The largest IT insourcing companies in Russia

TAdviser annually monitors trends in the IT insourcing market in Russia and the revenue dynamics of the largest insourced IT companies. In 2020-2021. they, as well as the entire IT market, were influenced by the epidemiological situation. This, on the one hand, gave companies an additional impetus to development, and on the other, it presented them with new challenges.

2021: Top 30 Russian IT insourcers. Development and challenges in covid reality

Over the past years, most of the largest IT-insourcing companies have shown an increase in turnover, although the growth dynamics varies from year to year, and show a focus on expanding and accumulating IT competencies.

In 2020-2021, IT insourcing, as well as the entire IT market, was influenced by the epidemiological situation associated with the spread of coronavirus infection. On the one hand, it accelerated digitalization, and on the other, it forced companies in the industries most affected by the coronavirus situation to cut costs, including for some IT projects. This also affected the situation of insourcing companies. Among them, for example, insourcers of the transport industry, where in 2020-2021 there is a significant decrease in passenger traffic compared to "dock-like" times.

The acceleration of digitalization, the development of online sales channels and customer interaction increased the demand for IT specialists, strengthening the previously existing personnel deficit. Hiring and retaining personnel has become an even greater challenge for IT insourcing companies.

After talking with representatives of a number of the largest IT insourcers, TAdviser found out what companies focus on in the "covid reality," and what measures are being taken to be attractive employers for IT professionals.

Priority competencies and projects

Tinkoff development centers were launched in 2016, and all this time the increase in their teams and the expansion of the cities of presence continue. As of autumn 2021, the team of centers has more than 1.7 thousand developers, analysts, system engineers, architects and quality assurance specialists from 18 cities of Russia and Belarus. Tinkoff says that in 5 years the model of distributed project teams has proven to be effective, and 7 development centers were opened in 2021.

From the point of view of products, Tinkoff continues to develop intensively in the direction of fintech solutions, and also adds life-style services interesting to its users to the ecosystem.

And from the point of view of technologies, Tinkoff is increasing expertise in all areas traditional for the company:

  • Front-end – JS/Angular и React;

MTS Digital is primarily increasing the volume of work in creating ecosystem products, the company told TAdviser. The company's description on employer websites says its key technology lines include Big Data, AI, IoT, Cloud MTS, E-Health, Smart Education, E-Sport, system integration and fintech.

RT-Inform is the center of IT and information security competencies of Rostec Group of Companies. In 2020, the state corporation approved a digital transformation strategy - a key document determining the direction of Rostec's development in the field of "numbers" and its role in solving the problems of digital transformation of public administration and sectors of the country's economy.

RT-Inform has automated about 27 thousand jobs at enterprises of different levels of IT maturity, AS FZDs use more than 700 enterprises in their work.

Another important task for RT-Inform is the formation of a single information space for enterprises in the defense industry in the Rostec circuit. By bringing jobs in line with the requirements, in 2020-2021. it was possible to reduce the number of incidents in the field of information security by more than 10 times, according to RT-Inform.

PIK Digital Office

PIK Digital IT projects relate to all activities of the PIK developer: materials production, house design, construction, development, finance and economics, procurement and sales. The company develops systems, sites, mobile applications, bots and data stores that help PIK create and maintain homes.

RUSSIAN RAILWAY There are four IT insourcing companies, each with its own focus. So, for example, in the CRC specializing in automation, in 2020, first of all, they developed expertise in software products 1C"," as well as in innovative IT areas: (,/,), blockchain VRAR application artificial intelligence geoinformation platforms of mobile solutions, data analytics.

Russian Railways-Technologies, the design office of the digital transformation of Russian Railways, combines the functions of the competence center and the project management center for digital transformation, and also coordinates the receipt by the holding companies of effects from the project portfolio. Fierce fight over IT personnel cadres

Severstal constantly monitors the labor market so that the company's working conditions are at the market level, motivating current employees to continue to be with the company and at the same time attract new ones. The level of employee engagement and happiness is also regularly measured. This helps to see the stress zones in time and develop a plan to eliminate them together with the team leaders.

