And 51.1 thousand subsidized mortgages worth 447 billion rubles were issued.

From the statistics of the Ministry of Digital Development, it also follows that IT mortgages are in greatest demand in the following regions:

According to the director of Domklik Aleksei Leypi, the gradual easing of the conditions for IT mortgages (for example, the government has expanded the age framework and reduced the required level of income, for employees under 35 years old, the salary requirements have been completely canceled) has made it possible to multiply the number of borrowers under the program.[2]

The Ministry of Finance banks dollars noted that the remaining limits between which they ended (39 billion by February 6, 2024) redistributes "." Дом.РФ Until the signing of the decree, the issuance will continue taking into account the redistribution.

Thus, the issuance of the so-called IT mortgage will continue, taking into account the redistribution until a government decree is adopted. Earlier, a number of Russian banks, including Sberbank, PSB, MTS Bank and Bank St. Petersburg, stopped accepting applications for IT mortgages.

As part of the so-called IT mortgage, employees of technology companies can buy an apartment in a new building or build a private house in a mortgage at a rate of 5%. An employee of a company working in the field of information technology and having Ministry of Digital Development accreditation can apply for a mortgage at a reduced rate. The program is valid until the end of 2024.

Sberbank stopped accepting applications for mortgage loans under a preferential program

The completion of accepting applications for an IT mortgage is due to the fact that Sber has exhausted its limits, TASS reports with reference to the press service of the Сделка.рф marketplace.

At the end of January 2024, several Russian banks stopped accepting applications for a preferential IT mortgage. This decision was made, in particular, in PSB Bank, MTS Bank, RNKB and Bank of St. Petersburg. Sber and VTB then reduced the volume of issuance. Svetlana Nekrasova, Managing Director of Дом.РФ, explained then that the limits on the issuance of loans under the state program for banks end against the background of high demand.

A pause in accepting applications may have technical reasons, suggested Sergey Gordeiko, chief expert of Rusipoteka. Perhaps banks are waiting for a redistribution or an increase in limits. According to Gordeyko, MTS Bank and RNKB have ended their limits. The RNKB clarified that the bank continued to accept applications for a preferential IT mortgage, but suspended the issuance of loans under this program due to the consumption of limits on it.

According to Дом.РФ estimates, by the beginning of 2024, Sber occupies more than 60% of the share in the total volume of mortgage issuance in the Russian Federation among the top 20 banks. According to Olga Sidorenko, Development Director of Сделка.рф, since the beginning of the IT mortgage by the end of January 2024, a total of more than 48,000 loans worth 420 billion rubles have been issued. 44 banks are participating in the program, she added.[4]

2023

Among borrowers of IT mortgages for new buildings in Russia, the share of women has sharply increased

Among borrowers of IT mortgages for new buildings, the share of women in 2023 reached 31.1%, which is 10 percentage points more than a year and a half earlier. Such data were published by analysts of the Domklik service in January 2024.

According to the study, the average buyer of real estate in the primary market, using a preferential mortgage for IT specialists, has grown younger from 33 to 32 years in 1.5 years. Mitigation of requirements for the minimum level of monthly income of borrowers led to the fact that the median income of the borrower decreased from 210 to 170 thousand, and the loan amount - from 8 to 7.7 million rubles. The initial payment decreased from 3 million to 2.4 million rubles, the monthly payment - from 47.6 thousand to 42.3 thousand rubles. The median loan term increased by four years and reached 27 years, according to the materials of Domklik.

Aleksei Leypi, director of the Domklik division of Sberbank, stressed that the phased easing of IT mortgage conditions made it possible to multiply the number of borrowers under the program.

File:Aquote1.png
If before the first expansion the monthly number of issues did not exceed 500, then since February 2023 the level of demand has almost never dropped below 1000. And after the second expansion of the program, the number of transactions was stable at the level of 2.5-3 thousand per month, - he stated.
File:Aquote2.png

In addition, analysts found out in which regions in September-December 2023 they more often took out an IT mortgage. 22.6 Moscow % of all IT mortgages in the primary market accounted for, St. Petersburg 12.1%, and Moscow area 7.6%.

Experts also compared portraits of borrowers in the market of new buildings and individual housing construction. It turned out that there are significantly more women borrowers in the primary market than in the individual housing construction market. In addition, young IT specialists often take an apartment in a new building, and borrowers for 35 years take a house.[5]

Preferential mortgage for employees of IT companies will be extended after 2024

The Ministry of Digital Development of the Russian Federation is discussing with the relevant departments the issue of extending the preferential mortgage program for IT specialists of companies accredited by the ministry. This was announced on December 4, 2023 by the press service of the State Duma deputy RFAnton Nemkin.

In just a year and a half of the program, 38.5 thousand loans have already been issued for a total of 337 billion rubles, and the average rate on them is 4.2%, the ministry added. Most often, IT specialists from Moscow, St. Petersburg and the Moscow region issue a preferential mortgage.

