2020: What kind of mysterious new - the Ministry of Education was headed by ex-Deputy Minister of Digital Development Lyudmila Bokova?

Since the announcement of the departure of ex-senator and ex-deputy minister Lyudmila Bokova from the Ministry of Digital Development of the Russian Federation, she has practically disappeared from the public information field. The name of the subordinate institution of the Ministry of Education, where Bokova moved to the post of head, did not say anything to the majority of those who read the news - the Federal Institute for Digital Transformation of Education (FITZTO).

TAdviser conducted its own investigation and found out that in the near future FITZTO could become one of the largest recipients of budget funds in the Russian education system for the implementation of the activities of the federal project "Digital Educational Environment" from the national project "Education," as well as begin to regularly receive orders from the Ministry of Education for the implementation of research work on digital transformation. The amount of budget financing for which the new coronavirus claims can be at least about 400 million rubles a year, and under certain conditions exceed 1 billion rubles.

What is FITZTO, how, when and for what purposes it was created, what is its potential to solve the tasks facing it - TAdviser analysts tried to answer all these questions in their investigation.

Appointment of new FITZTO Head

On September 11, 2020, it was announced that Lyudmila Bokova was dismissed from the post of State Secretary - Deputy Minister of Digital Development, Communications and Mass Media. The corresponding order of the Government was signed by Prime Minister Mikhail Mishustin. In the Ministry of Telecom and Mass Communications (from September 9, 2020 - the Ministry of Digital Development of Digital Industry of Russia), Bokova worked for less than 8 months.

She herself said through the press service of the Ministry of Digital Science that she had transferred to the post of head of the Federal Institute for Digital Transformation of Education, which is creating the Ministry of Digital Development of Education of Russia.

As it became known on the same day, a subordinate organization called the Federal Institute for Digital Transformation of Education (FITZTO) already exists in the structure of the Ministry of Education and has the status of a federal state budgetary institution (FSBI). By a strange coincidence, at the time of the announcement that Lyudmila Bokova would head the FITZTO, her namesake Denis Bokov was the acting director of the FITZTO. Over the next 2-3 days, a not very heated discussion of versions about possible family ties between L. Bokova and D. Bokov took place on social networks; there was no convincing evidence for or against such kinship.

As TAdviser found out, L. Bokova and D. Bokov are precisely namesakes, and not relatives, although, on the Internet, the hypothesis appeared as the main one discussed that D. Bokov was never publicly named after his husband L. Bokova, about whom it was only known that at the time of marriage he was a serviceman.

The reason to consider L. Bokova and D. Bokov as simply namesakes was a comparison of the information on the income declarations of both officials published on the Internet (the declaration of D. Bokov is still available on the FITZTO website in the Income Information section). Each of the declarations mentions (without specifying the full name) the family members of the declarant and provides data on their income and the movable and immovable property belonging to them - this information differs dramatically in the declarations of L. Bokova and D. Bokov.

FSBI "FITZTO" was created by reorganizing another FSBI subordinate to the Ministry of Education - the "Federal Institute of Mediation" (FIM). Order of the Ministry of Education No. [1] on renaming the Federal State Budgetary Institution "FIM" to the Federal State Budgetary Institution "FITZTO" was signed by Minister S. Kravtsov on July 2, 2020, and on July 10, 2020, a new legal entity was registered in the Unified State Register of [2] Entities. Denis Yuryevich Bokov has been the acting director of the Federal State Budgetary Institution "FITZTO" in the Unified State Register of Legal Entities since the date of registration of the new legal entity.

02.10.2020 the Unified State Register of Legal Entities also added information about the change in the legal form of the Federal State Technical Institution - it was transformed from the Federal State Budgetary Institution into the Federal State Autonomous Institution (Federal State Autonomous Institution). Along with the change in legal form, the statutory list of activities of the FITZTO has significantly changed and expanded (for more details, see the section "FITZTO goes into" autonomous swimming "").

What does FITZTO plan to do?

The website of the[4] the newly organized state institution is written (this is actually a quote from the FITZTO Charter published in the Documents section): The purpose of the Institution's activities is to create conditions for the development of digitalization of education and science, to provide a scientific and methodological basis for the development of a modern, safe and effective educational system through the digital transformation of its activities.

The subject of the Institution's activities are:

  • operational (current) participation in the implementation of national, federal and departmental projects in the field of digital transformation of education,
  • ensuring the improvement of the quality of the provision of departmental public services and the execution of government functions through the use of digital technologies,
  • introduction of "end-to-end" digital platforms and technologies in the field of education,
  • the formation of a digital educational environment, including the development of digital educational technologies used in the educational process,
  • organization of scientific research on current areas and problems of the development of the digital educational environment,
  • ensuring interoperability of information systems,
  • organization and conduct of examinations in the field of digitalization of education and science.

