According to the Russian government, subsidies will help the regions improve infrastructure and create more comfortable conditions for tourists, which, in turn, should contribute to the development of domestic and inbound tourism in Russia. In 2024, the Republic of Adygea will receive 521 million rubles, the Karachay-Cherkess Republic - 2.59 billion rubles, the Chechen Republic - 390 million rubles, the Khabarovsk Territory - 74 million rubles, the Kaliningrad region - 48.5 million rubles, the Orenburg region - 532 million rubles, the Tver region - 311 million rubles.
These measures are aimed at creating modern engineering and transport infrastructure, which will become the basis for the development of tourist clusters. The funding will ensure the completion of previously launched projects and accelerate the development of tourism in the respective regions.[3]
In Russia, the concept of the development of automotive tourism until 2035 has been approved. Zones with gas stations, motels and shops will be built
Prime Minister Mikhail Mishustin signed a decree approving the concept for the development of automotive tourism in Russia until 2035. As part of this document, published in early May 2024, zones with gas stations, motels and shops will be built.
The concept is planned to be implemented in two stages. At the first of them - in 2024-2025. - a program for the development of automotive tourism will be created with an action plan. Among such events are the preparation of proposals for new measures of state support and conditions for the development of auto tourism and related infrastructure, the definition of road tourist routes and their synchronization with plans for the development of roads, the development of mechanisms for creating infrastructure for the development of auto tourism, including multifunctional zones of road service, which can combine gas station, supermarket, restaurant, car wash, hotel and other facilities on one site.

Putin instructed to increase the contribution of domestic tourism to Russia's GDP to 5%
On March 28, 2024, Russian President Vladimir Putin, at a meeting on the creation of federal year-round seaside resorts, set the task of doubling the share in tourism in the Russian economy.
I draw your attention to the most important task of the current decade. The contribution of domestic tourism to the country's GDP should double: up to 5%... It is important here that almost all of our national projects will work to raise tourism to one degree or another, "Putin said. |
According to him, it is necessary to expand the infrastructure of active tourism throughout Russia. This industry makes a significant contribution to the promotion of the values of a healthy lifestyle of citizens, the Russian leader noted.
He drew special attention to the need to hold weekend hikes for schoolchildren, college students, technical schools and universities, as well as for families with children.
Domestic companies should continue to remain key partners of the state in the development of the tourism industry. All support measures that have already shown their effectiveness during the implementation of the current national project should be extended, "Vladimir Putin stressed. |
He added that more than 403 billion ruble budget funds will be spent on the implementation of the national tourism project for 2025-2030. Putin stressed that the project should be launched in early 2025.
The President noted that the tourism industry opens up development prospects for all regions of the Russian Federation, including those related to the creation of new jobs. Also, the development of the tourism industry is important for expanding entrepreneurial and creative initiative, the head of state said. Simultaneously with the development of resort areas, their transport accessibility should increase, the accompanying infrastructure, including communal and engineering, should develop, he added.[4]
Chernyshenko: 100 billion rubles allocated for the implementation of the national project "Tourism and Hospitality Industry" in 2023-2024.
The volume of financing of the tourism industry in 2023-2024. will amount to about 100 billion rubles. Deputy Prime Minister Dmitry Chernyshenko announced this in early February 2024 during a meeting of the government commission for the development of tourism in the Russian Federation as part of an exhibition-forum in Moscow.
According to the Deputy Prime Minister of the Russian Federation, the number of tourist trips in Russia should grow to 140 million by 2030 from 78 million in 2023.
Within the framework of the national project "Tourism and Hospitality Industry," modular hotels are being built, a room fund is being built under concessional lending programs. As part of this national project, the tourism industry received unprecedented funding and conditions for development, Chernyshenko said in early February 2024.
If in 2018 - 3.7 billion rubles were allocated from the federal budget for tourism, then in 2022 - 67.7 billion rubles. This is an 18-fold increase, - said the Deputy Prime Minister, whose words are quoted by the press service of the Ministry of Economic Development. |
Minister of Economic Development Maxim Reshetnikov at the same meeting of the government commission for the development of tourism in the Russian Federation in early February 2024 stressed that with an increase in the number of tourist trips, business revenues are also growing. For example, hotels and hotels for 2023 increased revenues by more than 20%. Building up the number of rooms is one of the priority areas today, on which, among other things, support measures are concentrated. One of the key programs is the concessional lending program.
According to Reshetnikov, at the end of 2023, the third stage of the program of concessional lending to large hotels was launched. The government also expanded support for the creation of year-round amusement parks, water parks, ski resorts. By the beginning of February 2024, the Ministry of Economics received more than 100 projects with a loan portfolio of 318 billion rubles, the head of the department said.[5]

