GKU MO ARKA Municipal Infrastructure Development Agency

In accordance with the order of the Government of the Moscow Region dated 29.11.2016 No. 350-RP/42 "On renaming and changing the subject and objectives of the state government institution of the Moscow Region" Department of Capital Repair and Construction of Housing and Communal Services "state government institution of the Moscow Region" Agency for the Development of Communal Infrastructure " (hereinafter - GKU MO "ARKI") was formed on the basis of the existing state government institution of the Moscow Region "Department of Capital Repair and Construction of Housing and Communal Services Facilities" by changing its name and goals of activity.

In accordance with the Charter of the GKU MO "ARKI," the main goals of the institution are:

• verification of the developed investment programs of organizations engaged in regulated activities in the field of heat supply (with the exception of programs that are approved in accordance with the legislation of the Russian Federation on the electric power industry), water supply, water disposal (hereinafter - investment programs), for compliance with the schemes of heat supply, water disposal, verification of their implementation in terms of technological connection of capital construction facilities to engineering infrastructure networks;
• analysis of actuality of heat supply, water supply and water disposal schemes;
• checking heat supply, water supply and water disposal schemes for compliance with the established requirements, as well as the operability of their electronic models, preparing proposals for their correction;
• monitoring of compliance of technical specifications for connection of capital construction facilities to engineering infrastructure networks (hereinafter referred to as technical specifications) with approved heat supply, water supply and water disposal schemes, monitoring of their implementation;
• support and development of the departmental information system for monitoring, issuing and fulfilling technical conditions for connecting capital construction facilities to engineering infrastructure networks;
• preparation of materials for the inclusion of measures for the reconstruction, construction and overhaul of heat supply, water supply and sanitation facilities in the state programs of the Moscow region and monitoring of such measures.
