2015: Accession to the Black Sea Seaport Administration

Administration of Seaports of Taman Federal State Institution in 2015 stopped the existence by reorganization in the form of accession to Federal State Budgetary Institution Administration of Seaports of the Black Sea (it is created according to the Federal law of the Russian Federation of 08.11.2007 No. 261-FZ "About Seaports in the Russian Federation and about Introduction of Amendments to Separate Acts of the Russian Federation", the order of the Ministry of Transport of the Russian Federation of 20.06.2014 No. 164.) - Branch of FSBI "AMP of the Black Sea" in the seaport of Taman[1]

2013: Taman ILA structure and functions

According to information as of July 2013, the structure of the Taman Seaport Administration included:

1. Services of port captains. The main function of the service specialists is to ensure the safety of navigation, prepare ships for departure, for which there is an inspection of state supervision - IGPC, which is part of the service of the captain of the port and the Team of Specialists that monitors the implementation of International Memoranda.

2. Taman ILA units:

1996: Formation of the Taman Seaport Administration

The Taman Seaport Administration (Taman ILA) was established in March 1996 in accordance with the Decree of the Council of Ministers - Government of the Russian Federation of 17.12.93 No. 1299 "On the Organization of the Management of Seaports."

In accordance with the tasks assigned to the Taman ILA, it:

  • Organizes and creates the necessary conditions to ensure safe and convenient parking of ships in ports and safety of navigation within the area of ​ ​ responsibility of the Taman ILA;
  • Develop and approve regulations on the safety of navigation, the protection of state property and public order in ports, the conduct of sanitary and fire-fighting measures in them, mandatory for all ships, shipowners and other organizations using the services of the port;
  • Gives permission to lift property sunken in the sea, as well as to produce construction, hydraulic and other works within the territory and water area of ​ ​ ports;
  • Investigates emergency cases with maritime courts in accordance with the established procedure;
  • Establishes the procedure for the entry and exit of ships to ports, controls the movement of ships within the waters of ports;
  • Controls the cleanliness of fairways on channels and port waters;
  • Develops measures for the protection of port water and air basins, mandatory for all enterprises of organizations and ships operating in the territory and water area of ​ ​ ports, on suitable channels and fairways;
  • Constantly monitors the proper content of all means of navigation in the water area and port territory, on suitable channels and fairways, ensuring the safe entrance, exit of ships and their movement along fairways;
  • Licensing of certain activities related to maritime transport in accordance with the established procedure;
  • In accordance with the standard lease agreement approved by the State Committee of the Russian Federation for the Management of State Property, leases to enterprises providing cargo processing and ship servicing, state property on the balance sheet of the Institution;
  • Supervises the preservation and maintenance in the proper technical condition of state property leased, its effective use;
  • Controls the proper technical and operational condition of the sea channels, including navigation equipment, navigation and hydrographic state of the anchorage areas;
  • Studies prospective cargo flows with interested organizations, analyzes port capacity, jointly develops schemes and plans for the development of port and other capacities, waterways, as well as port infrastructure, in connection with the forecast for the development of maritime transport, fishing and other fleets;
  • Performs the functions of the state customer for the construction of new transshipment complexes and participates in the reconstruction, modernization and technical re-equipment of existing ones;
  • Promotes the introduction of new equipment and technologies aimed at improving and developing transshipment complexes and systems for ensuring the safety of navigation;
  • Charges port fees.
