The level of digital maturity of large and medium-sized manufacturing companies in Russia is 26.6%

On November 25, 2024, the Russian consulting company SBS Consulting shared with TAdviser the results of its study "Analysis of the level of digitalization of Russian manufacturing enterprises." The expediency of introducing new digital solutions and, as a result, increasing digitalization, is due to a shortage of labor, a deterioration in the production economy and an increase in the availability of technologies. According to experts, further growth in labor productivity in manufacturing sectors in Russia is associated with the need to increase the level of automation and digitalization of production processes.

The digital maturity of Russian enterprises in the study refers to the level of introduction of digital technologies, their integration into business processes, strategic management, as well as into goals at all levels of enterprise management and technological processes.

The SBS Consulting model for assessing the digital maturity of an enterprise includes criteria for introducing digitalization tools in three dimensions: enterprise management, process management, general management.

As of October 2024, the digital maturity of Russian industrial enterprises is still characterized by the chaotic use of individual digital solutions, while for 52% of companies the introduction of IT tools is not a priority. In addition, Russian large and medium-sized enterprises focused on the digitalization of business processes, and not production, which is influenced by the lack of financial, personnel, information resources in almost every second company. At the same time, the target IT architecture is determined by the implementation of technologies and ensuring their connectivity, security at all levels of management.

Management of only 22% of industrial enterprises implements digitalization tools consistently, tracking results. At the same time, 32.9% of companies have a digitalization strategy. 29.7% have those responsible for digitalization/development of IT infrastructure. In turn, 4.7% of companies have clearly marked digitalization metrics broadcast on information resources. More than 50% of Russian industrial companies have a base in the form of a secure IT architecture for the introduction of digital tools.

80.7 thousand rubles are the costs of introducing and using digital technologies per employee 1 on average for large and medium-sized manufacturing enterprises.

According to SBS Consulting, 26.6% is the level of digital maturity of large and medium-sized manufacturing companies, despite the increasing importance of digital development.

Each 5 company noted the effectiveness of the implementation of digital tools. At the same time, most of the companies declare that they did not see the effect, since not all digital development tools in different companies will affect the increase in the efficiency of the enterprise.

According to SBS Consulting experts, in order to systematically implement technological solutions, it is critical to develop and implement a strategy for increasing digital maturity, while simultaneously preparing employees to use IT tools. A correct and systematic approach to the transformation of the IT landscape contributes to increasing the competitiveness and efficiency of industrial enterprises.

5 main barriers to the digitalization of industry in Russia

The digital maturity of industrial enterprises in Russia is characterized by the chaotic use of individual solutions. Moreover, for more than half of the companies in this sector, the implementation of IT tools is not a priority. This is stated in a study by SBS Consulting, the results of which TAdviser got acquainted with in mid-November 2024.

Digital maturity refers to the level of adoption of digital technologies, their integration into business processes, strategic management, as well as into goals at all levels of enterprise and process management. It is noted that further growth in labor productivity in Russia is associated with the need to increase the level of digitalization of industrial enterprises. The authors of the report emphasize that in the industrial sector of the Russian Federation there is primarily a digitalization of business processes, and not production operations. This is due to the lack of financial, personnel, information resources in almost every second company. At the same time, the target IT architecture is determined by the implementation of technologies and ensuring their connectivity, security at all levels of management.

In the study, the assessment of digital maturity is based on Rosstat data on the use by large and medium-sized companies of digital technologies and advanced production technologies by industry, as well as on the database from open sources and websites of companies. The digital maturity model includes criteria for implementing digitalization tools in three areas: enterprise management, process management and general management. The authors of the report identify five main barriers that deter the digitalization of industry in Russia:

  • The use of digital technology is not the priority of the organization - this was stated by 52% of enterprises that face difficulties;
  • Too high costs compared to benefits - 49%;
  • Underdeveloped ICT infrastructure - 42%;
  • Shortage of qualified personnel - 41%;
  • The lack and poor quality of the data arrays required to use digital technologies is 41%.

The study showed that as of 2024, business processes are automated using an ERP system for every seventh Russian manufacturing enterprise. More than 50% of domestic companies have a base in the form of a secure IT architecture for the introduction of digital tools. At the same time, the management of only 22% of industrial enterprises introduces digitalization tools consistently, tracking the results.