Thus, almost 5 thousand loans under the preferential mortgage program for IT specialists with a total volume of 62.1 billion rubles were issued in Moscow from January to August, the press service of the capital's complex of economic policy and property and land relations reported earlier. According to the results of January - August, the capital accounted for more than 27% of the total number of loans issued in the country and almost 40% of their volume. Every fifteenth mortgage loan issued in the capital is an IT mortgage.

Earlier, Russian Prime Minister Mikhail Mishustin signed a document that simplifies the receipt of preferential mortgage loans for young IT specialists in the Russian Federation. Thus, IT specialists under the age of 35 will now be able to issue a preferential mortgage loan without taking into account the requirements for the minimum wage level. Previously, the threshold of monthly income for such a mortgage was 120 thousand rubles in cities with a population of one million and 70 thousand rubles a month in other settlements.

In addition, in January, the government expanded the preferential mortgage program for IT specialists. Such loans became available to employees of 20 thousand accredited companies aged 18 to 50 years (previously - aged 22 to 44 years).

File:Aquote1.png
Thanks to the innovations that were adopted in early autumn, the availability of the program for young specialists has significantly increased, which has already stimulated the demand for it. The monthly issuance of such loans continues to grow and has already approached 3 thousand loans. In addition, favorable mortgage conditions along with good salaries are an incentive for the younger generation to increasingly choose in favor of IT professions. This is important in the context of how rapidly the industry has been developing in recent years, and how much the demand for qualified specialists is growing. Today it is extremely important for us to make the digital industry attractive to young people, and IT mortgages, in particular, are one of the tools that successfully cope with this, he added.

As the study of the services "Работа.ру" and "SberSelection" showed, the majority of Russians - 66% - believe that the most promising in 2024 will be specialties in the field of IT and working professions. When asked why these professions would be promising, most often Russians noted large salaries (43%) and high competition of employers for personnel (43%). The respondents also pointed to the prospects for the development of the profession in the Russian Federation and other countries (39%), the prestige of the specialty (32%), the opportunity for remote work (25%) and high career potential (23%).

Moscow region entered the top three regions in terms of the number of IT mortgages issued

In the Moscow region, since the beginning of 2023, more than 2.5 thousand preferential loans have been issued for employees of IT companies. This was reported on October 23, 2023 by the press service of the Ministry of State Administration of the region.

File:Aquote1.png
"Our region entered the top three subjects of the country in terms of the number of mortgages issued to IT specialists. Let me remind you that such a federal support measure was introduced by the Ministry of Digital Development of the Russian Federation and allows IT specialists to quickly purchase their own housing at a favorable mortgage rate. Since the beginning of the year, more than 2.5 thousand preferential mortgages have been issued to employees of IT companies, "said Irina Kaklyugina, vice-governor of the Moscow region.
File:Aquote2.png

Employees of an accredited IT company under the age of 50 who are citizens of the Russian Federation can take advantage of a preferential mortgage. Employees under 35 years old inclusive are not subject to salary requirements.

After applying for a loan, you need to work in an accredited IT company for at least 5 years. If an employee quits, then the preferential rate will remain for six months. During this time, you need to get a job in another accredited company.

You can see the list of banks participating in the program, find out detailed conditions and check whether the company meets the conditions of the IT mortgage on the Unified Portal of Public Services.[6]

An application for a mortgage for employees of high-tech companies can be submitted by the end of 2024.

Ministry of Digital Development: IT mortgage issued 23 thousand people

By the beginning of September 2023, more than 23 thousand specialized specialists have received preferential IT mortgages since the launch of the program in May 2022. The volume of loans issued under this program exceeded 207 billion rubles. This was announced on September 7, 2023 by the deputy head of the Ministry of Digital Science Andrei Zarenin at a press conference dedicated to the absolute victory of the Russian national team at the 35th International Olympiad in Informatics.

File:Aquote1.png
Here we do not stand still, we are developing. On August 31, our total credit limit under the program for all those occupying was increased to 500 billion rubles, - said Zarenin.
File:Aquote2.png

According to him , in Russia, the information technology industry is actively moving forward, and "a significant role, of course, was played by the measures that were approved last [2022] by presidential decree."

According to the Ministry of Digital Development Finance, which are presented in early September 2023, after simplifying the conditions of the IT mortgage at the beginning of 2023, the issuance of such loans increased and reached more than 700 per week. According to the forecasts of the department, by the end of 2023, the total number of IT specialists who received preferential loans for the purchase of real estate will be at least 30 thousand people.

Employees of all accredited IT companies can receive a preferential mortgage. The maximum loan rate is up to 5% per annum. But regions and banks often further reduce it.

Regions in which the rate is reduced (data at the beginning of September 2023):

Tatyana Galkina, director of the iSpring Academy, draws attention to the fact that mortgages nevertheless increased in popularity, when in the next package of benefits the minimum salary threshold for IT specialists in the regions was reduced from 100 thousand to 70 thousand rubles. The new simplification of IT mortgage conditions will allow companies to attract new personnel, banks to increase the volume of mortgage loans, and IT specialists to improve housing conditions.[7]

Mishustin canceled the salary qualification for IT specialists who want to issue a preferential mortgage

Prime Minister Mikhail Mishustin signed a decree that softened the terms of mortgage loans for IT specialists. The press service of the Cabinet of Ministers announced this on September 1, 2023.

