Government of the Russian Federation Order of October 23, 2023 No. 2942-r
The Ministry of Digital Development of the Russian Federation will oblige the authorities to report on the cyber security of IT systems
On August 23, 2023, it became known that Ministry of Digital Development Russia it introduced a parameter (information security information security) into the rating of digital transformation of state bodies. In accordance with the new norms, federal and regional departments must provide monthly information on measures to protect their information infrastructures.
According to the Kommersant newspaper, the Information Security indicator provides for the implementation of a number of measures aimed at increasing the level of cyber security of IT systems of government agencies. This, in particular, is the formation of a structural unit for information security, import substitution in the relevant area and an assessment of the stability of the information infrastructure to cyber attacks. To test systems for penetration, it is proposed to involve "white hackers" as part of Bug Bounty programs (search for vulnerabilities for a reward).
The introduction of information security reporting is necessary in the current geopolitical situation, which provoked a significant increase in the number of cyber attacks on Russian government agencies and critical infrastructure. In particular, the number of network attacks on domestic companies and organizations in the second quarter of 2023 increased by about 40% compared to the same period in 2022 and by more than 13% compared to the beginning of 2023. In such an environment, market participants believe, programs like Bug Bounty will increase efforts to analyze the security of IT systems by professionals.
However, some experts doubt the effectiveness of the initiative. Thus, the technical director of Ai Ti Bastion Dmitry Mikheev believes that "such an impact on information security is better than nothing, but at the level of authorities it will be inconspicuous." And the business consultant on cybersecurity Positive Technologies Alexey Lukatsky emphasizes that, in addition to organizing Bug Bounty programs, it is necessary "to have built processes that will eliminate the discovered holes in the perimeter of IT systems."[2]
Mishustin approved new criteria for the digital maturity of authorities
On July 1, 2023, Prime Minister Mikhail Mishustin signed a decree approving new methods for calculating indicators for assessing the effectiveness of the activities of senior officials and executive bodies of the constituent entities of the Russian Federation.
It is noted that the level of digital maturity of authorities is determined for each region individually. In the field of health care, the proportion of citizens who have made an appointment with a doctor remotely will be analyzed. In addition, an estimate is provided for the number of users of the Unified Portal of State and Municipal Services, who have access to electronic medical documents in their personal account "My Health." Other criteria include:
- The share of citizens under dispensary supervision for whom remote health monitoring is provided;
- Share of medical organizations performing centralized processing and electronic storage of diagnostic test results;
- Proportion of physician-patient consultations using videoconferencing;
- The proportion of citizens who have access to medical appointments (prescriptions) in the form of an electronic document;
- The share of medical organizations of state and municipal health systems using medical information systems to organize and provide medical care to citizens, providing information interaction with a single state information system in the field of health care;
- Share of cases of medical care, for which electronic medical documents are provided to the subsystems of the unified state information system in the field of health care;
- The share of medical organizations of state and municipal health care systems connected to centralized subsystems of state information systems in the field of health care of the constituent entities of the Russian Federation.
In the field of digital maturity of public administration, an analysis of new and changed indicators is also provided. These include:
- The number of types of information submitted online by state authorities within the framework of interdepartmental cooperation in the provision of public services and the performance of functions, including commercial organizations, in accordance with the legislation of the Russian Federation;
- Share of government authorities using government cloud services and infrastructure;
- The number of services implemented on the basis of a single platform to support the functions of state authorities and local governments, including typical functions;

The leaders also included the Ministry of Industry and Trade, the Ministry of Emergencies, the Treasury and a number of others, a total of 20 such federal funds.
There are those who scored the fewest points, but they are not given in the government's message following the meeting. According to the Kommersant newspaper, published on August 23, there are six departments in the lagging group:,,,, and FEDERAL AGENCY FOR ETHNIC AFFAIRS Ministry of Economics FAS Ministry of Transport Rosmorrechflot Ministry of Sports of Russia[9]
63 departments participate in the ranking. According to Kommersant, the Ministry of Digital Development, which monitors the implementation of departmental programs for digital transformation of the Federal Tax Service, is located on the 17th line of the rating.