Deliveries of tents from abroad to Russia for the year increased by 15% and reached 1.98 million units
At the end of 2023, the import of tents to Russia reached 1.98 million units. This is about 15% more than in the previous year, when 1.72 million such products were imported into the Russian Federation. The market share of domestic tents is insignificant, as stated in the BusinesStat review published in mid-September 2024.
According to estimates, 911.7 thousand tents were imported to Russia in 2019. In 2020, a drop of 8.3% was recorded - to 835.8 thousand units. In 2021, there was a sharp increase: the volume of imports of products jumped by 66.3%, reaching 1.39 million units. Shipments increased suppliers from China (+ 264.9 thousand units), Belarus (+ 126.9 thousand units), Vietnam (+ 103.4 thousand units) Bangladesh and (+ 36.7 thousand units). In 2022, the increase was another 23.8%.
The study says that in Russia there is an increased demand for goods for a healthy lifestyle and outdoor activities. Meanwhile, the domestic tent market relies heavily on imports. Despite the fact that the country has its own producers, their capacity is not enough to close the needs of buyers. This leads to the dominance of imported goods.
Among the significant players in the Russian tent market are named Bask LLC, Tarpika PC LLC, Bely Gorodok LLC, Quadrogroup LLC and Mitek Company LLC. Relatively cheap Chinese tents, as well as tents manufactured in other countries, but imported through Vietnam and Belarus, are imported to the Russian market to a greater extent, so the severance of relations with Western countries and suppliers is not critical for the industry. In 2022-2023, a decrease in the availability of outbound tourism and an increase in prices for vouchers to sanatoriums and accommodation in hotels in resort regions of Russia further increased the demand for tents.[6]

