Most (90%, or 183.6 million) of the offenses that the State Traffic Inspectorate takes into account were identified in 2022 during the operation of photo and video recording complexes, the Scientific Center of the Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia said.

With an increase of 429% since 2011 in the number of FVF complexes, there is an increase in the number of administrative offenses identified with their use by 1033%. The total number of accidents over the same period decreased by 36.6%, and the death toll - by 49.3%, analysts calculated.[3]

At the same time, in his opinion, in the daytime it will be more difficult for the camera to prevent mistakes. However, Nikitin admits that drivers who drive at night with non-working headlights can really pose a danger and fixing would stimulate them to call the service.

According to him, it is not clear whether it is possible to challenge the fines for driving with the headlights turned off, which were issued based on data from road cameras.

As Kommersant writes with reference to this report, the number of stationary road cameras in 2021 has not changed, mobile devices (the so-called tripod) have become 300 less, up to 3.2 thousand units.

The NC BDD notes that they help reduce the accident rate, but in 2021, 8.3% more accidents were recorded in the zones of action of 100 stationary cameras than a year earlier. Most of the offenses identified by the traffic police in 2021 - 88%, or 160.8 million cases - were identified precisely using road cameras, and only 12% (22.2 million cases) without them. Inspections in this area, already carried out in 2021 on behalf of the head of state together with Rosfinnadzor, the FSB and the Ministry of Internal Affairs, have borne fruit.

We have established a lot of cartel collusion, the facts of fragmentation of purchases, the purchase of equipment, which in terms of its technical characteristics does not correspond at all to the characteristics specified in the contract. Well, and non-fulfillment of the terms of contracts in the formation of the initial price, - said Krasnov.

To eliminate the identified offenses, the prosecutor's office introduced the necessary response acts, sent materials to the investigating authorities, and criminal cases were also initiated, he added.

For example, in the Kirov region, a criminal case has been initiated and is being investigated against the regional minister and director of the enterprise, who illegally put into operation a video surveillance system, causing damage to the region in the amount of more than 78 million rubles.

Also, for example, in 2021 there was news about a criminal case on abuse of office on the fact of cartel collusion in the purchase of video recording systems for traffic violations^[8] was^[9]. And in September it became known about a criminal case in connection with non-working cameras in Khabarovsk, established as part of the Safe and High-Quality^[10] project^[11].

Rostec and GLONASS assessed the effectiveness of road cameras in the regions of the Russian Federation

The company "," a GLONASS-BDD joint venture of the State Corporation Rostec and JSC "," GLONASS analyzed in 2019 the effectiveness of stationary complexes of photo and video recording of traffic violations. The leaders in the number of cameras that positively affect the road situation were the Moscow Republic of North Ossetia - Alania, Samara and Vologda regions, a number of other regions of the Russian Federation.

The GLONASS-BDD company analyzed data on more than 15 thousand photo and video recording complexes and statistics of accidents with victims on the roads of Russia over the past 5 years. For each camera, its effect on reducing road accidents was calculated for 10 months of 2019. Cameras that positively influenced the statistics of road accidents are recognized as effective.

The leaders among the regions with a large number of cameras (more than 500 units) were the Samara region, where 19% of the complexes had a positive effect on road statistics, as well as the Republic of Tatarstan, where this figure is 10%.

In the top of effective regions with the number of cameras from 200 to 500 - Vologda Oblast (21%), Ryazan Oblast (18%), Chelyabinsk Oblast (17%).

Among the regions with a small number of cameras (from 50 to 200 units), the Republic of North Ossetia - Alania became the leader (38% of the cameras influenced the statistics of traffic violations). In second place is the Krasnoyarsk Territory (35%), in third place is the Sakhalin Region (20%).

"We were also able to determine how cameras affect the number of speed offenders and the very characteristics of traffic flow. For example, in Elista, in just 20 weeks, the share of drivers observing the speed limit in places where cameras are installed increased from 24 to 59%. In Izhevsk, in 19 weeks, the number of neat drivers has doubled. It is noteworthy that in Russia as a whole, in 3% of cases, despite the presence of cameras, the statistics of road accidents and traffic violations worsened. Typically, the camera shows a high level of efficiency at the time of installation. After several months or years, when the picture improves, this figure formally decreases. However, the camera continues to perform a preventive function, "says Necheukhin Maxim, General Director of GLONASS-BDD.

Efficiency analysis was carried out using a special hardware and software complex developed by GLONASS-DBD. The complex allows you to determine the best places for installing photo and video recording cameras and predict the impact of cameras on the number of accidents. Recommendations are issued based on analysis of big data using artificial intelligence.
