"ВЭБ.РФ" sold 48% in "National Project" to the main contractor of Russian Railways

On September 12, 2023, it became known about the sale of National Project (NPS) to the 1520 group of companies (the main contractor of Russian Railways) Alexei Krapivin, who personally also owns a 4% stake in NPS. Nikolai Tsekhomsky, first deputy chairman of the state corporation "ВЭБ.РФ," who acted as a seller of assets, spoke about this transaction.

The deal is planned to be closed by the end of 2023, the FAS has already approved its implementation Under the terms of the agreement, Krapivin will become the owner of 52% of the shares of the NPS, another 48% will continue to control the structures of Arkady Rotenberg. The representative of the latter confirmed to RBC the conclusion of the transaction, but neither party discloses its amount.

For "ВЭБ.РФ" this is a break-even, profitable way out, - explained Tsekhomsky.

Upon the creation of National Project, the company's future assets were estimated at 100 billion rubles. It was assumed that of this amount, VEB will provide up to 50 billion rubles in money, and Rotenberg's structures with assets, also in the amount of at least 50 billion rubles.

Earlier, ВЭБ.РФ and Rotenberg agreed to create a joint venture in the field of infrastructure construction in 2019. National Project included the assets of the Mostotrest group of companies (the largest bridge builder in Russia and one of the largest builders of transport infrastructure, controlled by Arkady Rotenberg) and Fuel and Energy Complex Mosenergo, as well as 1520.

RBC reported on the plans of the 1520 group to increase its share in National Project after Krapivin was appointed general director of Roads and Bridges in December 2022. The head of VEB Igor Shuvalov on June 16, 2023 announced the possible sale of a stake in the NPS. According to him, "ВЭБ.РФ" must fulfill the "development function," and "private business, maybe private business, together with Russian Railways, will be the main shareholders of such a company."^[1]

Purchase of Orbital business center near Moscow City

The Orbital office complex with an area of ​ ​ 27.2 thousand square meters, which is being built not far from the Moscow City business center on 3rd Main Street, is being bought by the structure of the National Projectstroy group, created by billionaire Arkady Rotenberg and the bank ВЭБ.РФ.