It is noted that the shortage of labor, the deterioration of the production economy and the increase in the availability of technologies determine the feasibility of introducing new digital solutions in the long term. In order to increase the level of digital maturity, analysts recommend ensuring:

  • Development of a digitalization strategy/digital development unit in the overall development strategy of the company;
  • Prepare staff for digitalization tools to eliminate resistance, as well as for employees to understand their role in changed processes;
  • Evaluation of the optimal budget that the organization is ready to spend on the development and maintenance of digital solutions;
  • Selection of specific digitalization tools that will lead to further development and increased efficiency;
  • Assessment of the degree of digitalization of the company based on the proposed criteria.

In addition, enterprises, according to the authors of the report, should study the offer in the market, make sure that there are personnel in the labor market who ensure the implementation/maintenance of digital solutions due to the departure of foreign companies and the outflow of IT specialists.[1]

According to experts, the integration of various IT systems in enterprises into a single digital space provides significant advantages in terms of efficiency, data management, decision-making and support for advanced technologies. One of the key advantages of a single digital space is the ability to coordinate actions and decisions, quickly receive information, solve problems in two clicks. Long-term planning is possible, costs are significantly reduced. Integration platforms can reduce the number of errors in everyday processes by 70%, says Andrey Korotkov, director of the integration solutions department at Satel.

The introduction of unified digital spaces is hindered by the lack of uniform protocols and difficulties in integrating with corporate solutions, said Sergey Stolper, director of business development at the Three Points IT company. In addition, the implementation is complicated by the requirements for import substitution of production systems, since not all solutions have comparable analogues, said Denis Pashchenko, Deputy Director of the Information Security Department of Step Logic. According to him, the implementation of the idea requires a sufficient degree of standardization and documentation of production and business processes.

He added that in reality, many industrial enterprises are not ready to invest part of the profits to implement hypothetically convenient and effective software, without understanding the real conversion from this project.

Alexey Statenin, head of the QA department of the IT company SimbirSoft, draws attention to the fact that the development of a single digital space will require deep immersion in technologies, features and business processes of production, this greatly increases the cost of the project when involving an integrator or developer of custom software. The implementation of such a domestic decision may face the fact that the internal processes of the enterprise are not debugged and they have to be built before digitalization. In addition, the transition to a single digital space will require changes in work processes and the need to adapt to new technologies, Statenin noted. Significant investments and restructuring of processes are required to reach the integrated system, agrees Evgeny Alexandrov, head of the laboratory of molecular modeling at the NTI Center "Digital Materials Science: New Materials and Substances" at the Bauman Moscow State Technical University.

The introduction of industrial computing and big data at enterprises in Russia since 2020 has grown by 57.9% and reached 11.5 thousand projects

In Russia, there is an active introduction of industrial computing and big data technologies. In 2023, a total of 11.5 thousand such solutions were used, which is 57.9% more compared to 2020. This is stated in the review of the Institute for Statistical Research and Knowledge Economics of the Higher School of Economics, published on November 20, 2024.

It is noted that, despite significant positive dynamics, the share of industrial computing technologies and big data in the total volume of advanced production technologies (PPT) used in Russia is small - about 4.1% by the end of 2023. In general, BSAs cover technologies and technological processes (including the equipment and software necessary for their implementation) controlled by computer, based on microelectronics and/or the use of digital systems and used in the design, production or processing of products (goods and services), including the organization of relevant processes. The share of industrial computing and big data technologies in various segments of the Russian market is as follows:

  • Mineral production minerals - 5.1%;
  • Manufacturing - 1.4%;
  • Provision of electric power, gas and steam; air conditioning - 5.2%;
  • Water supply, water disposal, organization of waste collection and disposal, pollution elimination activities - 2.8%;
  • Information and communications activity - 20.2%;
  • Research and development - 3.4%;
  • Professional, scientific and technical activities (except for scientific research and development) - 5.7%;
  • Higher education - 8.6%;
  • Other areas - 0.8%.

The study says that in the structure of the used BSAs, the largest group consists of production, processing, transportation and assembly technologies: they account for 96 thousand solutions, or 34.5% of the total. In this group, the most common equipment with numerical program control is 41.4 thousand, 14.9% of the used BSA. This is followed by technologies of communication, control and geomatics (54 thousand, 19.4%), design and engineering (40.1 thousand, 14.4%). The latter are mainly represented by computer design and modeling technologies, virtual product development (37.9 thousand, 13.6%).

