The work began in the plenary part and continued in five thematic sections: "IT in the public sector," "IT in banks," "IT in transport," "IT in industry" and Cloud Day. The conference was moderated by TAdviser editor-in-chief Alexander Levashov.
Representatives of government agencies - on plans for state migration by figure
Deputy Ministry of Telecom and Mass Communications Alexey Kozyrev, who received the TAdviser IT-Prize award at the summit in the Digital Platform of the Year nomination for outstanding indicators of the development of the public services website, outlined in his brief speech key trends in the development of digital or electronic government. The first of them is that all legally significant operations that are carried out using paper and paper documents would be legally significant in electronic form.
To do this, a unified state identification and authentication system (FSIS ESIA) is being implemented, which over time should turn into an identification platform that supports a variety of identification methods - the use of password, biometrics, any electronic media. In the 1 quarter of 2018 year, it is planned to launch biometric identification, with the help of which it will be possible to open bank accounts without ever appearing in the bank's office.
The second direction of development is the transformation of such a concept as "public services." As part of this direction of development, the state begins to open interfaces for external partners, embed public services in financial and other services in order to switch to proactive service provision. For example, if a driver's license begins to expire, a reminder is sent to the citizen about the need to reissue it and at the same time the reissue procedure is launched, even before the citizen's appeal.
Another important aspect of the state's activities is to ensure interoperability of data, integration of IP among themselves, involvement of data stored by the state in economic circulation as an additional source of added value. This area of activity will actively develop, despite the fact that the data are personal in nature, the representative of the Ministry of Telecom and Mass Communications expressed confidence. Modern technologies make it possible to organize permission management systems in such a way that it would be possible to disclose personal data to specific organizations with the permission of the citizen himself. The head of the department for the provision of public services of the PFR, Evgeny Turchak, reminded the summit participants that in 2017 two important legislative acts were adopted in the context of the transition to the digital economy of the document: the presidential decree on the strategy for the development of the information society in the Russian Federation for 2017-2030 and the government's order on the approval of the Digital Economy of the Russian Federation program.
The FIU is the operator of the largest information systems in the social security field; the FIU IT currently includes three main components:
- AIS FIU - internal use system, about 120 thousand users, the volume of stored information - about 500 terabytes;
- Unified State Information System of Social Security (EGISSO) - the system accumulates information about all social payments, benefits that are planned to be provided to citizens at the federal, regional and municipal levels;
- Federal System of the Unified Register of Persons with Disabilities (FSERI).
As part of the digital transformation, it is assumed:
- carry out reengineering of all IEs, then implement a single digital technological process optimized for time and resources;
- Migrate to a scalable microservice-based architecture

To implement the digital transformation program, data centers will be rented at the initial stage, and subsequently it is possible to switch to cloud computing and storage. Alexandra Osipova, head of the IT department of the Federal Property Management Agency, spoke about the import substitution program implemented in her department as part of the digital transformation. In particular, the department is switching from the use of POMicrosoft, according to which the costs of licenses alone in 2016 amounted to about 100 million rubles, to domestic platforms and free code.
The results, according to the speaker, are already obvious today - royalties have decreased fourfold, to 25 million.
On the path to transformation, the following problems arose:
- My Office software lacked many of the main functions that have become familiar to users;
- There was no plugin for signing with an electronic signature in Sputnik and Yandex;
- EDMS did not work with My Office software;
- slow work "1C" on. DBMS PostgreSQL
During the implementation of the project, all these problems were solved:
- interaction of EDMS and My Office software has been established;
- a solution was found for signing with an electronic signature in the Sputnik browser;
- a new release "My Office" was released, taking into account the basic needs of employees of the Federal Property Management Agency;
- 1C performance on PostgreSQL DBMS is provided.
As for the new directions of digitalization, the plans of the Federal Property Management Agency include the construction of automated data quality control, as well as the management of the process of amending the Register of Federal Property, the use of blockchain technology to organize interaction with other authorities, the use of artificial intelligence elements in the formation of forecasts of federal budget revenues and privatization plan.
Maksut Shadayev, Deputy Prime Minister of the Moscow Region - Minister of Public Administration, Information Technologies and Communications of the Moscow Region, made a detailed report on the achievements of digitalization. The report once again demonstrated the desire of the MoD government to work with the population on the basis of the most modern technologies and approaches practiced by corporate business.