Development centers allow Tinkoff to expand the geography of finding talented IT specialists and evenly distribute tasks, strengthen the production cycle due to different time zones, and also reduce the launch time of fintech products. Therefore, the company continues to scale development centers further.

Tinkoff works in several directions to attract IT personnel: it uses standard tools for recruiting personnel, and also develops its own educational programs. The company has educational courses for schoolchildren, students, graduates and experienced IT specialists.

The first program - Talents at Tinkoff is aimed at novice IT specialists who work at Tinkoff recently. Thanks to her, in 1.5 years you can grow from junior to middle specialist.

MTS told TAdviser that to attract and retain IT personnel, MTS Digital employees are offered attractive competitive salaries, various development and training programs. Specialists are also motivated by participation in the implementation of new unique projects.

RT-Inform says that experts in these areas are required to solve the problems of the IT center and information security competencies, which further complicates the process of finding and recruiting employees.

In insourced IT companies, Russian Railways also uses comprehensive measures to attract and retain specialists. So, in 2020, USC Infotrans, one of the IT subsidiaries of Russian Railways, for example, indexed wages and paid quarterly bonuses. The company has grown additional personnel for new services.

And the CRC believes that IT specialists in the company are attracted by participation in large-scale industry projects using advanced technologies, the organization of trainee programs, the development of internal communications and increased involvement in corporate development, training in new technologies and software products, and ensuring rapid career growth.

RZD-Technology provides mechanisms for adaptation and mentoring, and takes measures to improve the skills of personnel by sending them to specialized courses. Development was organized on the basis of internal training - seminars to transfer experience between project teams, round tables on promising issues. To identify bottlenecks and determine the potential for development, RZD-Technology conducts an assessment using the 360 ​ ​ degree methodology and SHL testing, which makes it possible to more accurately form a set of corporate events, the company told TAdviser.

NIIAS not only organizes the search for IT specialists on specialized resources, but also conducts active work in the field of interaction with specialized universities, such as: RUTH (MIIT), Moscow Polytechnic University, St. Petersburg State University, ITMO University and many others, in order to attract young employees for internships and practices, as well as hiring talented senior students.

TAdviser forms a list of the largest insourced IT companies by revenue based on data contained in the database of legal entities "Kontur. Focus." They indicate that in 2020 there was a trend of growth in the turnover of the top 30 IT insourcers: their total revenue increased by 16%, to almost 237 billion rubles.

The composition of the dozens of largest insourcers remained almost the same as in 2019, with Rosneft's insourcing companies topping the list. The largest of them is Sibintek, whose turnover in 2020 amounted to 56.6 billion rubles. And Rosneft is followed by insourcing IT companies Gazprom Neft. The companies increased revenue despite the observed drop in hydrocarbon prices in 2020.

Vice President for Informatization, Innovation and Localization of Rosneft Andrei Shishkin previously noted that there is a direct relationship between the level of profit of companies and investments in research and innovation.

The positions of some companies in the top ten of the TAdviser ranking have changed. For example, it moved from 3rd to 9th place, in the IT-insourcing MTS indicators of which the integrator's data was previously taken into account. In NVision Group 2020, MTS sold NVision Group. The company told TAdviser that they continue to deepen IT expertise, as well as develop IT solutions and services for the needs of the MTS group through their 100% subsidiary MTS Digital.

Among the companies whose insourcers most dynamically increased turnover in 2020, Rosseti, PIK, Gazprom Neft, Rostec, Severstal, Tinkoff, etc.

And the highest growth dynamics year-on-year - 261% - was shown by Ozon Tech, an IT company of the Ozon retailer, created in 2019. Anti-covid measures taken by the state have played into the hands of most companies with e-commerce businesses. Ozon's total turnover of goods, including services, grew 144% in 2020, and the company focused on developing all delivery-related services.

RT-Inform (Rostec IT-insourcing company) says that one of the growth factors for their company, like the entire Russian IT market, in the first half of 2020 was the transition of employees to remote work, as a result of which there was a demand for cloud services, equipment, audio-video conferencing, mobile applications and information security solutions.

In addition, the course towards digitalization had an impact on the situation in the industry, to which the pandemic gave significant acceleration, - said TAdviser in RT-Inform.