Significant growth was recorded in the segment of production information systems and technologies for automating production control - plus 52.2% in the period from 2020 to 2023: the final result was 31.4 thousand, or 11.3% of the total number of BSAs.

The authors of the study emphasize that most of the BSA used in the economy in 2023 were developed in Russia - 192.3 thousand, or 69% of their total number. Moreover, this indicator remains almost unchanged from 2020. The most significant share of domestic solutions (76.6%) among the used design and engineering technologies. Positive dynamics is observed in the use of domestic technologies for industrial computing and big data: since 2020, their share has grown from 60.7% to 70.3%. The segment of solutions in the field of production information systems shows an increase from 68.4% to 74.7%, in the field of "green" technologies - from 68% to 71.1%.

It is said that design and engineering solutions are intensively used by organizations engaged in the field of scientific and technical activities, research and development - 49.9% and 26.7%, respectively. At the same time, communication, management and geomatics technologies play the role of end-to-end solutions, which are equally in demand by organizations of various types of economic activities.[3]

Mishustin approved a strategy for the digital transformation of manufacturing industries. Main provisions

Prime Minister Mikhail Mishustin signed a decree approving a new version of the strategic direction in the field of digital transformation of manufacturing industries related to the field of activity of the Ministry of Industry and Trade. The corresponding document was published in November 2023. It contains five key ecosystem projects:

  • "Smart Manufacturing";
  • "Digital Engineering";
  • "Future Products";
  • "Technological Independence";
  • "Intellectual state support."

The project "Products of the Future" includes the transition of enterprises to a more flexible model of conveyor production, which will allow the production of products that meet individual consumer requirements.

Among the tasks of the new project "Technological Independence" is to stimulate demand for Russian software and domestic computer equipment, as well as equipment and software from friendly countries. The project also involves an increase in the share of enterprises using Russian information protection tools. In addition, within the framework of the project, industrial enterprises should organize interaction with the National Coordination Center for Computer Incidents for a timely response to cyber threats.

A new version of the strategic direction in the field of digital transformation of manufacturing industries has been approved

The new project "Intellectual State Support" involves the transition to a digital model of state financial support. Thus, it is planned to increase the share of enterprises using the State Information System of Industry (GISP) as a navigator for state support measures. The task is also to increase the number of enterprises using GISP as a platform for the selection and examination of applications for financial support. In addition, it is planned to reduce the reporting load of industrial enterprises by organizing electronic interaction between market participants and authorities on the basis of an information system.

Commenting on the updated version of the strategic direction at a government meeting on November 9, 2023, Mikhail Mishustin noted that the implementation of his key projects also involves a significant expansion of the use of artificial intelligence, neurotechnologies, mathematical modeling and virtual tests, robotics and mechatronics at enterprises.

The researchers concluded that importing robots does not give such companies performance advantages, however, "the performance premium from importing robots for non-internalized companies is comparable in size to the effect of exporting or raising foreign capital."

He also stressed the need for technological audits in relation to state-owned companies and companies with state participation with the development of recommendations for robotization. Based on their results, requirements will be established to increase its level. To do this, it is planned to create centers for the development of industrial robotics.

From the statement of the head of the Ministry of Industry and Trade, it also follows that by August 2023, an assessment of the level of digital maturity of enterprises is being carried out. This figure is about 45%, by 2030 it is planned to increase it to 85%.

In addition, Denis Manturov noted that modern robotic solutions are being integrated into the work of enterprises. By August 2023, 7 domestic companies are engaged in the production of industrial robots, in 2022 they shipped 120 units of products to customers.[5]

These changes in the Ministry of Industry and Trade were associated with the "geopolitical situation and external economic conditions," as well as with the narrowed capabilities of the federal budget. In addition, the ministry pointed to new trends in digitalization, a course towards achieving technological sovereignty and the introduction of artificial intelligence technologies.

Among the new threats are the increased level of cybercrime and technological dependence on foreign solutions.

The central strategy of the digital transformation of the manufacturing industry remains the Smart Production project, which will become an indicator of the digital maturity of enterprises. Mishustin allocated tens of millions to equip hazardous production facilities with DVRs

Prime Minister Mikhail Mishustin signed a decree, which allocated additional ones from the budget for equipping hazardous production facilities with DVRs. The press service of the Government of the Russian Federation announced this on July 19, 2022.

