The first meeting of the subgroup "Digital technologies for managing the development of territories and urban planning policy"

On August 8, 2019, it became known that with the support of the Digital Economy ANO, on August 6, 2019, the first meeting of the subgroup "Digital Technologies for Managing the Development of Territories and Urban Planning Policy" of the Working Group in the direction of "Communications, Communications, Digital Economy" of the State Council took place.

Stanislav Loginov, Deputy Director of the Department of Informatization of the Tyumen Region, spoke about the stages of creating a regional information system for ensuring urban planning at a meeting of the subgroup, noting that nine constituent entities of the Russian Federation took this decision as the basis of their systems.

According to the draft ORG activity plan, by the end of 2019, the ORG, the Ministry of Energy, the Ministry of Natural Resources of Russia and the Ministry of Industry and Trade of Russia should develop proposals for the digital transformation of NTK and determine the key directions of its plans. Development of a financial support project for domestic software developers

On July 10, 2019, information appeared that domestic software developers could receive government subsidies in the amount of about 15 billion rubles. The corresponding project is being prepared by the working group in the direction of "Information Security" at the ANO "Digital Economy." The authors of the idea did not specify the exact amount.

It is only known that only a third of this amount, within 5 billion rubles, will be allocated from the federal budget, while the planned amount of extrabudgetary funding can reach 10 billion rubles. The sources of these funds at the time of publication of the material were not disclosed. According to the ANO, the money is supposed to be used both to create new and modernize existing software developed by domestic specialists and companies. The developers, the authors of the document believe, can count on receiving the specified amount in the period until 2021.

The project developers are working on final edits to the document. It is assumed that it will be approved by the end of July 2019 and immediately sent to the Ministry of Communications.

The document describing all the mechanisms for supporting developers was presented by the head of the working group and the president of the InfoWatch group of companies Natalya Kasperskaya. After the discussion, it was decided to make improvements in terms of detailing targeted subsidies for the purchase of fixed assets and lending to customers for the transition to domestic automatic design systems.[6]

Decision approved to establish working groups on digital industry, education and health

The Supervisory Board of the Digital Economy organization, whose meeting was held on June 27, 2019 in Moscow, approved the decision to create industry working groups (ORG) on digital industry, digital education and digital healthcare, as well as chose the candidates for their co-chairs from business.

All industry working groups are expected to begin operations in the third quarter of 2019. By this time, provisions on the functionality of working groups will be approved, work plans will be formed by the end of the year, and personal compositions of the ORG will be determined. They will include the most competent representatives of the industry business with expertise in digitalization issues.

Among the most promising areas of activity of industry working groups are considered verification of action plans for digital transformation of the relevant industry, formation of requests of industry communities for access to resources of the national program, as well as generalization and verification of the best domestic and foreign practices of industry transformation.

Each of the created ORGs was led by co-leaders from states and from business. QIWI co-founded ANO "Digital Economy"

Digital profile of a citizen will begin with the service of bank loans

A pilot project for launching a digital profile of a citizen can be a service for providing a bank loan without filling out questionnaires and presenting paper documents. This follows from the concept generally approved by the Regulatory Regulation working group at the Digital Economy ANO, which met on February 6, 2019 at the site of the Ministry of Economic Development of the Russian Federation.

The digital profile of a citizen, created within the framework of the federal project "Information Infrastructure" of the national project "Digital Economy," allows access to data from state information systems. A citizen will be able to agree to provide this data to any organization - state or commercial (using a smartphone or computer). The existing concept of the Digital Profile, developed by the Ministry of Communications and the Bank of Russia together with Rostelecom, is generally approved by the Government of the Russian Federation, for February 2019, certain issues are being finalized, and also - within the framework of the Regulatory Regulation direction - it is planned to prepare a bill ensuring the creation of a Digital Profile. Earlier, in January, the concept was considered by the experts of the working group in the direction of "Digital Public Administration."

