2024: A bribe case of 5 million rubles was opened against the ex-deputy minister of health of the Kamchatka Territory

In Kamchatka, criminal cases of bribery have been initiated against a group of entrepreneurs and the former deputy minister of health of the region. This was announced on January 10, 2024 by the Investigation Department of the Investigative Committee of the Russian Federation for the region.

According to the investigation, the head of commercial organizations of the Kamchatka Territory and his business partner, together with the head of a commercial organization of the Khabarovsk Territory and his deputy, acting as an organized criminal group, handed over a bribe in the form of money in the amount of 5 million rubles to officials of the Ministry of Health of the Kamchatka Territory. The bribery was carried out in order to facilitate the conclusion of state contracts for the supply of medical equipment for institutions in the region, as well as general patronage of these firms, the Kamchatka TFR said in a statement.

Criminal cases of bribery against a group of entrepreneurs and the former deputy minister of health of the region have been initiated in Kamchatka

Criminal cases were initiated under Articles 291 (giving a bribe) and 290 (taking a bribe) of the Criminal Code of the Russian Federation. Neither the UK nor the local media have named the entrepreneurs and the former deputy head of the Ministry of Health.

The criminal case is being investigated together with employees of the regional department. FSB Russia Investigative actions are being carried out aimed at detailing all the details of what happened. There is no information about the measure of restraint for the defendants in the case yet.

In December 2023, the Kamchatka-inform news agency announced the detention of the head of the Kamchatfarmatsiya State Unitary Enterprise. According to unconfirmed so far, we can talk about Viktor Eperin, who previously held the post of Deputy Minister of Health of the Kamchatka Territory. The detention is associated with the investigation of a criminal case on the supply of medical equipment to the region. Earlier, law enforcement sources told the publication about detentions in a number of regions of Russia in a large-scale case of fraud in public procurement.^[1]

2022

Appointment as Minister of Health

A fine of 50 million rubles for the death of a woman in labor

On February 14, 2022, the court recovered from health institutions of the Kamchatka Territory compensation for moral damage in the amount of over 50 million rubles in favor of the relatives of the deceased patient - the woman died after giving birth due to the actions of doctors.

According to the press service of the Petropavlovsk-Kamchatka court, during pregnancy, childbirth and in the postpartum period, medical assistance to the patient in several medical institutions was provided poorly, which could contribute to the deterioration of her health and lead to death. However, the exact diagnosis is unknown, and there are no details about the exact harm caused by the medical staff.

Medical institutions in Kamchatka will pay 50 million rubles for the death of a woman in labor

It is noted that in the absence or insufficiency of funds from health care institutions, money in the missing amount is subject to collection from the Ministry of Health of the Kamchatka Territory in the procedure of subsidiary liability.

In connection with the violations identified, the court sent private definitions to the heads of the relevant health care institutions, the head of the Ministry of Health of the Kamchatka Territory and the head of the Investigative Department of the Investigative Committee of the Russian Federation for the Kamchatka Territory.

According to Moskovsky Komsomolets Kamchatka, several points are alarming in this tragic story. First, it is not obvious that the court punished the perpetrators of the medical error. Secondly, where did such a figure come from that could jeopardize all health care in the regional center and lead to new victims, for example, due to the lack of expensive drugs in institutions? Money will have to be paid from the maternity hospital account, it is obvious that the seizure of the account will lead to the unstable operation of the institution. Thirdly, a dangerous precedent is being created for appeals to the court for local medicine, which, of course, is far from perfect, but there is no other and is not expected.^[2]

2020: Head of the Ministry of Health of the Kamchatka Territory dismissed