A domestic PLM complex for mechanical engineering has been created. By 2025, aircraft and shipbuilders will be able to use it

Russian enterprises massively use foreign engineering software - Siemens, Dassault Systemes, Autodesk, etc., because there are no domestic fully functional analogues of heavy PLM complexes in Russia. Those Russian solutions that are available on the market so far close only a part of the functionality of foreign CAD, CAE, CAM, CAPP, MES, PDM, PLM and other engineering systems. With their help, until recently, it was impossible to create complex projects that included millions of parts, for example, turbines, aircraft, sea and river ships.

In 2015, Russian engineering software developers merged into the Development consortium in order to evolutionarily assemble a fully functional PLM complex from individual systems and solutions based on their own geometric core, which can compete with Western developments. As of 2022, Development includes ASCON, TeSIS, Eremex, ADEM, APM and Sigma Technology. The partners of the consortium are Laduga, SeaProject, Digital Manufactory.

In November 2021, the Government of the Russian Federation revealed the details of the strategy for the digital transformation of manufacturing industries. The document captures a number of industry problems:

  • low efficiency of production facilities;
  • high proportion of marriage;

The government approved a strategy for the digitalization of industry

The strategy center is the Smart Production project - within its framework, an infrastructure will be formed to support the implementation of Russian software and hardware and software systems. According to Prime Minister Mikhail Mishustin, financial support for domestic projects in the field of industrial software will quadruple. According to the press service of the Cabinet, the document provides for the active introduction of six key innovations into production practice: artificial intelligence, robotics, the Internet of Things, augmented reality technologies, new production and communication technologies. They are expected to help increase labor productivity, reduce production costs and speed up the launch of goods on the market.

Mikhail Mishustin approved the program of digital transformation of industry

The order provides for the implementation of four projects:

  • Within the framework of the Smart Production project, it is planned to form an effective system for supporting Russian software solutions for the manufacturing industry.
  • Digital Engineering provides for the introduction of virtual product testing technologies.
  • The "New Employment Model" is aimed at improving personnel selection mechanisms.

According to Mikhail Mishustin, as a result of the implementation of four innovative projects in the manufacturing industry, the Russian industry will be able to produce at least 70% of high-tech products by the end of 2030.

Ministry of Industry and Trade presented 5 projects for the digital transformation of the Russian industry

In mid-July 2021, the Ministry of Industry and Trade presented a strategy for the digital transformation of manufacturing industries. In this document, the department proposed five main projects in this area:

By January 1, 2022, the Ministry of Industry and Trade will form at least 550 digital passports of backbone industrial enterprises, by the end of 2024 - at least 9 thousand.[10]

The Ministry of Industry and Trade, together with the Ministry of Digital Development, the Ministry of Economic Development and the Federal Antimonopoly Service, will establish the conditions for admitting foreign engineering software when making purchases (bans, restrictions, quotas, preferences when buying domestic software). Until that time, changes will already be made to regulatory legal acts regarding the establishment of admission conditions.

The Government of the Russian Federation will control the implementation of the strategy on the basis of the report of the Ministry of Industry and Trade, the document says.

Among the risks, the Ministry of Industry and Trade highlights, for example, social ones, which include the preservation of harmful industries, injuries, hidden unemployment and the outflow of personnel from Russian enterprises to foreign ones. In addition, the ministry notes a high level of interregional differences in the development of infrastructure, human resources, the quality of state institutions, which can reduce the overall effect of the measures taken to stimulate the digital transformation of industry.

There are also economic risks due to the "unsatisfactory current financial position of a significant part of industrial companies" (low profitability or unprofitability of current production), a high financial burden on companies (almost all companies currently have significant loan portfolios), the difficulty of returning credits due to long payback periods and the lack of free working capital for the implementation of digital transformation programs.

Taking into account the fact that the degree of depreciation of fixed assets in the manufacturing industries is about 60%, there is a high probability of man-made accidents and environmental damage, as well as the emergence of additional costs when creating new and technical re-equipment of old industries, the document says.

The manufacturing industry includes ferrous and non-ferrous metallurgy, chemical and petrochemical industries, mechanical engineering and metalworking, forestry, woodworking and pulp and paper industries, glass and porcelain and faience industries, food and microbiological industries, medical, as well as printing industries. The share of the Russian market in any of the key classes of systems does not exceed 30% - this is an extremely low indicator for solving such problems as ensuring the transformation of industry through the introduction of domestic software products, the document says. The problems of industrial enterprises in the implementation of functions for digital design include complete or partial import dependence, difficulties with the interaction of enterprises in terms of integration due to different data formats, non-compliance of software with the necessary level of information security, the Ministry of Industry and [11].

