Owners

The Territorial Compulsory Health Insurance Fund (TFCMI) of the Moscow Region is a non-profit organization created by the Moscow Region to implement state policy in the field of compulsory health insurance in the Moscow Region.

The objectives of the territorial fund:

  • ensuring the rights of citizens in the compulsory health insurance system provided for by the legislation of the Russian Federation;
  • ensuring guarantees of free provision of medical care to insured persons in the event of an insured event within the framework of the territorial program of compulsory medical insurance and the basic program of compulsory medical insurance;
  • creating conditions for ensuring the availability and quality of medical care provided under compulsory health insurance programs;
  • ensuring state guarantees of compliance with the rights of insured persons to fulfill obligations under compulsory health insurance under the basic compulsory health insurance program, regardless of the financial situation of the insurer.

History

2023: Scheme to steal 103 million from fund revealed

On November 14, 2023, the Investigative Department of the Investigative Committee for the Moscow Region announced the completion of the investigation of the criminal case against the former head of department No. 4 of the GKU MO "CBMO" (Centralized Accounting Department of the Ministry of Defense) and two chief specialists of the department for payroll and social payments of medical institutions of the same department. They are accused of fraud committed on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). In addition, one of the main specialists is accused of another episode of fraud (part 4 of article 159 of the Criminal Code of the Russian Federation).

According to the investigation, from January 2019 to December 2021, the accused, acting as part of an organized group, using their official position, committed theft of funds from the Territorial Compulsory Medical Insurance Fund of the Moscow Region for a total amount of over 103 million rubles by illegally charging money to the accounts of proxies and subsequent appropriation.

In addition, in July 2020, one of the accused misled the head of the department about the possible termination and failure to carry out further verification measures against the GKU MO "Central Bank MO" by law enforcement agencies, for which he needs to transfer funds to her. As a result, the accused fraudulently received money in the amount of 10 million rubles and disposed of them at her discretion.

During the investigation, the guilt of the accused in the crime incriminated to him was confirmed by the totality of evidence collected in the criminal case, including the testimony of the accused themselves, witnesses, protocols of searches and inspections of objects and documents, the results of operational-search activities, as well as other materials.

For security purposes, the property of the accused was arrested for the amount of damage caused. The case was sent to the court for consideration on the merits.[1]

In 2018, the Territorial Compulsory Health Insurance Fund of the Moscow Region (TFCMI MO) transferred from a foreign proprietary mail server to the Russian CommuniGate Pro unified communications platform. In April 2019, Vadim Lukashov, Deputy Director of TFCMI MO, spoke about the features of the project and the difficulties on the way to import substitution.
