2021: Accreditation of the SPC "1C" according to the updated requirements of the N63-FZ "On Electronic Signature"
On July 28, 2021, 1C announced the accreditation of the Certification Center of SPC 1C LLC according to the updated rules in accordance with the requirements of federal law N 63-FZ "On Electronic Signature" dated 06.04.2011, taking into account the changes made by law 476-FZ dated 27.12.2019. From July 1, 2021, certification centers (CA) that have not passed accreditation according to these rules cannot issue qualified certificates of electronic signature.
The decision on accreditation of the TC of NPC 1C LLC was made by the Government Commission authorized to make a decision on accreditation of certification centers, Protocol No. 6 of 20.07.2021.
Since 23.07.2021, TC LLC NPC 1C has been working on the registration of qualified certificates. 1C users can form and send an application for a certificate to the TC of NPC 1C LLC using the 1C: Signature module built into the standard programs of 1C:Enterprise 8 system.
Until 31.12.2021, users of 1C programs through 1C: Signature can send applications for registration of certificates both for legal entities and individual entrepreneurs, and for individuals. Since 01.01.2022, in accordance with the requirements of the law of the TC, NPC 1C LLC will issue qualified electronic signature certificates only for individuals, including employees of legal entities and individual entrepreneurs. Individual entrepreneurs and heads of legal entities will be able to obtain qualified certificates from the TC FTS in accordance with paragraph 14 of Art. 1 of the Federal Law N 476-FZ of 27.12.2021.
2010: Formation and control of budget expenditures, accounting of budget funds of the Chief Manager and consolidated budget statements
In September 2010, the Ministry of Agriculture of the Russian Federation announced the results of an open competition for the implementation of work on the adaptation, maintenance and development of the software complex (PC) "Formation and control of budget expenditures, accounting for budget funds of the chief manager and consolidated budget reports of the Ministry of Agriculture of Russia."
According to the protocol, only one application was received for participation in the auction - from the research and production center 1C"," which, following the consideration of the application by a single commission, was admitted to the tender. For the implementation of the state contract, SPC "1C" requested 29.76 million rubles. For comparison, the initial value of the contract was 30 million rubles.
If there is only one bidder, the tender was declared invalid. Since the tender proposal of the SPC "1C" met the requirements specified by the customer in the documentation, the Ministry of Agriculture decided to conclude a state contract with the company.
In accordance with the documentation, during the project, all operating subsystems of the software complex "Formation and control of budget expenditures, accounting of budget funds of the chief manager and consolidated budget reports of the Ministry of Agriculture of Russia" should be adapted to the new version (v8) of the technological platform. At the moment, the PC is operating on the 1C: Enterprise 7.7 (v77) technological platform. Also, the contractor of the state contract should provide consulting and technical support for the existing (unadapted) software complex (before the customer switches to updated software) and the already adapted software complex for the period of its experimental operation. At the request of the customer, all work must be completed in stages in 2010, but not later than 95 days after the date of the conclusion of the state contract.
