Rescheduling approval of regional digital transformation strategies
On October 31, 2024, it became known that the Ministry of Digital Development, Communications and Mass Media of Russia sent an official notification to the regions on the postponement of the approval of digital transformation strategies from the end of 2024 to April 1, 2025. The decision was made in connection with the delay in the approval of the national project "Data Economics."
According to the publication D-Russia, the regions are recommended to complete the formation of draft strategies by December 31, 2024, and then send them to the relevant federal departments for approval by March 1, 2025.
The updated strategies have expanded the composition of working groups by including representatives of business, municipalities, regional management centers, higher educational institutions, non-profit organizations and regional state-owned companies.
The new approach provides for the independent formation of a portfolio of projects by regions in accordance with national goals and strategic directions of digital transformation. Previously, subjects were asked to choose from 72 recommended federal projects.
Strategies include the directions of domestic software, information security, artificial intelligence, a single biometric system and personnel training. A passport is formed for each project and consultations with federal departments are held.
The implementation of previous regional strategies approved in 2021 is completed at the end of 2024. They covered six main areas: health, education, transport, urban environment, public administration and social sphere.
The phased transition of the constituent entities of Russia to updated digital transformation programs is scheduled for the second quarter of 2025. The regions will have to develop detailed "road maps" describing specific measures and sources of funding.[1]

Yevgeny Khasin, Acting Director of the Ministry of Digital Development Cybersecurity Department, spoke about the measures that need to be included in regional strategies to protect information resources. Among the recommended measures are the appointment of responsible persons for information security, the organization of regular cyber training and the analysis of the security of information systems. Hasin noted that continuous security at all stages of the life cycle of information systems, starting with their design, will allow the regions to increase the security of their resources.
According to the training, one of the key aspects to increasing the level of information security is the regular conduct of programs to search for vulnerabilities. Such programs allow third-party specialists to identify weaknesses in the infrastructure and prevent possible incidents for a fee. Russian regions must develop new digital transformation programs by December
On July 22, 2024, a meeting of the subcommittee on key digital transformation projects was held under. In turn, FOIV must, by August 20, 2024, prepare and send proposals to the Ministry of Digital Development on the results and relevant indicators of digital transformation, which are planned to be achieved by the end of 2024, on the results of the use of artificial intelligence technologies in the field of digital transformation, about the three most significant departmental services, including services using artificial intelligence technologies, for the best practices of digital transformation of public administration for the period 2022-2024, for regulatory legal regulation of issues of digital transformation of public administration.
Based on the reports of the FOIV, the Ministry of Digital Science will have to send a generalized report to the Government of the Russian Ministry of Digital Development by August 30, 2024, as well as proposals for scaling the best practices for digital transformation of public administration.[3]

In addition, TAdviser analyzed the strategies of a number of regions that belong to the richest in the country - Moscow region, Tatarstan and St. Petersburg[5]compared the planned transformations in them in the region of "numbers" with poorer regions - Kalmykia, Jewish Autonomous Region, Altai and "middle" - Kurgan and Omsk regions.
St. Petersburg, Tatarstan, Moscow Region
In Tatarstan, the digital transformation strategy covers 15 industries. During its implementation, the following will be introduced: artificial intelligence, platform solutions, big data, the Internet of Things, digital twins.
The share of mass socially significant state and municipal services available electronically in Tatarstan in 2024 should be 95%. A similar indicator for this project has been established in strategies in the field of digital transformation of St. Petersburg and the Moscow region.
Among the projects formations and science of Tatarstan is an electronic kindergarten, a centralized research platform, to which half of the subordinate Ministry of Education and Science organizations should be connected in 2024. Measures should also be developed and implemented to train the released workforce in digital skills.
In the field of transport and logistics, it is planned to create digital counterparts of transport infrastructure facilities and a digital model of the road network, an adaptive traffic management system.
In the direction of public administration, among the projects - the creation of a unified CRM system for the infrastructure for supporting small and medium-sized businesses, the development of the digital assistant "Lilia" for citizens. In the field of industry - the creation of digital passports of industrial enterprises, exchanges of capacities of industrial enterprises.
In agriculture - digital certification of reclamation facilities, digital animal passports, beekeepers notification system, unified identification of cattle and much more.
The strategy of Tatarstan also covers culture. It is planned to develop a unified system for managing objects and events of the cultural industry, a museum information system.
The strategy of digital transformation of St. Petersburg includes 11 industries. During its implementation, domestic technologies will be introduced, such as neurotechnologies and artificial intelligence (AI), components of robotics and sensorics, big data, industrial Internet, wireless communications, distributed registry systems.
