ICL Techno plans to increase staff 4 times within 2 years due to deepening localization and production growth

Within two years, the manufacturer of computer equipment "ICL Techno" expects to quadruple the staff, the general director of ICLEvgeniy Stepanov said at a partnership conference in April 2024 . Over the past year, according to him, the state has already expanded by 60%. The company clarified TAdviser that now the average number of ICL Techno is about 400 people.

The influx of specialists is required for large-scale plans for the localization and development of production. In 2023, we recall, ICL launched a new plant, where now, mainly, surface installation of motherboards is carried out. There is still a reserve of space on the site. Today, the capacity of this plant is 300 thousand motherboards per year. And for a couple of years, according to Yevgeny Stepanov, there are plans to increase it to 1 million products per year. The company also constantly updates and expands the range of computer equipment that it produces.

In addition, ICL Techno has plans to develop its own design center and deepen the localization of products. Anton Chulkov, Partner Director of ICL Techno, said at the same conference that the company had completed the development of a number of its own components for computer equipment.

As of April, documentation for DDR5 RAM is being prepared for inclusion in the registry, and there are the same plans for power supplies for system units, the development of which has already been completed. In addition, the development of its own chassis for PCs and thin clients was completed and the development of motherboards and auxiliary boards continues. For the development of boards, in particular, the company organized a special design center. There are developments in power supplies for laptops and monoblocks, Anton Chulkov told TAdviser.

ICL Techno plans to equip all its computer equipment included in the register of domestic electronic products of the Ministry of Industry and Trade with power supplies, RAM and other components of its own development. This will allow you to gain more points within the framework of the implementation of the mechanism for a point assessment of the level of "domesticity" of equipment included in the register.

At the moment, there are few points for domestic power supplies, in particular, despite the fact that this is an important part of any electronic device. Therefore, there is no motivation to develop their production in Russia and use them in end devices. But there are prerequisites for the fact that power supplies and a number of other components will have more "weight" when equipment is included in the registry. So, in April 2024, Russian electronics manufacturers, including ICL Techno, through the ANO Computational Engineering (ANO VT), in a letter to the Ministry of Industry and Trade proposed to accrue more points, including for localized power supplies in computing and "fix this for 2025-2026.

The same letter included a proposal to award points for exclusive rights to documentation and the use of domestic CAD in the development of electronic modules. The final decision is now up to the Ministry of Industry and Trade.

The recognition of Russian products is regulated by 719-PP. It prescribes that the inclusion of electronics in the register of the Ministry of Industry and Trade and the receipt of preferences in public procurement is determined by the number of points awarded for the implementation of certain technological operations and the use of domestic components. When the current edition of the 719-PP was introduced, it was designed for 2023-2024.

ICL Techno expects updates to localization requirements for registered computer equipment for 2025

Updated requirements for the localization of components will be recorded in about the 3rd quarter of 2024, ICL Techno expects. But in order to comply with them, you need to prepare in advance, explains Anton Chulkov. At the same time, the use of own components adds cost to the final device, so that issues of economic feasibility are separately worked out.

At the same time, through the ANO VT, it is also planned to send a letter to the Ministry of Industry and Trade with a recommendation to reduce the number of points for RAM. As TAdviser explained in ICL Techno, this is due to the fact that the 719-PP now has a connection between RAM and the central processor. This prevents you from entering the registry with RAM of your own design. Industry participants, in particular, recommended removing the term "central processor" in relation to RAM, respectively, then the points are automatically reduced.

The demand for computing equipment of domestic production is growing every year. Evgeny Stepanov notes that ICL has already gained a foothold in such areas as education and health care, and the current situation makes it possible to develop in new industries: these are law enforcement agencies, and oil and gas, retail trade, banks, industry. According to him, in 2023, ICL sales to banks increased 40 times, to oil and gas - 10 times, to law enforcement agencies - 2 times.

The new plant of the ICL group of companies on the territory of the Innopolis SEZ is the only such IT project in Tatarstan - the last time motherboards were produced in the republic more than 30 years ago. The construction of the plant has been carried out since 2022. According to the general director of ICL Techno Evgeny Stepanov, earlier the company was forced to place orders for printing motherboards developed by its own engineers from contract manufacturers in Moscow and St. Petersburg. Since the company is included in the register of the Ministry of Industry and Trade, its products must meet the requirements and gain a certain number of points for localization in order to remain a supplier of government agencies and enterprises with state participation, which are the main customers. As Vasily Shpak said at the opening of the plant, within the framework of a comprehensive program of support for electronic enterprises, "unprecedented financing" is allocated for the development of the industry: in 2024, more than 211 billion rubles were allocated for this.

2022: Plan for the construction of a plant for the production of printed circuit boards in the SEZ "Innopolis"

ICL Group will build a factory for the production of printed circuit boards on the territory of the Innopolis Special Economic Zone. This was stated by the Minister of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan Airat Khairullin. Thanks to the plant, the group of companies expects to increase its production capacity by 3 times and produce up to 1 million ready-made devices per year, ICL representatives told TAdviser on May 17, 2022.

A factory for the manufacture of printed circuit boards for 2 billion rubles will be built in Russia

The total investment in the joint project of Innopolis and the ICL group of companies will amount to 2 billion. rubles According to the Chairman of the Board of Directors of ICL Group, Viktor Dyachkova ICL Group, together with Innopolis, is starting to implement the first stage - the selection of a land plot and the detail of the project. 200 thousand square meters of space have already been reserved for the future plant. Obtaining an opinion of the Ministry of Industry and Trade of the Russian Federation on confirmation of production in the territory of the Russian Federation
