Analysis of base of Chief information officers of Russian regions

The base includes representatives of executive power of regions: Deputy Prime Ministers of territorial subjects of the federation responsible for the corresponding blocks and also heads of profile departments. For most of officials in base biographies and a contact information are specified.

Organizational outputs

In total the TAdviser base at the moment contains 209 questionnaires, from them 143 acting officials and 66 people who held the corresponding positions earlier. From the moment of the beginning of observation in the spring of 2012 till July, 2012 more than 20 officials resigned, in a year which passed from July, 2012 to July, 2013 – even more than 40 people.

Despite impressive digits, process of resignations does not make an impression system and with results of informatization of regions it is connected indirectly. For the majority of resignations the official reason is not specified, but It should be noted that approximately every fifth official of base who retired during the specified time period went for increase.

So, for example, the ex-deputy governor of the Amur region Victor Kapkanshchikov who was earlier responsible for informatization of the region in April, 2013 received the invitation in the Russian President Administration.Gennady Kondratov, earlier the Deputy Prime Minister of Khabarovsk Krai, since June, 2012 is a Deputy Minister for the Development of the Russian Far East. And Alexey Strukov, earlier the First Deputy Prime Minister of the Novosibirsk region, since June, 2013 moves to Moscow where the deputy director general of RZhS Fund will work.

Many were affected by structural reorganization: for example, reorganization of management of IT in the independent ministry or transfer of function of management to already existing ministry with liquidation of management. Or, for example, as in Chuvashia where responsibility for informatization was transferred to the ministry of information policy.

As for forms of executive power, still only of 83 subjects of the Russian Federation where the department is responsible for informatization, was Altai Krai. Most often the corresponding functions are implemented by the profile ministry (more rare – the Ministry of Economic Development, the industries) – in 22 regions the power is arranged quite so. In 21 regions informatization management, in 19 regions – department, in 16 – committee and in 4 regions – the agency knows.

Demographic analysis

The analysis of demographic data is made for 143 officials who are at execution for July, 2013 (when the relevant data are specified). So, from 143 countries, responsible for informatization, most (125 people) of the man and only 18 women. Regions where women head profile executive authorities are especially selected: Jewish Autonomous Region, Saratov, Omsk, Lipetsk, Moscow, Astrakhan regions and also Republic of Chuvashia, Khakassia, YaNAO.

There is a separate wish to note the Republic of Tyva where two women are responsible for implementation of information systems: Deputy Prime Minister of Ayan Shoygu and minister of informatization and communication Organa Natsak. It is the only precedent in the territory of the Russian Federation.

Average age of the official responsible for informatization of the Russian Federation – 44.2 years (the indicator is calculated for 90 people). Aged from 60 is also more senior there are 5 people. Last year TAdviser called the youngest Chief information officer of the region of Artur Kontrabayev, the Chairman of the Committee of Tula region on innovations and informatization, in September, 2013 to it 28 years will be performed.

Besides, young heads head profile authorities in Khabarovsk Krai (Pavel Uvarov, the minister of information technologies and communications, 30 years), Perm Krai (Evgeny Baluyev, the minister of government information communications, 31 years), the Saratov region (Larisa Kuznetsova, the Chairman of the Committee on informatizations, 31 years), the Voronezh region (Artem Verkhovtsev, the Head of Department of communication and mass communications, 32 years).

All officials, data on whose education are available, have the higher education. At the same time (apart from professional development course) 50 officials have one diploma, 33 officials – two diplomas and 9 people – three higher educations. At the same time a quarter of officials got an education on engineering specialties (35 people), on the second place economic specialties (17), further the public and municipal administration (15), legal specialties (13).

Directly in the field of the computer equipment and the software only 11 officials in base have the higher education, at the same time such specializations as information systems in economy, programming, communication networks and a CAD enter here.

On 8 people noted existence of degree of MBA or the higher education in the field of finance (or accounting) and entrepreneurships. 10 more people by training teachers or figures of a cultural gleam. The most exotic specialties: military and avia (7), management (6), agriculture (2). Also among officials there is one physician, one political scientist and one specialist in physical culture.

Career starts at the same time at the officials who are responsible for informatization of regions, occasionally the most amazing. For example,Valentina Andreyeva, the minister of information policy of the Republic of Chuvashia, began a labor activity the teacher of Russian and literature, and Andrey Rudometkin, the head of the department of information technologies of the Smolensk region, - the system administrator in travel agency.

