2024: The government approved the transfer of Skolkovo to the management of Moscow
On August 5, 2024, the Government of the Russian Federation submitted to the State Duma a bill on the transfer to Moscow of part of the powers to regulate the activities of the Skolkovo innovation center. We are talking, in particular, about the medical sphere and urban planning.
The document says that Moscow is actively involved in the development of Skolkovo. The construction and operation of a number of facilities of the citywide infrastructure of this center is carried out with the financial and organizational support of the Russian capital. On the territory of Skolkovo, medical activities are carried out, including within the framework of the international medical cluster, the functioning of which is carried out by Moscow.
In this regard, as they say, a deeper integration of Moscow into the management of the center is expedient. Part of the auxiliary functions of the Skolkovo Foundation for the development and ensuring the functioning of the center (regulation of urban planning and medical activities, development and operation of the citywide territory, organization of transport services and utilities) will be transferred to the state authorities of Moscow or organizations that are established and determined by the government of the capital of the Russian Federation.
In addition, in accordance with the bill, the Moscow government will be empowered to carry out measures aimed at achieving the goals of the Skolkovo project in terms of organizing research activities, commercializing its results, creating and ensuring the use of infrastructure facilities in the center. The financial support of the relevant functions is planned to be carried out at the expense of the budget of Moscow, the funds of organizations established (established) and determined by the government of the capital, as well as at the expense of other sources not prohibited by law.[1]
2023
Agreement with Sberbank on reimbursement of investments in university startups
Sberbank on June 15, 2023 announced that it would become a partner in the federal project "Platform of University Technological Entrepreneurship" of the Ministry of Education and Science of Russia. A base of university startups will appear on the venture online hub SberUnity, for investments in which private investors will be able to receive up to 50% of the cashback from the Skolkovo Foundation. Plan for supporting AI implementation projects for 900 million rubles
The Skolkovo Foundation in 2023 will continue to support projects of Russian companies introducing domestic solutions based on artificial intelligence technologies. The size of the grant will be from 20 to 100 million rubles. The support measure is provided for by the federal project "Artificial Intelligence" of the national program "Digital Economy of Russia." The curator of the direction is Deputy Prime Minister Dmitry Chernyshenko. The fund announced this on April 3, 2023.
Companies implementing AI technologies for digital business transformation can apply for grants. Projects using artificial intelligence to improve products, services and platform solutions of companies should be pilot. At the same time, support is possible provided that customers co-finance IT solutions at least 50% of the project estimate from extrabudgetary sources.

The support measure was launched in 2021. Then the Fund supported eight pilot AI implementation projects totaling 569 million rubles. Among the grantees are enterprises of industry, health care, education, agriculture. In 2023, we plan to support at least nine projects. 2022: Agreement with the Ministry of Industry and Trade on technological partnership

Launch of a competition among Russian IT organizations with a grant size of up to 120 million rubles
On October 13, 2021, the Skolkovo Foundation announced that it was launching a competition among Russian organizations introducing innovative domestic solutions in the field of information technology. The amount of the grant ranges from 20 to 120 million rubles. At least 50 projects will receive funding until 2024. Russian companies that implement or plan to implement Russian IT solutions for transforming technological or business processes, providing digital services or improving products can apply for a grant.
When selecting applications for the competition, the compliance of IT solutions with priority areas of state support for projects, the level of readiness of the technology being implemented, and the economic effectiveness of the pilot project are assessed. Support of innovative startups together with SME Bank
On June 17, 2020, the Skolkovo Foundation announced that, together with SMEs, the Bank had signed an agency agreement with exclusive conditions for financial support for Skolkovo residents. Huawei and the Skolkovo Foundation will together create an innovative partner center
Huawei on October 16, 2018 announced the signing of a partnership agreement with the Skolkovo Foundation. Arkady Dvorkovich appointed Chairman of the Skolkovo Foundation

FAAR Industry will open the first unmanned vehicle laboratory in Russia
The open laboratory will work on the basis of solutions developed and implemented by the French company FAAR Industry, using unique infocommunication technologies from residents of the Skolkovo Foundation. Arkady Dvorkovich appointed co-chairman of the Skolkovo Foundation instead of Craig Barrett
Arkady Dvorkovich, who left the post of Deputy Prime Minister of the Russian Government in May 2018, was elected co-chairman of the Skolkovo Foundation Council. Sber Tech will open an office in Skolkovo
On October 20, 2017, Sberbank-Technologies announced the opening of an office in Skolkovo. Rostelecom and Nokia will create a pilot zone of the 5G network in Skolkovo

