2021: Rosleskhoz conducts digital transformation for 6.7 billion rubles

In early December 2021, it became known about the digital transformation program of the Federal Forestry Agency (Rosleskhoz). Its costs will amount to 6.7 billion rubles over three years.

As Kommersant writes with reference to the corresponding document, one of the directions of the digital transformation program will be the connection of artificial intelligence (AI) to the Rosleshoz automated system for 120 million rubles. This amount will include costs of 55 million rubles for the use of neural networks for predicting fires, as well as 65 million rubles included in the project for remote sensing of potential fire zones. The technology will analyze satellite images for fire recognition and historical data by region, taking into account weather conditions.

According to Dmitry Parshin, director of the Artezio development center, the introduction of AI allows you to automate the routine processes in which people are involved. The technology will analyze satellite images for fire recognition and historical data by region, taking into account weather conditions. Most likely, AI's work in the field of fire prediction will be built on tracking certain markers. If they are present, the system will invite a person to make a decision, he said.

The reason for strengthening supervision of the state of forests using new technologies was the catastrophic situation in the summer of 2021, when a record area of forest land burned down in the country, and smog from their burning reached the North Pole, which caused indignation of the world community and accusations against Russia of a barbaric attitude towards the conservation of the planet. Foreign environmentalists drew attention to the need to introduce methods of protection against the influence of the carbon footprint that provokes global warming.[1]

2022: TAdviser interview with Deputy Head Vyacheslav Spirenkov

How, according to the Russian proverb "see the forest behind the trees"? Make all processes of interaction between forest departments and forest users transparent. Vyacheslav Spirenkov, deputy head of Rosleskhoz, told TAdviser about how the digital transformation of the forest industry is being carried out today in December 2022. Read more here.

2010

On August 27, Dmitry Medvedev announced that he had signed (changes to the Forest Code were made on July 22, 2010) a decree transferring Rosleskhoz to direct subordination to the government. Over the past two years, this is the second federal agency over which the Ministry of Agriculture has lost power. In 2008, the Federal Agency for Fishery came out of its subordination and in the same year adopted a record three dozen regulatory acts. It is hoped that the forest department, freed from the Ministry of Health and Welfare, will improve the Forest Code in order to pre-empt the recurrence of the 2010 emergency.

The new body, according to Medvedev, "will be transferred the functions of developing state policy and regulatory framework in the field of forest relations and control and supervision in the field of forest relations, with the exception of forests that are located in specially protected natural areas." The President ordered special attention to the mechanism for managing the forest fund and the number of employees.