The Working Group generally supported the concept of the Digital Profile. In addition, coordination on the creation of infrastructure and services of the Digital Profile and the information system of the Unified Federal Information Register with information about the population of the Russian Federation should be worked out, the development of other elements of e-government infrastructure, issues of maintaining the relevance and reliability of data, stored in the Digital Profile and initially received from other state information systems, their legal status, issues of formation and maintenance of the Digital Profile of the legal entity and some other issues, - said the head of the working group "Digital Public Administration" at the ANO "Digital Economy," Director for Strategic Planning and Development of Renova-Holding Rus LLC Oleg Fomichev.

The digital profile provides for the creation of a convenient and secure infrastructure that will allow citizens to manage their data and provide access to it online. As part of the pilot project, with the consent of users, it is planned to provide banks (participants of the FinTech association) with their verified and up-to-date data stored in state information systems to fill out a loan application and conduct an online scoring procedure. It will be enough for a citizen to go to a special application and allow the bank to access a set of data about himself. According to the draft concept, the Digital Profile will be built as part of the Unified Identification and Authentication System - ESIA, which stores data from users of the Public services service. At the same time, work with them will fundamentally change: as of February 2019, each user fills in personal data, applications for Public services and is waiting for completion, then with a digital profile, user data will be filled out automatically and have legal significance, that is, they will be able to be used in the formation of official documents.

Each of us in life receives a lot of documents: passport, SNILS, TIN, work book, marriage certificate, diploma of education and others. In practice, the Digital Profile will allow the introduction of super-services, with the help of which the state itself will offer services when they are needed. For example, obtaining a birth certificate already in the maternity hospital, providing benefits and maternity capital. That is, the Digital Profile will independently form and offer services relying on the law, which will be enough to confirm in one click, representatives of the Digital Economy ANO explained. Thus, it will be possible to automatically receive benefits and tax deductions that citizens did not even know about.

The development of requirements for the infrastructure of the Digital Profile, according to the federal project "Information Infrastructure" of the national project "Digital Economy," is planned to be carried out from April to July 2019; the term for the creation of infrastructure is from July 2019 to December 2020.

Bill on the independence of Russian developments based on third-party software

Software products that are redesigned based on third-party software can be considered standalone solutions. On January 25, 2019, TAdviser was informed about this in the ANO "Digital Economy." The corresponding bill was approved by the working group on regulatory regulation, the meeting of which was held on January 23 at the site of the Ministry of Economic Development of the Russian Federation. Creating a visual navigator for the national program "Digital Economy"

On January 15, 2019, it became known that a visual navigator was created according to the national program "Digital Economy of Russia."

The "scheme of movement towards the digital economy" displayed the content of several hundred pages of the national program on one map. The organization "Digital Economy" (ANO) has published an electronic "Scheme of movement towards a digital economy"[7] This is a navigator that in the format of a transport map displayed the main routes of six directions of the national program:

  • "Information Infrastructure,"
  • "Information Security,"
  • "Digital Technologies,"
  • "Personnel for the Digital Economy,"
  • "Regulatory Regulation,"
  • Digital Public Administration, "as well as their intersections.

Scheme of movement towards the digital economy

The directions reflect the logic of the implementation of the national program: the "stations" correspond to the key measures planned in the period up to 2024 inclusive. The traffic pattern also contains the main programme targets to be achieved over the next five years.

For example, according to the national program, in 2024 100% socially significant infrastructure facilities will be connected to the Internet; the share of households provided with the Internet will reach 97%; 100% of priority public services and services will be provided remotely, without the need for the personal presence of a citizen, thanks to which two-thirds of the situations of interaction between the state and citizens and business will completely go online.

In addition, the "Scheme of movement towards the digital economy" contains a glossary explaining the concepts and abbreviations that accompany the process of digital transformation. For example, NDD is the national data management system, CDO is the Chief Data Officer.

Named bills that require priority approval by the State Duma

The Supervisory Board of the Digital Economy ANO named bills that require priority approval by the State Duma, which became known on December 10, 2018.

