2023
In Russia, the number of students of distance programs of vocational education decreased by 3.8%, to 2.68 million people
In 2023, the number of listeners of remote professional programs formations Russia in amounted to about 2.68 million people. This is 3.8% less than in the previous year, when the indicator was estimated at 2.78 million. Such data are provided in the BusinesStat review, published at the end of September 2024.
In the study, online vocational education includes training in secondary vocational, higher and additional vocational education programs, carried out exclusively using e-learning and/or distance learning technologies. Among the significant players in the market under consideration are named NOCHU HE "Moscow Financial and Industrial University" Synergy, "ANO DPO" Academy Top, "ANO DPO" Educational Technologies Yandex, "ANO DPO" Corporate University of Sberbank "and OANO DPO" Skaeng. "
According to estimates, in 2019 in Russia the number of students of distance programs of vocational education was 998.9 thousand people. In 2020, against the background of the COVID-19 pandemic, a sharp jump occurred: the figure soared by 126.3%, reaching 2.26 million. The situation was successfully used by online platforms, which were able to increase the offer of the most popular programs at a time when most educational services were temporarily unavailable.
In 2021, there was an increase of 1% - to 2.28 million, and in 2022 - by another 21.8%. However, in 2023 there was a decline due to several reasons. This is, in particular, a decrease in the solvency of the population in conditions of inflation and deterioration of credit conditions. In addition, there was a decrease in the number of corporate clients due to the shutdown of business or the departure of foreign companies from Russia due to the emerging geopolitical situation.[1]
Growth of the Russian market for digital educational instruments by 11% to 2.1 billion rubles
In 2023, the turnover of the digital educational instruments (EdTech) market in Russia reached 2.12 billion rubles. This is almost 11% more compared to 2022, when the costs in the segment under consideration amounted to 1.92 billion rubles. The industry is showing steady growth, as reported in BusinesStat materials released on June 10, 2024.
The study takes into account solutions such as digital boards, digital diaries and journals, applications for group work and organizing conferences, proctoring (observing the educational or test process). Significant players in the Russian market are VK Digital Technologies (VK Teams), Дневник.ру, Autosphere, Visex Info (Vizex) and Electronic Platforms (Examus).
It is said that the development of the EdTech sphere in Russia is facilitated by the general digitalization of the economy and education. The state provides support in the form of additional funding, as well as various grants and subsidies within the framework of the Education national project. In addition, the industry participants themselves are actively introducing new technologies to improve the quality of education, make it more accessible and convenient.
Against this background, costs in the field of digital educational instruments in 2020 increased by 19.1% compared to 2019 - from 1.35 billion rubles to 1.61 billion rubles. The impetus for the expansion of the industry was the active use of distance learning amid the COVID-19 pandemic. Schools, universities and educational centers were forced to quickly switch to an online format, which provoked massive demand for educational content management systems, digital tools for conducting lessons, testing and evaluating students. In 2021, the market growth rate slowed down to 7.7%, and the final result amounted to 1.73 billion rubles. In 2022, an increase of another 10.5% followed. In general, in 2019-2023, the Russian EdTech market increased by 56.8%.[2]
Russian EdTech market tripled in 4 years
The volume of Russian educational technologies in 2023 amounted to 118 billion rubles, having more than tripled in comparison with 2019, when the indicator was measured at 35 billion rubles. Regarding 2022, the cost of EdTech solutions in the Russian Federation at the end of 2023 increased by 34%. This is evidenced by data from the analytical agency BusinesStat, published in April 2024.
Experts associated the tangible rise in the Russian market for educational technologies with an increase in the price of training services, as well as with an increase in the number of students. As analysts explain, the creation of educational material is sensitive to changes in wages, since the payment fund accounts for up to 60% of all costs: programmers, methodologists, teachers and other specialists are involved in the process. Market participants attribute the increase in the number of students to the increased desire to change professions or improve their skills in recent years - most of the users want career changes and income growth.
According to the researchers, the Russian EdTech market by 2023 was transformed following the general technological development and expanded in response to the changing needs of the labor market. Those Russians who are interested in employment or changing their profession chose online services in order to obtain skills in demand by employers. Companies, in turn, began to perceive graduates of online schools as full applicants.
Assessing the entire period of development of the EdTech solutions market for 2019-2023, BusinesStat noted that the most strong costs for educational technologies increased in 2021 - by 48%. That rise was associated with the massive introduction of educational technologies to replace the usual processes of offline education with digital remote formats. At the same time, the growth in demand for the services of EdTech companies occurred in all sectors: private, commercial and public, analysts explain.
According to them, against the backdrop of the COVID-19 coronavirus pandemic, educational institutions, including schools, universities and educational centers, were forced to quickly switch to an online format, which provoked massive demand for educational content management systems, digital tools for conducting lessons, testing and evaluating students. In such conditions, Internet platforms were able to increase their share while other educational services became unavailable.
But in 2022, the growth rate of the domestic educational technology market decreased to + 17% due to the departure or suspension of activities in Russia of large foreign companies, as well as uncertainty both in the labor market and in the country as a whole.
In their EdTech market study, BusinesStat analysts included the following segments:
- educational platforms - educational services provided in an automated or semi-automated format using various simulators, course designers, interactive and gamified tasks;
- educational process management systems - services for the provision of technical tools and solutions for the provision of educational services. This includes various LMS (Learning Management System), CMS (Content Management System) and other types of solutions;
- auxiliary educational systems - tools that solve certain problems within the framework of the educational process and are not directly used in the process of providing educational services (educational analytics systems, proctoring, testing systems, digital diaries and journals);
- tools for offline education (interactive boards, projectors, VR simulators, etc.). [In [3]
The Russian online education market has grown by a third over the year. Leaders
The volume of the Russian online education market in 2023 reached 119.33 billion rubles, which is 32% more than a year earlier. This is evidenced by the data of the analytical agency Smart Ranking, which were published on February 1, 2024.