The Russian market for excursion services for the year increased by 24.3% to 229.96 billion
At the end of 2023, the volume of the Russian excursion services market reached 229.96 billion rubles. This is 24.3% more compared to 2022, when expenses in this area were estimated at 184.97 billion rubles. The industry is at the stage of active development, and interest in excursions among citizens remains high, as stated in the review of the analytical agency "GuideMarket," published on August 31, 2024.
It is noted that the tourist market as a whole was significantly influenced by the COVID-19 pandemic, as well as the formed geopolitical situation, which provoked the closure of borders. As a result, many Russians have revised their priorities in favor of domestic tourism. Another market driver is the holding of international events that stimulate interest in Russia among foreign travelers.
According to estimates, in 2019 the volume of the Russian excursion services market amounted to 152.85 billion rubles. In 2020, a sharp decline followed: due to the pandemic and related restrictions on movement, costs decreased by 48.9% - to 78.1 billion rubles. However, already in 2021, the increase was 63% compared to the previous year with a final result of 127.29 billion rubles. In 2022, an increase of another 45.3% was noted. Such dynamics indicate the stabilization of the situation on the market and the preservation of citizens' interest in excursion services.
From 2019 to 2023, inclusive, the cost of excursion services in the Russian Federation increased by 50.5%. In the general structure of the industry, the absolute leader is the Central Federal District. The key factors that stimulate the development of the market are: state support for the tourism sector through various programs and national projects; changes in the legislation governing the activities of guides and guides; development of online tools and changing consumer habits; high pace of technological innovation.[7]
Industrial tourism is growing in Russia
Industrial tourism in Russia is showing a steady increase in popularity. According to Olga Zakharova, director of the Urban Economy division of the Agency for Strategic Initiatives (ASI), in 2023 the number of tourists visiting Russian enterprises exceeded 1 million people. This became known in July 2024.
According to Vedomosti, the dynamic development of industrial tourism has been observed since 2022. This was facilitated by Western sanctions and the depreciation of the ruble, which is why many Russians began to look for new impressions within the country. Travel companies, in turn, began to develop promising domestic destinations.
Among the popular objects of industrial tourism are the Arkhangelsk Algae Plant, which produces alginate cosmetics and food products from Arctic laminaria, as well as the Khokhlomskaya Painting factory in the Nizhny Novgorod Region. Excursions to wineries and cheese factories are in particular demand. The Abrau-Durso plant near Novorossiysk annually receives more than 500 thousand visitors.
Industrial tourism attracts not only fans of unusual experiences, but also those who want to decide on their profession. Enterprises, in turn, use excursions to attract potential employees. Some companies organize light shows, performances and even fashion shows at production sites.
According to the head of the PromTurism.Workshop project, Sergei Ryzhov, the cost of industrial excursions in 2023 ranged from 500 to 2000 rubles. For schoolchildren and students, admission to many enterprises is free.
The leaders in the number of industrial tourists are, Perm Territory,, Amur Kemerovo Nizhny Novgorod,, Sverdlovsk Chelyabinsk regions, and. Moscow Among St. Petersburg individual enterprises stand out "," "" and Metalloinvest"." Norilsk NickelSibur[8]
Foreign tourists in 2023 brought $3.5 billion to Russia
In 2023, foreign tourists brought approximately $3.5 billion to Russia, and the tourist flow increased by a million people compared to 2022. Such indicators were released at the end of June 2024.
According to the estimates of the Association of Tour Operators of Russia (ATOR), in 2023 15.5 million foreigners entered Russia for various purposes (tourism, business, private and work trips, study, treatment, etc.). This is 2.4 million more than in 2022. Moreover, over half of this amount was provided by four neighboring countries: Kazakhstan (3.2 million), Uzbekistan (3.1 million), Tajikistan (2.2 million) and Kyrgyzstan (1.1 million).
InWe have an increase in tourist trips of foreigners in 2023 amounted to more than a million people. They brought in approximately $3.5 billion. We want much more, "said Deputy Prime Minister Dmitry Chernyshenko. |
According to him, it was for tourist purposes that 3.8 million foreign citizens arrived in Russia in 2023. In 2024, an increase in the entry tourist flow is expected by 30% - up to 5 million people.
The ATOR study notes that in the fourth quarter of 2023, a surge in tourist trips was recorded in Russia. Traditionally, the period from October to December is a low season for tourism in Russia. But in 2023, the situation turned out to be atypical: since August, an electronic visa has been earned and, as a result, in the fall the number of foreign tourists in the Russian Federation was at the level of the summer season. The interest of foreign citizens, in particular, the Chinese in traveling in Russia in winter is primarily associated with Murmansk and Karelia. According to the consular department of the Russian Foreign Ministry, 170 thousand unified electronic visas were issued in the five months of 2023. However, it is noted that when issuing such a document, it is not necessary to indicate the purpose of the trip, and therefore not all foreigners arriving in Russia pursue tourist goals - these can be business or personal trips.[9]
Vacationing Russians spent 1.8 trillion rubles in the Russian Federation
In mid-June 2024, it became known that in 2023 domestic tourism in Russia reached record levels, and the Russians spent 1.8 trillion rubles on holidays inside the country. This significant increase in spending confirms the increase in interest in domestic tourist destinations.
According to a study by SberAnalytics, the internal tourist flow in Russia in 2023 amounted to 152 million people - this is the maximum value over the past five years. Since 2019, the number of domestic tourists has increased by 32%, and expenses have increased 1.8 times.
We see that every year rest in Russia is gaining popularity. In pandemic 2020, 92 million citizens spent their holidays in the country, 115 million in 2021 and 2022, and 153 million in 2023, this is an absolute record for all five years of observation. |
The study notes that the main destinations for recreation remain Moscow, Moscow Region, Krasnodar Territory, St. Petersburg, Leningrad Region and the Republic of Tatarstan. Especially noted are the regions of the North Caucasus, where the tourist flow is 87% higher than the national average. Analysts stressed that it is these regions that most young people are sent. A significant part of the expenses of tourists in Russia falls on catering, entertainment and hotels, which spend about a third of all costs. This increase in costs indicates an increase in the readiness of Russians to invest in high-quality vacations.
The analysis also showed that the total spending on holidays in Russia in 2023 reached 1.8 trillion rubles. This confirms that domestic tourism is becoming more and more attractive to Russians, despite the difficult economic conditions.
The SberAnalytics document downloaded that the average age of a Russian tourist was 44.6 years. Most often, Russians between the ages of 30 and 50 travel (52%). The share of tourists over 60 has increased and in 2023 reached 14%, at the age of 18-30 - 15%, and at the age of 50-60 - 19%.[10]

About 25% of all domestic bookings of hotels and plane tickets, according to the Aviasales service, fell in the direction of Sochi. The average duration of rest there was 11 days.