Rostec creates a partner center at Skolkovo
On October 17, 2017, Rostec State Corporation and the Skolkovo Foundation signed an agreement on the placement of a partner center on the territory of the Skolkovo innovation center. On the part of Rostec, the agreement was signed by the first deputy general director Vladimir Artyakov, on the part of Skolkovo - by the president of the fund Viktor Vekselberg. The state corporation plans to allocate 300 million rubles by 2020. to finance the operations of the center.
The partner center is created on the basis of the Informhimmash enterprise, which is part of the Armament cluster of the Rostec State Corporation. The cluster is already working on pilot projects of products in the civil sector, which will be implemented jointly with Skolkovo.
Goals of creation
The partner center is created for the implementation of promising investment projects, the development and production of high-tech products. The projects will be initiated by Rostec holding companies, residents of the Skolkovo innovation center, as well as international partners of Rostec. The projects will be financed both at the expense of the state corporation's own funds and at the expense of private investors.
When implementing projects, scientific and technical expertise will be carried out and the competencies of enterprises included in the Rostec circuit will be used. The possibility of using the expert potential of the Skolkovo Foundation is also being considered.
As noted, for the state corporation, the creation of a partner center, first of all, is one of the tools for the implementation of the development strategy until 2025 in terms of the growth of civil revenue and attracting "smart capital." So, if in 2016 the volume of production of civilian products amounted to 374 billion rubles, then by 2025 this figure should already be at the level of 2.5 trillion rubles, and the volume of the investment program in 2018-2025. should amount to about 3.8 trillion rubles.
According to Vladimir Artyakov, Rostec's strategy includes attracting technological partners and initiating joint projects to grow civilian revenue. It is expected that the center will become a single window for all enterprises of the state corporation and will contribute to the implementation of Russian ideas and developments of Industry 4.0 in real production conditions.
Priorities
Priority areas of the partner center are defined: new materials and their processing, computer technology and electronics (engineering, instrument engineering and new microelectronics technologies, component base and materials for the radio-electronic industry and the creation of communications, software for the telecommunications business, service platforms and subscriber systems), additive technologies, synthetic biology.
2015: Medvedev made it easier to attract foreigners to Skolkovo
The Russian government has simplified[5], the procedure for attracting foreign citizens for scientific and pedagogical activities in the Skolkovo Innovation Center. The corresponding decree was published on Friday, April 16, on the website of the Cabinet of Ministers[6] of[7]
As[8] government's press service explains on[9], the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" provides [10] the possibility of using foreign workers on the basis of employment contracts concluded with them and with an appropriate work permit.
A number of organizations are exempted from the need to obtain permission if foreign workers are invited to engage in research or pedagogical activities.
Earlier, in 2012, the government approved a list of scientific and innovative organizations that have the right to invite foreigners to Russia for research or pedagogical activities without permission to attract and use foreign workers.
The new decree includes legal entities involved in the creation and operation of the Skolkovo Center. Currently, about 1.5 thousand organizations are participating in the project.
As noted, the decision made will contribute to the implementation of the goals and objectives of the Skolkovo project.
Within the framework of the Skolkovo project, there are five clusters developing innovative projects - information, biomedical, nuclear, space and a cluster of energy-efficient technologies.
The Skolkovo Board of Trustees and the Commission for the Modernization and Technological Development of the Russian Economy are headed by Russian Prime Minister Dmitry Medvedev.

Site drop from Habra effect
On the night of April 10-11, 2011, the country's most innovative website, the Skolkovo Foundation website, went offline from the so-called Khabr effect. A huge influx of users to the site began at 2.38 after the discussion in the blogs of the Habrahabr.ru project of the process of creating the i-gorod.com site and the investments allocated for it began. [11].
That night, users and guests of the Habra project began discussing information and financial support for the website of the Development Fund of the Center for the Development and Commercialization of New Technologies (Skolkovo Foundation) i-gorod.com. In a few hours, the Habra community provided such an influx of visitors to the site that it led to the suspension of its work.
Habra users recognized that the site was made on a free version of the UMI CMS engine (this is mentioned in the original site code), found out that the domain delegation expired today and was automatically extended for another year, and also found, downloaded and replicated the archive of the entire site, including valid passwords.
VTsIOM: 44% of Russians know about Skolkovo
In April 2011, VTsIOM studied the attitude of Russians towards the Skolkovo innograd. It turned out that at the moment it is one of the most famous elements of the national innovation system: to one degree or another, 44% of Russians are informed about it. In general, our fellow citizens are developing a positive image of the center: most often, respondents imagine it as a science city (10.6%), a center for the latest developments (6.4%), a city for scientists (3.8%), an analogue of Silicon Valley (2.6%), a center in which they will develop science (2.5%), etc. The share of the "real audience" (i.e. those who know and have the current idea of the Skolkovo center) today is 32% of Russians. Another 12% of respondents are still a "potential audience" (i.e. declare awareness of the center, but at the same time find it difficult to indicate what exactly they know). The share of the "hard-to-reach audience" (i.e. those who know nothing about the Skolkovo center) is 56% of the population surveyed today.
The Skolkovo Center is associated among Russians, primarily with the first persons of the state: D. Medvedev (6.9%) and V. Putin (5.7%). Figures such as A. Chubais (2.1%), J. Alferov (1.5%), M. Prokhorova (0.9%), V. Vekselberg (0.4%) and others are also mentioned.
The creation of the Skolkovo innovation center is considered by Russians to be one of the most important Russian projects of the 21st century (22%) after the Olympics Sochi in 2014 (74%) and the World Cup in 2018 (42%). More than a third of Russians are already positive about any of their entourage working in Skolkovo (38%). Young (46%), highly educated (44%) and well-off respondents (49%) have the most positive attitude. The most preferred employment option in the innovation center is for respondents the position of engineer (15%), scientist/researcher (14%).
About a third of our fellow citizens (30%) would like to receive information about Skolkovo at least once a month. Russians under the age of 45 (34-36%), highly educated (36%) and wealthy respondents (39%) are most interested in these data. The most popular source of information about the Skolkovo innovation center is television: it is through this type of media that 58% of Russians prefer to learn the latest news about the project. Significantly less than those who want to receive information through online publications (13%) and blogs (9%), radio (9%), etc.