Over the next two years, Maksut Shadayev said, it is planned to transfer all IT systems to a common platform with a complete digitization of the decision-making process as part of the provision of services to residents of the region. In the context of processing citizens' appeals, the speaker emphasized the desire to get away from the "loop of inefficiency," when work with the appeal is limited to the formal side - the answer. It is necessary to work in the cycle of solving the problem, and not responding to the appeal, the representative of the government of the Moscow region expressed confidence, and this should be done on the basis of the use of advanced corporate solutions for business - CRM systems, Service Desk, artificial intelligence.
The need to engage in high-quality data management is another important area of activity. It is required to consolidate all data on residents of the Ministry of Defense receiving state and budgetary services with the creation of a unique "golden record" for each citizen.
In the context of the development of the front-end and more active involvement of the population in management processes, the MO government intends to carry out up to 50% of the planned volume of repairs and improvements following an open vote, as well as strengthen the transition of government agencies to social networks by creating publics and more active informing citizens.
The direction of commercialization is also important - in particular, the development of a system of paid services based on MPSC. The development of the back-end is also on the agenda, the main directions are the creation of human resources system, a change in the system of recruitment of personnel and advanced training of management workers, centralization and partial outsourcing of supporting business processes, the active use of mobile technologies with the universal transition of all employees working "on the ground" to the use of mobile devices.
In addition, the speaker spoke about the success of promoting digital technologies in the field of medicine - the active use of feedback based on the results of appeals to medical institutions, and school education - 95% of MO schools have already abandoned paper diaries, parents have the opportunity to buy and use electronic textbooks instead of paper ones. Digital Business Plans
IT Director of Cherkizovo Vladislav Belyaev focused on the semantic, practical aspect of the IT strategy, defining it as a model of the daily behavior of the IT manager, and the main trends in the development of the information technology industry - IT as a commodity, the transition from Industry 4.0 to 5.0, the spread of artificial intelligence.
The lack of interest in the lower level of systems and products, the attitude towards IT as a service, and not as a "hardware," the increased competence of the new generation in the use of information technologies - all these points indicate, according to the speaker, that IT is becoming a commodity. At the same time, price and, more importantly, the speed of delivery of IT goods become a key factor in choosing a solution, since the faster the business introduces innovation, the faster it gains a competitive advantage.
The transition to the 5.0 industry will primarily mean the exclusion of horizontal ties between the farm, plant, store and consumer - most of the data exchange will be carried out through the clouds, which will allow, according to Vladislav Belyaev, if not completely exclude warehouses, then at least reduce their use. As for artificial intelligence, according to the speaker, self-learning systems will not displace a person, but will change his logic.
In conclusion, the speaker listed the trends in IT development:
- IT becomes a tool for implementing a business strategy;
- the role of internal IT will be reduced to standard service tasks;
- Key IT requirement - simple and fast start-up
- increasing the share of outsourcing, cloud solutions and products in the form of ready-made services;
- Significant reduction of infrastructure in projects.
Petr Voronin, Director of the IT Department of Megapolis Group of Companies, spoke about the digital ecosystem of a company engaged in the distribution of consumer goods and carrying out more than a million diverse deliveries per month.
Recognizing the importance of all areas of development of modern technologies - the Internet of Things, bots, drones, robots, artificial intelligence and many others, the speaker said that the company is engaged in building its own digital ecosystem, which is based on an affordable and low-cost IT infrastructure. Today, the company's digital IT infrastructure includes an e-commerce unit, a big data and forecasting unit, and a cloud infrastructure. At the very beginning of the implementation, the Digital Hub is an idea incubator, which includes the digital idea factory itself, a control center, a platform and services.
In the final part of the report, Petr Voronin outlined three main areas of business development - working with clients, with new products and new business models, and also spoke about the successfully launched b2b-platform for the formation of customer orders based on SAP Hybris, the experience of budget planning in the Anaplan cloud service and robotization of individual business processes.
Sberbank's development direction is monitored by the entire Russian banking market, all its initiatives, including internal ones, are closely studied by participants in the Russian financial market. Pavel Khodalev, Senior Managing Director of the Technologies block of Sberbank, dwelled on the results of the development of the bank's IT infrastructure this year and plans for the future. The speaker spoke about the new three-year strategy of Sberbank (2018 - 2020) and four areas of its implementation:
- Current support (run)
- Replace current processes with more efficient ones (change)
- innovation activity, creation of new processes for formation of competitive advantages (disrupt);
- Manage resources to ensure ongoing processes, replace inefficient ones, and create new ones (governance).
In 2017, in terms of current support, the speaker stated, the availability of Sberbank's business-critical IT infrastructure at 99.99% has already been achieved in order to modernize processes, the introduction of Agile and DevOps basic practices continues, three specialized innovative laboratories have been created to form competitive advantages, the direction of robotization and artificial intelligence is actively developing.
