Russian Prime Minister Mikhail Mishustin allocated ₽23,5 billion for IT mortgages
Russian Prime Minister Mikhail Mishustin in early December 2024 signed a decree on the allocation of ₽23,5 billion from the reserve fund for a preferential mortgage program for employees of accredited IT organizations. The funds will improve the living conditions of more than 80.5 thousand specialists in 2024.
According to Rossiyskaya Gazeta, the Ministry of Digital Development has been instructed to monitor the effectiveness of the use of the allocated funds and submit a corresponding report by March 1, 2025.
In 2024, the preferential mortgage program for IT specialists was twice suspended due to the exhaustion of the allocated limit of funds. In June, the government extended the program until 2030, focusing on the development of qualified specialists in the regions.
The main condition for obtaining a preferential loan is compliance with the minimum income requirements. For cities with a population of one million, the Moscow and Leningrad regions, the minimum level of wages before personal income tax should be ₽150 thousand, for other settlements - ₽90 thousand per month.
The program does not apply to Moscow and St. Petersburg. The minimum size of the down payment is 20.1% for the objects of developer partners that are under project financing of the bank and are connected to the "Comprehensive Offer" option. In other cases, the initial contribution under preferential programs starts from 50.1%.
According to the participating banks of the program, the leader in issuing IT mortgages is Sberbank with a share of 70% of the total. The bank resumed transactions under the program from November 15, 2024 after the October suspension due to the exhaustion of the limit of funds.
The allocated funding is aimed at supporting IT specialists and developing the regional technology sector in accordance with the state program for the digitalization of the economy.[1]
Increase in the down payment on IT mortgages from 20.1% to 50.1%
On October 10, 2024, it became known that Alfa-Bank increased the down payment on preferential mortgages for IT specialists to 50.1%. Previously, this figure was 20.1%.
The preferential IT mortgage program, launched in 2022, is very popular. With its help, the authorities seek to retain talented personnel in Russia. Alfa-Bank reported that the increase in the down payment was accepted due to the large number of applications for the program. In addition, the down payment on family mortgages increases to 50.1%, and on the Far Eastern and Arctic preferential mortgages - up to 30%.
For a long time, other banks have run out of limits on the issuance of family mortgages, others have increased the down payment. We tried to keep the conditions at the same level, unfortunately, due to the large number of applications, we increase the down payment, - say representatives of Alfa-Bank. |
The program covers specialists aged 18 to 50 years inclusive who work for the duration of the mortgage agreement in accredited IT companies that meet the criteria for recipients of tax benefits. Preferential loans under the program are issued by more than 50 credit institutions (by October 2024).
The domestic digital industry is developing at a high pace, and it is important that this development takes place evenly throughout Russia. Therefore, today our main task is to preserve the personnel IT potential of the regions of our country. Taking into account the extension of the program until 2030, at least 82 thousand regional specialists will be able to purchase housing at a preferential rate, - the words of the Deputy Prime Minister - head of the government apparatus of the RFD Grigorenko are quoted in the message. |
According to the Accounts Chamber, by the beginning of 2024 in Russia there were 755.6 thousand families who issued a family mortgage, 62.8 thousand families with a Far Eastern mortgage, 1.39 million borrowers with a total preferential mortgage for new buildings and 41.3 thousand specialists with IT mortgages.[2]
Russian banks have exhausted IT mortgage limits
Russian banks have almost completely exhausted the limits on the issuance of IT mortgages. According to the ДОМ.РФ, by September 12, 2024, the program limit was used by 96%, the remaining volume is only ₽30,3 billion, which is significantly less than the volumes issued in May and June 2024.
According to TASS, the analysis of the data shows that the main banks participating in the program are close to the full use of their quotas. Thus, Rosbank has exhausted 99.2% of the limit, Alfa-Bank - 98.3%, Bank ДОМ.РФ - 97.6%, Sberbank - 97.5%, and VTB - 97%. These institutions are leaders in issuing IT mortgages, which led to the rapid spending of program funds.
The IT mortgage program was actively used in the first half of 2024. In May 2024, 6.74 thousand loans were issued for a total of ₽63,67 billion, and in June - 6.93 thousand for ₽66,06 billion. However, since July 2024, after tightening the conditions of the program, the volume of issuance has sharply decreased: only 2.83 thousand mortgages for ₽30,29 billion were issued. In August 2024, this figure decreased even more - to 177 contracts for ₽1,76 billion.
