In 2007-2010, the group gradually built and commissioned the Moscow-I data center, with the declared TIER 3 level, located at Moscow, Ostapovsky pr., d.22. This data center meets TIER 3 TIA-942 requirements and is classified as a data center with a secure network infrastructure. The center is designed to serve customers with high requirements for equipment reliability, communication bandwidth and information protection.

In January 2014, in cooperation with the Kurchatov Institute Russian Scientific Center, the second Moscow-II data center was commissioned, which also meets the requirements of TIER 3 of the international TIA-942 standard.

The company provides a wide range of IT hosting and leasing services (collocation, hosting, leased dedicated and virtual servers, storage and virtualization services, IaaS and SaaS), as well as Internet access services .

On February 23, 2024, the United States imposed blocking sanctions on several Russian technology companies, including data center operators. So, under the restrictions fell:

2017: Rostelecom buys 49.9% of SafeData for 2.2 billion rubles

Rostelecom announced in March that the board of directors approved a deal to acquire an additional 49.9% of SafeData group shares. As a result of the transaction, the cost of which is 2,255 million rubles, the company will bring its share of ownership in the SafeData group to 100%.

According to representatives of the telecommunications company, the attractiveness of the transaction is associated with the ability to acquire full control over the growing business at a price that does not take into account the potential of implementing new promising projects, including the construction of a mega-data center in Udomla.

After the completion of the transaction in 2015 with Rostelecom, 49.9% of the shares of CKD remained with CKD-Invest. According to Contour-Focus (January 2015), this structure at that time belonged entirely to the Cypriot offshore Bennen Investmnets. Its shareholders, according to the Mnit Global database, are three other offshore companies: Cypriot Texwood, as well as Bromley Enterprises and First Digital International from the British Virgin Islands.

Earlier, Mikhail Margolin and Pavel Kaplunov were named among the beneficiaries of Safedata in the media. In the early 2000s, they managed RTK-Leasing, which supplied telecommunications equipment to Rostelecom. Then Margolin and Kaplunov created the Start-Telecom company, which later became part of the MTT group.

Also, the company's shareholders previously included Andrei Cheglakov (until 2014).

2015

Rostelecom buys 50.1% of Safedata shares

In January 2015, the Board of Directors of Rostelecom approved the acquisition of the Safedata group (legal entity - "Data Storage Center," CHD), whose enterprises provide services in the field of data storage, content delivery and Internet traffic exchange. The deal is planned from two stages: at the first of them, Rostelecom buys 5.4% of the shares of CHD for 104 million rubles.

At the second stage, Rostelecom will contribute 1.73 billion rubles to the capital of CHD, which will increase its share to the control one - 50.1%. Thus, Rostelecom collectively pays 1.83 billion rubles for Safedata. The funds received from Rostelecom should be used to build a new data center and reduce Safedata's debt burden.

Safedata's primary focus is data centers (DPCs). At this time, the group owns two data centers "Moscow-I" and "Moscow-II," corresponding to the level of Tier-3. Moscow-II ranks second in the ranking of the largest data centers in terms of the number of put into operation in 2013-2014. standing places compiled by CNews Analytics.

Also, through the Center for Network Interaction Technologies (CTVS) company, Safedata owns 25% of shares in the Ngenix content delivery operator (legal entity - FTS) and the MSK-IX Internet traffic exchange platform ("MSK-IX Computer Network Interaction Center").

Initially, Safedata's partner in the TsVS was Dmitry Shumkov, co-owner of the Olimpiysky sports complex. But as of January 2015, according to the Contour-Focus database, the CKD is the only participant in the TsVS.

Rostelecom clarified that by the time the deal is completed, Safedata will increase its stake in MSK-IX to 51%.

"The purchase of SafeData allows Rostelecom to strengthen its position in the data center market and take a leading position in the segments of traffic exchange and content delivery," explained Rostelecom President Sergei Kalugin. - The deal will help you quickly move to the federal scale of operations in the content storage and distribution market. The appeal of SafeData lies in its unique competitive position - the company is the only player in the market that combines businesses in three main segments - data centers, traffic exchange and content delivery. "

Earlier, the Federal Antimonopoly Service approved two applications for the purchase of CHD at once: from Rostelecom and from its partner, Gazprom Asset Management (GUA, a subsidiary of Gazprombank). It was planned that Rostelecom would have control over Safedata, and the GUA would have the remaining package. But in the end, the GUA refused to participate in the deal.

After the completion of the transaction with Rostelecom, 49.9% of the shares of the CKD will remain with the current owner of the company - CKD-Invest. According to Contour-Focus, this structure belongs entirely to the Cypriot offshore Bennen Investmnets.

