In February 2023, Prime Minister Mikhail Mishustin signed an order approved by the Moscow Prosthetic and Orthopedic Enterprise (PrOP) as the only supplier of complex orthopedic shoes in Russia until the end of 2023.

According to the document, PrOP has been appointed the only supplier of purchases of absorbent linen, diapers and special products carried out by the Pension and Social Insurance Fund of the Russian Federation in case of violations of the discharge function (urinary and calamentous), as well as work on the manufacture of complex orthopedic shoes provided for by the federal list of rehabilitation measures, the federal list of rehabilitation services provided to the disabled person.

According to the order of the government, PrOP should supply 199.7 million units of absorbent linen, 32.5 million special products in case of violation of the functions of discharge (urinary and calamitous) and 198.2 thousand pairs of complex orthopedic shoes. The company independently must fulfill 85% of the volume of supplies under the state order, and for the remaining 15% to attract co-executors.

The customer - the Pension and Social Insurance Fund - must conclude contracts with an advance payment of up to 50% of the total volume of execution. Purchases will be financed from the federal budget.

In January 2023, the Moscow authorities identified their own sole supplier of absorbent linen for the disabled. The winner of the competition for the conclusion of an offset contract for the production and supply of diapers and diapers for the needs of Moscow for a total of 11.7 billion rubles was VIP Camilla, which is part of the Turkish multidisciplinary manufactory UCAR Group (produces disposable diapers under the Senso brand based on the BelEms plant in Belarus). In return, the supplier must invest at least 300 million rubles in localizing medical devices in Moscow. GOVERNMENT OF THE RUSSIAN FEDERATION ORDER