The head of the ipoteka.global platform, Sergei Gordeiko, noted that a significant increase in limits should not be expected. He explains this by the policy of the Central Bank of Russia and the high costs of compensation to banks under preferential programs. In his forecasts, such news about the exhaustion of limits will appear more and more often, as budget loads grow, especially after the Central Bank raised the key rate to 19% on September 13, 2024.
From August 1, 2024, the conditions of the IT mortgage program were changed, and now the purchase of housing at a preferential rate is impossible in Moscow and St. Petersburg. The maximum rate under the program is set at up to 6% per annum, and the maximum loan amount is up to ₽9 million.[3]
The Russian government has increased budget spending on IT mortgages by 23 billion rubles
On July 31, 2024, the Government of the Russian Federation decided to allocate additional allocations for IT mortgages, which is associated with the high demand for this program. Budget expenditures in this area will be increased by more than 23 billion rubles.
The initiative was announced by the Chairman of the Government of the Russian Federation Mikhail Mishustin. According to him, the bulk of the additional budgetary allocations will be allocated in the third quarter of 2024. This will improve the living conditions of approximately 2.5 thousand. IT professionals. In total, by the end of 2024, it is planned to issue an additional 4.5 thousand mortgage loans on new terms. According to the head of government, for the entire time of the implementation of the program of preferential mortgage lending for IT specialists, banks received over 275 thousand applications and issued loans worth 700 billion rubles. Such loans are issued by over 50 organizations.
In turn, Deputy Prime Minister Dmitry Grigorenko emphasizes that the domestic digital industry is developing at a high pace, and "it is important that this development takes place evenly throughout Russia." It is expected that the expanded IT mortgage program will contribute to this goal.
The Ministry of Digital Development of the Russian Federation explains the change in the conditions of IT mortgages by the fact that earlier more than half of the distributed funds were directed to the purchase of housing in Moscow and St. Petersburg, where the salaries of borrowers - IT specialists are much higher than the national average - 300 thousand and 230 thousand rubles, respectively. Therefore, priorities were adjusted to support and preserve personnel in the regions. Moreover, many regions, due to their programs, additionally reduce the IT mortgage rate in order to retain specialists. It is also said that providing a preferential rate for issued mortgages, taking into account the key rate, will cost the federal budget more than 180 billion rubles until 2030.[4]
Programmers in Russia will not be able to quit without paying off the IT mortgage
At the end of July 2024, the Ministry of Digital Development of the Russian Federation announced new conditions for the provision of preferential mortgages for IT specialists. One of the innovations is that IT specialists will not be able to quit without paying off a subsidized loan for the purchase of real estate.
The minimum term of work in an IT company: there were - five years from the moment the loan was issued, it became - during the entire term of the mortgage, - specified in the message of the Ministry of Digital Development.[5] |
The rate on the updated IT mortgage increased from 5% to 6% per annum. The chief expert of Rusipotek, Sergei Gordeiko, in a conversation with RIA Real Estate, suggested that a change of one percentage point would not negatively affect the demand for IT mortgages at current market mortgage rates.
Those who did not want to take out an IT mortgage before will now take it to at least fix forced financing at current deposit rates: to take money from it and pay for a mortgage. A rough scheme, but all the current distortions lead to this, - the expert believes. |
Renat Lashin, executive director of the Association of Software Developers "Domestic Software," noted that preferential mortgages turned out to be "one of the most effective tools for attracting and retaining IT specialists in the country."
It is gratifying that in the context of an increase in rates for all similar programs, the approved maximum IT mortgage rate from August will be up to 6% per annum. Thus, IT mortgages will still remain attractive to IT specialists. Changing the terms of the program with a focus on the regions will support local IT specialists, as well as additionally attract qualified personnel to the cities of Russia to obtain a preferential mortgage, he believes. |
The government has extended the IT mortgage until 2030. It is expected that at least 82 thousand specialists will be able to purchase housing at a preferential rate.
IT mortgage extended, but not in Moscow and St. Petersburg
On July 31, 2024, the Government of the Russian Federation decided to extend the program of preferential mortgage lending for IT specialists until 2030. It is assumed that this will contribute to strengthening the personnel capacity of the relevant industry. Moreover, in order to retain qualified workers in the regions, the program does not apply to Moscow and St. Petersburg.