But there are also insourcers on the list with negative revenue dynamics. Among them, for example, RusHydro IT Service, NIIAS is one of the insourcers of Russian Railways, the insourcing companies of Domodedovo Airport (DME), S7 Airlines, Lukoil, Sibura.

In 2020, the aviation industry faced a sharp reduction in the flight program in an unprecedentedly short time. In 2020, due to the suspension of regular international flights and the current self-isolation regime, passenger traffic decreased by more than 90% on foreign flights and by 40% on domestic flights. This, of course, affected the revenue of all enterprises of the DME group. Some projects from the IT sphere had to be suspended, - explained TAdviser in the press service of Domodedovo Airport.

Not the best performance was demonstrated in 2020 by IT insourcers of some companies engaged in the metallurgical industry. So, for example, the company's turnover IT Service Rusala "deflated" to 9.2 million rubles, while back in 2018 it amounted to more than 700 million rubles. IT-Service received a net loss of 195.8 million rubles. A decrease in financial indicators was also observed in an "Metallotte" IT-insourcing company. Metalloinvest Its revenue in 2020 decreased by 53%, to 636.3 million rubles. The company ended the year with a net loss of 40 million rubles.

Neither Rusal nor Metalloinvest were able to comment on TAdviser the financial performance of their IT subsidiaries. Both of these companies were present in the previous TAdviser ranking, but were not included in the new list.

Absent from the ranking this time and Russian Post"." The company previously said that its insourcer "Postatech" ceased to exist as a legal entity in 2019, becoming an internal division of Russian Post. For 2020, the Russian Post did not provide TAdviser with its financial indicators.

2020: Russian IT Insourcers continue to increase revenue and competencies. TAdviser rating

TAdviser tracks the dynamics of revenue of the largest insourced IT companies in Russia for the fifth year in a row based on the database of legal entities "Kontur. Focus." The rating, published by TAdviser in August 2020, was expanded compared to previous ones: if the list was previously limited to 20 companies, now it includes 30 organizations. In addition, the new rating in some cases takes into account the indicators of more than before, the number of providers of IT solutions and services within the framework of one brand.

In addition to insourcers who develop IT products and provide IT services exclusively for the internal customer, organizations that simultaneously work in the foreign market are included in the rating, provided that the internal customer is a priority for them. These include NVision Group, which performs work on internal MTS projects and for the external market.

Moreover, if the customer has several IT-insourcing companies working mainly for internal needs, their total revenue is taken into account in the ranking, and not for each company separately. For example, in the case of Russian Railways, the CRDC concentrates all the development and support of SAP and other applications, the NIIAS - the development methodology, its own historical systems, integration. And in 2017, the Industry Service Company Infotrans (USC) brought out of the state of Russian Railways structures a common contact center, a remote first support line for all road ranges and traveling personnel. In addition, there is also Russian Railways-Technologies, which manages the subholding, including USC and OCRV.

Russian IT insourcers continue to deepen their expertise

As before, in 2019, the turnover of the vast majority of insourcers included in the list showed growth, although its cumulative pace has been slowing for the second year in a row - it was about 6% against 11% a year earlier. The turnover of the 30 largest insourcers for the year increased to 210.7 billion rubles. And without taking into account the Sber Tech indicator, the turnover of which sharply decreased due to the planned transfer of most of the state to Sberbank, the total revenue growth of the remaining insourcers amounted to 13.3%. This is higher than the dynamics of 2018.

The leader of the rating in terms of revenue, as a year earlier, was Rosneft's insourcing companies, mainly at the expense of Sibintek, whose turnover in 2019 amounted to about 52 billion rubles. They are followed by Gazprom Neft insourcers, whose total revenue has grown significantly.

The highest growth rates - 139% - were found at Postal Technologies, a branch of Russian Post, which performs the functions of an internal IT developer. Russian Post is expanding the staff of this unit to carry out work on a number of key Mail systems and launch a number of new projects in key areas (for more details, see the block below).

The revenue of RusHydro IT Service also showed high growth rates: its turnover increased by 66%, to almost 1.3 billion rubles. Severstal-Infocom and BCS-Technologies grew by 57% to 3.5 billion rubles and 771 million rubles, respectively. A large increase - 53% - was also shown by RT-Inform, an insourcer of Rostec. It amounted to about 2.5 billion rubles in 2019.