Analysis of data on income

According to the TAdviser Center for July, 2013, among the regional officials responsible for informatization and implementation of services of the electronic government, in 2012 the maximum yield was declared by Tyukavin Alexey Mikhaylovich, the first deputy governor of Murmansk region: he earned 21.85 million rubles. Lapshin Yury Anatolyevich, the Minister of Finance of the Republic of Khakassia (20.99 million rubles) also entered the first five among 115 officials, data on whom are given in the table below; Yurgelas Maria Vladimirovna, minister of a state administration, IT and communication of the Moscow region (18.74 million rubles); Strukov Alexey Nikolaevich holding a post of the Minister of Economic Development of the Novosibirsk region till June, 2013 (14.62 million rubles). On the fifth place - Divinsky Igor Borisovich, the Vice Governor of St. Petersburg (13.97 million rubles).

For comparison, in first "ten" officials income exceeds 5 million rubles at everyone, with 10 on 20 place – from 4 to 5 million rubles vary. The income of the officials presented in the table in 2012 averaged from 1 to 3 million rubles. Most less in 2012 Andronov Alexey Konstantinovich, the deputy governor of the Arkhangelsk region earned: its income was 454 thousand rubles, and his spouses – 160, 76 thousand rubles. Let's remind that the Minister of Telecom and Mass Communications of the Russian Federation Nikiforov Nikolay Anatolyevich earned in 2012 "all" 3.72 million rubles.

It is interesting what from 115 officials presented in the table 35 spouses or do not have, or they do not work (income on them is not declared). Work for all other Chief information officers of regions of the spouse, however, income them is small – to several honeycombs thousands of rubles. Most in 2012 earned the spouse of the mentioned Strukov Alexey Nikolaevich (3.52 million rubles), the spouse of Ponomarev Andrey Alekseyevich, the deputy governor of the Bryansk region (2.48 million rubles) and also Baluyev Evgeny Evgenyevich, the minister of government infokommunikation of Perm Krai (2.35 million rubles).

As for real estate, any of officials did not declare the property which is outside the Russian Federation. At the same time most of Chief information officers of regions specified in the property of the apartment, country sections and private houses. The biggest houses at Shaykhutdinov Roman Aleksandrovich, the minister of informatization and communication of Tatarstan (273.8 sq.m),the Jag of Oleg Viktorovich, the deputy governor of the Tyumen region (315.5 sq.m),Goncharov Victor Georgiyevich, the deputy governor of the Rostov region (320.7 sq.m).

Among wives/husbands of Chief information officers of regions are most provided with the real estate of spouses of the Deputy Prime Minister of the Orenburg region Levinson Natalya Lazarevna (he possesses 4 sections and 3 houses with a total area more than 260 sq.m and several cars, including Lexus 570 at income about 650 thousand rubles for 2012). Also it is worth mentioning the spouse of the deputy governor of the Rostov region Goncharov Victor Georgiyevich: in 2012 she earned 25 thousand rubles, however, owns sections with a total area of 430 thousand sq.m (43 hectares), the house of 217 sq.m and the apartment of 101.7 sq.m.

33 of 115 officials did not declare cars in property. Among car models in popularity (including a car of spouses) Toyotas Land Crusier are selected (8 people, cost approximately from 1.7 million to 2.6 million rubles), Mitsubishis Outlander (from 1.2 million rubles) and Lexus RX 350 (from 2.6 million rubles) – them specified 4 persons respectively.

Research technique

During the research TAdviser Center collected and generalized data on income for 2012 of 115 persons responsible for informatization of Russian regions. The table with data on income is given below, the complete version of the table with data including on real estate can be downloaded here.

Let's remind that according to Federal Law No. 273 "About anti-corruption" data on income, on property and obligations of property nature of the persons which are in public service are placed on the Internet and are provided for publication of media. In connection therewith the law officials report on income several years (on official portals data at least for 2010, are available 2011, 2012).

As practice showed, it is not always simple to find data on the income of officials on portals of the regional governments. Positive practice of placement of the relevant documents directly on pages with biographies of specific employees is used by not all regional authorities.

Quite often for search of the relevant documents it is necessary to resort to special search in the website. As a result of TAdviser it was not succeeded to find data on income for 2012 of the interesting officials of the following regions: The Ryazan region (data on the portal are, but not for required persons), the Kemerovo, Lipetsk regions, the Republics of Tyva and Adygea, Krasnodar Krai, the Yamalo-Nenets Autonomous Area (YNAA). Also data are not found for Kabardino-Balkaria, Dagestan, Ingushetia and the Chechen Republic. In YaNAO the region creates special service for search of data on income, but it was not succeeded to find data on specific structural divisions of the government with its help.

In the column "the real estate in property" are not provided in the table specified in declarations of data on garages, the land plots under garages and parking spaces. The data on trailers specified in declarations are not provided in the column "vehicles in property". Also the property and the income of children except the cases deserving special attention are not considered. In the table the property which is in use is also not specified (not in property).