In accordance with the new conditions, the maximum rate is up to 6% per annum, and the maximum loan amount on preferential terms is up to 9 million rubles. At the same time, the rate can be further reduced due to banking and regional initiatives. To obtain a concessional loan, certain conditions must be met. Thus, the applicant's minimum salary before personal income tax should be from 150 thousand rubles a month in million-plus cities, as well as in the Moscow and Leningrad regions. For other cities and settlements, the bar is set at 90 thousand rubles per month or more.
As Deputy Prime Minister Dmitry Grigorenko noted, taking into account the extension of the program until 2030, at least 82 thousand regional IT specialists will be able to purchase housing at a preferential rate. The government decided to additionally allocate over 39 billion rubles, which will be used both to support IT workers under the updated conditions of the program, and to finance previously issued mortgage loans.
The updated program applies to specialists aged 18 to 50 who work for the duration of the mortgage agreement in accredited IT companies that meet the criteria for recipients of tax benefits. IT mortgages can be issued for the purchase of housing under construction or finished housing in the primary real estate market or for individual housing construction.[6]
The Ministry of Digital Development and the Ministry of Finance were instructed to find 28.5 billion rubles for already issued IT mortgages
On June 18, 2024, it became known that the Russian government instructed the Ministry of Digital Development and the Ministry of Finance to find an additional 28.5 billion rubles for the implementation of IT mortgages already issued. This initiative is aimed at compensating the costs of banks incurred on preferential lending, which confirms the need to support this market segment.
According to Kommersant, Deputy Prime Minister Dmitry Grigorenko sent a corresponding order to the Ministry of Digital Development and the Ministry of Finance on June 17, 2024. Ministries should work out amendments to the second reading of the draft federal budget for 2024 and the planning period 2025 and 2026. Grigorenko also instructed to work out the extension of the preferential mortgage program for IT specialists, which ends in 2024.
According to Kommersant, representatives of one of the largest banks confirmed the presence of a shortage of funds to cover the costs of the already issued IT mortgage. Banks issue loans from their own funds, and then the operator of the Дом.РФ program compensates for the costs. However, at the moment there are not enough funds, and additional funding is required. According to bankers, the total amount of funds may end in the near future, but whether an additional 28.5 billion rubles will be enough, the program operator will estimate.
According to the source of the newspaper, by June 2024, IT mortgages "are not a priority condition for employees in employment, since the loan rate depends on the accreditation of the company and the availability of a state subsidy for banks." According to the interlocutor, the rate can return to market value if the employee decides to change jobs and gets a job in an unaccredited IT company:
IT company Postgres Professional reported a significant increase in demand for IT mortgages among its employees. Vice-President of the Association of Banks of Russia Alexei Voilukov warns that in the absence of subsidies for preferential mortgage loans, banks have the right to raise the rate to the market level.[7]
Moscow and St. Petersburg will be disconnected from IT mortgages
On June 18, 2024, information appeared that the Cabinet of Ministers was considering the possibility of changing the conditions for issuing preferential mortgage loans under the program for IT employees. We are talking, in particular, that this initiative will no longer apply to Moscow and St. Petersburg.
According to the Vedomosti newspaper, Deputy Prime Minister Dmitry Grigorenko instructed the Ministry of Finance and the Ministry of Digital Development to work out the issue of extending preferential mortgages for IT specialists. Initially, it was assumed that the action of this program, available from May 2022, will be completed at the end of 2024. As of June 2024, more than 70 thousand IT specialists in the amount of approximately 630 billion rubles used preferential mortgages, which exceeded the expected support indicators.
The proposed changes in the IT mortgage program, in addition to the exclusion of Moscow and St. Petersburg, provide for an increase in the threshold for the minimum level of salaries. In accordance with the previous conditions, IT specialists should receive at least 150 thousand rubles a month in Moscow, at least 150 thousand rubles in other million-plus cities and at least 70 thousand rubles in other Russian cities.
According to Alexei Novikov, director of the Est-a-Tet mortgage lending department, the tasks of preferential IT mortgages can be considered fulfilled.
During the program, many representatives of the IT industry were able to use this product and purchase housing on favorable terms. According to bank statistics, a small number of customers remained in this category and, most likely, their needs for this product will be closed by the end of this year, "he told the publication. |
According to him, banks estimated the remaining number of employees who can use IT mortgages at about 4,000-5,000 people. The lion's share fell on Moscow and St. Petersburg, so if these cities are excluded, then a small number of people will remain in the regions, Novikov believes.