All participants in the rating based on the results were divided into groups: leading (rating 40% and above); basic (20% to 40% estimate) and lagging (less than 20% estimate). When assessing the effectiveness and effectiveness of digital transformation managers (RCT), the degree of achievement of digital transformation performance indicators, the financial discipline of the implementation of the RCPT and the operational rating of the implementation of the RCT performance and effectiveness indicators were taken into account. The operational rating is formed by the RANEPA for meetings with the Deputy Prime Minister with the RCT. The criteria for effectiveness include the conclusion of public services and state functions in electronic form on the portal of public services, cash execution, the degree of personnel security, the share of penetration of artificial intelligence technologies (AI maturity).
Deputy Minister of Digital Development Oleg Kachanov at the meeting reported on the status of compliance with the FOIVs with the schedule for transferring public services to electronic form. The Deputy Prime Minister stressed that the transfer of socially significant public services to digital format should be under special control of the heads of the Federal Tax Institutions, since this work is being carried out on behalf of the president.
The ratings of the leaders of the digital transformation show us a comprehensive picture of the assessment of the quality of execution of orders, the implementation of VCPT and cash execution. Thus, the champions showed a decent and, importantly, systemic result. We will send letters to all ministers every month indicating the top 3 officials responsible for the figure and the list of the most lagging behind, "Chernyshenko said. |
Rosstat, Rostransnadzor and the Ministry of Emergency Situations topped the rating of digital transformation of authorities
At the end of April 2021, it became known about the new rating of the digital transformation of federal executive bodies (FOIV), which was submitted to the Government of the Russian Federation on behalf of Deputy Prime Minister Dmitry Chernyshenko.
According to TASS, the Russian Information Agency in its apparatus, the development rating of digital transformation was calculated based on 15 criteria. Information for the assessment was provided by employees of the Ministry of Digital Development and the Russian Academy of National Economy and Public Administration, as well as the Analytical Center under the government.
One of the key indicators in the rating is the level of "digital" interaction with citizens (feedback, services in electronic form, the share of circulation in electronic form, etc.). Another important aspect is the quality of the human resources of the services responsible for digitalization.
In addition, the criteria on the basis of which the rating was compiled included the share of penetration of artificial intelligence technologies, cash execution of measures of the national project, the introduction of advanced workflow systems in FOIVs, etc. The rating is designed to show how effectively officials are changing the methods of their work using current digital technologies.
The first three places in the ranking of digital transformation of federal executive bodies were taken by Rosstat, Rostransnadzor, and the Russian Emergencies Ministry. Among the leaders were also the Ministry of Justice, the Ministry of Industry and Trade and Rosselkhonadzor. On the last lines of the list are the Ministry for the Development of the Russian Far East, the FSIN, Rosmorrechflot, Rosmolthe FSIN, Rosmorrechflot, Rosmolodezh, Rosarkhiv and the Federal Agency for Nationalities.
According to the decree of the Government of the Russian Federation, federal authorities and management bodies of state extra-budgetary funds should develop digital transformation programs for 2021 and the planning period 2022-2023.[10]
Creation of a rating of the digital transformation of federal ministries
At the end of January 2021, a rating of the digital transformation of federal ministries was created in Russia, which assesses the quality of preparation of departmental digital transformation programs, the degree of personnel security, successful projects in the field of artificial intelligence, the quality of implementation of government orders by heads of digital transformation (RCT), as well as a number of other indicators.
As Rossiyskaya Gazeta writes with reference to Deputy Prime Minister Dmitry Chernyshenko, the leaders of the rating were:
- Roskomnadzor;
- Rostekhnadzor;
- Ministry of Industry and Trade of Russia;
- Rospatent;
- Ministry of Agriculture;
- FTS;
- EMERCOM of Russia.
The departments that showed average results included:
The following departments have the lowest rates:
As part of the implementation of the president's order on the digitalization of public administration, we have been building systematic work in ministries and departments for digital transformation throughout the year. RCTs were initially presented with clear and understandable criteria for assessing their performance. As a result, an end-to-end rating has been prepared, and this is an objective picture, - said Dmitry Chernyshenko. |
According to him, more than 15% of the heads of federal departments responsible for their transformation will be replaced due to unsatisfactory ratings at the end of the year of work. There are plans to replace 10 of the 62 executives. Some of them have already left their post, decisions will be made on the rest as soon as possible, the Deputy Prime Minister said, calling the layoffs "a signal to the industry."
It is important to remember that ministries and regional authorities should start the digital transformation with themselves, take these issues seriously, given that they are implementing changes in industries across the country, he added.[11] |