The largest edtech holding by income at the end of 2023 was Skillbox (Skilbox) Holding. He earned 12.3 billion rubles, which is 11.1% more compared to 2022. In second place, an increase of 24.2%), accounts for half of the market's revenue.
Most of the Russian online education market is occupied by two segments - additional vocational education and children's education. Their share was 35% and 29%, respectively. These segments grew in 2023 by 27% and 37%. The remaining part of the market fell on the segments "developers and platforms" (lola - 13%), business education (7%) and foreign languages (5%).
According to analysts, the main contribution to the Developers and Platforms segment was made by the largest platform in the Getcourse market, which in 2023 made the largest breakthrough among the major companies in the rating, rising from 16th to 6th place. The annual turnover of schools operating on Getcourse (covers about 70% of the market), which practically did not add in 2022, won back lost time in 2023 and showed a record growth of 66%, reaching 158 billion rubles. Thus, for the first time, the information business bypassed the volume of the company from the edtech rating, added to Smart Ranking.
According to Mikhail Myagkov, CEO of Maximum Education, in the case of offers for secondary school, there is an increase in interest in products for professional orientation, and in the case of high school, in additional education in general. A significant percentage of ninth graders choose precisely secondary vocational education, and not continuing to study at school, he noted.[4]

The Russian EdTech market showed an increase of 38%
The volume of the Russian online education market in the third quarter of 2023 reached 31.4 billion rubles, an increase of 38.2% compared to the same period in 2022. Smart Ranking presented such data in early November 2023.
It follows from the report that revenue in the segment of additional vocational education (DPO) in July-September 2023 increased by 38.6% on an annualized basis, to 10.9 billion rubles. Revenues in the segment of children's education increased by 44%, to 9.3 billion rubles, while the segment of business education decreased by 9.47%, to 1.9 billion rubles. According to experts, the dynamics of the segment of children's education is still ahead of the adult.
There is also a decrease in consumer demand in the market in the third quarter of 2023, adds EDPRO CEO Sergei Astafiev. He believes that the increase in the key rate and a decrease in the share of approved loans from banks influenced. Market participants cite interest in artificial intelligence technologies as the main technological trend.
We see growing interest in everything related to AI - parents and students ask us questions about it, "says Rebotica founder and CEO Alexander Kiselev. - It is being used more and more deeply by online schools in the development of programs, in the creation of homework and in other areas. In the fourth quarter, I think AI will be in even greater focus. |
Smart Ranking clarifies that according to the results of the third quarter of 2023, the higher education segment was included in the assessment for the first time (provided that the company is completely private and training is carried out online). Excluding higher education, according to the previous system, the volume of a large EdTech market in the Russian Federation in July-September 2023 showed a volume of 28 billion rubles, which is 38.9% more than a year ago.[5]
A new platform with educational courses of leading universities was launched in Russia

The Russian EdTech market grew by 34.6% to 52.4 billion rubles. Leaders
The market for educational services in Russia in the first half of 2023 reached 52.4 billion rubles, which is 34.6% more compared to the same period in 2022. Smart Ranking analysts released such data in mid-August 2023.
All market segments in the first half of 2023 showed positive annual dynamics from 20% to 32%. Given the market's 15-20% year-on-year growth forecast, the results were above expectations. The market has reached its maturity phase - now with the normalization of dynamics, seasonality is pronounced, so past patterns will no longer work on it, experts say.
The segment of additional vocational education (DPO) in January-June 2023 became the largest in terms of revenue and grew by 28.3%, its total revenue amounted to 18 billion rubles. In the first quarter of 2023, the segment showed an increase of 21%, in April-June 2023 - by 37% year-on-year. In general, in most cases, the players' revenue turned out to be planned - someone did not reach the goal of 10-15%, someone, on the contrary, exceeded the plan, the study notes.
The segment of children's education in the first half of 2023 increased by 32% to 16.4 billion rubles. As Smart Ranking predicts, the segment will continue to grow systematically and by the end of the year its volume will amount to more than 30 billion rubles.
The business education segment grew by 30%, to 5.4 billion rubles. As emphasized in the study, the demand for B2B is recovering from the "freeze" in 2022 - its growth year-on-year is noted, for example, in the WINbd group of companies: according to director Svetlana Smolyakova, companies again have a request for corporate training programs, including for managers. So at Aktion University from the DPO segment, as noted by CEO Alexei Starikov, corporate training "is growing at a faster pace."[6]
2022
Growth in the number of students studying remotely, by 21.9% to 2.78 million people
By the end of 2022, there were 2.78 million students in Russia who receive vocational education remotely. This is 21.9% more compared to 2021, analysts at BusinesStat, whose data was published in October 2023, calculated.
According to the researchers, in 2022 the main influx of students fell on the audience of additional online learning (+ 21.6%), and the most popular area of vocational training remotely in 2022 was the IT sphere. The following factors contributed to the increased interest in obtaining online technology professions in Russia:
- Increased demand for IT professionals
- a high level of salaries in this area;
- Employment opportunities in accredited IT companies
- availability of remote work format.
As noted in BusinesStat, a greater increase in the client base of Russian institutions of professional online education in 2022 was hindered by a decrease in the purchasing power and investment activity of potential customers, as well as demand for Internet marketing courses, since some training programs have become irrelevant due to blocking social networks and advertising tools.