The main activities, including those carried out within the framework of the state assignment for the provision of public services (performance of work), formed by the Founder:

  • scientific activities, including conducting fundamental, applied and exploratory scientific research, experimental developments, comprehensive and monitoring research in the field of digitalization of education;
  • consulting, analytical and methodological activities, participation in the preparation of draft concepts, legal acts, recommendations, technical assignments for digital transformation projects and other documents in the field of education;
  • development and use of promising information technologies, including "end-to-end" digital platforms and technologies in the field of education;
  • design, development, implementation, development, technical support, operation and decommissioning of information systems and components of information and telecommunication infrastructure;
  • development, production, distribution of encryption (cryptographic) means, information and telecommunication systems protected using encryption (cryptographic) means, performance of works, provision of services in the field of information encryption, maintenance of encryption (cryptographic) means, information and telecommunication systems protected using encryption (cryptographic) means;
  • Telecommunication activities, including telematics services: message processing and, email teleconferencing services, information services, including reference services and information access services, voice communications services, voice services using packet communication; activities in the field of data transfer and information exchange between personal computers, providing access to global computer networks and places for placing information in them;
  • carrying out an examination of programs, projects, recommendations, other documents and materials in the field of education and science, as well as conducting an examination and assessment of the quality of information products and technical solutions within the framework of digital transformation projects of the education system;
  • organization of examination of textbooks and teaching aids, teaching aids.

The "Activities" section of the FITZTO website consists of three subsections - "Projects," "Research Work" and "Digital Transformation." The Projects subsection lists 4 projects:

  1. Federal system of availability of preschool education (implementation dates: 2013 - present)
  2. Maintenance of the official website of the Ministry of Education of Russia (implementation dates: 2019 - present)
  3. Russian electronic school (implementation dates: 2016 - present)
  4. Federal portal "Russian Education" (terms of ralization: 2002 - present)

It is easy to see that the periods of all projects are years when the FITZTO did not yet exist, and its predecessor, FIM FSBI, did not deal with IT-related issues at all . Those who are more familiar with the field of informatization of Russian education, easily recognize in all the listed projects the results of the work of another summation (first the Ministry of Education and Science, and then now the Ministry of Education) with a long name - "Federal State Autonomous Educational Institution of Additional Vocational Education" Center for the Implementation of State Educational Policy and Information Technologies "- and poorly remembered abbreviation - FSAOU DPO" TsRGGOP and IT. " However, IT specialists from the field of Russian education call this institution somewhat shorter - "the former "Informica "of the old Ministry of Education." What is a "Informica," the results of which were recorded among the achievements of the newly created institution, will be discussed below in the section "Predecessors of FITZTO."

The subsection of the site "Research work" contains a description of the only research and development project: {{quote "Development of effective algorithms for detection of network attacks, based on detection of deviations in traffic of extremely large volumes, supplied to border routers of data transmission network, and on their basis creation of sample software complex for detection and prevention of information security threats aimed at denial of service. Project implementation dates: October 2017 - June 2019. }}

And this NIR was also implemented in Informica. However, this fact is not hidden - below on the page with the description of the research and development center there are numerous links to publications based on the results of its implementation, which directly lead to the Informica website.

The Digital Transformation subsection consists of one picture (Fig. 3), clearly extracted from some ministerial presentation that justified the need to create a FITZTO. The wording of the purpose and areas of activity on this slide are consistent with the purpose and items of the list on the subject of activity from the FITZTO Charter.

And the name of the direction 04 "Formation of a digital educational environment" directly refers to the federal project "Digital Educational Environment," which is part of the national project "Education."

With the above-mentioned FSAEI DPO "TsRGOP and IT" (the former "Informica") FITZTO is connected not only by inherited achievements and projects, but also by the person of the previous (before L. Bokova) I.O. Director D. Bokov - he was appointed to lead the FITZTO a short time after his departure in March 2020 from a similar position as I.O. Director at the FSAOU DPO TsRGOP and IT, and before that D. Bokov was Director of the FSAU GNII ITT Informica (see below section "Locum Tenens").

FITZTO and the former Informica also have a common site design and hosting on the basis of the Federal University Computer Network of Russia RUNNet, which was created by Informica at the beginning of the century.

Predecessors of FITZTO

With the direct legal and financial predecessor of FITZTO, the picture is clear - the new "digital" Ministry of Education was created as a result of renaming and changing the statutory purpose, subject and main activities of the previously existing FIM FSBI (see details below).

But, in addition to the direct inheritance of legal and financial powers, FITZTO inherited in a not very obvious way the results of the intellectual activity of another summation of the Ministry of Education - FSAEI DPO "TsRGOP and IT," which, in turn, also experienced more than one reincarnation.

A detailed scheme for creating, reorganizing and changing the subordination of the predecessor organizations of FITZTO, as well as higher founders who created and repeatedly reorganized their subordinate institutions, and in the process of survivors and more than one own reorganization, is given in Fig. 5. The yellow-orange color in the figure indicates the founding organizations, the green color - subordinate institutions.