A CNews source on the Internet market notes that Margolin and Kaplunov are professionals in the purchase of assets for the purpose of their further resale, and they needed Shumkov as a financial partner to acquire a stake in MSK-IX. "The question of who will control such an important strategic asset as MSK-IX has been repeatedly raised in power structures," says the interlocutor of CNews[1]

As of January 2015, Dmitry Kalganov held the post of CEO of SafeData Group of Companies. It was assumed that after the deal, Pavel Kaplunov would become the new CEO of the company.

FAS approves the takeover of Rostelecom

The Federal Antimonopoly Service (FAS) approved in October 2014 the acquisition by Rostelecom of a 50.1% stake in Data Storage Center LLC (data centers of the Safedata group of companies). Market sources note that the operator is expanding its presence in the data center market on the eve of the entry into force of the law of the Russian Federation on the storage of data of Russian users in the country.

According to the Unified State Register of Legal Entities, 100% of the shares of Data Storage Center LLC belong to the Cypriot company Brennen Investments Limited. The authorized capital of the asset is 188 million rubles. The media featured information from anonymous sources that the offshore is affiliated with lawyer Dmitry Shumkov.

Rostelecom declined to comment. A source familiar with the information told TelecomDaily that, together with the SafeData group, Rostelecom plans to implement a project to create a federal-scale content storage and distribution network, including a geographically distributed network of data centers and data storage (DPC), combining their communication channels, traffic exchange points, content delivery systems, as well as protection systems against network attacks and traffic control.

It is worth noting that at the end of September 2014, approval for the purchase of 100% of the "Data Storage Center" received Gazprombank "Asset Management." The source confirmed to TelecomDaily that Rostelecom is negotiating an option with Gazprombank.

Experts note that the purchase is due to an increase in demand for data center services, traffic exchange points and content delivery, in connection with a legislative initiative obliging Western companies to store data on Russian users in the Russian Federation from January 1, 2015. The creation of a data center "from scratch" is not profitable, since it may take at least one and a half years. During this period, the corresponding niche in the data center market will be occupied.

"The deal is necessary for Rostelecom for the possible creation of a joint venture in the online video segment between it and Gazprom-Media," Timur Nigmatullin, an analyst at Investkafe, says. - The development of media assets will help Rostelecom additionally monetize the subscriber base of paid TV due to a positive synergistic effect. For example, this will significantly expand the functionality of the currently available Rostelecom portal Zabava.ru and, accordingly, the interactive TV service. "

This summer, another SafeData company - Networking Technology Center"" - invested in the Russian operator of content delivery networks (CDN) NGENIX and received the main stake. Analysts noted that these investments contributed to the development of a cloud platform CDN for transmitting video on the Internet, etc.

It is assumed that the deal will take place in two stages. First, Rostelecom will buy 5.4% of SafeData's authorized capital from Cyprus-based Brennen Investments Ltd for 104.2 million rubles. Then it will contribute 1.73 billion rubles to the authorized capital of LLC, as a result of which Rostelecom's share in the LLC will be 50.1%. The Federal Antimonopoly Service (FAS) has already approved this deal. Pavel Kaplunov, Chairman of the Board of Directors of SafeData, expects it to be closed before the end of the year.

The funds contributed by Rostelecom to the authorized capital of SafeData will go to the construction of a third data center (400 million rubles), as well as to bring SafeData to a controlling stake in subsidiaries Ngenix (content delivery network operator, SST LLC) and MSK-IX (the largest traffic exchange center in Russia) - in the amount of about 380 million rubles, as well as to pay off SafeData debt for 945 million rubles.

According to Kommersant's information, before Rostelecom's purchase at the end of 2014, 100% of SafeData was estimated at 1.93 billion rubles, and after buying back the Brennan stake and contributing 1.73 billion rubles to SafeData's authorized capital. the group will cost 3.7 billion rubles.

Three years after the closing of the transaction, the parties agreed to "initiate an IPO."

According to a Kommersant source, in the event of an IPO, Rostelecom will receive the preemptive right to repurchase SafeData shares in order to maintain control. If the IPO does not take place on time, then within four years after the closing of the transaction, Rostelecom will be obliged to buy out the share of minority shareholders (49.9%) of SafeData "at market value." An IPO is possible on the Moscow Exchange, but such a deal is expedient if the capitalization of SafeData reaches $200 million, says an employee of a foreign investment fund.

"Rostelecom estimates the capitalization of SafeData after the deal at $70 million. It is incredibly difficult to triple this figure in three years in the current market, "he said
.

