2022: Company start-up

Rostec has created a new company to which it is transferring ICT assets, which became known in June 2022. We are talking about a holding called "Cybertech."

He, according to RBC, should combine the assets of Rostec, as well as "other public or private companies in the field of microelectronics, photonics, IT, telecommunications and network technologies. It is assumed that he will deal with projects on import substitution of elements of critical information infrastructure (it includes communication networks and InformSystems of government agencies, financial, energy and a number of other companies), equipment, software and cybersecurity, as well as attract state support and ensure the necessary regulation in the field of microelectronics and IT, one of the sources told the publication.

It is reported that the board of Rostec instructed to submit proposals for the introduction of assets into Cybertech by July 15, 2022. Among them are considered shares of Rostec in the companies Spectrum, Element, RT-Inform, Control Systems, RT-Design Technologies, National Technologies, Center for Computer Modeling, National Center for Informatization, Novosibirsk Institute of Software Systems (NIPS).

Experts interviewed by the publication believe that the transfer of most electronics manufacturing enterprises under the conditions of sanctions under the control of one company can help them solve problems with broken production chains, speed up production amid a shortage of components, as well as consolidate orders and receive the necessary investments for development.

Nikolai Komlev, director of the Association of Computer and Information Technology Enterprises and chairman of the Council of the Chamber of Commerce and Industry for the Development of the Digital Economy, warned that in addition to the advantages, the option of consolidating orders will also bear the risks of secondary sanctions.[1]