An example of projects in the field of medicine can be cited as a system for supporting medical decision-making - in 2024 it should be used by 10% of medical organizations of state and municipal health care systems. The same percentage of medical organizations will use a voice input system to diagnostic and treatment processes to save time for medical specialists.
One of the goals of the strategy is to improve the quality of the urban environment of St. Petersburg by one and a half times and the quality of management throughout the life cycle of construction by creating a single digital space (ecosystem) of housing and communal services, increasing the availability and quality of housing and communal services through the introduction of digital services.
In the field of transport, one of the projects is the creation of infrastructure for the development of unmanned vehicles, the creation of the possibility of providing ICT and navigation services, such as preventing collisions of transport, assistance in passing dangerous sections of the road, real-time video surveillance, transmitting telemetry and operational information to the dispatcher, communication with the crew of vehicles, etc.
In the field of tourism, it is planned to digitalize the activities of suppliers of products of tourist impressions - the creation of a special portal on which data from city guides and guides will be posted.
A large block of digitalization projects falls on the field of physical education and sports. For example, it is planned to develop a unified automated information system for the field of physical education and sports in St. Petersburg, introduce electronic automated management of the sports training process, and maintain a register of persons systematically involved in sports.
In the Moscow region, 10 industries were selected for digital transformation: education and science, healthcare, urban environment development, transport and logistics, public administration, social sphere, ecology and environmental management, agriculture, energy infrastructure and industry. During the implementation of the strategy, technologies such as AI, Big Data, blockchain, new production technologies, industrial Internet, smart contract, biometric technologies will be introduced.
Among the planned projects in the field of education and science, for example, the creation of a student's digital portfolio: in 2024, 90% of students should maintain a digital profile. A digital teacher assistant will also be created, with the help of which half of the tasks in electronic form for students will be checked using automated verification technologies. It is planned to create a superservice "Admission to the university online," to which 95% of educational organizations of higher education should be connected in 2024.
In the health care of the Moscow region, it is planned that already 2022 year, 70% appointments for a doctor will be made by citizens remotely, and 100% citizens will have integrated electronic medical records, available, among other things, on a single portal of public services. Also in 2022, 100% of medical organizations within the framework of the strategy should be connected to a centralized system of telemedicine consultations, and according to the plan in 2024, 30% of all consultations between a doctor and a patient will be carried out using video conferencing.
Through the development of the urban environment in the Moscow region, voting (polls) of residents on urban development issues using digital technologies will be implemented, energy-efficient urban lighting will be created in 35% of settlements.
Kalmykia, Jewish Autonomous Region, Altai
The strategy of digital transformation of Kalmykia, a region where about 270 thousand people live, covers 10 industries. Unlike wealthier regions, they do not include industries, culture and sports, for example. And on average, the number of planned projects by industry is less than the three regions considered above. The list of introduced domestic technologies listed in the strategy is shorter than that of St. Petersburg, Tatarstan and the Moscow region. It includes big data, AI, virtual and augmented reality technologies.
One of the key areas of digital transformation in Russia is the translation of mass socially significant public services into electronic form. According to this indicator, set for 2024, there is a large gap between the rich and some less rich regions considered in this article. Thus, in the strategy in the field of digital transformation of Kalmykia for 2024, an indicator of the share of mass socially significant state and municipal services available electronically is established at 32%. Residents of the three rich regions considered above should have 95% of such services available electronically in 2024.
Some projects in the Kalmyk strategy intersect with projects in other regions, but the planned indicators for them are lower than in richer subjects. For example, in Kalmykia, it is planned for 2024 that digital profiles of 15% of students will be conducted, while in the Moscow region, Tatarstan and St. Petersburg, the same indicator is from 90% to 100% of students. In addition, in the list of education projects, unlike rich regions, there is no super service for admission to the university online.
The share of electronic legally significant document management between government agencies in Kalmykia should be 30% in 2024, while in the three regions considered above, it varies from 90% to 100%.
Another example is that in 2024, only 40% of buses carrying out regular passenger transportation in the city, suburban and intercity traffic of Kalmykia should be equipped with systems for cashless fare payment. In Tatarstan, a similar indicator is established in 76.5% of buses, and in St. Petersburg and the Moscow region - 100%.
However, there are also projects where Kalmykia expects to be ahead of some wealthy subjects. For example, she established the indicator that 2024 year 81% citizens will have integrated electronic medical records, available, among other things, on a single portal of public services. In St. Petersburg, the indicator for a similar project for 2024 is set at only 19.5% of citizens.