The demand for IT mortgages turned out to be higher than expected, since in the context of raising rates on all similar programs, this tool has become even more attractive for IT specialists, said Renat Lashin, executive director of the Domestic Software Software Developers Association.[8]

Ministry of Digital Development of the Russian Federation will increase IT mortgage limits
The Ministry of Digital Development, Communications and Mass Media of the Russian Federation has prepared a draft government decree on increasing limits on subsidized mortgage loans issued to specialists in the field of information and communication technologies. This was reported by the Ministry of Finance of Russia on February 6, 2024.
As part of monitoring the implementation of preferential mortgage programs, the Ministry of Finance of Russia in working order supported an increase in IT mortgage limits in order to prevent the program from stopping, the department said in a statement. |
The Ministry of Finance banks dollars noted that the remaining limits between which they ended (39 billion by February 6, 2024) redistributes "." Дом.РФ Until the signing of the decree, the issuance will continue taking into account the redistribution.
Thus, the issuance of the so-called IT mortgage will continue, taking into account the redistribution until a government decree is adopted. Earlier, a number of Russian banks, including Sberbank, PSB, MTS Bank and Bank St. Petersburg, stopped accepting applications for IT mortgages.
As part of the so-called IT mortgage, employees of technology companies can buy an apartment in a new building or build a private house in a mortgage at a rate of 5%. An employee of a company working in the field of information technology and having Ministry of Digital Development accreditation can apply for a mortgage at a reduced rate. The program is valid until the end of 2024.
The Ministry of Digital Development reported that from the beginning of the project to support the IT industry, employees of IT companies by the beginning of February 2024 issued 48.6 thousand preferential mortgage loans totaling 424.8 billion rubles. The average rate on them is 4.2%. The maximum rate under the IT mortgage program is 5%, but credit institutions can offer a lower rate.[13]
Sber closed IT mortgage
Sberbank has stopped accepting applications for mortgage loans under a preferential program for IT specialists. This was reported in early February 2024 on the website of the DomClick platform, which is being developed by the largest credit institution in Russia.
Applications have been accepted. We will inform you about the resumption of acceptance of applications additionally, - said in the message "DomClick." |
The completion of accepting applications for an IT mortgage is due to the fact that Sber has exhausted its limits, TASS reports with reference to the press service of the Сделка.рф marketplace.
At the end of January 2024, several Russian banks stopped accepting applications for a preferential IT mortgage. This decision was made, in particular, in PSB Bank, MTS Bank, RNKB and Bank of St. Petersburg. Sber and VTB then reduced the volume of issuance. Svetlana Nekrasova, Managing Director of Дом.РФ, explained then that the limits on the issuance of loans under the state program for banks end against the background of high demand.
A pause in accepting applications may have technical reasons, suggested Sergey Gordeiko, chief expert of Rusipoteka. Perhaps banks are waiting for a redistribution or an increase in limits. According to Gordeyko, MTS Bank and RNKB have ended their limits. The RNKB clarified that the bank continued to accept applications for a preferential IT mortgage, but suspended the issuance of loans under this program due to the consumption of limits on it.
According to Дом.РФ estimates, by the beginning of 2024, Sber occupies more than 60% of the share in the total volume of mortgage issuance in the Russian Federation among the top 20 banks. According to Olga Sidorenko, Development Director of Сделка.рф, since the beginning of the IT mortgage by the end of January 2024, a total of more than 48,000 loans worth 420 billion rubles have been issued. 44 banks are participating in the program, she added.[14]
2023
Among borrowers of IT mortgages for new buildings in Russia, the share of women has sharply increased
Among borrowers of IT mortgages for new buildings, the share of women in 2023 reached 31.1%, which is 10 percentage points more than a year and a half earlier. Such data were published by analysts of the Domklik service in January 2024.
According to the study, the average buyer of real estate in the primary market, using a preferential mortgage for IT specialists, has grown younger from 33 to 32 years in 1.5 years. Mitigation of requirements for the minimum level of monthly income of borrowers led to the fact that the median income of the borrower decreased from 210 to 170 thousand, and the loan amount - from 8 to 7.7 million rubles. The initial payment decreased from 3 million to 2.4 million rubles, the monthly payment - from 47.6 thousand to 42.3 thousand rubles. The median loan term increased by four years and reached 27 years, according to the materials of Domklik.