The new major player, formed as a legal entity in May 2019, was the Ozon Tech company in the ranking. Online retailer Ozon previously explained that development should focus on this company, and several hundred employees of the Ozon IT laboratory and the Ozon.Travel development team should move to Ozon Tech. At the same time, Ozon itself, along with commerce, marketing, finance and other functions, remained IT support for the main business[2]. According to the company's website, all Ozon IT is more than 1,000 engineers, of which about 600 are developers.

"Sber Tech," which in 2018 was on the third line of the list, in 2019 was in ninth place. It has become one of the few rating companies whose turnover has decreased and is very significant - by 56%. Revenue indicators began to decline in 2018, when Sberbank decided to transfer most of the staff from Sber Tech to the bank so that, as part of the next stage of the Agile transformation of the management system, product teams, developers and product owners physically worked together within the same process. Sberbank was not the only one who eventually chose to concentrate IT development within the company. In 2019, Pochtatech ceased to exist as a legal entity, becoming an internal division of Russian Post. A noticeable decrease in revenue in 2019 also occurred at Lukoil-Inform, which earlier in the rating followed Sber Tech. The role of Lukoil-Inform changed after its withdrawal from the perimeter of the Lukoil Group. According to TAdviser, it was left with telephony services, the Internet - everything related to data transmission. And other functions, including software development, were transferred to a new company - LUKOIL Technology, created at the end of 2018. There were also rumors on the market that in the future Lukoil wants to sell Lukoil-Inform.

Lukoil does not explain the reasons for these rotations. Be that as it may, in 2019, Lukoil-Inform's revenue decreased by 70%, to 5 billion rubles, and LUKOIL Technology earned 8.1 billion rubles. Collectively, two of these insourcers in 2019 received a turnover of 22% less than one Lukoil-Inform a year earlier.

In addition, revenue from Rusal's IT Service decreased by 78%, from about 704 million rubles in 2018 to 151 million rubles in 2019. The company at the time of publication of this article could not explain to TAdviser what this is connected with. In 2019, Rusal faced a reduction in revenue and net profit in dollars, linking this to a decrease in the average price of aluminum on the London Metal Exchange.

The TAdviser rating included Rusal's IT insourcers by taking into account the indicator of another of its companies - Sibinfosoft, whose turnover amounted to about 455 million rubles, an increase of 14%. It follows from the information on the Sibinfosoft website that in addition to Rusal companies, it also provides services to external customers. Services include implementation, sale, development, software consulting on "1C," PayDox and other platforms.

I must say that a significant reduction in revenue was also observed in some insourcers that were not included in the rating. So, for example, the IT insider of the United Metallurgical Company (OMK) - OMK-IT - turnover in 2019 decreased from 684.7 million rubles to only 2.2 million rubles. The average headcount of the company for 2019, according to reports submitted to the Federal Tax Service, is one person. At the time of publication, the company could not explain to TAdviser what this was connected with.

How IT insourcing will develop in organizations

A number of companies whose IT insourcers are presented in the ranking shared with TAdviser plans for their further development and how interested they are to work in the foreign market as well. RT-Inform, in particular, plans to expand the model of centralizing IT functions in three directions, told TAdviser in Rostec: implementation and support of corporate systems, further centralization of procurement activities, implementation of the IT infrastructure as a service approach (IaaS).

At the same time, some insourcers are increasingly focusing on fulfilling their ambitions for work in the foreign market, too, complicating the already difficult life of IT companies. Insourcing is increasingly offering expertise and its software to external customers, thus taking part of the business from traditional IT solution and service providers, many of whom are experiencing cash flow problems and are more exposed to the economic downturn caused by the COVID-19 epidemic.

2019: Revenue from Russia's largest IT insourcers slowed growth after several years of sharp takeoff. TAdviser ranking

TAdviser tracks the dynamics of revenue of the largest insourced IT companies in Russia for the fourth year in a row. As before, in 2018, the turnover of the vast majority of insourcers included in the list showed growth, although its pace slowed somewhat - it amounted to about 11% against 40% a year earlier. The turnover of the 20 largest insourcers for the year increased to 183 billion rubles.

