Ban on employees using iPhones

In June 2023, it became known about the ban on the use of iPhones by employees of the Government of the Russian Federation. Information about this appeared 3 weeks after the FSB of the Russian Federation announced the disclosure of the operation of the American special services using Apple technology. According to the ministry, several thousand telephones of this brand were infected.

According to Kommersant, Telegram channels disseminated data that from June 26, 2023, government officials will sign a document banning the use of iPhones in the performance of official duties. The press service of the Cabinet of Ministers in response to these publications reported the following:

Government employees banned from using iPhone

A spokesman for the Russian president, Dmitry Peskov, said in early June 2023 that the use of Apple phones in public service was "unacceptable and prohibited."

File:Aquote1.png
Of course, everyone understands that all these gadgets are absolutely transparent. There is no need to be deceived by anything here, "Peskov said, adding that many employees of the Russian presidential administration are gradually abandoning the use of Apple devices.
File:Aquote2.png

Peskov was also asked whether the Kremlin considered it necessary to ban Russian officials from using the iPhone even for personal purposes.

File:Aquote1.png
We do not even have the authority to make such recommendations. This, probably, should be guided primarily by the qualified, reasoned opinion of special services, "the Kremlin spokesman replied.

He also added that civil servants and those with access to state secrets "generally live under certain restrictions."[1]

Launch of the mechanism for automatic negotiation of regulatory legal acts

The message posted on the official website of the Cabinet of Ministers on March 22, 2023, notes that by the end of 2022, the Government of the Russian Federation reduced the number of violations of the deadlines for the adoption of acts by almost 3 times. In 2023, work on eliminating debt and reducing the time for the preparation and adoption of regulations will continue. The next step in this direction will be the use of the "autonegotiation" mechanism. From April 1, 2023, the government apparatus will introduce it into the procedure for preparing and passing by-laws as an experiment.

The "auto-negotiation" mechanism assumes that if the ministry or department violates the terms of consideration, the draft act is automatically considered agreed and sent to the government apparatus.

House of the Government of the Russian Federation in Moscow

The experiment will affect draft government regulations that the authorities are preparing in pursuance of federal laws. The use of this mechanism is not provided for acts in the field of international cooperation, transport and energy security, and the country's defense capability.

Following the results of six months of the experiment, the Government of the Russian Federation will decide on the application of the automatic approval procedure on an ongoing basis.

According to the press service of the Cabinet of Ministers, the automatic approval procedure is aimed at increasing the performing discipline of federal executive bodies and reducing the timing of interdepartmental coordination by eliminating bureaucratic red tape.

In the past [222] year, thanks to digitalization and the risk system, the government has significantly strengthened the indicators for the preparation and adoption of regulations. In the current economic situation, we managed to synchronize the entry into force of new laws and by-laws to quickly respond to the requests of citizens and businesses. This year we continue to work to reduce the time for preparing regulations, this task is facing all departments, - said Deputy Prime Minister Dmitry Grigorenko.[2]

Reduction in the number of state apparatus in Russia by 10% after the reform

The number of state apparatus in Russia by the end of March 2021 decreased by 10% after the reform. This was announced by Deputy Prime Minister Dmitry Grigorenko.

File:Aquote1.png
At the moment, 66 structural divisions and 33 full-time units of deputy heads of federal departments have been reduced. The staffing of departments has also been reduced: in central offices - by 213 units, and in territorial bodies - by 31,642 units, "he told Izvestia, adding that we are talking about one of the largest reductions in recent years.
File:Aquote2.png

According to him, the optimization of the number is carried out at the expense of unused vacancies with the preservation of the payroll. The risks of dismissal or a decrease in the level of remuneration of employees who professionally perform their duties are minimized, the Deputy Prime Minister noted.

Dmitry Grigorenko: the number of state apparatus in Russia decreased by 10% after the reform

He stressed that the essence of the reform is not in adjusting quantitative indicators, but in changing the structure of the state apparatus.