In accordance with the approved changes, IT specialists under the age of 36 will be able to issue a preferential mortgage loan without taking into account the requirements for the minimum wage level. Previously, cities with a population of one million had to earn at least 120 thousand rubles a month to receive a preferential loan to IT specialists. In other cities and settlements, this level was 70 thousand rubles a month. At the same time, the minimum salary of specialists working in Moscow should be at least 150 thousand rubles per month. The exclusion of the salary qualification will allow even more industry workers to purchase housing on favorable terms, according to the government.

Mikhail Mishustin

The issuance of IT mortgages for the two quarters of 2023 increased almost 2.5 times compared to the same period in 2022. Izvestia reported this with reference to the data of the operator of the ДОМ.РФ program at the end of July 2023. By this time, during the existence of the IT mortgage program from May 2022, 16.3 thousand loans were issued in the amount of 143.4 billion rubles. At the same time, in the first half of 2023 alone, 10.8 thousand such loans were issued for 93.2 billion rubles.

Experts interviewed by the publication associate the increase in the number of IT mortgages with the updated conditions of the program, which entered into force in February 2023. Thus, the age framework for borrowers was expanded, the requirements for the lower salary rate were reduced, and the maximum loan amount in million-plus cities was increased.

The majority of IT specialists in the country are people under 35 years old, and the average age of a Russian programmer is 26-27 years old, said Natalya Milchakova, leading analyst at Freedom Finance Global. That is why the emergence of IT mortgages is an important innovation, because many young specialists cannot purchase real estate at their own expense. The preferential program remains the only chance for them to get their own housing.[8]

In Moscow, the demand for IT mortgages from Sberbank has grown sevenfold

For 7 months of 2023, Sberbank in Moscow issued 7 times more preferential loans under the Mortgage for IT Specialists program than for the same period in 2022, totaling over 15 billion rubles. This was reported to Sberbank on August 14, 2023.

Problems with obtaining preferential loans from electronics manufacturers

In March 2023, it became known that Russian electronics manufacturers faced problems in obtaining preferential loans at a rate of 5% due to approvals of departments. According to RBC, the Ministry of Digital Development of the Russian Federation returns applications for the conclusion of agreements for subsidies, since it has not received budget allocations and limits of budget obligations.

The representative of Sberbank confirmed to the publication that by March 22, 2023, the credit institution does not issue these preferential loans, but will continue to do so immediately after the conclusion of the agreement and the allocation of the subsidy limit, the representative said.

Russian electronics manufacturers face problems in obtaining preferential loans at a rate of 5%

Soft loans to Russian manufacturers of computers, laptops, tablets, servers, data storage systems began to be provided in March 2022, after the introduction of Western sanctions. It was assumed that they would be issued until the end of 2022, but later the government extended this support measure to 2023.

"Delay" in obtaining loans to the publication was confirmed by the head of the consortium "Computer Engineering" Svetlana Legostaeva. A representative of the Russian manufacturer of IT equipment F + tech told the publication that not all manufacturers were able to take advantage of loans in 2022: for a long time, the government decree existed only for official use and not all companies could meet the stated requirements. In 2023, loans will also be available only to those who took them in 2022: the measure will not stimulate the market, but, on the contrary, will cause the opposite effect and distort the competitive field, the interlocutor of RBC believes.

Norsi-Trans CEO Sergei Ovchinnikov also noted that it is necessary to simplify the conditions for obtaining preferential loans.

File:Aquote1.png
The downside is that money can be obtained for specific purposes (procurement, remuneration, etc.). And you need the opportunity to receive them at the expense of the enterprise and use them for current activities, "he said.[11]

Demand for IT mortgages turned out to be below the expectations of the Ministry of Digital Development

The demand for preferential mortgages for IT specialists turned out to be lower than expected in the Ministry of Digital Development of the Russian Federation. On March 10, 2023, Kommersant writes about this according to a survey of market participants, banks and developers.

Vitaly Kostyukevich, director of the retail products department of Absolut Bank, told the publication that in the fall and winter of 2022 the number of applications for IT mortgages decreased significantly, but since February 2023 it has grown again. According to Tatiana Boeva, the head of the mortgage lending department of Granel Group, not all potential borrowers are familiar with this mortgage program - it takes time for the product to gain popularity.

The Ministry of Digital Development planned to issue loans to 10,000 IT workers, but so far only 5,000 loans have been issued

A source close to one of the large developers confirmed to the publication that the IT mortgage is not too in demand due to the "difficult conditions for obtaining." It must be understood that many specialists are now in a fork and decide whether to stay in Russia or consider other options. Therefore, the future of our IT landscape and the future of Russia from the digital side depend very much on the speed of our actions, "Gabrielyan said during the discussion.
