The volume of purchases increased by 15% and exceeded 1.5 trillion rubles, the number of procurement procedures increased by 10% compared to 2015 and reached 150 thousand.
Alexey Degtyarev, CEO of B2B-Center 'One of the most important trends last year was a significant increase in the volume and number of electronic purchases of private companies. With the help of our site, extractive and agro-industrial enterprises, food producers and retailers actively transferred their purchases into electronic form, for which the site has become a convenient tool for additional savings, optimization of procurement activities and the search for new suppliers. These were mainly large customers, this year they will be followed by medium and small businesses. Prior to that, the main driver of the electronic trading market was state-owned companies. However, now the vast majority of them are already working for ETP. At the same time, the most progressive state corporations conduct up to 98-100% of their purchases electronically. |
The most active users of ETPs remained electric power holdings and companies, which accounted for 27% of the total number of purchases and 34% of the total volume of purchases on the site. Production and service companies of the oil and gas industry took the second place in terms of procurement volumes - 15% of the total volume of purchases and 4% of their number. Compared to 2015, telecommunications companies doubled the volume of electronic purchases and came in third place with a share of 12% of the total volume of purchases on the site.
In fourth place was the segment - purchases of nuclear industry enterprises, which accounted for 8% of the total number and volume of procedures. Metallurgical companies ranked fifth in terms of purchases (8% of the total) and second in terms of quantity (16% of the total). The share of the machine building segment is 12% by quantity and 6% by volume of all purchases at the site.
Among other large segments on the site: purchases of agricultural enterprises, food, timber processing and pulp and paper industries, as well as services and retail.

