2021: Initiation of a criminal case after the death of two patients due to a "technical malfunction" of ventilators

On February 10, 2021, the Investigation Department for the city of Odintsovo of the Main Investigation Department of the Investigative Committee of Russia for the Moscow Region opened a criminal case on the death of two hospital patients (part 3 of article 109 of the Criminal Code of the Russian Federation, "causing death by negligence to two or more persons"). According to the press service of the department, the investigators establish all the causes and circumstances of the incident.

A few hours before this statement, TASS, citing a source in the emergency services and the Telegram channel "112," reported the deaths of three patients due to a shutdown of oxygen supply in the intensive care unit of the Nikolskaya hospital in the Moscow region. According to the interlocutor of the agency, the supply of oxygen stopped due to a "technical malfunction."

The head physician of the Nikolskaya hospital in Odintsovo, Vladimir Gordeev, commented on the incident on the "360" TV channel. According to him, two patients died in their clinic, and not three, as reported by the media. At the same time, he assured that the death of patients with the accident is not connected.

For unknown reasons, there was a temporary failure in the supply of oxygen for 12 minutes. Mobile ventilators were promptly involved, - said the head physician of the hospital, stressing that at the time of the incident none of the patients died.

Two people died "due to the severity of the condition, not related to the supply of oxygen," said Gordeev.

According to Gordeev, in total, 16 people were in serious condition in the intensive care unit of branch N 3 of the Odintsovo regional hospital on mechanical ventilation.

The Ministry of Health of the Moscow Region confirmed the death of two patients in a hospital in Odintsovo, where there was a failure in the supply of oxygen. According to the ministry, the failure lasted 12 minutes, and the patients died after the resumption of oxygen supply. The department also claims that their death is related to the severity of the condition.

The hospital in Nikolsky (Odintsovo district) was redesigned to receive patients with coronavirus COVID-19 in May 2020. The building has 200 seats for patients who need oxygen support.^[1]

2020: Russian woman who lost her leg due to a medical error sued 750 thousand rubles at the hospital

On July 29, 2020, it became known that the Odintsovo Central District Hospital paid 750 thousand rubles to a patient who, due to a medical error, lost her leg and became disabled in group III. The corresponding verdict was made by the Odintsovo City Court of the Moscow Region.

As reported on the website of the Prosecutor General's Office of the Russian Federation, in July 2016, a woman turned to the Odintsovo regional hospital with a foot injury. However, the attending physician did not perform additional examination to clarify the diagnosis. As a result of the adverse outcome, the patient's leg was amputated.

A few years later, the patient complained about the hospital to the prosecutor's office. A check was carried out, the facts set out in the statement were confirmed. The prosecutor filed a lawsuit in the interests of the applicant.

The court decided to recover compensation for moral damage in the amount of 500 thousand rubles, as well as 250 thousand rubles as a fine for violation of consumer rights. By July 29, 2020, the funds have already been paid to the victim, the Prosecutor General's Office said.^[2]

2019

Reorganization

In accordance with the order of the Government of the Moscow Region dated July 8, 2019 No. 563-RP^[3], 8 medical institutions of the Odintsovo City District are merged into one - the State Budgetary Health Institution of the Moscow Region "Odintsovo Regional Hospital." The first merger procedure was:

• state budgetary health care institution of the Moscow region "Odintsovo Central District Hospital";
• state budgetary health care institution of the Moscow region "Odintsovo district hospital No. 2";
• state budgetary health care institution of the Moscow region "Odintsovo district hospital No. 3";
• state budgetary health care institution of the Moscow region "Zvenigorod Central City Hospital."

After one month from the date of making an entry in the Unified State Register of Legal Entities on the end of the reorganization procedure in the form of a merger, the following persons were added to the SBUZ MO "Odintsovo Regional Hospital":

• state budgetary health care institution of the Moscow region "Odintsovo city polyclinic No. 3";
• state budgetary health care institution of the Moscow region "Golitsyn polyclinic";
• state budgetary health care institution of the Moscow region "Ershovskaya outpatient clinic";
• State Autonomous Health Institution of the Moscow Region "Clinical Center for Restorative Medicine and Rehabilitation."

Activities of Zvenigorod Central City Hospital

As of 2019, the State Budgetary Institution of the health care Moscow region Zvenigorod Central City Hospital was a medical and diagnostic and advisory center. She provided outpatient and polyclinic (both planned and emergency), and round-the-clock - inpatient, corresponding to the most modern medical standards, assistance to both residents of their own and neighboring areas.

On the basis of the Zvenigorod hospital, both free, within the framework of the compulsory health insurance program and the Territorial program of state guarantees, and paid medical services were provided. As part of paid medical services, it was possible to issue a certificate for driving a vehicle, a certificate for the purchase and carrying of weapons, a certificate for employment for work, as well as obtain advice from specialists and other types of services.