Of all the companies ranked by revenue, it most significantly grew at Tinkoff Center Development - by 211%, to 978.5 million rubles, and at Ji ES Group, owned by Metalloinvest - by 180%, to 937 million rubles. Both of these companies in the form of individual legal entities exist not so long ago - since 2016. At the same time, Tinkoff Development Center is focused not only on the internal customer, but also on the sale of its own solutions to third-party companies.

The six largest insourcers out of 20 saw their revenue shrink. It fell most significantly at Sber Tech and Lukoil-Inform - by 32% and 29%, respectively. However, the fall in the revenue of Sber Tech does not mean the departure of budgets to the open market, as it is caused by the transfer of thousands of people and hundreds of projects inside Sberbank itself. If it were possible to reflect this when compiling the list, the overall turnover dynamics would be higher.

Since its inception, the task of Sber Tech has been to build up its own technological expertise of the Sberbank group. Within its framework, we conducted various experiments on the construction of development processes, which eventually crystallized into understandable production processes. The company is testing many solutions - unmanned vehicles for surveying measurements, exoskeletons for reducing injuries, wearable devices for monitoring the state of health, new generation networks for tracking finished products.

NLMK-IT is committed to a major restructuring of its processes. The company is dramatically changing project management processes, simplifying internal initiation procedures, minimizing the amount of documentation required and moving to active use of product teams consisting of IT and business. Among the other areas on which the company is focused are a clear separation of processes for supporting and developing information systems, development in terms of using hybrid solutions that allow combining internal infrastructures with external cloud resources.

According to TAdviser analysts, the following trends will prevail in IT insourcing in 2019-2020:

  • Insourcing companies will increasingly go beyond their parent organizations, offering developed competencies, products and services in the foreign market. The most obvious conductors of this trend are Sibintek, Sberbank-Service, NVision Group and Tinkoff Development Center;

  • Some insourcing companies will become donors of qualified IT specialists for their parent organizations, as a result of which they will lose their former weight and revenue. In 2018, this happened with "Sber Tech," in the future it may happen with several more insourcers;

  • The confrontation between insourcing and outsourcing will approach equilibrium. Competencies in targeted or most critical technologies for business will be concentrated internally - in insourcing companies or in the staff of parent companies, in less important and critical ones - will be bought on the open market;

  • The dynamics of the insourcing market in 2019 relative to 2018 will be close to zero, which is associated with the desire for an equilibrium between insourcing and outsourcing. Positive dynamics will be characteristic of companies proving their effectiveness on projects for external, third-party customers.

2017: Enviable growth in IT insourcing. How the role of internal contractors in large companies is changing

TAdviser tracks the revenue dynamics of the largest insourced IT companies in Russia for the third year in a row. As before, in 2017, the turnover of the vast majority of insourcers showed steady growth. The total turnover of 20 companies on the TAdviser list increased by 40%, to almost 154 billion rubles.

Of all the companies ranked by revenue, it grew most significantly at NIIAS (Russian Railways) - by 188%. The company earned about 8.4 billion rubles. The rapid growth was also shown by the turnover of Sibintek (Rosneft) and Sberbank-Service - by 125% and 104%, respectively. Their income amounted to 32 billion rubles and 7 billion rubles.

"Sibintek" with this result tops the list of insourcers. It is worth noting that this Rosneft IT company works not only with internal, but also with external customers. So, in 2017, the largest contract for her was the supply of software and hardware for educational organizations in Moscow in the amount of 5.6 billion rubles. The second after him in terms of volume was a contract with Rosneft for services for modifying corporate information systems in the amount of 1.96 billion rubles.

As in 2016, there are exceptions - four insourcers showed a reduction in turnover: revenue decreased at RT-Inform (-32%), Gazprom Inform (-21%), IT Service RUSAL (-13%) and NVision Group (MTS) (-5%).

Changing approaches to insourcing

A number of large companies whose insourcers are present in the ranking told TAdviser how their approach to insourcing has changed recently. Thus, Rostec said that the approach to IT insourcing in the state corporation has undergone serious changes: the level of competence and expertise of RT-Inform has increased, as a result of which the corporation's confidence has increased, so the number of projects that have been entrusted to the insourcer has expanded.