"Gosvuztrans" - "Practitioner-Education" - "FIM"


As mentioned above, the immediate predecessor of the Federal State Budgetary Institution "FITZTO" was the Federal State Budgetary Institution "FIM" (Federal Institute of Mediation). FSBI "FIM" is still listed in the list of subordinate institutions of the Ministry of Education, and the already inactive Charter of the FIM can be found on its still operating website[5]. This Charter sets out the purpose and subject matter of the PIM and lists the main activities. The purpose of the Institution's activities is to organize and conduct in the field of mediation research, expertise, development and introduction of new technologies into the system of training personnel in the field of mediation and alternative methods of dispute resolution, as well as the provision of services in order to ensure the implementation of the powers of state authorities in the field of science, education and other areas provided for by the legislation of the Russian Federation.

The object of the Institution's activity is to conduct comprehensive scientific research and development in the field of mediation and alternative ways of resolving disputes.

The main activities of the Institution, including those carried out within the framework of the state assignment for the provision of public services (performance of work) formed by the Founder (hereinafter referred to as the state assignment), are:

  • conducting applied scientific research, development, research work, experimental work in the field of mediation, organizing and conducting examinations in the field of mediation and alternative dispute resolution and socio-psychological support of the educational and educational process;
  • organization of socially significant events in the field of education and science;
  • organizational, methodological and informational support of the activities of educational and scientific institutions;
  • implementation of additional professional educational programs in the field of mediation;
  • protection of state secrets.

What is characteristic - none of the above types of activities of the Federal State Budgetary Institution "FIM" migrated to the Charter of the Federal State Budgetary Institution "FITZTO." That is, the good goal of the predecessor organization of FITZTO - "the development and introduction of new technologies in the system of training in the field of mediation and alternative ways of resolving disputes" - was left without a conductor and implementer of this activity.

The long and winding path (not at all digital transformation) of the state institution to the role of the leader in the digitalization of education and science is reflected in its Charter:

By order of the Ministry of Education of the Russian Federation of November 6, 2001 No. 3562, it was renamed the state institution "Practitioner - Education" of the Ministry of Education of the Russian Federation.

By the Decree of the President of the Russian Federation of March 9, 2004 No. 314, the Ministry of Education of the Russian Federation was abolished and the Ministry of Education and Science of the Russian Federation was established, in accordance with the Decree of the Government of the Russian Federation of June 17, 2004 No. 288, the state institution "Practitioner - Education" became under the jurisdiction of the Federal Agency for Education.

By order of the Federal Agency for Education dated March 30, 2005 No. 214, the state institution "Practitioner - Education" of the Ministry of Education of the Russian Federation was renamed the state institution "Practitioner - Education."

By Decree of the President of the Russian Federation of March 4, 2010 No. 271, the Federal Agency for Education was abolished and, in accordance with Order of the Government of the Russian Federation of April 13, 2010 No. 526-r, the state institution "Practitioner - Education" was assigned to the Ministry of Education and Science of the Russian Federation.

By order of the Ministry of Education and Science of the Russian Federation dated March 6, 2012 No. 170, the state institution "Practice - Education" was renamed the federal state budgetary institution "Practice - Education."

By order of the Ministry of Education and Science of the Russian Federation dated February 18, 2013 No. 93, the federal state budgetary institution "Practitioner - Education" was renamed the federal state budgetary institution "Federal Institute of Mediation." }}

Unexpectedly, from the above description, it becomes known that the future leader of the digital transformation of education and science was created almost exactly a quarter of a century ago as the "transport workshop" of the State Committee for Education and Science. The renaming of Gosvuztrans to Praktik-Education mentioned below should not be misled - almost before the creation of the Federal State Budgetary Institution for Mediation, this institution was precisely a transport organization that provided personal cars to the heads of the Russian system of state education. This is evidenced by the mention of "Practice-Education" in the section "Motor Transport Enterprises" on the still available remnants of the site "Moscow on the Map" in 2007, and the description of the introduction of the software product "1C: Budget Institution Accounting 8 PROF" in the FSBI "Practice-Education" - in this project, implemented in June 2012 at 1 (one) workplace, automated functions characteristic of the accounting department of the garage, and not an educational organization.

Interestingly, all these years the legal address of Gosvuztrans first, and then Praktor-Education was 33 Shabolovka Moscow St. At this address is not a garage at all, but a cute three-story mansion (Fig. 6), created at the very beginning of the 20th century for the noble almshouse named after S.D. Nechaev-Maltsev according to the project of architect R. Klein (he also designed and built the Museum of Fine Arts named after Emperor Alexander III - now the Pushkin State Museum of Fine Arts). After the October Revolution, this building housed state institutions and offices, which were first part of the Soviet and then Russian education and education system; For many years, the building housed the USSR State Committee for Public Education and its successors. Currently, several summaries are registered at this address (although not the fact that they are physically there), Rosobrnadzor also related to the informatization of education.

