2023: Building a Company

Lukoil has created a private security company to protect the facilities of the fuel and energy complex (fuel and energy complex ). This was announced at the end of March 2023 by the head of the Ministry of Energy of the RFNikolai Shulginov at the final board of the department.

According to him, the organization was established in 2022. The corresponding order in November 2022 was signed by Prime Minister Mikhail Mishustin. It follows from the document that the new company was called "Private Security Company Agency LUKOM-a."

State Secretary - Deputy Head of the Ministry of Energy Anastasia Bondarenko said that Lukoil became the first company in the fuel and energy complex to receive permission to create a corporate private security organization.

In the summer of 2022, President RFVladimir Putin signed a law tightening the requirements for the protection of fuel and energy complex facilities. Objects are assigned high, medium and low hazard categories. The former will be able to protect units and organizations of the Russian Guard, departmental guards of Gazprom, Transneft and Rosneft, as well as private security organizations of individual entities of the fuel and energy complex; objects of the middle category - in addition to the above, also private organizations that meet special requirements; low category - also other private security organizations.

Nikolai Shulginov says that by the end of March 2023, the main threat to fuel and energy facilities is acts of illegal interference using drones. In addition, the department is working to ensure information security and counter cyber threats. In this regard, the fuel and energy complex companies will have to implement domestic solutions at significant facilities of critical information infrastructure in a short time, the Minister of Energy of the Russian Federation emphasized.^[1]