The presence in the contour of the state corporation of an expert organization with the necessary competencies and developments allows you to optimize a number of processes, including the procurement procedures of Rostec. At the same time, the main task of RT-Inform, as a single center of IT competencies, is to assist Rostec enterprises in optimizing the costs of state corporation enterprises during IT procurement, told TAdviser in Rostec.

Russian Railways told TAdviser that there has been no fundamental change in the approach to insourcing over the past year, but at the same time, rather, the nature of IT projects has changed - the share of high-tech projects has increased. The trend remains the same - orientation to insourcing, and an increase in the share of IT projects on insourcing, they say in Russian Railways.

Rosatom State Corporation is developing a unified digital strategy that provides for the digital transformation of the nuclear industry. Rosatom is developing a partner model of interaction with vendors and IT service providers, said Evgeny Abakumov, director of the Rosatom IT department, in a conversation with TAdviser. At the same time, the development of internal development teams and a common service center in the field of IT is an undoubted priority, he says.

In 2009, the "General Center for Information Technology Services" was created and successfully operates on the basis of "Greenatom," says a representative of the state corporation. Greenatom has a large number of branches throughout Russia that provide technical support and development of corporate and divisional information systems. Experience in the field of centralization of the function of information technologies can certainly be assessed as positive, centralization has had the necessary effect, Abakumov notes.

Gazprom Neft is also betting on working with partners. The company told TAdviser that for the digital transformation of its business, Gazprom Neft has chosen an open model for the development of digital projects: joint product development with the largest players in the global technology market. The company has created a cluster of technology centers that act as operators of developments in the field of applied IT solutions. On the basis of the centers, conditions have been created for the parity work of Gazprom Neft programmers, including subsidiaries, and developers of technological partners such as IBM, Yandex.Terra, Mail.Ru Group, Zyfra, etc.

In Rosatom, the development and support of information systems, processes for managing the quality of service provision, corporate architecture and integration, issues of infrastructure and information security development remain with the general service center of the state corporation, says TAdviser Evgeny Abakumov. Aspects of the development of the digital product offer remain within the competence of teams managed by a centralized structure in terms of methodology and promotion. The supply of equipment, the implementation of projects for the development of information systems remain with the external market.

The representative of the state corporation added that Rosatom understands the impossibility of developing information technologies without involving partners with unique expertise in various areas, both subject and related to IT. According to Sergey Dunaev, Information Technology Director of Severstal Management, Severstal traditionally employs external contractors for projects related to completely new products or functionality to obtain a focus examination, as well as - in a limited amount - in case of a shortage of its own team. Almost 100% of projects are managed by the company's own team, since it bears general responsibility for the result to its business partners at Severstal, says Dunaev.

In Sibur, for the implementation of already finished products of the external market, as well as in conditions of tight deadlines and voluminous tasks, the company attracts external contractors. The circulation is carried out by the company, since an examination in the field of project activities has already been formed. The allocation of personnel for project activities allows you to reduce costs, as well as motivate employees to participate in development tasks, the company notes. This approach Sibur was followed, for example, when implementing SAP, MES, the Meridium reliability management system.

Sberbank has been developing Mission critical systems in insourcing for a long time. The bank has a large staff of developers, therefore, the technological platform implemented within the framework of key programs - PPRB (Business Development Support Platform), EFS (Unified Front System) and SFD (Creation of a Data Factory) is being developed on its own, Sberbank says. In case of a need for a unique examination, Sberbank appeals to external contractors.

MMK-Informservice supports all basic MMK systems (ERP, MES), servicing user and server workplaces on insourcing, Vadim Feoktistov, director of MMK-Informservice, told TAdviser. External contractors, as a rule, are involved in the implementation of projects to implement or test new areas (business tasks) and technologies, he says.

2016: Enviable dynamics. Revenue of the top 20 IT insourcers in Russia increased by 38%

The largest Russian companies providing IT insider services continue to grow and are doing it faster and faster. The turnover of the top 20 IT insourcers in 2016 compared to 2015, according to TAdviser, increased by 38.1%, while over the previous similar period the dynamics was at the level of 17.6%.