As the head of the PCT Committee on Adventure Tourism Vadim Mamontov said, the number of trips to this region amounted to 17% of their total number in Russia as a whole. Next come Dagestan and Karelia, Karachay-Cherkessia and the Irkutsk region.
Of course, the number of tourists who prefer active travel to a beach vacation is growing in Russia. Moreover, it is growing in various directions - this is mountain tourism, and hiking, and water, and ripening, and even astroturism, - the expert notes. |
According to data, in Rosstat 2023, the tourism industry of Russia produced goods and services by 4.3 trillion rubles against 2.79 trillion rubles a year earlier. Experts interviewed by Vedomosti attribute this growth to an increase in household incomes, as well as to measures of state support for the tourism industry. So, from July 1, 2023, tour operators involved in the development of domestic tourism are exempt from value added tax (). VAT
According to forecasts of the Association of Tour Operators, by the end of 2024, the flow of tourists in Russia will grow by 10-15%. This confirms the high sales rate for early booking, for the year there were one and a half times more.[11]
Growth of tourist flow to South Korea by 2.5 times
In 2023, approximately 158.8 thousand Russian tourists visited South Korea. This is about 2.5 times (165%) more than the previous year. Such data on April 1, 2024 is provided by the Russian Union of Travel Industry (PCT). Read more here.

According to the SchengenVisaInfo resource, referring to statistics, MFA Russia citizens received the most Russian visas in 2023 - Germany 58,888, which corresponds to approximately 37% of the total. In second place is Latvia with 20,902 visas received, and closes the top three Estonia with 11,340 visas. This is followed Lithuania by 10,063 Italy and 10,031 visas, respectively. The fewest visas issued to citizens in 2023 are 48. Croatia Citizens Ireland received 422 visas, - 330, Luxembourg - 194, - Malta 70. Iceland
InThe study says that due to the COVID-19 pandemic and the formed geopolitical situation, the number of visas issued by Russia to EU citizens has sharply decreased. So, if in 2019 their number was approximately 1.68 million, then in 2020 it collapsed to 226.23 thousand. In 2021, approximately 255.49 thousand visas were issued, in 2022 - 157.86 thousand.

However, in 2022 and 2023, after the start of a special operation in Ukraine and the imposition of sanctions against Russia, the rating of countries receiving Russian visas changed dramatically. The report says that against the background of geopolitical tensions, the main recipients of Russian visas are the Baltic countries.[12]

The number of trips of Chinese tourists to Russia over the year has grown 4 times
The number of Chinese trips Russia in 2023 reached 790 thousand against 130 thousand a year earlier. Especially impressive growth was noted in the field of tourism - from 800 to 199.8 thousand trips (an increase of four times). This follows from the data Federal Security Service (FSB) of the Russian Federation published in February 2024.
Despite this jump, the Chinese took only fifth place in terms of the total number of foreigners entering the Russian Federation. The leaders are citizens of Kazakhstan (3.16 million trips in 2023), Uzbekistan (3.11 million) and Tajikistan (2.15 million), who travel to Russia within the framework of various goals, from work and study to tourism.
In its statistics, the FSB border service includes foreign and Russian citizens crossing the state border for the purposes of the visit: business, workers, tourist, private, educational, permanent residence, as well as trips of personnel and military personnel serving vehicles. According to the methodology, if the same foreign citizen repeatedly entered the country during the reporting period, he is counted as many times as he crossed the state border in one direction. Therefore, it is correct to talk about the number of trips, and not about the number of citizens, RBC clarifies.
According to the Association of Tour Operators of Russia (ATOR), most of the visits indicated as tourist, in fact, do not belong to classical tourism.
It must be understood that people formally received a visa for tourism, but did not go for it - for example, for business or personal affairs, and not for sightseeing or recreation, - explained in ATOR. |