What the Federal State Budgetary Institution "FIM" did from 2013 to 2020 can be viewed on the still operating website - the importance and need for this activity is beyond doubt. The following facts raise doubts:

1. Until March 2020 (the estimated time of the transition of the future acting director of the Federal State Budgetary Institution "FITZTI" D. Bokov to work at the Federal State Budgetary Institution "FIM") in this summation, the Ministry of Education did not deal with issues of informatization of education at all. The only news on the FIM website, which has at least an indirect relation to IT, is devoted to the meeting of the Interdepartmental Working Group on the development of the concept of a single information resource for the protection of children's rights. Moreover, through searching the Internet, it quickly turns out that this meeting took place in the Public Chamber of the Russian Federation. Why it was decided to create the Center for Digital Transformation of Education precisely on the basis of the Federal State Budgetary Institution "FIM," and not any other summation of the Ministry of Education, which has much more solid experience in IT, is not clear.

2. The agreement on subsidies for 126.4 million rubles (4 + times more than the usual subsidy allocated annually by the FIM Federal State Budgetary Institution during 2014-2019) was signed in January 2020. Almost half of this subsidy (57.2 million rubles) belongs to the event "Creation and functioning of the Center for Digital Transformation of Education" of the "Digital Educational Environment" fedproject, from which it can be assumed that in January 2020 there was already the idea of ​ ​ creating a Center for Central Education precisely on the basis of the FIM FSBI. However, the amount is more than 5 times large (292.8 million rubles), within the framework of the same event, it is included in the subsidy of another summation of the Ministry of Education - FGAU "FNFRO" in January 2020 (see more in the section "FITZTO vs. FNFRO - budget" battle of two yakozun "?"). And in 2019, the FNFRO has already received 250 million rubles for the same purposes. It turns out that for more than a year and a half (passports of all national projects and federal projects were formed, starting in mid-2018), the Ministry of Education did not fully decide which of the summaries would be the conductor of the ideas of digital transformation of education into life?

3. If in 2020 a decision is made on the actual liquidation of the summation, which over the previous 7 years (2013-2019) engaged in not very understandable, but regularly funded from the budget activities (in the form of subsidies in 2014-2019. FIM FGBU received almost 200 million rubles), without the visible transfer of the results and existing objects of this activity to some other organization, does this not mean that 200 million rubles from the budget were spent, to put it mildly, not very efficiently?

Informica - APK PRO - CRGOP and IT


On Fig. 5 it can be seen that in parallel with the main branch of Gosvuztrans - Praktor-Education - FIM - FITZTO, there is another branch of organizations leading to FITZTO - this is the branch of Informica - APK PRO - CRGOP and IT. "

Strictly speaking, the organizations included in this branch are not the forerunners of FITZTO in legal terms, but it was from the "Informica" and its "heirs" that FITZTO received its first acting director D. Bokov and the "inheritance" in the form of several large IT projects and IT infrastructure.

Above, "Informica" is called "former." Former - because currently there is no legal entity with this name. The successor of the "Informica" after combining with another summation of the "old" Ministry of Education and Science was the "TsRGOP and IT" already called above the FSAOU DPO. And formally, it was from this FSAOU that D. Bokov moved (presumably in March 2020) to the then FSBI FIM.

Despite the fact that Informica and FITZTO are not connected by anything other than the figure of D. Bokov, the story of the rise and fall of Informica deserves to tell more about it.

"Informica" traces its history to the mid-90s of the last century. In 1994, the Center for Informatization of Education (Center "Informica") was created in the Ministry of General and Professional Education of the Russian Federation as the parent organization of the industry, conducting scientific research, practical developments and coordinating the work of the system of regional centers. One of the initiators of the creation of Informica was A.N. Tikhonov, who at that time was the first deputy chairman of the State Committee of the Russian Federation for Higher Education (Goskomvuz of Russia).

Alexander Nikolaevich Tikhonov (1947-2016):

A.N. Tikhonov was the director of Informica since at least 2000 (and most likely since 1998, after leaving the post of Minister of General and Professional Education of Russia, which happened as a result of the resignation of the government of S. Kirienko after the August crisis).

1999. By a joint order of the Ministry of Science of Russia and the Ministry of Education of Russia, the State Research Institute of Information Technologies and Telecommunications (GNII ITT Informica) is being created on the basis of the Informica Center.

2000. For the creation of the RUNNet network (Russian UNiversity NETwork - Federal University Computer Network of Russia) and the development of its scientific and methodological foundations, employees of the Scientific Research Institute of IT "Informica" were awarded the Prize of the Government of the Russian Federation in the field of education. It was in the list of laureates of the 2000 government prize that A.N. Tikhonov was first mentioned as the director of Informica.

2002. GNII ITT "Informica" becomes the lead executor of dozens of projects of the all-Russian level within the framework of federal target, inter-industry and industry programs, coordinating the activities of the system of Centers for New Information Technologies and regional centers of informatization.

