An "N3.Health" integration platform designed to organize data exchange between application systems in the private medicine segment .

The N3.Health platform is a cloud service that brings together market participants throughout Russia to exchange a variety of health data. Thanks to the platform, developers of medical information systems can offer additional opportunities in the field of digital services to commercial clinics.

Participants of the N3.Health platform can access the N3. Integrated Electronic Medical Record service. It allows you to transfer information about the patient in electronic form to the Uniform State Health Information System Ministry of Health of the Russian Federation, which ensures the fulfillment of the requirements of the Decree of the Government of the Russian Federation No. 555. In addition, the service helps organize the exchange of information between partner clinics and develop a single medical card for the network of clinics.

Tasks N3.Health

  • Simplify the process of making an appointment with a doctor on VHI by directly accessing the schedule of the medical organization
  • unload the administrators of the medical organization by reducing the number of incoming calls during the approval of the appointment record
  • Reduce the time a patient waits for a response
  • get the ability to online record patients in the medical organization in 24/7 mode
  • Enable any required number of insurance companies to make online records with a medical organization

2026: Integration with EMIAS of the Moscow Region

The company ElNetMed"" completed integration the N3.Health Unified medical information and analytical system platforms from the Moscow Region (EMIAS MO). N3.Health acts as the official operator. UNIFORM STATE HEALTH INFORMATION SYSTEM This was announced by "" ElNetMed on February 10, 2026.

The need for integration arose in connection with the requirement of the TFCMI of the Moscow Region to private clinics serving patients in this region under territorial programs of state guarantees of free provision of medical care to citizens (compulsory medical insurance), it is mandatory to transfer medical documents based on the results of such appointments to the EMIAS MO. As a rule, these are documents such as consultation protocols, laboratory and instrumental studies, epicrises and others.

The requirement to upload data to the MO information system is mandatory, its non-compliance by a medical organization may lead to the termination of current contracts with TFCMI and the refusal to conclude new contracts for future periods.

The conditions for connecting medical organizations to EMIAS are determined by the regulations established by the order of the Ministry of Health of the Moscow Region. The process requires strict information security requirements. If the clinic connects to the EMIAS MO on its own, this can become an insurmountable barrier for it or an extremely resource-intensive event.

The implemented integration between the N3.Health platform and the EMIAS MO allows medical organizations of the Moscow Region to quickly solve the problem with unloading medical documents into the regional system.

To do this, the medical organization needs to support integration with the N3.Health platform for open API profiles. Such integration provides access not only to interaction with EMIAS MO via secure communication channels, but also allows you to work with other N3.Health services.

The N3.Health platform is integrated with EMIAS through two services. The first - IEMK N3.Health - is intended for all medical organizations. Through it, private clinics can transmit the necessary protocols of conclusions for the appointments of patients in the Moscow region on compulsory medical insurance.

The second service, the AUDLEY N3.Health, is designed for laboratories and medical organizations with their own laboratory equipment and allows you to work according to the application-result scheme with medical organizations in the region.

For example, a state medical organization needs to send a patient or biomaterial already taken from him for research to a private laboratory. In this case, the state clinic sends an electronic application for laboratory research from its MIS to the EMIAS, from there it enters the platform N3.Health and then is addressedly transferred to a private medical organization that provides laboratory services either under compulsory medical insurance or as part of a subcontract on the basis of the current contract.

After the study, the result from the laboratory information system is sent to the N3.Health, then to the EMIAS and then goes to the MIS of the state institution. This format significantly speeds up the medical document flow, simplifies the interaction between private and state medical institutions, ensures the continuity of medical information, which ultimately leads to an acceleration of the patient's examination, improving the quality of diagnosis and subsequent medical care.

As of February 2026, more than 40 private clinics in the region are already uploading data to the EMIAS MO through the N3.Health platform.

For medical organizations serving compulsory medical insurance patients in several regions, integration with N3.Health is especially effective. One connection to the platform allows you to transfer data to the regional segments of the Uniform State Health Information System of different constituent entities of the Russian Federation at the same time, as well as to the federal level, which significantly reduces the burden on IT services and simplifies the support of integrations in the current state.

The integration of private medical organizations with EMIAS through the N3.Health platform expands opportunities for patients in the Moscow region. Medical data is combined in a single ecosystem, regardless of where the patient receives care - in a public or private clinic. This is particularly important to coordinate treatment and improve the quality of care. Electronic exchange of research results makes the region's health care system more flexible and client-oriented, - said Irina Vitalievna Kulygina, head of the information technology and information security department of the Ministry of Health of the Moscow Region.

File:Aquote1.png
Integrating N3.Health with EMIAS solves a key challenge for the region's private health organizations. The regulation of direct connection to the system requires significant resources and competencies in the field of information security from clinics. As another information system and official Uniform State Health Information System operator, we are systematically increasing the number of integrations with regional information systems, ensuring information interaction between different participants in accordance with all technical and regulatory requirements. It is enough for the clinic to integrate with our platform to be able to transfer data to EMIAS and information systems in other regions. This is especially true for medical organizations working on compulsory medical insurance in several regions of the country, - said Tatyana Chamokova, head of projects for the development of the commercial sector of ElNetMed (integration platform N3.Health).

This will ensure the automatic transfer of the results of pre-shift and pre-trip medical examinations to the state and regional segments of the Uniform State Health Information System in full compliance with the requirements of the legislation. ElnetMed announced this on September 22, 2025.

Software and hardware complexes "ESMO" (Electronic System of Medical Examinations) are used to automate daily monitoring of the health of employees of industrial enterprises. The system records and analyzes vital signs in one minute, identifies signs of alcohol and drug intoxication, generates reports on key parameters, including health indicators and data on suspensions. This helps to identify possible health problems of employees in time and promptly take appropriate measures.

