Russian power Automation Market

Like most capital-intensive sectors of the economy, power is historically less susceptible to informatization. Nevertheless, the digitalization of the energy complex is very important for the industry and the domestic economy as a whole. Therefore, in recent years, in the field of power, there has been a serious shift in the focus of attention towards information technology.

As reported, RIR experts conducted a comprehensive study of the digital solutions market for power and heat supply enterprises and found that the total revenue in heat supply is about 2.3-2.5  trillion rubles, and the average annual growth rate for the period from 2017 to 2022 was 11%. The costs of heat supply enterprises for IT and, in general, digital projects (both initial implementation and support, modernization) amount to about 20 billion rubles. By 2030, while maintaining the current pace of market development, the costs of such projects can grow to 50 billion rubles.

RIR analysts expect an increase in the need for digital solutions from the heat and energy sector. Especially in the context of the growth of funds allocated for the modernization of heating systems. Digital solutions make it possible to significantly optimize the efficiency of the energy company by improving dispatching, preventing accidents, and increasing labor productivity.

As of May 2023, the heat supply system consists of 50 thousand local systems and 18 thousand service enterprises (including repair/service enterprises). The length of heating networks is gradually decreasing - 166.7 thousand km. More than 50% of heating networks need to be replaced. Annually, about 3% of heat supply, water supply, water disposal networks are recognized emergency, but is updated no more than 1-2%.

Having even reduced the number of accidents and defects by 500 km of heating networks by 1%, enterprises save up to 100-150 million rubles a year on repairs. It is possible to achieve such a result in practice, including through the use of digital solutions. They help optimize efficiency, reduce losses and eliminate unnecessary costs. So, we have already received effects on the project in Glazov. For example, the labor costs for trips decreased by 64% due to the correct and complete execution of applications without subsequent modifications. Losses in the water pump station zone decreased by 95% due to timely detection of a latent leak by analytical methods.

An analysis of the cost of IT projects shows that enterprises focus on relatively low-cost solutions with an effect that is fixed here and now. In particular, in the field of heat supply, each year there is approximately equal to both the number of concluded contracts and their total cost - an average of 270-280 contracts a total of 1.6-1.8 billion rubles per year for about 5 thousand heat supply enterprises. The average cost of one contract is 6.2 million rubles. Moreover, this amount includes, among other things, the costs of IT support, the purchase of licenses for office programs, and so on. For the period from January 1, 2020 to February 2023, heat enterprises concluded at least 852 contracts in the direction of IT - a total of 5.2 billion rubles. The most popular services are dispatching (about half of the volume of contracts concluded), as well as infrastructure IT projects (server equipment, licenses, operating systems, antiviruses, etc.). The third place is taken by billing systems.

2022: The potential market volume of software solutions for the heat and power industry is estimated at 76 billion rubles

Experts of RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) conducted a comprehensive study of the digital solutions market for power and heat supply enterprises. RIR announced this on April 18, 2022. RIR analysts expect a fourfold increase in the need for digital solutions from customers from the heat and power sector. This will be facilitated by the need to increase efficiency against the background of tariff restrictions, tightening environmental requirements and other factors.

As of April 2022, there are about 4.7 thousand heat generation and heat supply enterprises in the Russian Federation. Their total revenue in 2021 amounted to about 2 trillion rubles, and the total IT costs - 19.7 billion rubles, that is, less than one percent. According to RIR experts, the potential volume of the software solutions market is about 76 billion rubles.

In the course of the study, RIR analysts counted over 200 software solutions developed specifically for the heat supply market. However, most of them are narrowly focused, to automate purely technological processes.

According to the results of the study, the key tasks and expectations of heating network enterprises in terms of digitalization are:

  • reduction of accident rate and accidents in case of accidents;
  • reduction of expenses for maintenance and insurance of the property complex;
  • reduction of heat losses and analysis of their causes;
  • improving the quality of operational dispatch control, remote collection and management of heat supply systems;
  • increased energy efficiency of networks;
  • ensuring transparency and efficiency of fundraising from management companies and the population;
  • curbing tariff growth.

The technologies most in demand by enterprises of the heating network within the framework of digitalization:

  • Internet of things technologies for collecting indicators of operating modes or condition of equipment, as well as operational forecasting and prevention of emergency situations;
  • increased availability data and their use in decision-making;
  • robotic process automation;
  • expertise in graph calculations and hydraulic calculations - often required by the contractor to carry out projects for the order of heating networks;
  • use of mobile phones and tablets to solve the tasks of monitoring the work of personnel, contractors, inspections of equipment and other regular tasks;
  • technologies related to geoinformation systems and spatial data are in demand for geographically distributed objects;
  • "digital twins" as electronic models of heat supply systems to perform the necessary and actual calculations of thermal and hydraulic modes, forecast of the reliability of the heating network sections, etc.;
  • Big Data, predictive analytics.

The study was based on data from the Ministry of Energy of the Russian Federation, NP Russian Heat Supply, Housing and Utilities ISEM Siberian Branch of the Russian Academy of Science, INEI RAS, GIS, Rospatent, the National PPP Center and other sources.

