Implementation of parametric model of base station management

PJSC, a MTS digital ecosystem, has introduced Russia a parametric model of base station management in most regions - thanks to more careful adjustment of the interaction of subscriber devices with networks of different generations, MTS has expanded the network coverage by an average of 5.5% throughout LTE , to the country including in cities and remote sparsely populated areas. The successful completion of the project by the end of August 2024 will allow the company to accelerate the abandonment of outdated 3G technology (UMTS) and reduce the use of 2G networks. MTS announced this on August 19, 2024.

Specialists of MTS technical unit, based on analysis of big data on network load, carried out complex work on fine-tuning of numerous parameters of the radio system using the new iRAT strategy (inter-Radio Access Technology), which improved software methods for managing base stations during the interaction of subscriber devices between LTE, UMTS and GSM networks, as well as between bands within the LTE network.

After optimizing the operation of the radio network, LTE coverage of populated areas on a country-wide basis increased by an average of 5.5%. In addition, LTE signal penetration improved in dense urban buildings - in basements, entrances, elevator halls and on the first floors of buildings, and in vast open spaces - in forest park zones and remote small settlements - the coverage radius of base stations increased.

When mobile communication networks have already been built, and the requirements for quality and coverage among subscribers are constantly growing, operators are faced with the task of maximizing the potential of existing equipment and software. The experience and deep expertise of our engineers made it possible, based on statistics, to fine-tune more than a thousand parameters of base stations and apply new parametric know-how for the most efficient operation of the radio access network on a federal scale. As a result, in the regions where the new iRAT strategy has been introduced, we record a 5.5% increase in coverage, an increase in the share of LTE traffic in large cities to 98-99%, while reducing the load in 3G networks by an average of 25-30%. Such results will allow us in the near future to painlessly disconnect 3G networks and minimize the capacity of 2G networks, - said Alexey Maslyankin.

Features and Benefits of the New Parametric Model

  • revising subscriber transition thresholds between 4G/3G/2G networks to maximize subscriber retention in the LTE layer and accelerate subscriber return to LTE from 2G/3G networks;
  • optimizing the traffic balancing model between LTE bands to improve data rate and connection reliability;
  • reconfiguring the algorithms of the SON (Self Optimizing Network) system for a new model for automatic optimization of network topology and maximizing LTE coverage;
  • unification of the parametric model for equipment of various vendors and optimization of radio access network management in all regions of the Russian Federation after audit and verification of more than 1000 parameters.

Disabling the outdated UMTS standard or transferring frequencies allocated earlier for previous generations of communication to the current LTE standard (reframing) gives an increase in mobile Internet speed from 10% to 30%. MTS has transferred the 2G 1800 MHz band to LTE in almost all regions of the Russian Federation, and by the end of 2024 it will refarm most UMTS 2100 MHz locations in 60 regions of the country.

At the end of 2023, MTS completed the transfer of all UMTS 2100 MHz base stations to the LTE standard within the Central Ring Road (TsKAD) of the Moscow Region.

In 2024, MTS began a phased shutdown of third-generation networks in the Russian Federation and the transfer of released frequencies to LTE. In June, the company completely stopped using UMTS networks in Uglich, Yaroslavl Region, and from October 2024 plans to gradually abandon this technology in St. Petersburg and the Leningrad Region during 2025.

Completion of the network on the highway M-12

PJSC, a MTS digital ecosystem, has fully completed the construction and adjustment of its own telecom infrastructure on the M-12 federal highway Moscow , Kazan ensuring uninterrupted mobile coverage of the 810-kilometer expressway. The operator announced this on July 22, 2024.

MTS began an active phase of construction of base stations along the route in September 2023, before the official opening of automobile traffic on the M-12 in December 2023. Within nine months, the company gradually launched communication infrastructure on certain sections of the road passing through five regions: Russia,, Moscow, Vladimirskaya Nizhny Novgorod region republics and. Galaktionova added that earlier, when organizing communications on the routes of the M-11, Central Ring Road and M-4, we gained valuable experience in interacting with all construction participants, primarily when solving issues such as installing towers and connecting to power grids. Thanks to this, we managed to significantly speed up the timing of the creation of telecom infrastructure on the M-12. I am sure that in the future we will be able to work even more productively when extending the M-12 route and when building roads in important directions in the regions of the North, Siberia and the Far East.

As of July 2024, MTS, together with the state and other telecom operators, is working on plans to deploy a mobile communication network on new sections of the route M-12 Durtyuli - Achit and further to Yekaterinburg.