As of September 2025, ESMO complexes are used at more than 500 enterprises in Russia and the CIS, covering a large range of industries: transport and logistics, power, metallurgy, mining, oil and nuclear industry.

Integration with the N3.Health platform, which provides electronic exchange of medical documents between private medical institutions and Uniform State Health Information System, significantly expands the functionality of the ESMO system. Now the data on the results of medical examinations are directly transmitted to the subsystems of the Uniform State Health Information System, including the EDM. This allows businesses to minimize the risk of penalties associated with violation of regulatory requirements, safely exchange data on corporate health with other medical institutions, and also increase the level of safety at work.

2019

Exchange of laboratory data and storage of patient information

On July 29, 2019, Netrika announced the expansion of the functionality of N3.Health, a Russian platform for the integration of medical information systems of medical institutions, laboratories and insurance companies. In addition to making an appointment with a doctor, two additional services appeared on the platform.

The service "N3Health.Integrated Electronic Medical Card" allows commercial institutions to transfer data on the provided medical care to the Unified State Information System in Healthcare (Uniform State Health Information System Ministry of Health of the Russian Federation) in accordance with Government Decree No. 555 of May 5, 2018. The service can also provide electronic medical document management between medical institutions and become the central repository of customer medical records for a network of partner clinics.

The service "N3Health.Exchange of laboratory research data" helps medical institutions and laboratories to exchange applications and results of medical research in electronic form. The solution increases the speed of laboratory data exchange, increases the availability of research results for doctors, and also reduces the number of unreasonably issued results and errors. The service "Exchange of laboratory research data" based on the integration tire manufactured by Netrika was launched in St. Petersburg in December 2015. During its use, more than two million directions and research results have already been transferred and received.

Since July 2019, both services are integrated with the N3.Health platform and are available for operation as part of a single integration solution.

File:Aquote1.png
According to statistics, the doctor receives from 60 to 80% of information about the patient's condition by laboratory diagnostics. And the current medical history in electronic form not only saves the patient's time, but also reduces the number of errors, significantly increases the efficiency and quality of medical care. However, the exchange of data on a city or region scale is complicated by the fact that medical institutions and laboratories use different information systems. The healthcare market needs a solution capable of combining disparate data without significant changes in processes on the side of each of the data sharing organizations. We are improving the N3.Health platform so that it can comprehensively solve these problems. We work closely with federal and regional laboratory services, developers of medical information systems. During the implementation of projects in 16 constituent entities of the Russian Federation, we have established work with more than 30 developers. These developers have made it possible for a total of more than 1000 clinics to use the functionality of the N3.Health service,

Registration with Uniform State Health Information System

On June 4, 2019, it became known that the N3.Health service developed by Netrika was registered in the Unified State Health Information System (Uniform State Health Information System). Software developers for commercial medical organizations have the opportunity to establish data exchange with the Federal Integrated Electronic Medical Record (IEMK). Thanks to this, private clinics and medical holdings will be able to fulfill the requirement to transfer information on the provision of services to patients at IEMK, which is contained in Decree of the Government of the Russian Federation No. 555 of May 5, 2018.

File:Aquote1.png
From the point of view of legislation, Netrika created an operator of a'different' system and became a commercial operator of a cloud service that actually works and transmits data to IEMK. This means that public and private healthcare organizations can now choose the best IT solutions for themselves and integrate them into their IT infrastructure. In the whole country, about 50 developers can interact with the integration platform right out of the box. We are gathering around the project a N3.Health community of software developers who create solutions for private healthcare in Russia. For them, this is, first of all, an opportunity to give their clients a solution to problems and additional opportunities, and therefore an incentive for development,
File:Aquote2.png

After registering N3.Health in the IEMK subsystem Uniform State Health Information System the Ministry of Health of the Russian Federation, the clinics that connected the service will be able to participate in the transfer of information to the Uniform State Health Information System.

The Unified State System in the Field of Health (Uniform State Health Information System) provides information support to medical organizations, citizens' access to services in electronic form, as well as the interaction of various information systems in the field of health protection of Russians. 2018: Cloud Service Development N3.Health

On November 22, 2018, Netrika announced its entry into the B2B market. The company has developed a comprehensive solution that integrates the information systems of private medical organizations, laboratories and insurance companies, organizing correct data exchange between them. To test the solution, a pilot project has been launched, in which several large private clinics and insurers of St. Petersburg are participating.

An important task of digitalizing private medicine is to provide ample opportunities for patients, doctors, as well as management of medical and insurance organizations. However, not all participants in the medical market are able to effectively exchange data about the patient - for example, the results of laboratory tests, diagnostic studies, consultations of narrow specialists do not go directly to the attending physician at the medical center. A person collects his own medical history himself, storing records in the form of photographs on the phone. The same situation with the service of insured under VHI programs: it may take several days to enroll a patient in a doctor for employees of an insurance company.

According to the developer, the cloud service "Netrika" is N3.Health designed to organize an effective exchange of data online between all participants in the medical market. This approach will allow medical organizations and insurance companies to save time, and patients to receive more convenient and prompt care.

File:Aquote1.png
"There are many players and solutions on the market that are often difficult to integrate among themselves. When the patient gets the opportunity to transfer the medical history to any clinic convenient for him, the test results come from the laboratory to the attending physician without the patient's participation, and the VHI insurance company records a person for an appointment at the clinic at the time of appeal - everyone benefits from this. People get a convenient service, they feel that they are taken care of. Companies benefit by reducing the time and labor required to process data. The market needs such a system. "