Also, for example, Kalmykia expects that the implementation of the strategy will contribute to an increase in life expectancy to 78 years. In April 2021, Putin called for achieving just such an average life expectancy by 2030. And in Tatarstan, it is expected that the introduction of a number of digital services will contribute to an increase in the average life expectancy of residents of the republic to more than 80 years.
10 industries are also included in the digital transformation strategy of the Jewish Autonomous Region, one of the smallest regions of the Russian Federation. About 156 thousand people live in the subject. By volume, its strategy is also the smallest of the regions considered in this article. The bulk of the planned digitalization projects in the region are the most basic projects that are present in the rest of the digital transformation strategies discussed above. At the same time, the region has established an indicator of the share of mass socially significant public services available electronically at the level of rich regions - 95%.
The list of introduced domestic technologies in the Jewish Autonomous Region includes AI, new production technologies and big data. Cloud technologies and telemedicine are immediately present, but in the previous regions considered they are also included in the project plan, but are not highlighted as separate items in the technology lists.
AI, in particular, in the Jewish Autonomous Region is planned to be used, including in medicine. The strategy says that in 2024 it should be used by 30% of state medical institutions. But it remains unclear from the strategy in what form and in what processes this should be implemented. Healthcare also has a high coverage rate for citizens with integrated electronic medical records - 100% in 2024.
The strategy also says that in the region about 70% of public territories of municipalities are not provided with a comfortable level of improvement, there are not enough children's and sports and playgrounds. The digital transformation strategy includes such a project as "Formation of a comfortable urban environment," where the following indicator is established: in 2024, the level of improvement of public areas should be 60%.
The share of electronic legally significant document management between government agencies in the Jewish Autonomous Region for 2024 is planned at 30% - at the level of Kalmykia. The super service of enrolling in universities online for residents of the region, as well as in Kalmykia, also seems to be not provided, unlike in wealthier regions, despite the fact that there are 5 universities in this sparsely populated region.
About 2.3 million people live in the Altai Territory. The region is characterized by "an extremely extensive administrative-territorial division with a high proportion of villages with a small population, the strategy says.
The strategy in the field of digital transformation of the Altai Territory covers 11 industries. During its implementation, the introduction of the following technologies was announced: AI, big data, distributed registry systems, robotics, the Internet of Things, new production technologies, virtual/augmented reality.
So, for example, AI is planned to be used to improve medical diagnostics, form a personalized training system, automate the process of providing public services, the authors of the strategy say. The Internet of Things is a technology that will ensure the collection of objective data in order to make effective decisions in various areas of the economy, and will also be used to organize remote inspections as part of the implementation of control and supervisory functions.
The results of the provision of public services will be translated into digital form using such technology as the distributed registry system, the strategy says. - Augmented reality technologies will be actively used in educational processes, in the formation of information models of objects in construction, for visualization of cultural objects. |
But I must say that culture is not singled out in a separate direction, where digital transformation will be carried out in the Altai Territory, and virtual and augmented reality technologies do not appear in the section of planned projects in indicators.
And the project "Introduction of artificial intelligence technologies in the healthcare industry" is included in the block of projects with indicators until 2024, but the only indicator for it is the share of citizens who have integrated electronic medical records. The improvement of medical diagnostics using AI, announced at the beginning of the strategy, is not included in the block of specific project plans.
Some other indicators are also indicated in an unclear way. So, for example, in the "Agriculture" block, one of the planned projects is "My Digital Farm" for the state. As an indicator that needs to be achieved on this project, it is indicated "the achievement of" digital maturity "of key sectors of the economy and social sphere, including health and education, as well as public administration."
As in Kalmykia, in the Altai Territory in 2024 there will be a rather low proportion of students for whom a digital profile is maintained - 20%. For the same share of students in the same period, equal conditions for obtaining high-quality education will be created, regardless of their location, by providing access to the federal information and service platform of the digital educational environment. And the same proportion of students in 2024 should be able to have free access to electronic educational content and self-training services.
But, unlike the other two poor regions considered above, in the Altai Territory it is planned to implement the super service "Admission to the university online" and connect 95% of educational organizations of higher education to it.
In addition, at a high level, the indicator of the translation of mass socially significant public services available in electronic form is established: 95% in 2024.
An important change for residents of the region should be the formation of a digital housing and communal services platform based on the modernized GIS housing and communal services. Judging by the published strategy, most residents still pay utility bills using paper receipts. But, as the authorities expect, due to the digital housing and communal services platform in 2022, 10% of utilities will be paid online, and in 2024 - already 50%.
