EMERCOM of Russia, the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Management is currently one of the five best rescue services in the world.

Performance indicators

From 1990 to 2010, EMERCOM employees of Russia conducted over 250 thousand rescue operations in the country and abroad, the result of which was hundreds of thousands of saved human lives.

In 2019, the Russian Emergencies Ministry liquidated 266 emergencies, saving about 10 thousand people.

The departments of the department responded in 2019 to more than 3, 4 thousand incidents at water bodies, made more than 110 thousand trips to road accidents, discovered and destroyed almost 40 thousand explosive objects.

Aviation EMERCOM of Russia made more than 17 thousand flights with the aim of extinguishing fires, as well as delivering humanitarian aid and sanitary-aviation evacuation. In general, the Ministry of Emergency Situations registered a goal of more than 14 thousand forest fires in 2019.

Search and rescue formations of the Ministry of Emergency Situations completed over 16 thousand trips, as a result of which more than 11 thousand people were rescued.

Structure

In 2019, the Ministry of Emergency Situations completed the process of creating a unified structure of the department. From January 1, 2020, the ministry switched to a new organizational structure, which will increase the number of responding and supervisory personnel.

Territorial bodies

The territorial bodies of the Ministry today are represented by 7 regional centers for civil defense, emergency situations and disaster management; 83 main departments of the Ministry of Emergencies of Russia in the constituent entities of the Russian Federation, as well as the Main Directorate of the Ministry of Emergencies in Moscow.

2023

Ex-deputy head of the Ministry of Emergency Situations of the Russian Federation sentenced to 5 years in prison for the failed construction of a field hospital for patients with coronavirus

On December 29, 2023, the Moscow City Court sentenced Andrei Gurovich, a former deputy minister for civil defense, emergencies and disaster management. He was found guilty of committing a crime under Part 3 of Article 285 of the Criminal Code of the Russian Federation (Abuse of office), during the construction of a hospital in the Murmansk region for patients with coronavirus COVID-19. Assistant to the head of the Ministry of Emergency Situations of Russia arrested in the case of embezzlement during the construction of a health complex in the Orenburg region

On October 26, 2023, the Kuibyshevsky District Court of St. Petersburg sent into custody the assistant to the head of the Russian Emergencies Ministry Stanislav Orlov. He is suspected of embezzlement during the construction of a fitness center in the Orenburg region. Read more here.

Dismissal of the first deputy head of Alexander Chupriyan

At the end of March 2023, President RFVladimir Putin signed a decree relieving Alexander Chupriyan from the post of First Deputy Head of the Ministry of Emergency Situations. The reason for the resignation is not called. According to TASS, this decision is due to the fact that Chupriyan's contract has come to an end. The last time the contract was extended in 2018 - then the official turned 60 years old, which is the age limit for working in the federal fire service. Read more here.

Alexander Kurenkov - the new head of the Ministry of Emergency Situations

On May 25, 2022, Russian President Vladimir Putin signed a decree appointing Alexander Kurenkov as the new Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Management. He headed the Ministry of Emergency Situations instead of Yevgeny Zinichev, who tragically died near Norilsk. The departmental website of the Ministry of Emergency Situations was subjected to a hacker attack

On April 20, 2022, it became known that unknown persons hacked the EMERCOM Media website, which is the departmental media of the EMERCOM of Russia. An entry appeared about this on the page of the same name on the VKontakte network.

Hackers hacked the website of the Russian Emergencies Ministry and the heads of the ministry in the regions

On March 16, 2022, it became known about the official hacking of the website of the Ministry of Civil Defense, Emergencies and Disaster Management (EMERCOM of Russia). As a result of a cyber attack by unknown hackers, the Internet resource of not only the federal department, but also all its regional headquarters, became unavailable.

According to TASS, by 23:30 Moscow time on March 16, 2022, the Russian helpline was changed to Ukrainian on the main page of the EMERCOM website. Kommersant writes that a text condemning the Russian special operation in Ukraine was posted on the hacked site.

Since the beginning of the special operation on February 24, 2022, the sites of government agencies and other organizations have been subjected to hacker attacks more than once. Thus, users have problems with access to the sites of the Kremlin, the government and the State Duma, as well as several ministries and departments.

The National Coordination Center for Computer Incidents (NCCCA), created by order of the FSB, at the end of February 2022 warned of massive cyber attacks on important information resources and services in Russia in order to inflict reputational damage, including for political purposes. Cybersecurity experts recommended that Russian companies increase their vigilance when tracking malicious activity, organize a process of priority processing of information about anomalies in the operation of CII facilities.[2]

2021: The death of the head of the Ministry of Emergency Situations Yevgeny Zinchev during the rescue of a TV operator in Norilsk

On September 8, 2021, the head of the MFSEvgeniy Zinchev died during an exercise in Norilsk. The minister rushed to save the departmental TV operator, who was making a film about the ongoing exercises. The operator, choosing the best point to shoot, slipped and fell off a cliff. Zinchev was the first to rush after him into the water, but hit a stone in the water. Both were taken to the Norilsk hospital, but could not be saved. Both the operator and the minister died. 2020: EMERCOM Russia appointed the chief for digital transformation