In 2021, the number of online vocational students practically did not change compared to 2020 (2.28 million) due to the preservation of the pre-crisis level of students under additional education programs.
According to analysts, the Russian online education market, which grew rapidly amid the COVID-19 coronavirus pandemic, faced a sharp decline in 2022: investments in the segment fell four times, and income dynamics slowed down amid falling demand. The reasons for this were a decrease in real incomes of the population against the background of the next crisis, as well as an outflow in the corporate segment, which had to cut costs.[7]
The volume of investments in the Russian edtech market decreased by 3.5 times to 4 billion rubles
The volume of investments in online education services in Russia in 2022 amounted to 4 billion rubles, having decreased by 3.5 times compared to the indicator of a year ago, equal to 14 billion rubles. This is evidenced by the data of the Smart Ranking agency, published at the end of February 2023.
According to Vedomosti, until 2022, the Russian EdTech market developed at an extremely fast pace. Thus, in 2019-2021. investments in online education in Russia grew on average 2.5 times annually, in 2017-2019. the average annual growth rate was about 70%.
A significant decrease in investment in EdTech may be due to the end of the effect of a surge in investment in assets, said the head of the fund's EdTech cluster. " Skolkovo Natalia Tsarevskaya-Dyakina She is sure that after the pandemic, the digitalization of business was actively developing, which also had an impact. Also, the reduction in investment was influenced by the geopolitical situation, says Netology Marianna Snigireva, general director of the educational platform "." Investors do not understand what the market prospects are, whether there is a real deadline for the end of political tension, the expert added.
In early June 2022, Netology experts predicted an 80% drop in investments in online education in Russia over the year. Initially, the company expected growth of 50%.
Natalia Tsarevskaya-Dyakina says that several important trends prevailed in the market in 2022. The first is that in the process of education, people are primarily aimed at a specific result - employment, career changes. The HR component appears - the hiring system should change, get closer to education providers, and perhaps joint new solutions will be created at the intersection of HR and training. Previously, the HR market was an applicant market, and now it has become an employer market, and new systems for evaluating, selecting and interviewing employees should appear, she added.[8]
The Russian EdTech market grew by 17.4% to 87.8 billion rubles
In 2022, the total revenue of the 100 largest Russia EdTech-companies reached 87.8 billion, rubles an increase of 17.4% compared to a year ago. This is evidenced by the data of the Smart Ranking agency, which were released on February 13, 2023.
As Vedomosti writes with reference to this study, the growth of the online education market in the Russian Federation has slowed down significantly - in 2021, growth rates were measured at 70%. At the same time, as noted in Smart Ranking, in the third quarter of 2022, an even more decrease in the pace of the year was expected - by about 10-15%.
One of the key reasons that led to a decrease in the dynamics of the market under consideration is associated with a drop in the solvency of the population, said Netology Marianna Snigireva, general director of the online school "." Another factor, according to her, is the departure from Russia of a number of foreign online platforms through which schools promoted their courses: Instagram and (Facebook owned by an American company that Meta is recognized as extremist and banned in Russia),. Google Ads
In addition, in the context of the crisis, the demand for business education fell due to the desire of people to hold on to more stable work, says Natalya Tsarevskaya-Dyakina, head of the Edtech cluster of the Skolkovo Foundation. The decrease in revenue in this segment amounted to 21.7% (to 9.7 billion rubles).
At the same time, significant growth was observed in the areas of children's education (an increase in revenue by 28.9%, to 26.8 billion rubles), additional vocational education (DPO, by 25.8%, to 30.8 billion rubles) and learning foreign languages (plus 10.9%, to 9.4 billion rubles). Other market participants agreed with this assessment of Smart Ranking, in particular Netology, Ultimate Education, Учи.ру, Internet and Maximum Education.
The key factor in the growth of the segment of children's education was the fact that parents, even in crisis periods, refuse to save on teaching children, said Mikhail Myagkov, CEO of Maximum Education. For the DPO market, IT courses were the driver, according to Skillbox, Yandex.Pravme and Netology. Programming courses became the most dynamically growing thematic area in the online school Skillbox in January-November 2022: revenue from their sale increased by 18%. Snigirev also confirms the increase in demand for programming courses: in Netology at the end of 2022, it amounted to 43%.
The study notes that the absence of serious shocks in the form of a second wave of mobilization contributed to the fact that sales of the DPO segment in the traditionally "bread" for it [fourth] quarter of the year showed serious growth. The total revenue of DPO market participants amounted to 44% more than in July-September 2022, and reached 10.2 billion rubles.
The leader of the Russian EdTech market in 2022 was Skillbox Holding (including Geekbrains and SkillFactory), which, according to Smart Ranking, showed an annual revenue of 10.6 billion rubles. In second place is the combined group Skyeng (+ Skysmart, Skypro) with 9.7 billion rubles, in third place is Yandex Workshop with 5.5 billion rubles (all data is the SR estimate).
Of the top 10 companies, the leaders in growth for the year were:
- Novakid (Novakid Rus) (+ 111.3%);
- Computer Academy TOP (+ 83.6%);
- Yandex Workshop (+ 83.2%).
Market participants and experts interviewed by Vedomosti believe that by the end of 2023, amid the crisis, the edtech market will not restore its previous growth rates and will show a 10-30% increase in revenue[9]
An analogue of foreign educational online platforms was launched in Russia
On April 28, 2022, it became known that Russian developers created an online education platform, which will become a more developed analogue of foreign services (Coursera and edX) that have suspended work in the country. For the first time, Russians spent more on online education than offline
In 2021, Russians aged 18 to 64 spent a total of 226 billion rubles on additional online education (in 2019 - only 19 billion rubles), while the cost of full-time training in the same area amounted to 214 billion rubles (121 billion rubles at the end of 2019). This is stated in a study by the Russian EdTech market, which were prepared by Netologiya and Data Insight (Data Insight). The data was published in early June 2022.