However, DataLine CEO Yuri Samoilov is sure that Rostelecom will ensure the growth of the SafeData business thanks to government orders. According to Kommersant's information, Rostelecom expects to create a federal-scale data storage and content transfer network based on SafeData, as well as develop systems for protecting against network attacks and controlling Internet traffic.

The "data storage center" is 100% controlled by the brick Brennen Investments Ltd, owned, according to Kommersant, by five citizens of the Russian Federation. The names of only two of them are officially known - Pavel Kaplunov and SafeData commercial director Mikhail Margolin, they each have about 15% of the shares. In the summer of 2015, Dmitry Shumkov, partner of Musa Bazhaeva, owner of Olimpiysky IC, became a shareholder of Ngenix and MSK-IX subsidiaries. He refuses to answer the question of whether he is a co-owner of SafeData. In addition, one of the owners of SafeData was previously listed as Senior Vice President of Rostelecom Andrei Cheglakov, but he left the number of shareholders more than a year ago, said Pavel Kaplunov.

"Andrei Cheglakov was not the founder of SafeData, at some stage he was attracted as a financial investor of the company," said Mr.[2]
.

According to the representative of Rostelecom Kira Kiryukhina, there is "no affiliation" in the deal with SafeData, since Andrei Cheglakov is not a shareholder. She added that SafeData was selected by Rostelecom "by studying the entire data exchange center market."

Launch Virtual Desktop Rental Service

On July 14, 2014, SafeData announced the launch of a new service, Virtual Desktop Rental (VDI). The VDI (Virtual Desktop Infrastructure) service provides the customer with virtual desktops based on the computing power of SAFEDATA. When purchasing a service, the customer is leased a certain number of virtual desktops with an installed Microsoft Windows OS, with the parameters specified, depending on the selected tariff. Virtual desktops are hosted on the SAFEDATA server platform in their own data center and are virtual machines running on the VMware Horizon View desktop virtualization platform . The VDI service is built according to the IaaS ( Infrastructure as a Service) model and is included in the SFCLOUD cloud service package.

SafeData's clients include companies such as MASTERHOST, IBS DataFort, AKADO, Hosting Center, as well as banks and enterprises.

2013: Revenue for the year RUB 352 mln

CHD revenue for 2013, according to SPARK-Interfax, amounted to 351.7 million rubles, net profit - 38.7 million rubles. The amount of obligations is 470 million rubles.

According to CNews (January 2015), the turnover of the Safedata group in 2013 was declared as 800 million rubles.

2011: Commercial Director Anton Platonov leaves the company

On February 28, 2011, Anton Platonov, Commercial Director of the Data Storage Center (SafeData) company, officially announced his resignation from his post to begin work at the Scientific Innovation Center (StoreData) headed by him. Anton Alekseevich connects his transition to the post of General Director of StoreData and the termination of cooperation with SafeData with his personal plans for the further development of StoreData and the promising direction for the construction of carrier-neutral data centers in Russia.

2010: Sergey Shurshalin leaves the post of CEO

Until 2010, Sergey Borisovich Shurshalin worked as the general director of the company.

2008: Start Virtual Dedicated Server Service

In November 2008, clients of the Moscow SafeData data center had the opportunity to use the new Virtual Dedicated Server (VDS) service, built on the ideology of sharing resources of one server between several users.

VDS is a full-fledged unix system (FreeBSD stable). The closest analogue of VDS can be considered a standard dedicated server located on the data center technical site and connected by a dedicated Internet connection. When using VDS, data center clients are able to fully access their server with guaranteed isolation from other clients.

On VDS, the client can host the primary and secondary servers of its domains at no additional cost, while the number of hosted zones is limited only by the client's disk space, as well as install any software (including packages and ports FreeBSD) in standard, for unix systems, ways.

The purchase of this service reduces costs due to the more rational use of equipment and resources of maintenance personnel and generally provides: full access to the system, root user rights; unlimited number of sites, databases, domain zones, ssh/ftp/email users; complete isolation from other clients of the hosting provider; ISPmanager Lite or Professional control panel administration of the VDS system (by default, in the interests of the client, SafeData technicians install Exim on 1 domain, Apache, ftp, MySQL, PostgreSQL); FreeBSD or other OS.

2007:2000 sq m data centre and 550 racks open

In September 2007, Data Storage Center commissioned one of the most modern data centers in Moscow that meets all the requirements of international standards (TIA-942), which is a data storage and processing center (DPC) with a secure network infrastructure to serve customers with high requirements for equipment reliability, Internet bandwidth and information protection.

The infrastructure of the current data center was built in accordance with the international TIA-942 standard, the total area of the premises is more than 2000 square meters, the capacity is up to 550 server cabinets. According to the results of research by Modern Telecommunications, the Data Storage Center company is among the top ten companies operating commercial data centers.