2014: ERP and EDMS suppliers for power

Most often, Russian energy companies introduce ERP, EDMS and EAM systems, as well as information security tools. As a rule, projects for the implementation of systems of these classes are also the largest in the industry. Among ERP systems, according to TAdviser, SAP and 1C solutions are leading by a wide margin, among EDMS systems - EOS, DocsVision and Directum solutions.


At the end of March 2014, the TAdviser Center's own project database contained data on almost 1,000 projects in the energy industry (912 in total). Oil and gas companies are placed in a separate category and are not taken into account in this volume of projects.

Among EDMS vendors, leadership is less pronounced, here other solutions accounted for 36.2% of implementations. The EOS platform is in the lead (15.7%), then 10.2% each for Docsvision and Directum, another 9.4% of projects fell on Documentum.

Thus, the basic level of automation of electric power companies, as a rule, is the presence of an ERP system, rather complex automation of document flow. Also of great importance are projects in the field of information security: large budgets are laid on them. For sales companies, billing automation and often CRM are paramount.

Now companies of different segments are interested in different solutions, say system integrators.
"The energy business consists of two most important components, one of which is working with the customer, and the other is building the processes of the main activity. The priority of these areas varies even within the energy industry. For sales workers, everything related to billing, working with consumers is most important, and the effectiveness of processes within the company recedes into the background. If we are talking about generation, then here, first of all, is the work of the generation itself, namely production, and then work with customers. In general, companies prefer non-time-consuming projects with fast payback and visible end result, including the introduction of accounting systems, the development of PCS, budgeting tools and management of maintenance and repairs, logistics. This is due to the solution of specific tasks facing companies in the industry in conditions of not unlimited IT budgets.

Market size

According to TAdviser estimates, the Russian market for automation of energy enterprises in 2013 amounted to more than 40 billion rubles, an increase of about 9% compared to 2012. According to TAdviser forecasts, in 2014 the market will also show positive dynamics and will approach 46 billion rubles in volume.

IT spending in the Russian power is growing by an average of 10-12% per year. According to forecasts, this dynamics will continue in 2014, when assessed in rubles and maintaining the existing inflation rate. This dynamic is supported by continued investments in hardware and IT services. The share of power in the total IT expenses of the Russian market is about 5% and has not yet fundamentally changed.

In 2013, IT services traditionally dominated the spending structure of Russian energy enterprises (about 45% of all costs), investments in PCs and hardware were in second place in terms of costs (about 30%), and software purchases were in third place (about 25%). The maximum dynamics is shown by the costs of services and software, due to projects for the development or replacement of existing IT systems, as well as the introduction of new software products (ERP, EDMS, BI, ASKUE, etc.). As for the costs of IT services, their primacy in the structure of IT costs is natural, since insourcing is not widespread among electric power enterprises, unlike oil and gas, that is, projects are implemented in most third-party IT companies.

System integrators surveyed by TAdviser confirm the positive dynamics of the electricity automation market, adding that it is progressive, not hopping. Among the integrators in the market there are many strong players, the competition among them is quite serious.

Asteros Consulting notes that the introduction of business applications in the energy sector is a separate niche, with its established pool of players who initially focused on the development of this particular industry expertise. Until recently, such companies remained out of competition, due to the fact that they had specialized knowledge, experience and an extensive reference list with examples of the implementation of their solutions (such companies include Sainer, Energodata).

But in recent years, the situation has changed significantly, and niche players had to squeeze out: large "universal" integrators, who are not only engaged in power, as well as foreign consulting companies, began to actively enter the power market. In the income of universal large integrators, the share of projects in the energy sector can range from 5 to 15%.

Growth directions

Integrators interviewed by TAdviser note that most energy companies in Russia are completing first-level automation projects - the introduction of ERP, EAM and EDMS systems. Therefore, for example, in terms of ERP systems, there was a saturation of the market, according to, for example, KORUS Consulting.

The main players in the electricity sector, both generators and suppliers (transport and sales workers), have already implemented enterprise management class systems. The main efforts of the information technology specialists of these companies are now aimed at improving the efficiency of using the implemented solutions.

In this regard, reporting development and visualization projects are in greatest demand today; local industry solutions that allow solving certain business problems that were not previously covered when implementing global management systems: accounting for electricity supply, as well as accounting/calculation of losses in electricity transmission, accounting for relationships with customers, accounting for motor vehicles, and so on.

The restraining factor for the market remains limited budgets for IT energy companies. For example, for most of them it is quite problematic to conduct several large IT projects at the same time, says Arkady Karev, vice president of Borlas.

The situation with the budgets of energy companies remains difficult. Alas, power engineers still do not have the opportunity to invest enough in IT and, say, to conduct several serious IT projects in parallel.

"In the size of the whole country, the number of energy sales companies in the regions is large, therefore, we have a colossal market for billing systems. But at the same time, there is no rush demand for these solutions. The level of automation of such companies is often low, local systems that have been operating for many years are used. The same is true for generation. What did generating companies do in the recent past? As a rule, they introduced separate PCS, some complemented them with asset management and repair systems.