As Vedomosti writes with reference to this report, the spending of residents of the Russian Federation on online education for the first time turned out to be higher than on the offline segment. As noted by the general director of Netology Marianna Snigireva, the trend towards the dominance of additional online education originated during the COVID-19 coronavirus pandemic, but was fully manifested only in 2021.
And when people came to study, they started by testing the free format. New clients began to study at paid courses only by the fall of 2020, Snigireva notes. |
Most often, among online courses in 2021, Russians chose programs for IT professions and marketing (46.6 billion rubles). In addition, training in programs related to finance, accounting, law, education and health is more popular online. However, Russians prefer to study full-time for professions in the labor market, for example, construction and repair.
Experts called digitalization and a high level of online penetration into additional vocational education as key factors in the growth of online education. This format is convenient and accessible. Therefore, according to forecasts of market participants, by the end of 2022, the segment may grow by 20-30%.
Vedomosti also notes that in 2021 there was a reverse trend - when online schools go offline.[10]
Revenue growth of the 100 largest EdTech companies in Russia by 70% to 73 billion rubles
The total revenue of the 100 largest Russian EdTech companies in 2021 reached 73 billion rubles, an increase of 70% compared to 2020. Such data in March 2022 were released by Smart Ranking analysts. They noted that the growth of the market slowed down - in 2020 it was measured by 113%.
The market volume is already too large to surprise us with three-digit growth rates every year, "explained Olga Khasyakova, CEO of InternetLesson. |
The new leader of the Russian online education market in 2021 was Skillbox Holding Limited thanks to the merger of EdTech assets of the VK group. Skillbox's revenue for 2021 is estimated at 10.4 billion rubles. The top three also included "Like Center" (demonstrated the highest revenue growth in the top 15) and SkyEng.
Commenting on the leadership of Skillbox Holding Limited, the CEO of the company Dmitry Krutov noted that the number of users on Skillbox platforms is growing by more than 20% each quarter. In 2021, the company launched more than 25 courses in the direction of "Programming," "including those relevant for the creative industry," he stressed.
The main trend in the market was consolidation - the acquisition of assets by giant companies. As expected, the positions of small players will be further weakened due to the outflow of investments.
According to Olga Khasyakova, a few years ago small companies and startups dominated the market, and by 2021 almost all companies from the top are either giants that entered the EdTech market from a completely different area, or companies in which the same giants invested. "
At the same time, as noted in, companies "Foxford" that have strategic (and not financial) investors in their capital are in a more advantageous position.
According to Smart Ranking estimates, the average growth of online schools in the segment of additional vocational education (DPO) for the year was 67.9%. The growth leader was Yandex.Workshop (+ 148.2%), in second place was Netologiya (+ 93.5%). IT specialties remain the main engine of growth.
Experts also draw attention to the fact that in the segment of business education in 2021 there was traditionally very high growth. However, the consolidated market, and growth is provided mainly by the first two players, they explained. The leader was Like Center, which develops a hybrid format and opens campuses in 150 cities of Russia and abroad.
The growth of the segment of children's education at the end of 2021 amounted to about 70%. The leader was SkySmart, which, according to experts, more than doubled revenue in a year.
The main trend in the market of school, additional and secondary vocational education is the founder of State of Children LLC (Inlearno) Alexander Kostin launching the projects "Digital Educational Environment," "Professionalism," which, in his opinion, will make it difficult for non-state solutions to compete in this market.
Also, many companies expressed disappointment with the closure of the Chinese market: in July 2021, a new law was adopted, effectively completely prohibiting the private teaching of school subjects. It was in the segment of children's education that Russian players had plans for international expansion.
This greatly influenced the segment of learning English, - admits Andrei Malafeev from NovaKid. - Made tectonic changes in terms of supply and demand for the services of qualified English speakers.[11] |

Rating of the largest EdTech companies in Russia - Smart Ranking
Smart Ranking in July 2021 published a rating of the largest EdTech projects in Russia. The total revenue of 60 market leaders at the end of 2020 amounted to 34 billion rubles, which is 113% more than a year earlier. The volume of the educational technology market is estimated at 53-54 billion rubles.
The largest Russian company in the field of EdTech recognized SkyEng, whose revenue in 2020 reached 4.1 billion rubles. SkyEng held the palm in 2018-2019.
In second place is the Skillbox service (3.9 billion rubles, it rose from the fourth line in 2019), in third - "Учи.ру" (2.5 billion rubles, remained in third position compared to 2019). The top five also included GeekBrains and Netology Group, which registered results of 2.2 billion and 2.1 billion rubles, respectively.
Natalya Tsarevskaya-Dyakina, CEO of the EdTech accelerator of the Ed2, noted that before the start of the COVID-19 coronavirus pandemic, the market grew by 17-25% per year, and in 2020, many companies showed two- and even threefold growth due to the sharp transition of the whole world to remote work.
Due to quarantine, the transition to remote work and distance education, EdTech has attracted the attention of many new users, "says Yevgeny Lebedev, Marketing Director of Yandex.Workshop. - If in 2019 the share of those who at least once tried to study online was about 30%, today it is already 60%. That is, the entire market has moved to a new stage, as it was with the e-commerce market ten years ago. |
According to Smart Ranking, in 2020, the number of students in online schools included in the top 10 of the rating exceeded 14 million people, which is twice the value of a year ago. The most rapid growth was demonstrated by startups specializing in digital professions.