Aleksei Leypi, director of the Domklik division of Sberbank, stressed that the phased easing of IT mortgage conditions made it possible to multiply the number of borrowers under the program.
If before the first expansion the monthly number of issues did not exceed 500, then since February 2023 the level of demand has almost never dropped below 1000. And after the second expansion of the program, the number of transactions was stable at the level of 2.5-3 thousand per month, - he stated. |
In addition, analysts found out in which regions in September-December 2023 they more often took out an IT mortgage. 22.6 Moscow % of all IT mortgages in the primary market accounted for, St. Petersburg 12.1%, and Moscow area 7.6%.
Experts also compared portraits of borrowers in the market of new buildings and individual housing construction. It turned out that there are significantly more women borrowers in the primary market than in the individual housing construction market. In addition, young IT specialists often take an apartment in a new building, and borrowers for 35 years take a house.[15]
Preferential mortgage for employees of IT companies will be extended after 2024
The Ministry of Digital Development of the Russian Federation is discussing with the relevant departments the issue of extending the preferential mortgage program for IT specialists of companies accredited by the ministry. This was announced on December 4, 2023 by the press service of the State Duma deputy RFAnton Nemkin.
In just a year and a half of the program, 38.5 thousand loans have already been issued for a total of 337 billion rubles, and the average rate on them is 4.2%, the ministry added. Most often, IT specialists from Moscow, St. Petersburg and the Moscow region issue a preferential mortgage.
Thus, almost 5 thousand loans under the preferential mortgage program for IT specialists with a total volume of 62.1 billion rubles were issued in Moscow from January to August, the press service of the capital's complex of economic policy and property and land relations reported earlier. According to the results of January - August, the capital accounted for more than 27% of the total number of loans issued in the country and almost 40% of their volume. Every fifteenth mortgage loan issued in the capital is an IT mortgage.
Earlier, Russian Prime Minister Mikhail Mishustin signed a document that simplifies the receipt of preferential mortgage loans for young IT specialists in the Russian Federation. Thus, IT specialists under the age of 35 will now be able to issue a preferential mortgage loan without taking into account the requirements for the minimum wage level. Previously, the threshold of monthly income for such a mortgage was 120 thousand rubles in cities with a population of one million and 70 thousand rubles a month in other settlements.
In addition, in January, the government expanded the preferential mortgage program for IT specialists. Such loans became available to employees of 20 thousand accredited companies aged 18 to 50 years (previously - aged 22 to 44 years).
Thanks to the innovations that were adopted in early autumn, the availability of the program for young specialists has significantly increased, which has already stimulated the demand for it. The monthly issuance of such loans continues to grow and has already approached 3 thousand loans. In addition, favorable mortgage conditions along with good salaries are an incentive for the younger generation to increasingly choose in favor of IT professions. Mishustin canceled the salary qualification for IT specialists who want to issue a preferential mortgage
Prime Minister Mikhail Mishustin signed a decree that softened the terms of mortgage loans for IT specialists. The press service of the Cabinet of Ministers announced this on September 1, 2023.

Previously, cities with a population of one million had to earn at least 120 thousand rubles a month to receive a preferential loan to IT specialists. In other cities and settlements, this level was 70 thousand rubles a month. At the same time, the minimum salary of specialists working in Moscow should be at least 150 thousand rubles per month. The exclusion of the salary qualification will allow even more industry workers to purchase housing on favorable terms, according to the government.
The issuance of IT mortgages for the two quarters of 2023 increased almost 2.5 times compared to the same period in 2022. Izvestia reported this with reference to the data of the operator of the ДОМ.РФ program at the end of July 2023. Deferrals are granted to all accredited IT companies in respect of employees with a specialized education or education that is closely related to IT specialties.
Moreover, the Ministry of Digital Development proposed to extend this benefit not only to such specialists in IT companies, but also to IT workers working in companies for which IT is not the main one in terms of revenue. For example, banks, media and other organizations, including budget ones.

These are not only software developers, but also software integrators who are engaged in the implementation of domestic solutions, Internet companies that are commercialized through the sale of advertising and services. In addition, the minister says, there is an agreement with the Ministry of Finance so that developers of software and hardware complexes of various classes can also become recipients of support measures, and there is an agreement with the Ministry of Finance to exclude the restriction on the minimum number of employees that an IT company must have in order to take advantage of benefits.