The most significant increase of Sibintek the 20 companies ranked by revenue was in 2016 - by more than 1000%. Insourcer Rosneft has earned more than 14 billion, rubles while over the past few years its revenue has been estimated at several hundred million rubles annually.

Among the largest contracts that Sibintek concluded in 2016, contract for the provision of engineering services and implementation works, adaptation and modifications of Rosneft information systems in the amount of more than 2.2 billion rubles, provision of services in the field of IT, communications, automated process control systems in the amount of more than 2 billion rubles, maintenance of oil field automation and telemechanics equipment at RN-Yuganskneftegaz facilities, service units worth more than 1.2 billion rubles and a number of others.

Sibur IT Sibura (86%), Sberbank-Service (SberService) (82%) and IT-Service RUSAL (52%) also showed higher dynamics than the rest on average.

However, as in 2015, there are exceptions - a number of insourcers showed a reduction in turnover: revenue decreased at ITSK, NIIAS, OMK-IT and NLMK-IT, at iT Energy Service Rosseti and RusHydro IT service.

Not insourcing as one

Many large companies develop their own IT competencies, but do not completely refuse third-party contractors, preferring to find the best balance for themselves. For example, Martin Piletsky, head of the information technology unit of Alfa-Bank, said earlier in an interview with TAdviser that the bank is actively increasing its internal IT competencies, and in terms of technologies it will somewhere look at the internal perimeter, and somewhere it will continue to work with outsourcing partners, because they have achieved high discounts there. The ratio of outsourcing and insourcing services in the bank is difficult to bring, since the dynamics of projects during the year changes, he noted.

Vladimir Muravyov, chief information officer of the Dixy network, believes that there should be a reasonable compromise in terms of internal development in accordance with the company's tasks.

If we are talking about some highly specialized systems - warehouse solutions, rare ERP solutions in Russia - here, in his opinion, it is more convenient to focus on your own specialists.

Expertise - for yourself only

As before, companies are in no hurry to bring their insourcing structures to the foreign market. Servicing external customers is, rather, an exception to the overall trend. Of the largest insourcers, services to external customers are provided, for example, by RUSAL's IT Service. In the description of the company on the websites of vacancies, Russian Railways and RusHydro are indicated among the service clients.

Sber Tech has repeatedly announced the possibility of entering the foreign market, but is in no hurry with this. In November 2017, Sber Tech CEO, Senior Vice President of Sberbank Andrey Khlyzov told TAdviser that the key task of the company is to create a technological platform for the Sberbank group, and it is not planned to enter the market in 2017-18.

NLMK-IT told TAdviser that they do not plan to enter the foreign market.

2015: Monsters of Insourcing. Why Sberbank, Rostec, NLMK and other corporations are increasing IT competencies

The desire of large Russian companies to develop their own IT competencies is consistent with the global trend. In 2012, for example, General Motors (GM) created an insourcing company based on the internal IT division. Starting with about 1.4 thousand. Later, the media reported plans to develop its own IT competencies in some large financial institutions, such as Bank of America and American Express. At the beginning of 2015, Visa took an insourcing course, hiring 1000 IT specialists with a focus on software engineers and security experts. In two years, their staff is supposed to double. In 2016, one of the largest retailers in the United States - the Target chain - announced plans to hire more than 1,000. IT specialists, mainly for their software projects.

The IT insourcers of some Russian companies are comparable in scale to foreign ones. For example, in "Sber Tech," according to TAdviser, as of March 2017, almost 10,000 people are already working. In 2014, the number of Sber Tech was about 4,800 specialists.

One of the key benefits of outsourcing that providers of such services typically cite is the ability to save money for IT. However, in practice, according to companies, it turns out that doing some things is more profitable on your own. Among the advantages of insourcing, companies also name their greater proximity to the customer and the ability to receive services more quickly. In some cases, insourcing is almost the only way to provide yourself with the required specialists: this concerns narrow areas in which there may not be enough experts on the market.

In RT-Inform"," the advantages of IT insourcing include the presence of its own expertise in the field of information security and IT, which allows the company to act as a provider of advanced solutions and services for enterprises, "to Rostec increase the technological level of the state corporation and its assets, to help reduce ICT costs through the use of economies of scale, standardization and unification of solutions.