Reminding the summit participants of Sberbank's strategic landmark - to become a modern technology company, Pavel Khodalev noted that in this context it becomes important:
- creation of the CDO Institute (Chief Data Office) in the structure of Sberbank - a structure responsible for the corporate data model, their synchronization when data flows from system to system and other aspects of operational data management;
- the creation of the CDS Institute (Chief Data Scientist), a division dedicated to creating models for artificial intelligence.
The speaker outlined Sberbank's plans for 2018 in the context of the above three strategic areas of work:
- current support: commissioning of the Skolkovo data center, which is 6 times more powerful than the current one, abandonment of all leased emergency sites;
- replacement of current processes: launch of a new platform, total transfer of development to Sbergile and 100% DevOps in at least 80% of information systems;
- Building competitive advantage: creating eight idea laboratories, each of which will be assigned specific tasks, the results of which should give industrial results.

Mikhail Aleksin, IT Director of Touch Bank, spoke about the achievements of the bank - a digital project of the Hungarian OTP group, working with 200 thousand customers in 300 cities of Russia. The growth of the bank's client base at the end of this year, the speaker stated, is twice, the availability of financial services is at 99.8.
Mikhail Aleksin noted that less than 12 months have passed since the decision to start the Touch Bank project before the first service was provided, which became possible only thanks to outsourcing in all areas - expertise, development, digital platforms. All IT systems of the bank are located in the cloud according to the Paas outsourcing scheme/and IaaS are used in the format of providing capacity on demand. During the period of marketing activities, the need for capacity increases by orders of magnitude and it would be inappropriate to maintain its own capacity, the speaker emphasized.
The bank not only actively uses outsourcing, but also provides its services under this model - for example, for customers Tele2 bank acts as a service: customers of a mobile operator can issue a bank card. Next year, Bank as a Service will become one of the strategic directions of the bank's business growth.
The transition to the figure is a global trend
Bolivian Jorge Lopez, CEO of JalaSoft, spoke about his company and the capabilities that appear if a smartphone uses its own OS, with full access to its source code.
The smartphone, Jorge Lopez recalled, is the main device with which a modern user interacts with society - enters the Internet, communicates on social networks, sends emails. Both operating systems that dominate the global smartphone market today - iOS and Android - cannot control the source code, and this is a big problem, because the correct operation of all mobile applications depends on how the OS works.
Another important aspect, Jorge Lopez emphasized, is the location of the cloud through which all smartphones interact. If the cloud is in the country of residence of smartphone owners, this is one situation, if overseas - another. For Latin American countries, it is extremely important to control the entire interaction infrastructure through smartphones, in this regard, it is planned to launch its own cloud infrastructure.
But this is a task for the future, and this year a line of its own Accione smartphones equipped with Sailfish OS was released on the market - thanks to cooperation with the Finnish company Jolla. The peculiarity of this OS is the complete absence of buttons in the design of the smartphone as such and the ability to automatically adapt to the parameters of the cloud through which the owner of the smartphone interacts with the Internet.
In 2018, it is planned to implement a touch control system with fingerprint identity recognition capabilities, which will reduce the risk of illegal use of a smartphone in case of loss. All applications on the smartphone are in a container that protects applications from viral exposure. In addition, even the simplest model has added the ability to fast charge - a property usually present only in elite models. This became possible precisely thanks to the possibilities of full access to the source code and design control, the speaker emphasized.
AVVUUDmitriy Shushkin, General Director, noted that the topics actively discussed by the IT community in Russia are the same as around the world - artificial intelligence, robotization, machine learning. According to the speaker, despite the wide discussion, these technologies will reach maturity not earlier than in two or three years, and only then their implementation will become widespread.
As for the present moment, referring to the IDC study, Dmitry Shushkin stated that the leaders of digitalization and followers set themselves various goals. Leaders are introducing the latest technology to create new sales channels and increase revenue, and followers are implementing the latest technology to optimize operating costs. Recalling that such parts of business processes as information collection and processing are most in need of digitalization, the speaker dwelled on digitalization projects implemented by ABBYY in various fields.
The first practical direction of digitalization is the automation of the opening of bank accounts, especially relevant in the context of the tendency to increase banks the base in the SMB segment. Automation, the speaker stated, not only accelerates the opening of accounts by 25%, but also increases the quality of customer service. The second example is a project in a large company operating in the energy sector, within the framework of which the automation of processing of primary documents was carried out. As a result, financial transactions began to be carried out three times faster, the search time for primary documents decreased by 2- 4 times, an archive of scans of financial documents was created.
