Manufacturers whose products have been assessed for compliance with safety requirements, which they conduct, will be allowed to operate unmanned vehicles at the M-11. FSUE NAMI MINISTRY OF INTERNAL AFFAIRS also must make an entry on the classification of transport in the category of unmanned. So far, only KamAZ has passed the procedure. It is expected that unmanned trucks will also enter the track in the near future. " Sberavtotekha Transport The company has been certified by NAMI.

Mikhail Matasov, Deputy General Director of KamAZ, noted that back in February 2023, two out of five trucks were produced for this project. They have the fourth level of autonomy, the driver will be present in the cab. The vehicles will carry commercial cargo.

On May 26, 2023, KamAZ unmanned trucks built on the basis of the KamAZ-43118 model successfully completed months of testing. The inspection was carried out at the East Messoyakhskoye field located on the Gydan Peninsula of the Yamalo-Nenets Autonomous Okrug.

Ministry of Transport approved benefits for cargo transportation on unmanned vehicles

On January 26, 2023, it became known that the Ministry of Transport of the Russian Federation agreed on the allocation of subsidies for cargo transportation using unmanned vehicles. The department expects that the tariff is 10% lower than the average market will be attractive for shippers and will stimulate them to use "highly automated vehicles."

As Kommersant"" writes with reference to the corresponding draft government decree, in 2023 federal budget funds will be allocated from subsidies for reimbursement of income not received by the operator of unmanned freight transportation by (highway M-11 "Neva" toll road MoscowSt. Petersburg"-").

The increased cost of transporting goods using "highly automated vehicles and the presence of a test driver in the cab do not allow to establish a competitive tariff" for such flights and achieve profitability, the explanatory note to the draft rules for the provision of subsidies says.

The operator of unmanned cargo transportation by M-11 is KamAZ Innovation Center LLC, the amount of subsidies allocated to it in 2023 will be 41.3 million rubles. In fact, this money is allocated to the operator so that he can set acceptable tariffs for companies sending cargo by unmanned trucks - without a subsidy, such transportation would be more expensive than usual.

The future number of unmanned trucks on the M-11 by the end of January 2023 is not known. As part of the experiment, KamAZ previously promised to bring five "its" unmanned trucks to the M-11 in 2023, and up to 50 in 2024. Globaltrak Logistics says that, together with KamAZ, it is planned to increase the number of unmanned tractors constantly operating on the M-11 with full load to ten by 2025. [5]

Unmanned truck costs 2.5 times more than usual in Russia

The purchase of an unmanned truck will cost carriers 17-18 million rubles, that is, 2.5 times higher than the cost of a new main tractor driven by the driver. Such calculations were presented on September 15, 2021 by a cargo carrier company. IEC

The amount of 17-18 million rubles. consists of two components. Firstly, the purchase of domestic trucks adapted to the possibility of installing equipment for highly automated (unmanned) traffic (NEO KAMAZ-5490) - 7 million rubles.

Secondly, the purchase of a set of unmanned equipment, its installation on a vehicle and maintenance - 10 million rubles.

The IEC emphasizes that this amount does not take into account the remuneration of personnel, that is, engineers who install the equipment, debug it and test pilot. By law, a test pilot must be in the cabin of an unmanned truck, and his salary is 20-30% higher than the salary of an ordinary driver.

Oleg Skovorodnikov, Director of the Digital Transformation Department of PEC, identifies two main models for preparing unmanned trucks for transportation. The first is to create an autonomous vehicle "from scratch," the second is to install autonomous equipment on trucks that are adapted to this. For example, such a truck should be equipped with an on-board computer, which will be responsible for unmanned movement, based on sensor data: cameras, radars and lidars. Also, one of the main requirements is an electric power steering, which can be controlled by an on-board computer. Equipment for lidless technology, that is, without optical sensors, costs half the price.

So far, there is not a single unmanned main tractor in Russia, which received an opinion in the NAMI laboratory to enter public roads. But there are a number of promising prototypes, - said Oleg Skovorodnikov.

File:Aquote1.png
The development stage for September 2021 implies very high costs. This transport cannot be economically justified, the work is turned to the future, then the cost of drones will be minimal. So it was with computers. It could not have occurred to anyone that such expensive cars would be available and necessary for everyone. In mass production, drones will be much cheaper. More expensive than a regular truck, but still more profitable: for commercial transportation it can be used 24/7. In general, the cost of a body kit, as electronic equipment is called: computers, cameras, radars, can be comparable to the cost of an ordinary truck: $50-100 thousand. It depends on the tasks of the carrier and the operating conditions, - said CNewsYuri Minkin, head of the department for the development of unmanned vehicles Cognitive Pilot, - In addition, ordinary main trucks are also filled with electronics more and more, so the cost of an ordinary car has recently increased significantly[9].

A separate lane will not be diverted for unmanned trucks in Russia

In early August 2021, it became known about the decision of the Russian government not to divert individual lanes for unmanned trucks due to the high costs of this.

No separate lane will be diverted for unmanned trucks
File:Aquote1.png
We will launch them in the general flow, because if you make a dedicated movement, it is very expensive, "he said.
File:Aquote2.png

According to Belousov, in the first quarter of 2024, unmanned cargo transportation will be launched along the M-11 highway. This route connects Moscow and St. Petersburg. It will become an unmanned logistics corridor, according to an agreement between the Ministry of Transport and a number of companies. The creation of an unmanned logistics corridor is designed for the period until 2030. The connection of Moscow and St. Petersburg with autonomous cargo transportation will be only the first stage, and by the final the corridor will be extended to the border with Kazakhstan, while the total number of unmanned truck fleets should reach 4 thousand units.

The project will reduce the time of delivery of goods and make transportation cheaper, according to the ministry. Among the project participants are KamAZ, SberAvtoTech, Business Lines, X5 Group and others.

Autonomous trucks will not be allowed on city streets. By the beginning of experimental operation at the entrances to Moscow and St. Petersburg, it is planned to organize special hubs, from where traditional carriers will take goods.

Before the start of the experiment , the authorities will assign legal status to drones, and third-party drivers will be obliged to cede everything to such vehicles. Responsibility for road accidents due to the fault of an autonomous truck will be borne by developers, operator or carrier.[10]