File:Aquote1.png
We will make it more compact. This, in turn, will eliminate duplication of functions, exclude unnecessary bureaucracy and allow the state apparatus to work more efficiently... The main and most difficult thing is to reformat the state apparatus into a modern, result-oriented team of professional employees, - said Grigorenko.
File:Aquote2.png

Before the start of the reform, the government came to the conclusion that the staffing of government agencies does not correspond to their functions, and the number of leaders in many departments is overestimated. The excessive chain of bosses reduced efficiency and increased administrative costs, said the Deputy Prime Minister.

In addition, according to Grigorenko, in many departments the number of supporting units was overestimated, 20% of positions in central offices were also inefficiently used, and up to 12% in territorial bodies.[5]

Mishustin approved the parameters of government reform

Prime Minister Mikhail Mishustin approved the parameters of government reform. As the press service of the Cabinet of Ministers reported on December 28, 2020, the reform of the state apparatus will affect 45 ministries and departments, whose activities are supervised by the Government of the Russian Federation.

As a result of optimization, there will be fewer departments that perform supporting functions. 74 such structural divisions are subject to reduction. In addition, during the reform of the state apparatus, it is planned to reduce 37 deputy heads of federal bodies. At the same time, the released funds will remain in the wage funds.

Mikhail Mishustin approved the parameters of government reform

The press service of the Cabinet noted that the government decree enshrines uniform requirements for the structure of ministries and departments. According to the new requirements, the number of divisions in ministries should be at least 40 full-time units, services and agencies - at least 25, departments in departments or departments - at least five, independent departments - at least 10. Support units should make up no more than 30% of the total number of employees.

Also, Mishoustin approved the permissible parameters of deviation from the established staff. So, under certain circumstances, the number of structural divisions of ministries can be 35 full-time units per department and 5 units per independent department, for services and agencies - 20 units per management and 5 units per independent department.

File:Aquote1.png
The structure in which the deputy head of the federal executive body oversees the structural unit, where only ten people work, cannot work effectively. It is important to ensure an optimal balance between the number of leaders and subordinates, - the message explains Deputy Prime Minister Dmitry Grigorenko.
File:Aquote2.png

According to him, during the reform, structures will be excluded that increase administrative costs, reduce the efficiency and quality of decisions and blur responsibility.[6]

Redistribution of state-owned companies between deputy prime ministers

In December 2020, Russian Prime Minister Mikhail Mishustin approved the redistribution of coordination of the work of joint-stock companies with state participation between his deputies.

  • Iouri Borisov - Promsvyazbank, United Shipbuilding Corporation, GLONASS, Oboronpromkompleks, Center for Shipbuilding and Ship Repair Technology, Almaz-Antey Concern, Tactical Missile Weapons Corporation, Transinzhstroy.

Mishustin announced the reduction of 10% of officials in ministries

On November 16, 2020, Russian Prime Minister Mikhail Mishustin announced the upcoming state cuts in ministries and departments. From January 1, 2021, the states of the central offices of federal bodies should be reduced by 5%, territorial bodies - by 10%.

At the same time, the wage fund for civil servants will not be reduced. As Mishustin noted, the reductions will be made, among other things, due to unfilled vacancies. By mid-November 2020, almost 20% of posts remain vacant in ministries and departments, the prime minister said.

File:Aquote1.png
The timing of the administrative reform has been repeatedly postponed for various reasons, including the situation with the coronavirus. It is no longer possible to postpone reform. It is important to quickly and efficiently configure the system of public administration, as instructed by the president, - said the head of government at a meeting with deputy prime ministers.
File:Aquote2.png

He stressed that we need not "a huge, but a rationally formed staff of competent specialists," where the areas of responsibility will be clearly divided.

According to Mishustin, due to the optimization of the state, the efficiency of the executive branch will be increased. For the same purpose, the possibility of contacting government agencies through the Public services portal will be expanded. Each user will be able to send an appeal from his personal account on the portal to the Ministry of Health, the Ministry of Education, the Compulsory Health Insurance Fund, as well as to any of the state authorities of the regions or local self-government.

The main goal of the reform is called the normalization of wages. According to Kommersant, the reform will save about 14 billion rubles in indexation funds for the government wage fund in 2021 - without optimization, it would have grown by 43 billion rubles, and thanks to the reform - by 29 billion [7][8]
