2022: Confiscation of the clinic

On November 30, 2022, the Federal Property Management Agency became the 100% owner of United Medical Center LLC (EMC). The clinic located in St. Petersburg stopped working, a new medical center with other management and other specialists was opened in its place. It is called "MedMigService," it is managed by new companies, but associated with the same owners.

Earlier in 2022, the Khamovnichesky Court of Moscow satisfied the claim of the Prosecutor General's Office to appeal to the state the property of the head of the Forum holding Dmitry Mikhalchenko and his affiliates. As Kommersant wrote, the court, in particular, confiscated 100% of the shares in the authorized capital of the Unified Migration Center and the Unified Medical Center and 460.4 million rubles in the bank accounts of Centrfinance LLC (one of the structures of the Forum). In total, almost 4 billion rubles were seized.

According to the lawsuit of the Prosecutor General's Office, the St. Petersburg businessman used connections with employees of the Federal Security Service (FSO) in order to receive budget funds under state contracts to "enrich himself" and people controlled by him. In particular, he helped to find a job at FSUE Atex (subordinate to the FSO), who worked in companies controlled by him, Andrei Kaminov and Stanislav Küner, the GP said. Kaminov and Küner, according to the department, fulfilled their official powers in the interests of Mikhalchenko, for example, from 2008 to 2015 they entered into 23 state contracts at state-owned facilities and 28 contracts for repair, construction and restoration work with companies controlled by the businessman. Under these contracts, companies received 33 billion rubles.

According to Forbes, the EMC actually received a monopoly on certificates for obtaining weapons, driver's licenses, medical certificates for the position of judge and work in investigative bodies and medical commissions for migrants.