2003. GNII ITT "Informica" takes part in the implementation of projects within the framework of federal target and other programs of the Ministry of Education of Russia - "Development of a unified educational environment (2001-2005)," "Integration of science and higher education for 2002-2006," "Scientific and methodological support of the functioning and modernization of the education system," "Creation of an open education system."

2006-2012. GNII ITT "Informica" coordinates the work of more than 90 regional informatization centers and centers of new information technologies, which operate on the basis of large universities in the country. These centers support information and communication technologies in the regional education system and promote new technologies in their regions.

During these years, Informica have been implement various projects within the framework of federal target programs of the Ministry of Education of Russia, including Research and Development in Priority Areas for the Development of Science and Technology; "Educational Development."; "Research and development in priority areas of development of the scientific and technological complex of Russia," "Development of the nanoindustry infrastructure in the Russian Federation," "Scientific and scientific and pedagogical personnel of innovative Russia," a grant from the Russian Foundation for Basic Research.

2013-2016. Work is carried out within the framework of the creation, implementation and support of information systems and platforms:

Sunset "Informica"


The gradual decline of Informica began after the resignation of its long-term director A.N. Tikhonov from his post in 2013. At the end of 2013, Informica established a subsidiary small innovative enterprise Informika-Service, which was engaged in the creation of technical and laboratory infrastructure, certification and testing of information systems of universities, as well as the fulfillment of orders from the parent organization.

Educational institutions "daughter" "Informica" promised assistance in obtaining state support for the development of innovative infrastructure. Informika-Service promised the universities that became its clients to pass all the necessary approvals from the departments of the Ministry of Education and Science of the Russian Federation as soon as possible, as well as to obtain approval from the relevant research institute (which was... FSAU GNII ITT "Informica").

Informika-Service received its main income in 2015-2016. - almost 395 million rubles, of which 284 million fell on contracts concluded with the parent organization as a single contractor.

In February 2016, the then deputy chairman of the State Duma Committee on Education, Vladimir Burmatov, drew the attention of Prosecutor General Yury Chaika to the corruption signs of this situation, however, V. Burmatov's appeal had no legal consequences.

In 2016, a new scandal involving Informica entered the public space. In the summer of 2016, Informica filed a lawsuit with the arbitration court against one of its former top managers, the director of the Informica branch St. Petersburg in Yuri Gugel. The year before, in July 2015, with his dismissal from Informica, Yu. Gugel retroactively, after the date of his dismissal, signed an agreement under which more than 270 thousand IP addresses of the IPv4 protocol belonging to Informica were transferred to University Telecommunications LLC (Unitel). Since the address resource of the IPv4 protocol was practically exhausted back in 2012 IPv4 , a "gray" market was formed around the protocol addresses remaining at the disposal of large Internet providers, in which addresses are leased or sold (officially addresses must be transferred by the provider to users for free). In 2015, the monthly lease of one IP address was about 40 rubles, that is, the resource of almost 300 thousand addresses clearly had commercial potential.

The proceedings lasted more than a year and a half, almost until the end of 2017 - during this time, the decision of the court of first instance, which recognized the transaction as null and void, and the IP addresses subject to return to the ownership of Informica, were twice canceled by the courts of appeal, and the decisions of the court of appeal were also twice canceled by the cassation instance. Only after the second decision of the cassation court, which confirmed the decision of the court of first instance and did not return the case for review, the trial ended in favor of Informica.

And it was soon after the completion of the story with IP addresses that the order of the then head of the Ministry of Education and Science O. Vasilyeva appeared, which actually meant the beginning of the end of "Informica."

Order No. 1283 "On the reorganization of the federal state autonomous educational institution of additional professional education" Academy of Advanced Training and Professional Retraining of Educational Workers "(FSAEI" APK PRO, "" Academy ") and the federal state autonomous institution" State Research Institute of Information Technologies and Telecommunications "was signed on December 29, 2017. According to the order of the FSAU GNII ITT "Informica" joined the FSAOU "APK PRO"; officially, in the order, such a reorganization was explained by the recommendations of the supervisory boards of both institutions.

At the time of the publication of the order to unite Informica and the Academy, the rector of the Academy was E. Yu. Malevanov - he was appointed rector of the suddenly expanded Academy. Since April 2017, D. Bokov, who held the position of director of Informica, retained this post for the period of reorganization, which took almost the entire 2018, becoming at the same time deputy rector of the Academy.

In general, it was a rather strange reorganization. The industry institute for advanced training (albeit bearing the loud name "Academy") was combined with the actual industry IT monopoly, which had annual turnover several times more than that of the "Academy" - and at the same time, the head of the "Academy" was put at the head of the new structure. The name of the combined structure was not changed - as if the goal was to "dissolve" "Informica" in the "Academy" without a trace.