By 2023, 75% of businesses will have comprehensive road maps for digital transformation

On July 2, 2021, Rockwell Automation, together with IDC, announced the results of a study that identifies the main trends in the digitalization of industry in the EMEA region (which includes Russia) for 2021 and subsequent years. Based on the results of a survey of representatives of more than 400 industrial companies, the study tells how companies have adjusted their approach to digitalization in the face of uncertainty and how these changes have influenced and will continue to affect them in the future.

Digitalization covers most large manufacturing companies. However, the pandemic has forced enterprises to reconsider their approach to technology adoption, demonstrating the need to speed up this process and thereby approach Industry 4.0.

2020 demonstrated the need for a global digitalization strategy. Companies failing to cope with the "digital divide" were trying to adapt, while those who took the opportunity and made significant progress in Industry 4.0 were actively developing. Specifically, the study found that 70% of manufacturing companies in EMEA have accelerated technology investment in response to challenges. National standards of smart production have been developed in the Russian Federation

On January 18, 2021, it became known about the development in Russia of national standards for smart production. The documents were created by the infrastructure center of NTI "Technet."

According to the press service of RVC, the new standards form the basis for the creation of two new series of national standards in the field of Industry 4.0. They are devoted to virtual production systems and the convergence of digital technologies and IT systems in industrial enterprises.

The surveyed companies see the high cost of digital transformation projects as the main obstacle to the digitalization of industry. Two other pressing issues - initially low levels of automation and digitalization and distrust on the part of staff resisting change - acting on companies at the same time create a "vicious circle" of distrust of technology.

As the study showed, helping to overcome the voiced problems will help, first of all, training staff to work with digital services and improving computer skills (34% of respondents noted this as a priority measure). The second way to overcome problems on the path of digitalization is to provide financial benefits and concessions to business on the part of the state (29%). The third method is the modernization of production and the creation of complex digitalization strategies by enterprises (21%). Amendments to regulatory regulation as a way to solve industrial problems were named by 18% of respondents.

The survey also showed that the issues of safety at work, the preservation of the health of workers and ensuring the protection of business were not the primary task of entrepreneurs, the more important task was to preserve production. At the same time, the changes that have taken place have shown that the main resource of enterprises is people. And it is the improvement in employees' skills with digital technologies that will overcome the consequences of the pandemic and be ready to repeat such events.

Industry is a conservative industry, innovation is gradually being introduced here. Some companies expect from the "leaders" a positive experience of using "smart" technologies, others - limited in finance and are afraid to invest the last funds in modernization, the most short-sighted - simply do not see the point in it. The study participants expressed the greatest interest in favor of production technologies. If you look in more detail, the survey participants noted the relevance of resource management, organizational management (engineering, design) and data management about the product and its life cycle. The second and third places in the voices of the study participants among technologies are occupied, respectively, by industrial robotic complexes and the Internet of Things.

Probably, due to the fact that the main problems for companies (in addition to high cost IT solutions) are issues related to the digital maturity of employees and heads of organizations, as well as the general low level of automation - enterprises are interested in technologies to increase employee efficiency through digital management technologies. Technologies, IoT, AI cloudy technologies ,/, ARVR distributed registry systems to a lesser extent have properties that are valuable to enterprises in terms of digitalization.

From the point of view of enterprises, for the full development of the digital economy, the state is expected to help, first of all, in the form of creating favorable economic conditions for the business that implements digital transformation, promoting training and professional development of existing employees, allocating subsidies/soft loans for digital transformation projects and creating an environment for the emergence of domestic suppliers of digital solutions.

In general, the survey participants believe that the pandemic and the digital solutions found during it helped to improve the management of enterprises, but did not affect the production of goods so much. Nevertheless, certain changes in the production process have occurred. Strengthening and improving controls have improved productivity by reducing human influence, accelerating recovery of disrupted supply chains, and returning demand to pre-crisis levels. In addition, the pandemic as a force majeure situation allowed to reduce the regulatory burden on business, which facilitated the activities of some enterprises. And it would be good to maintain such indulgences for some time (1-2-3 years). Data collection for the study was carried out by interviewing the expert community, representatives of industrial enterprises of Russia and India of various types of activities, as well as representatives of industry FNIV/ROIV. The study involved 251 respondents.