According to the executive director of the educational company "Netology" Marianna Snigireva, 2020 showed a special need for specialists capable of working with big data, the Internet of Things, augmented and virtual reality. Another driver of business education is the digital transformation, in which companies feel the need for digital leaders and managers who can launch and oversee complex IT products. "
According to the study, only three companies ended 2020 with a minus - Lingualeo, Modum Lab and Sikorsky Beauty Academy. The latter, both a school teaching offline professions in the beauty sphere, was not able to completely correct the situation after a protracted fall in the second quarter of 2020. However, the crisis also had positive consequences. Customers who were previously ready to learn practical skills only in person, revised their views and began to test new formats for themselves. According to the general director of Sikorsky Beauty Academy Vsevolod Belchenko, this made it possible to expand the audience and actively develop the online direction.
The rapid growth was shown by programs that allow you to master a new profession from scratch, says Svetlana Kravchenko, head of Kontur. School. In 2020, the company opened two new areas: for labor protection specialists and training in Internet marketing, which passed more than 9 thousand new users.
Experts interviewed by RBC believe that the market will continue to grow. First, education is getting older. That is, if earlier most university graduates forgot about their studies immediately after awarding them diplomas, now they need to receive knowledge and skills all their lives: the adult education segment is the most voluminous and fastest growing.[13]
Putin explained why it is difficult for universities to reduce the price of remote learning
During a press conference on December 17, 2020, President Vladimir Putin gave his assessment of the situation with online education in schools and universities in connection with the pandemic. He noted that it is necessary to divide online education in schools and universities. There are 39.9 thousand schools in the country, and only 2% of them work online, a small part in a mixed system, and most work as usual, Putin cited the data. And in universities, most were recommended to switch to online training.
The President acknowledged the problem with the technical equipment of schools.
Of course, there is a problem. This also applies to hardware: not everyone has computer equipment. There are also difficulties with connecting to the Internet. There are such difficulties, especially in small settlements, - said Vladimir Putin. - What are we going to do: in 2021, all schools of the Russian Federation should get access to high-speed Internet. Part is already equipped, and in 2021 everything should be. |
As for universities, in July and autumn 2020, the state supported them by universities, gave them financial resources to maintain their work in the online system, Putin recalled. And they, expanding their capabilities to work online, will have to do it themselves as business entities.
Regarding the quality of education, this is not the first time the president has noted that online learning will never replace direct personal contact between a student and a teacher. This will not happen for a very long time, he said.
But, nevertheless, the system in which both schools and universities will use online education will develop, said Vladimir Putin. He explained what the future is about. Not always a specialist of a narrow profile, high class can be present at once in many educational institutions, and sometimes he is completely busy with other matters. But it can be present in the online system, and this must be used. This is already being done in the educational structure of Sirius in Sochi, and in other educational institutions this is increasingly being used.
Probably, the quality of education suffers in some way, but this is a plus - the opportunity to listen to "world luminaries." According to the president, it is better when it is a mixed system.
Putin did not ignore another aspect, "quite sensitive": when students are outraged that they paid for full-time education and demand to reduce the cost of education in connection with the transition to distance education, in which, in their opinion, quality falls.
I understand what they mean and to a certain extent share their attitude to this issue. But there is another side of the medal: if the teacher gives lectures, the fact that he reads them online, that offline - he still reads them. What is he less to pay for? - asked the president. - In the structure of expenses of the university, up to 70% falls on wages. Therefore, universities have almost no "fat" to reduce tuition fees online. |
Putin stressed that he approaches this issue carefully, you can't get ahead of yourself here. But, the president added, if universities have the opportunity to "play finance," then, probably, you can go to reduce payments where training is mainly online.

Putin: "I consider all rumors that distance education will displace full-time as a provocation"
The President Russia Vladimir Putin spoke in the mode video conferencings about the situation in the system formations in the context of the spread of a new coronavirus infection at the corresponding meeting on May 21, 2020. states The head said that he considers all rumors and stuffing about the complete replacement and displacement of full-time distance education and the closure of traditional schools and universities to be an outright provocation.
"Zyfra," telecommunications opens up colossal opportunities, you all know it well. But, of course, they will not replace live communication between a teacher and a student, creative, team, friendly environment of schools, a university, a college, "Vladimir Putin explained. |
In addition, the president is convinced that the education system not only teaches, but also educates, in many ways forms the person, conveys the values and traditions on which our society is based.
He spoke about this in the message of this year, including, then decided on special federal surcharges of 5 thousand rubles a month for class teachers, who have a special responsibility for upbringing, for working with children. Such a measure will take effect from the beginning of the new school year. I would also like to say that I sent amendments to the law "On Education" to the State Duma. Their meaning is to strengthen, emphasize the educational component of the domestic educational system, - Vladimir Putin drew attention. |
The president proposed to discuss the designated and "many other systemic issues" in detail at the upcoming fall meeting of the State Council on education. In addition, Vladimir Putin spoke about how, in the context of urgent measures to combat the coronavirus epidemic, schools, colleges, universities functioned remotely.
It was a difficult decision, but convinced, absolutely correct. We proceeded, as I said more than once, from the main thing - it is necessary to protect life, health, in this case - children, youth, teachers and teachers. I understand well that it was not easy to teach and study in such extraordinary conditions, - said Vladimir Putin. |
According to him, the burden on teachers has seriously increased, it was necessary to quickly master new technologies, establish the technique itself, otherwise prepare for lessons.