Launch of LTE on the Smolensk-Pechersk highway

MTS On February 2, 2024, the digital ecosystem announced the development of a mobile network communications along Kutuzov Street at the exit from Smolensk towards Pechersk. 3G network disconnection in the 2100 MHz band inside the Central Ring Road

By the end of 2023, MTS PJSC completed the transfer (refarming) of all 3G base stations in the 2100 MHz band (UMTS 2100) to the LTE standard within the Central Ring Road (TsKAD) of the Moscow Region. The provider announced this on January 18, 2024. Thanks to the implementation of this project, the speed of mobile Internet and network capacity in the vast territories of Moscow and the region increased by an average of 30%. In the rest of the region, the company will completely shut down the UMTS 2100 network from 2025.

In 2023, MTS accelerated work on the UMTS 2100 refarming in the Moscow region, which began in 2020. In the capital, including New Moscow, as well as in the region within the Central Ring Road, the share of LTE 2100 base stations fully transferred from UMTS amounted to 99% at the end of 2023, compared with 78% a year earlier. In total, more than 930 sites were transferred to the LTE 2100 standard in the capital region last year, and the share of 4G base stations that previously operated in 3G increased by the end of 2023 to 84% from 75%.

During 2023, MTS transferred to the LTE standard almost all UMTS 2100 base stations in southeastern Moscow, in Zelenograd, Elektrostal, Pavlovsky Posad, Kolomna, Domodedovo, Stupino, Noginsk, Istra and most sections of the Central Ring Road. The completion of refarming at a number of sites provided carpet coverage for LTE 2100 in Moscow and all populated areas of the region within the Central Ring Road.

Among the subscriber base of MTS, the penetration of 4G devices in the Moscow region at the end of 2023 reached 76%, and the share of 3G devices without LTE support was less than 2%.

UMTS 2100 refarming gives a number of advantages: in addition to increasing the data transfer rate and network capacity, coverage on the ground and signal penetration inside buildings are improved - the LTE base station at 2100 MHz has a longer range than in LTE 2600 MHz. The increase in LTE coverage also expands subscribers' access to high-quality VoLTE voice technology.

Since 2018, MTS has deployed LTE 2100 networks in 49 regions of Russia, and in 2024 plans to begin work on refarming UMTS 2100 in at least 11 more regions.

Modernization of the network on the territory of the historical complex "Ostrov-grad Sviyazhsk"

MTS, a digital ecosystem, launched high-speed mobile Internet on the territory of the historical complex "Ostrov-Grad Sviyazhsk" in the village of the same name in the Zelenodolsky district. The operator installed LTE equipment, and also optimized the operation of the existing network in nearby settlements, which made it possible to increase the speed of mobile Internet for residents and tourists by 30 percent. Museum-reserve "Ostrov-grad Sviyazhsk" - a historical, architectural, artistic and natural monument of the XVI-XX centuries. MTS also installed additional telecom equipment in the vicinity of Sviyazhsk. Modernization of the network on Bagration Avenue

The MTS ecosystem has improved the quality of communication on Bagration Avenue, the recently opened northern backup of Kutuzovsky Avenue. The average speed of mobile Internet on the new highway is about 40 Mbps, the peak speed is over 140 Mbps, which will allow all road users to comfortably and smoothly use the necessary Internet services. To provide high-quality high-speed mobile Internet on this metropolitan highway, which by the decision of Muscovites was called "Bagration Avenue," MTS expanded and modernized the mobile communication network by reframing frequencies in the 2100 MHz range. Modernization of the network on the route of the fourth line of the Moscow central diameter

On September 11, 2023, the MTS ecosystem announced an increase in the quality of communication on the route of the fourth line of the Moscow central diameter (MCD-4). The average speed of mobile Internet on the new route was 30 Mbps, the peak exceeded 130 Mbps.

To launch traffic along the Kaluga-Nizhny Novgorod diameter, which stretches 86 kilometers from Aprelevka in the west to Zheleznodorozhny in the east of the Moscow region, MTS modernized the mobile network and launched additional base stations. The upgraded MTS mobile communication network serves traffic along the highway itself, transfer stations, as well as settlements adjacent to the diameter.

Over the past year and a half, MTS has built more than 150 LTE base stations along the created highway and transferred part of the equipment from 3G to 4G. This made it possible to increase the network capacity by 21% and provide an average mobile Internet speed along the route of 30 Mbps, which is enough to use the necessary Internet services.

Completion of UMTS 2100 MHz refarming in the metropolitan area and increase of 4G base station share to 75%

In the capital itself, including New Moscow, the share of LTE base stations transferred from UMTS 2100 was 92% by the end of June, compared with 78% at the beginning of 2023.