One of the urgent tasks in the framework of digital transformation in the Altai Territory is the creation and maintenance of a register of hunting tickets, as well as the issuance of permits for the extraction of hunting resources through the use of the GIS "Automated Information System for Accounting and Use of Wildlife Objects."
Kurgan region, Omsk region
In the Kurgan region, digital transformation is planned in 15 industries, including industry, tourism, culture, sports. This is the same indicator as Tatarstan. The list of introduced domestic technologies during the implementation of the strategy covers AI, predictive analysis, telemedicine, digital assistants in the format of chat bots and voice services, the Internet of things, digital twins, distributed registers, wireless technologies, big data.
The share of mass socially significant public services available electronically in 2024 should be 95% - at the level of rich regions.
Wide project portfolios are planned for almost all selected industries. In the field of education and science, as in other regions, it is planned to introduce digital profiles of students. Coverage should be 50% in 2024. And for 20% of students in the region in the same period, it is planned to ensure equal conditions for obtaining high-quality education, regardless of their location, by providing access to the federal information and service platform of the digital educational environment. The implementation of the super service "Admission to the university online" is also planned along with rich regions.
As for health care, the share of citizens who have formed integrated electronic medical records, available, among other things, on a single portal of public services, in 2024 should be 50%. This can be called an average. The proportion of consultations conducted by a physician with a patient using video conferencing should reach 30%.
In the section "Indicators of industry development" it is not clear the connection of some projects in the field of digitalization of the Kurgan region with the established indicators. For example, in a project called "Biometric identification in the field of telecommunications through a single biometric system," achievement indicators are the share of socially significant objects that have broadband access to the Internet and the share of government agencies using government cloud services and infrastructure.
Or, for example, in the field of transport, it is planned to participate in the federal initiative "Drones for passengers and cargo" and the indicator for 2024 for this project indicates the introduction of one intellectual transport system.
As for transport, the share of buses where it will be possible to pay for non-cash in the Kurgan region will be slightly more in 2024 than in Kalmykia - 50%.
At the same time, the Kurgan region is the only region considered in the article where the industry "Trade and entrepreneurship" is highlighted in the digital transformation strategy. There it is planned to organize a regional system for involving entrepreneurs in the field of electronic commerce using marketplaces and other digital platforms in the field of trade, as well as an increase in the share of jobs related to data processing and cyber physical systems in the field of trade.
The strategy in the field of digital transformation of the Omsk region covers 9 industries. The list of introduced domestic technologies includes AI, production new technologies, wireless robotics and sensorics technologies, industrial Internet, as well as quantum technologies. The last of all strategies considered in the article are indicated only in the list in the strategy of the Omsk region. True, nowhere else in the strategy, except for this list, they are not mentioned. The share of mass socially significant public services available electronically in 2024 in the Omsk region is planned at 32%.
In the field of education and science, one of the largest projects is the creation of a high-performance computing center in the Omsk region. The region expects that at least 10 organizations will be connected to it in 2024. It follows from the strategy that the supercomputer center will be focused primarily on scientific organizations.
Like the Kurgan region, the Omsk region takes part in the federal initiative "Drones for passengers and cargo," but, as in the case of the Kurgan region, it is unclear from the strategy how this is related to the indicators established for this project. For some reason, the Omsk region has an indicator in this case is the share of regional and municipal services in the field of transport provided electronically.
As for transport, the planned share of buses in the Omsk region, where in 2024 it will be possible to pay for travel at zero, is even less than in Kalmykia - 32%. And in 2022, non-cash payment will be available so far only in 18% of buses.
In the field of housing and communal services, it is planned to increase the share of utilities paid online - in 2022 to 18%, in 2024 to 32%.
In the field of industry, for example, it is planned to create digital passports of industrial enterprises and provide financial support to projects for the development of Russian engineering software.

- the amount of funding for projects (activities) of the program;

The passport of the program should also indicate information on the number of indicators and total costs due to budget expenditures for all sources of financing for achieving priorities for the digital transformation of the region for the next financial year and planning period.
Resource support for the implementation of the program is indicated in thousands of rubles by year, broken down by sources of financing (from the budget of the constituent entity of the Russian Federation, from the federal budget, from local budgets, from extrabudgetary sources) and in total.
The program passport should formulate a goal based on a digital transformation strategy. Digital transformation priorities should be indicated in the following areas:
- increasing the share of mass socially significant services available electronically to 95% by 2030;
- achieving "digital maturity" of key sectors of the economy and social sphere, including health and education, as well as public administration, up to 100% by 2030;