The reorganization process continued slowly almost all of 2018. At the beginning of the year, Informica, which is already subject to liquidation, concludes an agreement with the Ministry of Education and Science on a subsidy of 40 million rubles in order to financially ensure the execution of the state task; during 2018, this agreement was supplemented several times, as a result of which Informica received a total of almost 700 million rubles under it, and only at the end of November 2018 the agreement was terminated in connection with the final approval of the FSAEI DPO TsRGOP and IT as the successor to Informica.

Moreover, at the end of January 2018, just a month after the appearance of the order to unite Informica and the Academy, Rector E. Malevanov resigned, and V. Fertman was appointed acting rector in his place, who just 2 weeks before was dismissed by the mayor Moscow S. Sobyanin from the post of deputy Department of Education and Science of Moscow. leader. At the disposal of the mayor, the dismissal of V. Fertman was noted, that he left the civil service on his own initiative in connection with his retirement.

In July 2018, the "Academy of Missile Defense" ceased to exist - the Federal State Autonomous Educational Institution "APK PRO" was renamed the Federal State Autonomous Educational Institution of Additional Professional Education "Center for the Implementation of State Educational Policy and Information Technologies" (FSAOU DPO "TsRGOP and IT"), and the acting rector of the "Academy" V. Fertman was appointed acting Director RGGOP OP and IT.

In August 2018, TsRGOP and IT changed its predecessor - an entry was made in the Unified State Register of Legal Entities, according to which the FSAU GNII ITT was announced as the predecessor of the FSAOU DPO TsRGOP and IT. "Informica" returned - at least in the status of "Informica." In early December 2019, acting Director of the FSAOU DPO "TsRGOP and IT" was appointed D. Bokov, who replaced V. Fertman in this post, who for almost 2 years could not get rid of the prefix "acting" in the title of the position.

Interestingly, the domain and site "Informica" continue to exist on the Internet until now. The site gives the impression of absolutely alive - the copyright on it is indicated with the year 2020, there are no reports of the reorganization and liquidation of Informica on the site, only the news feed ends in November 2018. INFORMICA.RU domain is registered, delegated and paid until April 2021.

Merging Financial Flows

In order to further understand what financial flows can go to the disposal of FITZTO, it makes sense to look at the financial indicators of the predecessors of FITZTO - both direct (FSBI FIM) and lateral (former Informica).

FSBI "FIM" throughout its existence from 2013 to mid-2020 presented a classic example of a subsidized summation. Information about the financial condition of the predecessor of FIM - "Practice-Education" - could not be found in the public domain, and they are not of particular interest.

In Table 1 is a list of subsidies received by the Federal State Budgetary Institution "FIM" in 2014-2020. for financial support of the state (municipal) assignment for the provision of state (municipal) services (performance of work).

It is easy to see that, with the exception of the 2020 subsidy, which was already discussed above, the annual subsidy from the founding department (first - the "old" Ministry of Education and Science, since 2019 - the Ministry of Education) to its summons was in the region of 30 million rubles and, most likely, covered only the costs of salaries of employees of the Federal State Budgetary Institution and household needs of the institution.

In Table 2 presents an estimate of the income of "Informica" in 2010-2020, formed from the cost of executed state contracts and subsidies received from the founder (the "old" Ministry of Education and Science). This estimate is deliberately lower than the real income of Informica, because it does not include business contracts that were concluded outside the context of the Federal Laws of 44-FZ and 223-FZ. But as a reference point for comparison with future financial flows of FSAU "FITZTO" these data can be useful.

Locum tenens for ex-deputy minister

As mentioned above, Denis Bokov came to the position of acting director of the FSBI "FITZTO" from exactly the same position in the FSAOU DPO "TsRGOP and IT," and before that he managed to be the director of "Informica" for about a year.

Leapfrog in the leadership of Informica began in 2017. In February 2017, Kirill Kazakov, who has held the director's chair since 2013 and inherited this post from the creator and long-term director of Informica A.N. Tikhonov, was replaced by his deputy Sergei Semenov. He did not stay as a director for long - already in April 2017, instead of S. Semenov, the acting director of Informica, another former deputy, Alexander Skvortsov, was appointed. But he also did not stay in the director's chair - less than 2 weeks after the addition of Skvortsov's name to the Unified State Register of Legal Entities, a new entry appeared there - from April 27, 2017 Denis Bokov was indicated as the director (without the prefix "acting.") "Informica."

Until that moment, D. Bokov and Informica were not connected in any way in the public information space - D. Bokov is not mentioned as a participant in any of the numerous scientific works of Informica, his name is never found in the news on the Informica website, before his appointment as acting director, he was not a member of the Informica management. It seems that in "Informica" D. Bokov appeared from somewhere "on the side."

It is characteristic that since the appointment of D. Bokov as director of "Informica," his photo has not been published on the organization's website - in the "Guide" section (and, as mentioned above, the Informica website still exists and gives the impression of the website of an existing organization) there is only the surname and patronymic of D. Bokov. What is the reason for the lack of a photograph of the director - with the front of subordinates or the unwillingness of D. Bokov himself to "glow" - is unknown.

