2023: Rosatom buys data center under construction in Moscow for 24 billion rubles

On May 24, 2023, it became known that one of the structures of the state corporation Rosatom will acquire a large data processing center (DPC) in Moscow, which is under construction. The transaction amount is almost 24 billion rubles.

According to CNews, the tender for the purchase of a land plot with the necessary infrastructure was published by the Atomdata Center company, which is part of the Rosenergoatom concern (owned by Rosatom). We are talking about an object with a total area of ​ ​ approximately 10 thousand square meters. According to the requirements, it should be located within the Moscow Ring Road (in the Southeast or Southern administrative districts of the capital, South-Eastern Administrative District and South-Eastern Administrative District), no further than 2 km from the nearest metro station. The total cost of real estate is 23.8 billion rubles.

Atomdata Center will acquire a large data processing center in Moscow

In accordance with the terms of reference, the data center building with an area of ​ ​ at least 18 thousand square meters will be located on the land plot. Two options for organizing halls for equipment are possible: for 3 thousand racks with a total capacity of 15 MW or 4 thousand racks with a capacity of up to 28 MW. In this case, the power supply scheme of the facility will correspond to the Tier IV reliability level (the fault tolerance parameter is as close as possible to 100%).

The data center infrastructure will include entry and unloading areas, equipment rooms, premises with utilities, rooms for placing electrical equipment, technical and warehouse premises. An administrative building will be erected at the facility. It is planned to deploy various security and perimeter protection systems: these are, in particular, video surveillance tools, access control elements, etc. The fully completed data center, according to the tender, should be commissioned no later than December 2024.[1]

2020: Building a company

At the end of March 2020, Consyst-OC, a company part of Rosenergoatom (part of Rosatom State Corporation), together with a partner, Linkey, established a joint venture of Atomdata JSC. According to the database of legal entities Kontur.Fokus, "partners own it in equal shares.

In turn, Linkey (LLC LinKay) is a telecom operator based in St. Petersburg. Its founder, according to the Kontur.Fokus database, is Prajinda Investments LTD, registered in Cyprus. The company was established in 1999. It has at its disposal broadband high-speed highways organized using the DWDM system.

According to LinKey, its assets include more than 5 thousand kilometers of fiber-optic communication lines and two dozen licenses for the provision of communication services. Among the partners and clients of LinKey, the company's website lists players in the Russian and foreign operator markets, such as TransTelecom, Rostelecom, Megafon, MTS, Central Telegraph, Level3, Cogent.

In early June, during the online presentation of Rosenergoatom's new solutions for external customers, Deputy General Director - Director for Economics and Finance of Rosenergoatom Sergey Migalin, answering a question from TAdviser, said that Atomdat is a commercial cloud operator based on the company's data centers. It provides two types of services in an enlarged manner, he explained.

First, through Atomdat, Rosenergoatom is ready to standardly provide commercial cloud to customers, VDI services (Virtual Desktop Infrastructure, virtual desktop infrastructure), etc.

The second direction is the product that the client needs in the logic of import substitution, says Migalin. According to him, the company is ready to provide the same commercial cloud, but implemented completely on import-substituted technologies. This includes the Russian virtualization system and virtualization management system, virtual workstations on the Russian OS (mainly Astra Linux OS) and packages of domestic software at the workplace.

The head of the project office of data centers and digital products of Rosenergoatom, Sergei Nemchenkov, later noted in a conversation with TAdviser that Atomdata is an international integrator of everything related to clouds. Previously, cloud solutions were implemented through Consyst-OC, but then they decided that a separate company would work in this area with external commercial clients.

At the initial stage, the company provides IaaS services, but then, according to Nemchenkov, it plans to offer SaaS, PaaS, etc. The task for the next 2-3 years is to develop and actively participate in import-independent cloud virtualization systems, and then expand the practice of import substitution and to hardware solutions on the basis of which clouds are provided.

At the beginning of the company's work, cloud services are provided on the basis of the Kalininsky data center. Rosenergoatom plans to create a geographically distributed network of data centers. Explaining the choice of Linkey as a partner for this business, Sergei Nemchenkov noted that this is a company that is known both in Russia and abroad. She has experience in the design and construction of cloud infrastructure, has experience and fiber optic resource, she knows how to organize the connectivity of data centers, says a representative of Rosenergoatom.