The head of state also drew attention to the difficulties experienced in organizing distance learning throughout the country.
This is natural, because we did not have such a practice, and indeed in the world. It is necessary to objectively assess the results, at the beginning of the next school year, it is imperative to organize control over the knowledge gained during this period. If necessary, allocate additional time to repeat the passed material, close the spaces, fix the material. If any difficulties have arisen, they will need to be corrected, - said Vladimir Putin. |
According to him, the unique experience acquired by everyone should work to improve the quality, accessibility of education, to develop advanced, distance educational technologies.
So that children, wherever they live, can listen to lectures, lessons from leading teachers. So that the teacher can individually work with students who need additional support. In this regard, it is necessary to accelerate our work on the development of modern information infrastructure in education, including connecting schools to high-speed Internet, "said Vladimir Putin. |
The Ministry of Telecom and Mass Communications decided to allocate 300 million rubles to educational online services
On May 18, 2020, it became known about the proposal of the Ministry of Communications to allocate up to 300 million rubles for the development of educational online services in Russia. The need to support such projects in the department was explained by the unwillingness of their infrastructure to double the increase in attendance that occurred from January to April, as well as the lack of financial resources for them to scale.
According to Kommersant, citing the agenda of the meeting of the government commission on digital development of the Ministry of Telecom and Mass Communications (held on May 15, 2020), subsidies for remote equipment services are proposed to be allocated from the funds of the federal project "Digital Technologies." The founder of the resource "01Mathematica" Aleksei Zaytsev said that many projects in the field of online education really lack funds for development.
The initiative of the Ministry of Telecom and Mass Communications did not receive approval from the Ministry of Finance of Russia. The Ministry of Finance, according to Kommersant, prepared a negative conclusion at the suggestion of the Ministry of Telecom and Mass Communications, expressing concern that some of the funds allocated to support Russian online education services may be able to receive gaming and entertainment web resources.[14]

According to the data, the analysts Russian online education market continues to actively develop in accordance with the main global trends, which will lead to growth at the level of 12-15%.
As reported, in 2016, the Russian online education market amounted to 20.7 billion rubles. At the end of 2019, the b2c segment reached 36.5 billion rubles, and experts predict further growth to 40 billion.
Individual large players in the market show much higher growth rates - 40-300% annually. At the same time, up to 30% of revenue in the industry falls on the largest companies in the top 35 industry leaders.
Online education is in the top 5 priority areas, both for investors and startups. A fifth of Russian startups for March 2020 are projects in the field of education.
Over 2 years, at least $80 million has been invested in the industry. We are talking about 45 public transactions in Russian online education, which occurred between August 2017 and October 2019. The size of only 33 of them is reliably known.
At the same time, the total number of transactions on the Russian online education market is at least one and a half times higher than the number of openly announced ones.
The most significant transactions of this period are:

As a trend, it can be noted that most often investors are invested in companies aimed at international expansion.
In many segments of the educational market, competition between educational projects has grown sharply. As a result, the demand for qualified specialists of the EdTech market and the shortage of such specialists are obvious. Reducing this deficit is one of the missions of the EdMarket Netology-Group project. told Maxim Spiridonov, co-founder and general director of the educational holding "Netology-group" |
Top 5 trends in the Russian online education market:
- Russian companies are increasingly entering the international online education market. In recent years, companies like Netology-Groups, Algoritmika, StudyFree and other players have joined the long-standing international market.
- a shortage of highly qualified specialists in the online training market. As more online schools are launched in the market, there is a growing demand for professional methodologists, online course producers, online school leaders. Partially, players in the online education market are trying to close this deficit on their own by opening their own personnel training centers. Among them are EdMarket and School of Education.
- new types of service structures appear on the market. For example, production courses that offer the launch of turnkey online courses
- large Runet companies perceive online education as a promising direction of development. Yandex, Mail.ru, Sberbank are invested in EdTech projects.
- actively - by 19% - the segment of "hobby learning" is growing. Among the popular areas are personal financial efficiency, painting, applied design skills, motivational courses.
Including because of these trends, the Russian online education market will grow and help specialists gain skills in a short time. Russia is already in March 2020 the driver of the Eastern European online education market with an average annual increase of 17-25%. told Andrey Mityukov, Managing Partner of TalentTech IT Holding |
At the same time, the most pronounced interest is in teaching children to program and teach adults modern digital specialties and skills, primarily IT. Companies working in these areas are perceived as the most interesting for investment.
Online education provides an opportunity to get a specific skill in a short time and at a time when it is convenient for a person to watch a webinar, for example. Also, the availability and variety of courses allows businesses to close the needs for competencies without involving external specialists in the company. This is especially true for digital competencies: possession of ML and AI, knowledge of the principles of cybersecurity and e-commerce - this is the basic set of skills for a successful manager or manager in any profession in the coming years. told Andrey Mityukov, Managing Partner of TalentTech IT Holding |
One of the growth opportunities for the Russian online education market is blue collar training (working specialties). At the end of 2019, there were about 30 million skilled workers in Russia, and only a small part of them are covered by modern educational solutions: the industrial training market is estimated at 24.5 billion rubles. with an average check for training of 25 thousand rubles. At the same time, online education in this segment is only 900 million rubles.
Experts have identified the most massive directions in additional online adult education. The top 5 directions in which Russians studied in 2019:

At the same time, the volume of the global online education market is $74 billion (about 4.8 trillion rubles) at the end of 2019, Russia, thus, occupies only about 1% in its structure, the study says.
Half of the total EdTech market in Russia (22-25 billion rubles) is occupied by additional education for adults, including the study of foreign languages.