In the first half of 2023, MTS transferred to the 4G standard almost all UMTS 2100 base stations in southeastern Moscow, in Zelenograd, Elektrostal, Pavlovsky Posad, Kolomna, Stupino and in certain sections of the Central Ring Road, and the completion of refarming at additional sites provided LTE 2100 carpeting in the center of Moscow within the Third Transport Ring (TransTeleCom) and in the east of the capital. Due to the modernization of individual locations, the existing LTE 2100 coverage on sections of chord highways in Moscow has been expanded.

We set ourselves an ambitious goal to complete by the end of 2023 the main work on the modernization of our infrastructure in order to cover the entire populated area of ​ ​ the Moscow agglomeration in residential, recreational, business and industrial zones with high-speed 4G mobile Internet, as well as to provide seamless coverage and uninterrupted communication on all highways and hubs. Moscow has the highest penetration of 4G mobile gadgets in the country - at 72% - with the lowest share of 3G devices without LTE support, which today is about 2% of the MTS subscriber base. In the Moscow region, MTS transfers almost the entire 15 MHz band allocated for UMTS 2100 to LTE 2100, and puts 3G devices into the UMTS 900 MHz band.

UMTS 2100 refarming gives a number of qualities: in addition to increasing the transmission speed data and network capacity, coverage on the ground and signal penetration into buildings are improved - the LTE base station at 2100 MHz has a longer range than in LTE 2600 MHz. The increase in LTE coverage also expands subscribers' access technologies to high-quality voices VoLTE transmission.

Since 2018, MTS has deployed LTE 2100 networks in 35 regions of Russia, and by the end of 2023 plans to carry out the main work on UMTS 2100 reframing in at least 15 more regions. Upon completion of the refarming in Moscow and the region, MTS plans to disconnect UMTS 2100 networks in other regions of Russia after 2025, as subscribers abandon 3G mobile devices.

Refarming most 3G BSs with almost full LTE 2100 coverage:

  • Southeast of Moscow: Kuzminki, Pechatniki, Lyublino, Maryino, Brateevo districts, along Volgogradsky pr-kt, st. Lyublinskaya, Besedinskoye district.
  • Zelenograd. Plots of Leningradsky sh. and the October railway from Khimki to Zelenograd.
  • Elektrostal, Pavlovsky Posad, Dzerzhinsky, Kolomna, Stupino.
  • On the main length of the launch complexes of the Central Ring Road No. 3 and No. 4 between the Yaroslavl and Novoryazansky sh.
  • Launch complex No. 5 of the Central Ring Road in the area of ​ ​ Zvenigorod.

Refarming the remaining 3G BSs with almost full LTE 2100 coverage:

  • North of Moscow: section of the Leningradsky sh. between the Moscow Ring Road and the SZH; section of Dmitrovsky sh. between MKAD and SVH; SVH section from Dmitrovsky sh. to Shchelkovsky sh.
  • West and south of Moscow: along the main length of the Southern Rokada (JR) at the intersection with the main radial highways - from ul. Krylatskaya and to Kashirsky sh.

Modernization of the network in Togliatti

On June 2, 2023, MTS announced that it had strengthened the 4G network in Togliatti - in the Avtozavodsky and Central districts, as well as in summer cottages and popular recreation areas in the Stavropol region, where residents of the region spend summer days.

MTS installed additional telecom equipment in densely populated areas of Togliatti, after which the quality there increased voice communications and the speed increased by almost a third. In mobile internet particular, in the Avtozavodsky district - along the streets of Guy and Avtostroiteley, where residential areas are concentrated, on Primorsky Boulevard - in the area of ​ ​ the Torpedo stadium and the complex traderestaurant. In the Central District, improvements were noticed on Samara Street, near Gorodnaya Street, in hospitals residential areas along Mira Street, as well as on Victory Street - in the area of ​ ​ Arts Square.

Modernization of the network in the village of Lysye Gory

MTS, digital ecosystem, May 29, 2023 announced the replacement of telecom equipment in the village of Lysye Gory. After the work, the speed of mobile Internet increased by a third in the northern part of the village, where residential areas are concentrated, educational and medical institutions are located.

Bald Mountains is also a significant point on tourist routes in the Saratov region. The mountain of the same name on the outskirts of the village is recognized as a natural monument. In the summer, kayaking tours take place along the Medveditsa River, which flows through the Bald Mountains. In the village itself, dating back to the 18th century, several interesting attractions have survived: an abandoned temple, one of the oldest in the region, a mill, a water tower, a railway bridge across the Medveditsa in 1895 and Soviet mosaics.
