2022: The head of Tatarstan banned the use of drones in the republic

At the end of November 2022, the head of Tatarstan Rustam Minnikhanov signed a decree banning the use of unmanned aerial vehicles.

The document notes that the measure was introduced to strengthen the safety of public order and industrial and transport infrastructure in the republic.

The ban did not include drones, which are used in accordance with the procedure established by law by state authorities and organizations subordinate to them, as well as local governments.

The ban came into force on November 25, 2022 and will remain in effect until the basic readiness regime is lifted.

The decree has clear references to the decrees of the President of Russia, said Denis Fedutinov, editor-in-chief of the profile publication Unmanned Aviation, in an interview with RBC Tatarstan. Similar measures, according to him, have already been taken in a number of constituent entities of the Russian Federation.

The reasons are obvious - there have already been repeated cases of the Ukrainian side using unmanned aerial vehicles equipped with explosive devices against objects in Russia. Moreover, objects of both military and civilian. It is clear that the community of developers and operators of civilian UAVs is dissatisfied with prohibitive measures. However, the need to ensure the safety of citizens and facilities, including those related to sensitive infrastructure, obviously should prevail over the conditional delivery of pizza and other commercial services, Fedutinov said.

I believe that the possibility of using UAVs in the civil sphere may remain in remote regions, where, by the way, the issues of monitoring or delivering goods by such means most often make the most practical sense.