Yandex.Kassa and Netology: the online education market grows by 60% annually
On October 3, 2019, Yandex.Money reported that the average check of Russians for courses, trainings and master classes on the Internet increased by more than 20% year-on-year, and the turnover of the online education market by more than 60%. Such conclusions were reached by analysts from Yandex.Kassa and Netology, having studied the data on payments of Russians on educational online platforms and interviewing residents of different regions of the country.
The share of language courses in the turnover of the online education market is almost 69%. About 10% of turnover falls on schools of personal growth, development of leadership qualities, creativity, etc., 8% - on vocational training, 6% - on training in psychology and esotericism. In the online education segment, people spend the most on learning foreign languages - an average of 9,874 rubles. This amount is explained by the fact that usually users immediately pay for the whole course, and not individual classes. The second place in the average check was taken by courses in psychology and esotericism - 4976 rubles. On the third line were trainings on personal growth - people spend an average of 3667 rubles on such training. And the smallest average check is for the services of tutors (619 rubles).
Over the year, one user spends an average of 36,441 rubles on online training in foreign languages. In second place are trainings in psychology and esotericism (8760 rubles), in third place are courses in sports training, as well as in beauty and self-care (7773 rubles).

But of those who receive from 100,000 rubles a month, there are fewer such people - in this group only 40% of users believe that they lack professional knowledge or skills. 14% of respondents would like to master a new profession and change their specialty.
When calculating turnover and average checks, data on user payments for 2017 and 2018 through Yandex.Cash, with which more than 106,000 sites work, were taken into account. To assess the audience of educational online platforms, the results of a survey conducted by Netology among 1,500 residents of 37 cities of Russia with a population of 500,000 or more were used.
2018: ATOL
More than a third of online education costs in 2018 came from business courses, a company study shows. In ATOL the course of the study, experts analyzed data from more than 427 thousand checks worth over 1.4 billion rubles, formed by Russian online platforms for training using the ATOL online cash desk rental service. According to its own estimate, this is more than 70% of the e-commerce market, which corresponds. 54-FZ We took into account purchases made in Russian online stores and paid for by electronic means of payment [18]
The total volume of the online education market, according to independent market participants, is 21 billion rubles. These data reflect the data of 31 online schools in Russia: 4 of them are online platforms of the largest Russian universities and 27 are independent educational online platforms.
- 1 389 127 733 rubles is the total cost of online courses paid by Russians via the Internet in 2018.
- 38% - the market share of business courses in the total structure of online training costs in Russia.
- 14% - The market share of programming courses in the overall structure of online training costs.
- 5850 rubles - the average cost of one professional course
- The most expensive courses are in marketing, the average cost of one course is 32.7 thousand rubles.
- Among Russians, courses in the field of finance and medicine are popular, Russians also like painting, beauty courses and personal growth courses.
- The most unusual hobby of Russians is landscape design courses, the average cost of which is 21.7 thousand rubles.
Alexey Makarov, founder of ATOL, a leading Russian manufacturer of online cash registers "The most popular area of study among Russians is business. More than 38% of the tuition payments processed by ATOL Online came from various courses of professional educational centers. They are engaged in the preparation and retraining in the field of business and financial work. We also found an interesting trend: the share of amateur courses increased from 19% at the beginning of the year to 27% in the IV quarter of 2018. Russians are fond not only of business and finance, but also find time to study medicine, painting and take beauty courses. The most surprising is the fact that marketing courses are on average much more expensive than programming courses - 32.7 thousand rubles and 9.9 thousand rubles, respectively, although training by the latter opens up access to vacancies with significantly higher salaries. "
The share of online courses "for yourself" for the year increased 1.5 times
In the study, analysts divided the online education market into two groups: professional online courses that users take to improve their professional qualifications, and amateur ones - that is, courses related to the hobbies of participants.
Russians want to become businessmen and programmers
As the results of the study showed, the most popular area of online training is business courses. They accounted for 38% of costs in 2018. These include courses on how to open your own business, how to manage it or how to increase its effectiveness.
The second most popular were professional programming courses, which accounted for 14% of spending in 2018. This is not surprising: salaries in this segment are among the highest. So, according to the service "My Circle," IT specialists earn on average more than 100 thousand rubles, while the average salary in Russia is only 42.6 thousand rubles.
The third place is shared by advanced training courses in the field of finance and medicine: they accounted for 4% of the costs of online training in 2018.
Tutors go online
Among the courses not related to professional qualifications, the most popular were lessons on the school curriculum: they accounted for 9% of the total number of expenses. Tutors often combine traditional face-to-face classes with online lessons. The demand for distance schooling is growing, especially since now you can remotely not only study, but also take exams.
Courses in the general education program are followed by painting courses: they accounted for 6% of spending on online education in 2018. The third place was taken by beauty courses, which provided 3.5% of payments, the fourth - personal growth courses (1.7%).
The most expensive courses are in marketing and landscape design
According to the results of the study, on average, Russians spend 4 times more money on vocational training than on courses related to their hobbies. The average check is 5,850 and 1,360 rubles. respectively.
The most expensive are professional marketing courses: on average, this is 32.7 thousand rubles. ATOL analysts associate the high cost of training with the demand for marketers in the market: entrepreneurs often use Internet marketing as an inexpensive and effective tool for promoting business.
The second most expensive area of vocational education is medicine, where the average check is 30.2 thousand rubles. It is followed by management courses, which cost an average of 22.6 thousand rubles. At the same time, more popular programs often cost several times cheaper: one business course costs an average of 8.8 thousand rubles, and a programming course - 9.9 thousand rubles.