No biographical data of D. Bokov could not be found on the Internet. In the "Guide" section on the website of the "Informica" headed by him earlier, only his last name, first name and patronymic are given; on the FITZTO website, only his photo was added to this information, which has now been replaced by a photo by L. Bokova.

And yet - there is reason to believe that D. Bokov moved from Informica to FITZTO not empty-handed. The names of those projects that Informica did and which are now published on the FITZTO website may mean that the projects themselves, their development teams, and future funds for their development and support have "moved" with D. Bokov to FITZTO.

FITZTO goes on'autonomous swims'

On October 2, 2020, a new entry related to FITZTO was made in the Unified State Register of Legal Entities. In accordance with this record, the legal form of the organization has been changed - from the FSBI it has turned into the FSAU (federal state autonomous institution). Simultaneously with the change in the legal form, the statutory list of activities of the organization was changed:

  • Previously, the training of highly qualified personnel (OKVED code 85.23) was transferred to the category of additional activities;
  • The new main activity announced "Scientific research and development in the field of social and humanitarian sciences" (OKVED code 72.2), previously listed as one of the additional activities.

In addition, almost two dozen new names appeared in the list of additional activities. It is noteworthy that more than half of the newly added activities are directly related to IT, communications and web technologies:

  • Activities in the field of communication based on wired technologies (61.1);
  • Activities related to the provision of telephone communication services (61.10.1);
  • Development of computer software (62.01);
  • Advisory and computer technology activities (62.02);
  • Computer equipment management activities (62.03);
  • Activities related to the use of computer technology and information technology, other (62.09);

The changes listed above fixed in the Unified State Register of Legal Entities mean that the corresponding changes have already been made to the FITZTO Charter. However, the FITZTO website still states "FSBI" as a legal form, and the Charter in the "Documents" section is also old. The "old age" of the Charter, however, is very relative - the previous time it was changed in July 2020, when the Federal State Budgetary Institution "FIM" was renamed into the Federal State Budgetary Institution "FITZTO." It is not clear why the legal form of the organization and the list of activities were not changed during the previous change in the Charter. The fact that this happened after (and probably due to) the appointment of L. Bokova, acting director of FITZTO, quite definitely indicates the plans of the new head.

Why did you need to change the legal form of FITZTO from a budgetary institution to an autonomous one? Without going into the subtleties of accounting and tax accounting (and the legal form of the organization is directly related to accounting and tax issues), it can be explained by the fact that an autonomous institution, not being budget from a legal point of view, retains its proximity to budget funds, since it has the right to receive subsidies from the budget from its founder, and, moreover, has a certain freedom in conducting commercial activities that generate income (including through the execution of government contracts).

The appearance in the list of FITZTO activities of positions related to IT, web technologies and telecommunications, in principle, should not surprise - L. Bokova herself spoke about such a promising specialization of the new-old summon of the Ministry of Education, commenting on her departure from the Ministry of Communications. Two other points are more interesting - the translation of activities on scientific research and development into the main type of activity and the declared intention to engage in publishing and, obviously, the subsequent trade in published books (textbooks?) And periodicals.

This year, most likely, the financial effect of the changed focus of activity and the legal form of FITZTO will no longer be possible to observe - because almost all budget funds of the Ministry of Education have already been allocated to existing state contracts and subsidies, or booked for other recipients. But next year with a high probability we can expect a fairly sharp expansion of the financial flow, which will go from the Ministry of Education to the FITZTO.

These, most likely, will be the funds of the national project "Education" - moreover, not only from the budget of the federal project "Digital Educational Environment" (the claim for which is already clearly indicated on the FITZTO website), but also from other federal projects. Moreover, it is precisely by virtue of its autonomous status that FITZTO will be able to apply not only for subsidies, but also for funds from state contracts concluded by the Ministry of Education. The announcement of research and development as the main activity of the FITZTO is also a completely transparent hint: the number of research and development commissioned by the Ministry of Education and the amount of funds allocated for them next year may increase significantly. And it is FITZTO that can get contracts for the implementation of these research and development projects.

FITZTO vs. FNFRO - budget "battle of two yakozun"?

However, the financial prospects of the FITZTO will not seem so bright and cloudless, if we recall that the Ministry of Education, in addition to the above-mentioned FSAOU DPO "TsRGOP and IT," has another coronavirus in the status of an autonomous institution and also with serious claims to exactly the same piece of budget pie that the FITZTO claims. According to the tradition of all the summaries of the Ministry of Education, it has a difficult to remember name-abbreviation - FSAU FNFRO - which stands for "Fund for New Forms of Education Development." The name is not very well heard, but the main brainchild of the FNFRO - the Quantorium technopark - is well known to the general public. As well as the name of the head of the FNFRO in 2016-2018. - Marina Rakova.