An example from the social sphere is a non-profit project at the Bolshoi Theater, during which an electronic archive was created - 48 thousand posters, 120 thousand programs, more than 100 thousand photos.
In conclusion of the report, Dmitry Shushkov listed the symptoms indicating that it is advisable to use digital technologies - a large number of data entry operations, manual input errors, adjustments, many not integrated IT systems, high turnover personnel due to routine work.
Dmitry Shushkin also shared his opinion on the key priorities that will characterize the demand for IT in Russia in 2018. Firstly, he believes, business chooses solutions that have already won its place in the market and proved their effectiveness on the example of real projects: they helped companies increase revenue, reduce the cost of business processes, create new revenue channels, and improve the quality of customer service.
In addition, companies are interested in a quick return on investment from IT implementation. Solutions that pay off in 1 year are more attractive. Finally, customers are striving to increase competitive advantages, including through artificial intelligence technologies, "said ABBYY CEO. - We see that more and more solutions are in demand that are able to search and analyze unstructured data from different channels: paper, electronic documents, internal databases of the company and open sources - media and social networks. For example, to register customers, make decisions on opening bank accounts or issuing loans, process requests for technical or customer support, and so on. |
Speaking about ABBYY's priorities for 2018, Shushkin noted that the company has ambitious plans to increase revenue.
In line with our strategy, our business in the global market is growing at double-digit rates. This is due to an increase in the number of successful ABBYY projects on intelligent information processing in banks, telecom, power and other industries. For many years, we helped companies gain useful knowledge from millions of documents: contracts, accounts, letters, forms, articles, and so on. Now our technologies help make decisions about registering or opening customer accounts, assess investment and technological risks, and manage projects. To do this, we are more actively using machine learning technologies in solutions, developing the capabilities of text analytics, "says Dmitry Shushkin. |
Also, he added, next year ABBYY expects an increase in demand for solutions for the educational segment, including its ABBYY Monitoring platform for independent assessment of knowledge quality.
Alexey Nesterov, director of ERP solutions at 1C, noted that 1C is actively involved in the promotion of digital technologies and, along with Sberbank, Rosatom and other large structures, is a member of the Digital Economy ANO, responsible for the development of education and training.
In assessing the main driving factors of digitalization, the speaker agreed with a colleague from ABBYY: the main motive of Russian customers when introducing digital technologies is to reduce operating costs. Alexey Nesterov referred to a study by the National Research University HSE, according to which the positive result of the introduction of digital technologies by Russian companies was the acceleration of processes, improving their quality, reducing labor intensity, and reducing the cost of production. As the speaker emphasized, the results of surveys of 1C customers who have implemented the company's ERP system largely coincide with the HSE research data.
1C is actively developing the 1C: Enterprise 8 platform, supporting all modern technological trends in it in order to solve the problems facing the client, in particular, cloud technologies. The speaker noted that an ERP solution with full functionality, including production planning, is already available in the cloud.
Another obvious trend of digitalization is the increasing popularity of mobile technologies. Many young company leaders today no longer want to work with desktops, they want to receive all the information using modern technologies familiar to them. In this regard, 1C is developing a new mobile client, through which managers will be able to access the entire functionality of the ERP solution through a mobile device.
Another important area of development is working with binary data. The need for interaction of the platform with various kinds of equipment, telemetry data is increasing, therefore, Aleksey Nesterov emphasized, the current versions of the platform already implement work with binary data in stream mode.
The 1C company is also working in such important areas as machine learning, artificial intelligence, blockchain - a neural network has been developed on the 1C platform, which is currently being operated in an experimental mode, and a solution has already been implemented on the basis of blockchain technology in a large company for reliable approval by the head of applications for spending funds.
In conclusion of the report, Alexey Nesterov spoke about the largest projects for the implementation of solutions based on the 1C:Enterprise 8 platform in various sectors of the economy - public administration, industry, agriculture, logistics and a number of others. Among the largest implementations, the speaker highlighted a project in the IT department of the Moscow government, during which 2,300 institutions were automated. The system processes data from about 350 thousand employees of budgetary institutions in Moscow, about 18 thousand users work in it. As a result of the project, the cost of maintaining information systems sharply decreased, which gave the effect of about 1 billion rubles of savings per year.
Other large-scale implementation projects based on the 1C:Enterprise 8 platform are the introduction of a business management system in Russian Post, the creation of a MES system for controlling robots during conveyor assembly of machines at Ford Sollers, and automation at UMMC-OTSM.
