika Alexey Boldyrev also argues on personnel problems. One more "block" of problems is connected with the legislation which often does not keep up with changes in IT. According to him, the law should stimulate failure from paper, then implementation of information systems will go much quicker.
In general market participants do not wait for increase in demand for IT in federal authorities, but also accidents do not predict.
The set of pessimistic forecasts was given relatively 2015, however active work on the state information systems and search of alternative financing sources of projects allowed to avoid the predicted collapse of the market and the IT industry, Galina Akhmerova from BARS Group notes.

Maykor expects preserving of demand for technical support services already available for departments of IT and engineering infrastructure at reduction of cost of contracts.