According to Vadim Uryas, CIO of the First Freight Company, outsourcing has pros and cons, and one of the cons - sometimes the outsourcer performs tasks more slowly than his own specialist, who can urgently call and say to complete the task with a deadline of "yesterday." Situations when there is such a need periodically arise, he says.

Martin Pilecki, head of Alfa-Bank's IT unit, noted in an interview with TAdviser in the fall of 2016 that other A-class banks, comparable in size to Alfa-Bank, have a higher level of insourcing, which means more efficiency. He talked about plans to close this gap, which has historically arisen, and return to the average balance of outsourcing and insourcing[5].

Pilecki said that over the past three years, Alfa-Bank has reduced the IT budget by 20%, and one of the articles is savings due to the rejection of third-party support for a number of systems. The bank transferred support to its own competence centre, which began to develop around four years ago. It develops expertise on BPM systems, ERP, back-end and front systems, etc.

The Raiff eisen Bank says that they sometimes encounter companies that, if they have the necessary expertise, for one reason or another do not seek to implement modern approaches to software development: flexible methodologies, testing automation and others. This is one of the factors influencing the bank's decision to develop and implement more complex projects in-house with[6].

The need to create its own insourcing director for IT RusHydro, Garald Bandurin, previously explained TAdviser by the fact that the area in which the company operates is a sub-branch of power, and sub-branches always have a certain problem - some types of specialists can not be found on the market, they can only be reproduced in their own environment. For example, nowhere to find a hydropower engineer, a process engineer for hydropower IT equipment. They need to be reproduced at home, so an internal IT structure is needed, which is able to reproduce them so that you can move on, Bandurin said[7].

Symbiosis with external contractor

By building their own competencies in IT, companies do not completely refuse the services of external contractors. Often projects are carried out jointly both by specialists and by an external company, and by the insourcer itself. There are also projects that are almost completely implemented by external specialists.

NLMK says that they have no projects that are implemented only by external contractors, without the participation of NLMK-IT. The company conventionally talks about three groups of projects:

  • Projects that are mainly implemented by an external contractor (aka general contractor). As a rule, these are large projects or programs of projects to create new information systems, according to which there are no competencies in NLMK-IT yet. In these projects, NLMK-IT acts as an expert on existing information systems, it performs ABAP development and trains an internal team to form a competence center, and after the completion of the project, maintain and develop the newly created product in-house;
  • Projects implemented by NLMK-IT and an external contractor. In this case, NLMK-IT is the general contractor. The external contractor shall be engaged on the terms of T&M (Time and Material contract model) or for the implementation of individual design tasks. This scheme works well in projects implemented under Scrum, for example, when it is necessary to involve only specialists of a certain competence in the team or when NLMK-IT's own resources are not enough, because they are engaged in other projects.
  • Projects implemented by NLMK-IT are primarily projects to replicate existing solutions and to develop systems. Projects in which NLMK-IT has sufficient competence and free resources.

Insourcer transforms into...

It can be noted that among the insourcers of large companies there is a tendency to go beyond the provision of services only to "relatives" and the development of the external market. According to TAdviser, Sber Tech has plans for external customers. Talk about this has been going on since the creation of the company, but so far it has not entered the foreign market due to the priority of developing Sberbank's own IT platform. The term of its implementation in Sberbank is 2018. Sber Tech plans to go down the path of commercializing services related to working on the platform, with a connection to it.

Otkritie-Inform, an insourcer of Otkritie FC, provides communication and IT outsourcing services to the parent company's structures, but is ready to provide them to third-party large legal entities that have increased requirements for the reliability and quality of the data transmission network.

A few years ago, representatives of the largest integrators said that insourcing companies pose a danger to the IT services market[8]. Such companies can afford other salaries, other terms, conditions. Now there may be even more reasons for IT service providers to cry out. You can see how in some companies the share of insourcer payments in the total IT budget is only increasing. Thus, in 2013, Sber Tech and Sberbank-Service got about 15% of the entire IT budget of Sberbank, in 2014 - about 17%, and in 2015 their share increased to 20%.