The Supervisory Board of Digital Economy (ANO) discussed the results of legislative activity within the framework of the Digital Economy of the Russian Federation program. As a result, a list of key bills has been identified, the speedy approval of which the State Duma considers business a priority.

The Nabsovet was attended by representatives of the Presidential Administration of the Russian Federation, the Government of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media, both chambers of the Russian parliament and leading companies in the digital economy, which are part of the founders of the organization. He presented a package of bills that aims to update the Civil and Labor Codes, as well as the current legislation on information and data protection, electronic signature, electronic notary and a number of other measures that contribute to the development of the digital economy.

As a result of the discussion, its participants outlined the priorities for the adoption of bills by the State Duma based on their importance for the development of the digital economy. Among the most significant, according to business, were four bills. They are aimed at determining digital rights, regulation in the field of crowdfunding, the introduction of online notary services, the legalization of electronic transactions and smart contracts.

The regulation of the crowdfunding sphere will create additional ways to invest in business projects through crowdfunds, ensure the transparency of these processes and protect the rights of transaction participants.

Legislative registration of electronic workflow in a notary will reduce the time spent on the certification of documents and transactions for all participants in the process.

The introduction of electronic transactions will allow you to conclude contracts through e-mail exchange instead of paper documents. The legalization of smart contracts will make it possible to introduce into practice contracts in which the fulfillment of significant conditions (for example, a payment schedule) is automatically monitored and carried out by computer programs.

Based on the results of the discussion, a package of the most priority bills was determined. Those that relate to digital assets, crowdfunding, electronic notary and smart contracts are important to accept in the current autumn session or at the very beginning of the spring session of 2019. RANEPA support in opening digital transformation management courses for officials

Methodological approaches to the development of a competency model were considered

At the working group in the direction of "Personnel and Education" at the ANO "Digital Economy," which took place on June 21, 2018 under the chairmanship of the founder of the company "1C" Boris Nuraliev, approaches were considered to the formation of the concept of a competency model, which will become the basis for the digital transformation of the educational and personnel sphere in Russia.

The document was prepared by the expert council of the "Model of Competencies of the Digital Economy" direction of the competence center of the "Digital Economy of the Russian Federation" program, which brings together more than 100 experts from the Ministry of Education of the Russian Federation, the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Labor and Social Protection, the Mobile Electronic Education company, ASI, Sberbank, the Young Professionals Union (Worldskills Russia), ANO Corporate University of Russian Railways.

The document presented at the working group describes methodological approaches to developing a model, classifying competencies, personalizing education, and developing areas of professional activity in the digital economy.

At the meeting of the working group, it was also decided to include in the main indicators of the results of the activities of the direction the number of people who entered universities in IT specialties. According to preliminary estimates, it should increase from 46 thousand in 2017 to 120 thousand in 2024.

Study of export potential of domestic data storage and processing services

As it became known on May 23, 2018, the terms of reference for a comprehensive study of the export potential of domestic data storage and processing services with the definition of stimulating measures to accelerate the development of infrastructure and the data center services market was approved on May 18 at a meeting of the working group in the direction of "Information Infrastructure" at ANO "Digital Economy." The document was developed by Rostelecom as a center of competence for the direction.

According to the terms of reference, the study will determine the main directions for the development of data storage and processing infrastructure in Russia and in the world, consider barriers and measures of state support for the development of export-oriented data storage and processing services and cloud services, analyze the competitiveness of Russian data center service providers. The key outcome of the study will be the development of a "roadmap" for the formation of a "Virtual Special Economic Zone," aimed at creating economic conditions for the explosive development of the data storage and processing industry in Russia.

Establishment of a non-profit organization. Head - Evgeny Kovnir

ANO "Digital Economy" was created in September 2017 to participate in the implementation of the program for the development of the digital economy of Russia and will ensure interaction between business, expert communities and government bodies in the implementation of the program "Digital Economy." ANO was headed by Evgeny Kovnir, who was previously responsible for the National Technology Initiative at the Agency for Strategic Initiatives (ASI).

Among the founders of the ANO:
