Income and the property of heads in the field of IT of the subjects of the Russian Federation

According to Federal Law No. 273 "About anti-corruption" data on income, on property and obligations of property nature of the persons which are in public service are placed on the Internet and are provided for publication of media.

The declared income and property for 2013

During the research TAdviser Center collected and generalized data on income for 2013 of 111 persons responsible for informatization of Russian regions. The complete version of the table with data including on real estate can be downloaded here.

Data only on those officials which were on a post in 2013 are provided in the table. For example, if the official left a post in 2014, data on him remained in the table. Data on those who were only appointed to posts in 2014 are not submitted. Data in the table are ranged according to the income of spouses. Income in declarations can include also earnings from part-time job, income from sale of property and others (see in more detail declarations).

Real estate is in individual property if in brackets other is not specified (a joint, share property). Brands of cars are specified as it is written in income statements (in certain cases models of a car are not specified). [1] Data on the real estate which is in use and also on children are not entered in the table (these points are reflected in complete declarations, to download all declarations which are completely used in a research and it is possible to get acquainted with them here).

In declarations year of release of the car but only its brand and model therefore the rating is hypothetical and considers the prices of new cars of such model according to producers for 3/11/2015 is not specified. If the car of specific model has several complete sets, the smallest in cost was taken into consideration.

The declared income and property for 2012

During the research TAdviser Center collected and generalized data on income for 2012 of 115 persons responsible for informatization of Russian regions. The table with data on income is given below, the complete version of the table with data including on real estate can be downloaded here.

Let's remind that according to Federal Law No. 273 "About anti-corruption" data on income, on property and obligations of property nature of the persons which are in public service are placed on the Internet and are provided for publication of media. In connection therewith the law officials report on income several years (on official portals data at least for 2010, are available 2011, 2012).

As practice showed, it is not always simple to find data on the income of officials on portals of the regional governments. Positive practice of placement of the relevant documents directly on pages with biographies of specific employees is used by not all regional authorities.

Quite often for search of the relevant documents it is necessary to resort to special search in the website. As a result of TAdviser it was not succeeded to find data on income for 2012 of the interesting officials of the following regions: The Ryazan region (data on the portal are, but not for required persons), the Kemerovo, Lipetsk regions, the Republics of Tyva and Adygea, Krasnodar Krai, the Yamalo-Nenets Autonomous Area (YNAA). Also data are not found for Kabardino-Balkaria, Dagestan, Ingushetia and the Chechen Republic. In YaNAO the region creates special service for search of data on income, but it was not succeeded to find data on specific structural divisions of the government with its help.

In the column "the real estate in property" are not provided in the table specified in declarations of data on garages, the land plots under garages and parking spaces. The data on trailers specified in declarations are not provided in the column "vehicles in property". Also the property and the income of children except the cases deserving special attention are not considered. In the table the property which is in use is also not specified (not in property).