Training "for yourself" also does not cost users well: for example, landscape design courses cost an average of 21.7 thousand rubles. As for more popular categories, the price of an online lesson with a tutor averages 1.7 thousand rubles, and a lesson in painting training - only 740 rubles. The average check for a beauty course is about 2.6 thousand rubles, and personal growth courses are more expensive: an average of 3.4 thousand rubles.
2017: Market volume 20 billion rubles
The Russian online education market amounted to more than 20 billion rubles in 2017, according to Vedomosti. Of these, 3 billion fell on the corporate training segment - and, according to participants in the educational services market, in Russia in the coming years this figure will increase 2 times faster than abroad.
2016
EduMarket
According to EduMarket, in 2016, the volume of the Russian online education market amounted to 20.7 billion rubles, or 1.1% of the total market volume.
Distance education in the field of language learning and obtaining additional professional skills is most in demand - here its share is about 7% of all programs on the market. It is quite popular among schoolchildren, but again as an additional opportunity to study certain subjects (2.7% of all programs). In higher education, online courses occupy only 1.8%. According to experts, the growing interest of the state in online learning and the adoption of the SCOS program will increase the confidence of educational organizations in an innovative form of obtaining knowledge and may lead to a wider spread of distance education in Russia.

- Obtaining diplomas and certificates of a state sample is a useful option for Russian students, but it is not popular and in demand. The platforms follow the path of increasing the recognition of their own brands and the quotability of their diplomas.
Dmitry Medvedev spoke in favor of the development of online education
In Russia, there is a shortage of high-quality educational content, it is necessary to create special resources for online education and integrate them into university programs, Prime Minister Dmitry Medvedev said in the summer of 2016 at a meeting of the Presidium of the Presidential Council for Strategic Development and Priority Projects dedicated to the development of education.
"There is no guarantee that the information received online is reliable and secure. There is a real shortage of quality educational content. Therefore, it is necessary to create special resources that can be tested by specialists and built into university programs, "Medvedev said. According to him, there are already such resources, but there are few of them. "They will be used by students and teachers not only in our country, but also abroad," the prime minister added. According to him, the fourth direction of this national project is aimed at solving this problem - a modern digital educational environment.
According to the head of government, the most difficult thing is to combine online courses with real educational programs, to determine what is the result of receiving such an Internet education as to check the adequacy of the knowledge gained.

Despite the fact that the Russian online education market actively started literally a year later than the launch of the world's largest platforms - in 2013, it should be noted that the first major projects appeared about 5 years ago. Currently, according to J'son & Partners Consulting, there are more than 50 large projects on the market with tens of thousands of listeners. The audience of market leaders has millions of users, for example, in the Lingualeo service - more than 6 million listeners from Russia[19].
Key figures and facts:

- 7.2 million residents of Russia have been trained online at least once;
- 78% of listeners are engaged in the study of English;
- popular platforms preparing for the exam and giving programming skills;
- a paid model prevails.
A distinctive feature of the Russian market is a paid training model. If the western online education market developed from free projects, then the paid model initially dominated the Russian market. There are a number of free projects on the market, but the number is small. The most significant projects include:
- Lektorium (www.lektorium.tv) is a non-profit academic educational project launched in 2009, now offering courses on the MOOC model. The project is funded by the FPPI and private patrons;
- Universarium (www.universarium.org) is a non-profit academic educational project launched in December 2013 under the MOOC model with the support of RIA Nauka and ASI;

Difficulties of online education
2020: Half of parents in Russia are unhappy with online education of their children during self-isolation
On August 7, 2020, it became known that the company, a Avast representative in the field of digital security and protection solutions, conducted a survey among parents on the topic in June-July 2020. 503 distance and home education Russia respondents took part in the survey. In addition to Russia, researchers interviewed parents from,,,, USA,, England,, Japan,, and Slovakia. Brazil Australia Czech Republic Germany France Mexico Argentina
Parents were asked how satisfied they were with the quality of the child's online education during self-isolation, what advantages and disadvantages they faced during training.
More than half of the surveyed parents from Russia admitted that they were dissatisfied with the quality of online learning: 31% replied that they were simply dissatisfied, and 20% - that they were extremely dissatisfied with learning during self-isolation. This is one of the highest rates of discontent among the countries surveyed.
The least dissatisfied were in Australia - only 19% of parents. Australian parents also enjoyed online learning the most - nearly 63% of parents rated it highly. In second and third places, the United States (55%) and Slovakia (54%), respectively.
Among the advantages of this training format, Russian parents noted safety for the child, the ability to spend more time together, see gaps in education, and teach the child independence.
The main negative points that parents complained about are the inability to correctly explain the material, the greater responsibility assigned to parents, the too long time spent by the child at the computer, less attention to children from teachers.
Parents also described how teachers provided cybersecurity during distance learning. A significant number of respondents (41%) noted that teachers did not talk about confidentiality rules regarding e-learning. At the same time, according to parents, 41% of teachers in Russia respected the personal information of their students: for example, without permission, they did not share the work of students with other children or parents on web platforms. Only 21% of parents noted that children's work was visible to the rest of the students and parents on a common web platform.
Online learning is a tough test for many parents, agrees the Alexey Fedorov head of representation. Avast in Russia and the CIS- Not all parents can spend hours helping their child, and not everyone can explain the material in an accessible way. However, such a time together is a good chance to teach a child the basic rules of cybersecurity, find out what tools (applications, programs) children use, and more closely follow their online activities. But it's important to remember that schools and teachers are also responsible for informing children and parents about cybersecurity and privacy issues in, Internet especially when they teach children in a distance format. |