Rosatom approves B2B-Center as site for electronic procurement
The B2B-Center Electronic Trading Center was included in February 2016 among the electronic trading platforms (ETP) for procurement of the State Atomic Energy Corporation Rosatom.
In total, the list of ETP operators for procurement by the corporation and its organizations includes three sites.
In total, during the period of pilot operation, 82 nuclear industry enterprises registered in the system, which announced 189 procedures totaling over 13.8 billion rubles. The average savings in completed procedures were over 12.6%.
Enterprises included in the corporation purchase equipment and measuring devices for nuclear power plants, construction, installation and motor transport services, as well as transport equipment with the help of B2B-Center.
One of the most effective procedures was the purchase of emergency cooling system tanks for the Kola NPP. Five potential suppliers participated in the procedure. During the auction, the initial maximum contract price was reduced by more than 35%, the savings amounted to over 124 million rubles.
2015:22% increase in purchases to RUB 1.2 trillion
Compared to 2014, the volume of purchases of Russian companies in the B2B-Center system in 2015 increased by 22% and amounted to almost 1.2 trillion rubles.
A significant increase in volumes was demonstrated by purchases in foreign currency. The volume of purchases in US dollars increased by 30% and amounted to $1.5 billion, in euros - by 450% and amounted to €368 million. The number of procurement procedures increased by 5% and amounted to more than 130 thousand. The growth rate of new users of the electronic trading platform (ETP) increased: this figure in 2015 was more than 8%.
Traditionally, the most active users of ETP were electric power holdings, which accounted for about half of all trades and the total volume of purchases. In second place are mining and metallurgical companies (a quarter of all trades and 11% of total purchases). The third place was shared by engineering and defense-industrial holdings (16% of all procedures and 8% of the total volume) and oil and gas companies (5% of procedures and 19% of their volume).
The first place was taken by purchases of goods and services of the engineering industry - 19% of the total number of procedures (in 2014 - 18.6%). The companies purchased machinery and equipment for the mining industry, hydraulic and pneumatic automation devices, oil field and drilling equipment.
Purchases of construction goods and services moved to the second place - 17.5% of the total number of trades (in 2014 - 20.2%). With the help of ETP, companies were looking for contractors for capital construction and reconstruction projects: engineering network design, design, survey and construction and installation work.
The share of metallurgical products slightly changed - 10.9% of the total number of purchases (in 2014 - 11.2%).
Significantly increased its share and took fourth place in the relatively new segment of transport services and logistics. In 2013, purchases in this area amounted to only 3.7%, in 2014 - 8.1%, and in 2015 - already 10.4%.
The share of purchases of electrical equipment and electronics, which became the fifth most popular, amounted to 7.7% (in 2014 - 8.5%). Electric power companies purchased electrical distribution equipment and control equipment, machine-building and metallurgical enterprises - electric motors and generators.
2014: Results of procurement activities of Russian energy companies
The activity of power engineers, the discoverers of electronic procurement in Russia, continued to grow in 2014. As of December 11, 2014, the number of posted procedures on electronic trading platforms exceeded 160 thousand. At the same time, 44% of all electronic purchases in this segment in 2014 took place on captive platforms (own corporate trading platforms or bulletin boards on companies' websites). The rest are at independent sites. The first place among them in this segment was taken by B2B-Center, in which 21% of purchases of power engineers took place.
As in 2013, the majority of purchases from power utilities were regulated by the state. In accordance with Federal Law No. 223-F3, 58% of such procedures took place in 2014, and 60% in 2013. The share of commercial purchases increased by 2% (42% in 2014, 40% in 2013).
In 2014, more than half of the procedures (53%) were conducted in the form of requests for prices and proposals. Tenders accounted for no more than 5%, and auctions - no more than 1%.
According to B2B-Center, construction goods and services dominated the industry structure of procurement products of Russian power engineers on ETP. Compared to 2013, their share increased from 46% to 50% in 2014. The main reason: large-scale projects for the modernization and reconstruction of production facilities and distribution networks are being implemented in the domestic power. For example, the largest in the B2B-Center in 2014 were tenders for the new construction of a thermal power plant in Sovetskaya Gavan, Khabarovsk Territory - the winner's price exceeded 13 billion rubles.
B2B-Center experts also note the preservation of the share of purchased goods in the sectors of mechanical engineering and the metallurgical industry - 11% and 4%, respectively. At the same time, the share of goods in the procurement segment of electrical equipment and electronics decreased from 17% in 2013 to 13% in the current one. At the same time, the range of goods and services purchased at ETP is constantly expanding. For example, in recent years, the largest energy companies have begun to actively purchase energy resources (primarily coal, diesel fuel), as well as use electronic platforms to select credit and insurance organizations. For example, the volume of purchases of insurance services in 2014. grew 2.5 times and amounted to about 4 billion rubles.
One of the largest Russian energy companies - RAO ES Vostok - conducts B2B-Center purchases of various materials and equipment on the electronic trading platform, as well as contract work and services necessary to fulfill the holding's production programs. At the same time, the range of goods and services purchased at ETP is constantly expanding.
The use of ETP allows power engineers to solve several important problems at once. Procurement in electronic form helps to increase the level of transparency and control of procurement activities. ETPs allow you to attract a large number of participants in the procedures and achieve maximum economic effect in conditions of high competition. At the same time, the functionality of the B2B-Center ensures the fulfillment of all the requirements of the law 223-FZ with the lowest labor costs on the part of the customer, and the processing of documents through a modern, intuitive interface leads to a decrease in paper flow in the company.
2013: Number of trades up 40% and volume up 45%
The B2B-Center system showed almost one and a half times growth in 2013. During the reporting period, more than 115 thousand trade procedures were carried out in the System for a total amount of more than 730 billion rubles. Thus, for open trading procedures in 2013, the increase was 40% in terms of quantity and 45% in terms of volumes compared to the results of 2012.
In 2013, goods and services of the construction complex, which accounts for about a quarter of all purchases in the System (23%), led the industry procurement structure. It is slightly inferior to the machine-building complex, which accounts for 20% of purchases. The third place is in the metallurgical industry - 12% of purchases.
In 2013, in the construction sector, the companies purchased the services of design, survey and construction and installation work, in mechanical engineering - equipment for the mining industry, oil field and drilling equipment, hydraulic and pneumatic automation devices, and in metallurgical - products of metalworking and metallurgy, metal products and others.
It is noteworthy that it was the three largest procurement industries that demonstrated the most significant growth in the B2B-Center system in 2013. Thus, the number of purchases in the construction segment almost tripled - an increase of 268%, purchases of metalworking products - doubled, showing an increase of 193%, and an increase in the segment of electrical equipment amounted to 139%.
In addition, in 2013, for the first time, products were purchased in the field of transport and logistics services. Among the organizers of the procedures were companies of the food industry (CJSC GC Russian Alcohol, GC South of Russia) and the chemical industry (OJSC Cordiant).

According to Viktor Stepanov, General Director of RTS-Tender, the implementation of this project "contributes to increased competition in electronic tenders."
Alexander Boyko, chairman of the board of directors of the B2B-Center system, noted that the project "will help erase the conditional boundaries between the corporate and public sectors." "It will allow state-owned companies and natural monopolies to take advantage of a wide range of trades, which will give them the opportunity to increase the efficiency of their procurement system," Boyko added.
As a result, users of B2B-Center and RTS-Tender resources received simultaneous access to information about tenders held in the corporate and state sectors, as well as the opportunity to take part in them. More than 100 thousand participants in the B2B-Center and RTS-Tender systems have the opportunity to participate in corporate and public procurement with a total trading volume of more than 1 trillion rubles.

"B2B-Center and RTS-Tender offer interesting direction of e-commerce development towards creation of distributed trading systems. True, according to Mikhail Fogilev, the moment of the possibility of using a single electronic digital signature (EDS) to participate in the auction at these two sites is not yet clear.