2016: GfK about a portrait of a traveler from Russia
Research company GfK has studied key trends that determine the portrait of the future consumer of travel services in Russia. The main findings of the study were outlined in a December 2016 industry report.
Here are just some figures and facts about travelers in Russia that help travel and transport companies, restaurateurs and hoteliers, city and territory administrations to develop successful development strategies and build successful brands.
Trends
1. One of the main trends that is actively forming today is the shift in consumer focus from "what I have" to "what I did."
The consumer defines himself and characterizes not by what he has - material things, but by what he did - where he was, what impressions he received, what experience he experienced. For a third of Russians, acquiring new impressions is more important than owning things.
2. Vacation is a source of impressions and new experience, so say three quarters of Russians: while on vacation, they try to see new places and try something new.
3. Despite the fact that in Russia, as in other countries, there is an advantage in favor of a relaxing vacation, active recreation with viewing many places, 40% of Russians like it, which is even slightly higher than world significance. Also, a significant proportion of Russians are interested in adventure vacations.
4. Russian tourists stand out for their interest in the world - the desire to know more about different peoples, countries and cultures. This is typical of half of Russians. Around the world, the figure is slightly lower - at the level of 42%.
5. Two-thirds of Russians like not only to study local culture, but also to try local cuisine, which can indicate good prospects for event and gastronomic tourism both in Russia and abroad.
The Impact of Technology
1. Mobile technologies and the Internet at this time are very tightly woven into the experience of travelers, both foreign and Russian. And the consumer himself has become more independent in his choice and travel planning.
2. In Russia, competition for the online consumer of tourist services is still developing. The level of concentration in the online services market is still low, and there is room for new players who can offer the consumer a unique experience.
Online travel services in Russia (by coverage)
- 1. Tutu.ru: 8,3%
- 2. Booking.com: 7,6%
- 3. Aviasales: 6,8%
- 4. TripAdvisor: 5,3%
- 5. Uber: 3,2%
Source: GfK Cross Media Panel Data, Sept. 2016
3. Mobile Internet gives a significant additional coverage of tourist sites (about 23%). The share of Internet users on mobile devices is close to 40%. Now multiscriners spend more than half the time on mobile devices, namely in applications. Therefore, we expect that applications will become an additional point of competition in the field of tourism and travel organization and not only.
4. Due to the fact that the center of power and control over information has shifted in favor of the consumer, it is more important than ever to understand the path to purchase and track the experience at each point of contact with the audience.
5. In a world where people rely on the experiences and recommendations of other consumers online, as well as feedback from professional travelers, native advertising gets a better chance of being perceived by the consumer.
6. Although search engines and contextual advertising still give a confident reach to the audience of tourist services, social networks, video hosting, video chats are already "breathing in their backs." According to the GfK cross-media panel, Vkontakte and Youtube give the greatest coverage to buyers of travel services. In addition, 40% of travelers in Russia use Viber.
Tourist brand of Russia
1. Russia has yet to realize the potential in the field of inbound tourism. In the list of international travel brands in the world, according to a study by Anholt-GfK, Russia is still on the 23rd line out of 50. In 2016, the country slightly improved its position in the perception of international tourists.
2. It will take work to improve the quality of the service - what a modern tourist appreciates, aimed at gaining impressions; accelerated infrastructure development is needed, which will make Russia closer for tourists. There is also a lot of work to promote the tourist brand of Russia abroad.

All foreign destinations in the tourist market in Russia showed a negative result at the end of 2015. There is only one exception - Lithuania, which added almost 24%.
Turkey and Egypt, closed to Russians in November 2015, have so far retained the top two positions in the ranking of the most popular destinations and have not even become leaders in reducing indicators. Turkey lost 19% (in 2014 it was + 6%), Egypt - minus 28% (+ 34% in 2014), the PCT notes.

- Malta (-41.6%),
- Portugal (-40.4%),
- Czech Republic (-36%),
- Italy (-35.6%),
- Sweden (-38%),
- Austria (-37.6%).
Of the 50 destinations, Vietnam has the best result, to which in 2014 the Russians increased travel by 30%, and in 2015 they reduced only by 5%.
In Europe, Montenegro occupies the most stable position, having lost only 7% of Russian tourist flow and maintaining the status of the only visa-free destination on the Mediterranean coast.
2014: Russians spent $50 billion on foreign trips in a year
Russians' spending on trips abroad in 2014 amounted to $50.3 billion, which is 3.2 billion less than in 2013. At the same time, a sharp reduction in expenses fell on the IV quarter of 2014, when the ruble collapsed. In the last quarter of the year, Russians spent $8.5 billion on foreign travel - 3.1 billion less than in the same period in 2013. These data were released by the Central Bank of the Russian Federation.