Alexey Semenov, Deputy Head of System Integration, Digital Design dedicated his report to a specialized area of digitalization - the construction of combined or, another term, unified communications based on a domestic platform CommuniGate Pro developed by CommuniGate Systems () StalkerSoft and having thousands of installations abroad. The speaker especially emphasized that the platform is implemented on the basis of standard RFC protocols, so there can be no "bookmarks" not declared functions in it by definition. Her work has also been tested on all leading Russian operating systems.
In a typical system of united communications, the speaker explained, as a rule, several thousand users of the basic functionality of communication services work - this is email, phone, instant messages. The application is installed on a stationary computer or laptop, it is possible to add a certain limited number of privileged users, which gets the ability to use mobile devices and advanced functionality - scheduling, task management, delegation of correspondence management to secretaries.
Alexey Semenov stated that customers most often pay attention to the CommuniGate Pro solution in the context of import substitution, looking for the right balance between the advanced functionality of the united communications system and the costs of installing, supporting and maintaining it. The difficulties that await the customer during the implementation of projects are typical - the complexity of the implementation process, high expectations, the need to revise the corporate communications system, inertia of users, difficulties with personnel training. In order to successfully implement the unified communications system, the speaker recommended involving specialized system integrators on the Russian market in its implementation.
Despite the difficulties, the speaker stated, migration from Western solutions to domestic systems is feasible, and the problems that arise in its course are solvable. This was clearly demonstrated by Digital Design, in particular, when implementing the project in Russian Railways. As a result of the project, the transition from the Microsoft Exchange Server platform to CommuniGate Pro was carried out - installations in 17 computing centers, over 200 thousand users.
As for the prospects for 2017, according to the speaker, a multiple increase in the number of import substitution projects, large implementations of such implementations in federal and regional authorities, in the segment of medium and small businesses, expansion of functionality and the creation of standard domestic solutions are expected.
Vladimir Kohan, Commercial Director of Digital Design, shared with TAdviser his opinion on the main priorities that will characterize the demand for IT in Russia in 2018. He believes that the share of knowledge-intensive projects will increase, where the key production activities of the enterprise are automated, and not supporting business processes. There will be a deeper penetration of information security solutions into the tasks of both software development and implementation of ready-made solutions. According to Vladimir Kokhan, special attention will be paid to scalability and improving the performance of information systems, which is associated with the consolidation of these solutions for large businesses and government agencies.
Speaking about the priorities of Digital Design, he noted that traditionally the company has a focus on the production of its design developments.
We plan to update the Secure Mobility product line, make it cross-platform and enable integration into mobile solutions created by our customers on their own. In addition, we plan to actively develop our AVACOR platform solution, designed to automate internal audit processes, control and risk assessment, and AREOPAD, an information system for automating the activities of collegial bodies, - said the commercial director of Digital Design. - Also, we are among those companies engaged in the development of science-intensive projects. Among the solutions being developed in our scientific laboratory is an oil and gas product that allows you to automate the digitization of logging data using machine learning algorithms. 2017 was a significant year for this decision, he received the support of NTI, the Bortnik Foundation, and now we are faced with the task of developing and further scaling the project. |
The company has already found use in machine learning in electronic document automation projects. In 2017, the first pilot projects were held, and Digital Design is ready to replicate this proposal in industrial implementations in 2018, Vladimir Kokhan added.
High growth rates are shown by the field of information security. In this direction, we have implemented a number of unique projects in the largest energy companies, in 2018 we will continue to promote our competencies in the field of information security. Another priority for 2018 will be the development of the international direction. We are already successfully working with a number of Western companies and, of course, will continue to expand the number of our projects abroad, he concluded. |

As part of TAdviser SummIT, Alexander Levashov, editor-in-chief of TAdviser, conducted an open interview with Vladimir Muravyov, Chief information officer of Dixy. During the conversation, Muravyov spoke about the peculiarities of planning the IT budget and choosing IT contractors and partners at Dixy. The issue of import substitution was also raised. According to Vladimir Muravyov, import substitution is also advisable for commercial companies, since people living in Russia worry about it, and the presence of knowledge-intensive industries in the Russian economy that allow them to implement something "non-resource" is very useful.
Muravyov at an interview expressed his opinion about the changing role of the Chief information officer: he, according to the Chief information officer of Dixie, becomes a business partner, gives an impetus to innovation, provides the business with an opportunity to look at what he does every day from a different angle.
