2022: The head of Tatarstan banned the use of drones in the republic

At the end of November 2022, the head of Tatarstan Rustam Minnikhanov signed a decree banning the use of unmanned aerial vehicles.

The document notes that the measure was introduced to strengthen the safety of public order and industrial and transport infrastructure in the republic.

The head of Tatarstan banned the use of drones

The ban did not include drones, which are used in accordance with the procedure established by law by state authorities and organizations subordinate to them, as well as local governments.

The ban came into force on November 25, 2022 and will remain in effect until the basic readiness regime is lifted.

The decree has clear references to the decrees of the President of Russia, said Denis Fedutinov, editor-in-chief of the profile publication Unmanned Aviation, in an interview with RBC Tatarstan. Similar measures, according to him, have already been taken in a number of constituent entities of the Russian Federation.

File:Aquote1.png
The reasons are obvious - there have already been repeated cases of the Ukrainian side using unmanned aerial vehicles equipped with explosive devices against objects in Russia. Moreover, objects of both military and civilian. It is clear that the community of developers and operators of civilian UAVs is dissatisfied with prohibitive measures. However, the need to ensure the safety of citizens and facilities, including those related to sensitive infrastructure, obviously should prevail over the conditional delivery of pizza and other commercial services, Fedutinov said.

At the same time, according to the expert, this practice is unlikely to spread throughout the country:

I believe that the possibility of using UAVs in the civil sphere may remain in remote regions, where, by the way, the issues of monitoring or delivering goods by such means most often make the most practical sense. In addition, do not forget that UAV systems as a whole belong to dual-use technology.[1]

2024: Telecom operators allocated 3 billion rubles for infrastructure in Tatarstan

Telecom operators in the Republic of Tatarstan have allocated ₽3 billion for infrastructure development due to a sharp increase in Internet traffic. This decision was made in August 2024 against the backdrop of a rapid growth in the number of users and the volume of traffic consumed, which became the basis for investments in the modernization and expansion of networks in the region.

According to the Ministry of Digital Development of Public Administration, Information Technologies and Communications of Tatarstan, the number of mobile Internet subscribers in the region increased by 8% and amounted to 5.12 million users. At the same time, the number of home wired Internet access subscribers increased by 6%, reaching 1.27 million people. As a result, the volume of Internet traffic in Tatarstan increased significantly over the year, reaching 1.12 million petabytes for mobile communications and 2.87 million petabytes for wired communications.

Telecom operators allocated 3 billion rubles for infrastructure in Tatarstan due to rapid traffic growth

Such indicators put Tatarstan at the leading position in the Volga Federal District in terms of the number of users and the volume of traffic consumed. In this regard, telecom operators, including Rostelecom"," and MTS Tele2 , MegaFon decided to allocate investments for infrastructure development, which will improve the quality of communication and ensure a stable connection to the Internet to cities and villages of the republic.

One of the key projects in this direction was the federal project to eliminate digital inequality, which has been implemented in rural settlements of Tatarstan for the third year. In 2023, base stations were installed in 77 settlements, where from 100 to 500 residents live, which made it possible to provide them with access to mobile Internet for the first time. In 2024, it is planned to install such stations in 87 more settlements of the republic.

According to the ministry, the active development of fiber-optic broadband access networks using GPON technology in rural areas is continued by Tattelecom. In 2024, it is planned to deploy networks with a total mounted capacity of about 60 thousand ports, and in the first half of 2024, residents of 50 settlements were already able to evaluate the new service.[2]

1912: Burlachka Women

Women burlachki pull a raft from the Volga River along the Sviyage River near Sviyazhska, photographer: Zakhary Zakharievich Vinogradov, Kazan Province, Volga Region, 1912.

Although the burlak profession was seasonal, it paid very well, so it was attractive not only for men, but also for women.

In early spring, those wishing to work as burlaks came to labor exchanges, where employers selected for the shipping season. Representatives of the weaker sex also came there, wishing to earn extra money. The city of Rybinsk, Yaroslavl region, in the 19th century was called the capital of the Burlaks, there was the largest market of jobs in the Russian Empire.

The production rates for Burlak women were slightly less than for men: five workers were supposed per 1000 pounds of cargo, and three of the stronger sex. The formation of brigades took place equally, depending on the weight of the cargo. Sometimes the number of women's artels reached 40 people.

Burlak labor was well paid, so women of their own free will went to this difficult work. Occasionally, convicts also fell into their ranks, according to a court verdict.

Pay for Burlak women was lower than for men, despite working the same number of hours. This happened for several reasons. First, the weak sex tried to compete with more men, and so requested a lower price. Secondly, the number of women to do the same work was larger, which means that each accounted for a smaller amount.

To increase labor productivity, strict subordination was introduced in women's artels, as well as in men's ones. The work of women was led by a foreman, called her "bump." It was the strongest and most interpretive woman who knew the way well, and directed all the workers. She carefully made sure that the burlachki did not stray from the rhythm, and was the main one. If someone disturbed the movement that everyone synchronously performed from the right leg, she stopped work with a conditional cry - "hay-straw," and the artel restored a single move.

The foreman's direct subordinates are "underdogs." They assisted their superior in all organizational matters.

Women's artels were famous for their stricter discipline and fair distribution of the load, so there were no those who worked only for food in their ranks, the so-called "bondage" and "hack workers."

At the very end of the brigade was "oblique." Her duties included making sure that the straps did not cling to various obstacles on the shore. This work did not require much physical strength, so it was entrusted to a not very strong, but experienced woman.

The food of the burlaks was not distinguished by variety: wheat porridge, black bread, wobla and kvass. Trying to somehow diversify the menu, burlachka soaked hard fish in kvass, and crushed bread there. After a while, greens and vegetables began to be added there. This is how traditional Russian okroshka appeared, rich in vitamins and nutrients. She helped the Burlaks gain strength after hard work.

The work of the burlaks was of two types: when the water level was low, they walked along the coast, and pulled straps attached to the barge, and if there was a hollow water, they pulled the ship using a drum, anchor and a special system of ropes, standing on the deck.