Content with rather modest subsidies before the "era of national projects" (the largest of such subsidies amounted to 350 million rubles in 2018), the FNFRO since the start of the implementation of the national project "Education" received in the form of subsidies in 2019-2020. more than 3.2 billion rubles - 1.78 billion rubles in 2019 and 1.44 billion rubles in 2020. In these subsidies, a significant part of the volume was made up of funds from the Digital Educational Environment (DSP) fedproject (see Table 3).

In a detailed analysis of how these funds were spent, TAdviser plans to devote one of its research in the future. In the meantime, one thing is obvious - in 2019-2020. The Ministry of Education allocated the FNFRO almost 550 million rubles for the creation and operation of the Center for Digital Transformation of Education (Center for Technical Service Centre Education), and the only observed result of the efforts to create the technical service centre Center is the renaming of one of the summits of the ministry, which is engaged in not very understandable activities called "mediation" - so that these words appeared in the new name - "digital transformation of education." Moreover, in the "dowry" the old one with a new name received the acting Head, IT infrastructure and a number of projects not from the FNFRO, but from another summation of the Ministry of Education - the former "Informica."

In fairness, it is necessary to clarify that FITZTO - also called FIM, but already clearly in anticipation of the upcoming changes - still received a subsidy in 2020 from the funds of the Digital Educational Environment fedproject. From the budget of the event "Creation and functioning of the Center for Digital Transformation of Education" (according to which the FNFRO received 292.8 million rubles in 2020), the future FITZTO received 57.2 million rubles. FITZTO received half of this money in September 2020, the second half should be transferred in December 2020. That is, the new acting The head of FITZTO L. Bokova still already has at his disposal some financial resource for the direct start of actions on digital transformation.

Since we are talking about budget funds distributed within the framework of the Education national project, it should also be mentioned that the Digital Educational Environment federal project for the event "Development and Implementation of the Federal Information and Service Platform of the DSP," in addition to 160 million rubles allocated under the FNFRO subsidy (of this money, the FNFRO has already received 120 million rubles in three tranches), another 920 million rubles are provided for the conclusion of a state contract - and this amount is still listed as blocked by the Federal Treasury.

The expert with whom TAdviser discussed this situation has a version regarding this money - it is possible that in the near future the budget code of the type of expenses for these funds will be changed from 244 to 621, which will make it possible to distribute these funds in the form of a subsidy to FITZTO. A similar story occurred in 2019 with the funds of the Ministry of Telecom and Mass Communications intended for the implementation of two events of the Fedroject "Digital State Administration" of the National Program "Digital Economy of Russia." Being in time trouble of the end of the year and, apparently, realizing that 44-FZ time is not enough to organize and conduct all mandatory procurement procedures in accordance with the Federal Law, the Ministry of Telecom and Mass Communications transferred funds totaling more than 500 million rubles from the contract type of expenses 242 for the subsidized type of expenses 612, after which it issued a subsidy for its subordinate FSBI - Research Institute "Voskhod."

In 2021, as follows from the draft federal budget for 2021-2023, the amount of subsidies planned for distribution within the framework of the Digital Educational Environment fedproject is quite modest - only 394.3 million rubles. Of this amount, 91.2 million are intended for the implementation of the event "Introduction of a target model of the digital educational environment in general education organizations and professional educational organizations, 28.6 million - for the creation of digital education centers for children. 274.4 million rubles are still given in the draft budget without designating a specific direction of expenditures, but it can be assumed that most of them (or all funds) will be used to finance the functioning of the technical service centre Center, which is now FITZTO.

Most likely, there will be no "fight between the two yakozun" for the rather modest budget of the Digital Educational Environment federal project in 2021 - the FNFRO has enough sources of funds in other federal projects of the Education national project. But if "hung" 920 million rubles from the 2020 budget appear at stake, and more than 800 million rubles will be added to them, which are planned for contract items of expenses in the 2021 budget - then the fight may take place. True, it will take place "under the carpet," and the details of it will most likely remain unknown to the general public.

The mission of the institute is based on the tasks of the federal project "Digital Educational Environment" of the national project "Education" and the indicators indicated by the Decree of the President of the Russian Federation "On the National Development Goals of Russia until 2030."

The main goal of the institute is to create harmonious conditions for the development of digitalization of education and science on the territory of the Russian Federation, to provide a scientific and methodological basis for the development of a modern, and most importantly, safe and effective educational system.

The Institute is designed to become an innovative platform for conducting fundamental and applied scientific research in current areas of development of the digital educational environment, broadcasting the results of activities in the field of digital education, improving the quality of public services through the use of digital technologies. The activity is also aimed at developing the competencies of students in the field of digitalization and transforming the professional activities of the teacher.

The institute's priority activities include analyzing the experience of organizing e-learning and training using distance learning technologies, forming a network of expert and professional groups in the areas of digital transformation of education, creating a roadmap for integrating information educational systems, and organizing socially significant events in the field of education and science.

The Institute will continue to develop such projects as the Russian Electronic School and the Federal System for the Accessibility of Preschool Education.
