The Ministry of Transport of Russia has established 60 zones for drone flights in 9 regions
On August 21, 2024, the order of the Ministry of Transport "On the Establishment of Unmanned Aircraft Flight Zones" (BVS) was published. The document was developed in accordance with the Federal Rules for the Use of Airspace of the Russian Federation.
The BVS flight zone refers to a part of the airspace above the settlement intended for the movement of such devices at altitudes less than 150 meters from the earth or water surface in order to meet the needs of citizens, public, sports and (or) educational organizations. Such zones are established by the Ministry of Transport on the proposal of the highest executive bodies of the constituent entities of the Russian Federation - cities of federal significance in Moscow, St. Petersburg and Sevastopol, as well as local governments.
In total, the Ministry of Transport has identified 60 zones (these are cities and towns), for each of which the permissible height, radius and flight time are indicated. Zones are distributed in various regions: Komi Republic, Arkhangelsk Region, Bashkortostan, Sverdlovsk Region, Chelyabinsk Region, Altai Republic, Tyumen Region, Khabarovsk Territory, Yakutia.
The order, signed by the Minister of Transport of the Russian Federation Roman Starovoit, comes into force on September 1, 2024 and will be valid until November 1, 2026. Information on the BVS flight zones is published by the Federal Air Transport Agency in the Collection of Air Navigation Information. Such collections contain information of a permanent and temporary (more than 3 months) nature on airfields, air routes, radio-technical navigation, control and landing equipment, meteorological simulations of airfields located on the territory of the Russian Federation, CIS countries and non-CIS countries. - Characteristics of modern drones, such as mass, flight speed, ability to deliver explosives and other ammunition;
Modern methods and methods for calculating loads from damaging factors of ammunition explosions (air shock wave, fast-flying fragmentation elements, impact of the crumpled body taking into account plastic deformation).
It is assumed that the developed rules will increase the degree of protection of civil and industrial facilities from drones of different types. This is important in the conditions of the formed geopolitical situation.[2]
Russian President Vladimir Putin signed a law to support UAV developers and manufacturers
In June 2024, the president Russia Vladimir Putin signed a law aimed at supporting developers and manufacturers of unmanned aerial vehicles. The legislative initiative provides for the creation of a single register of organizations engaged in the development and production UAV of their components, which will allow such enterprises to receive various forms of state support.
According to RIA Novosti, the law will enter into force on July 1, 2024, and the changes associated with the formation of the register will take effect 180 days after the official publication of the document. According to the new law, industrial enterprises included in the register will be able to count on financial support, information and consulting assistance, as well as support for scientific, technical and innovative activities. Vladimir Putin noted that Russia plans to increase the supply of unmanned aerial vehicles for a special military operation as a priority. The President stressed that the country will actively work on the creation and serial production of modern high-tech weapons and equipment, including strike aircraft, enemy detection and counter-battery warfare systems, control and communications systems.

Approval of the national project "Unmanned air systems," 696 billion rubles will be allocated for it

The budget for this period tentatively provides for amounts of 10 billion rubles annually. The Belousov secretariat added that it is planned to produce more than 32 thousand air pilots in Russia by 2023, according to forecasts of a new national project. This is almost three times higher than current production volumes. It is also planned that the share of Russian drones will be 70% of the market in these types of unmanned aircraft systems.
The Ministry of Industry and Trade reported that by the end of 2023, the production of ALS with a takeoff weight of more than 1 kg could amount to 6 thousand units, in 2024 - 11.7 thousand units.
The Belousov secretariat emphasized that in 2022-2023, ALS was most popular in the power (the industry accounted for over 40% of the demand for drones), agriculture, the consumer sector, transport and logistics.[5]
The Ministry of Industry and Trade creates a structure to regulate the drone industry

A single drone control operator in Russia received frequencies

The national project for drones included expenses of 898.4 billion rubles

According to the plans of the authors of the national project, 696.9 billion rubles for its implementation will be allocated from the federal budget, 143.6 billion rubles from regional, the rest from extrabudgetary sources. The funds of the NWF are not provided for financing, the newspaper notes.
The national project for the development of ALS must be approved by September 2023. By the end of 2023, it is planned to adopt a number of regulatory legal acts for the development of ALS. A production plan for various types of drones is being developed, including for a state civil order. The government plans to achieve "quick victories" before the launch of the national project. By the end of August 2023, there are 16 events in the corresponding list. As part of these measures, a simplified procedure for the use of ALS in agriculture was adopted, which will come into force on March 1, 2024, the procedure for certification of ALS was simplified, a list of research and development work was developed.[9]
The Ministry of Industry and Trade pledged 267 billion rubles to a federal project in the field of UAV production

According to the plans of the authors of the projects, 59 new types of drones should appear in the Russian Federation. The total number of drones by 2030 according to the plans will triple and amount to 32.5 thousand copies.
Also, the project of the Ministry of Industry and Trade involves an increase in the production of UAVs, but it cannot be called large-scale - the total number of Russian ALS produced should grow from 11.7 thousand to 32.5 thousand units in the period from 2024 to 2030.
The number of types of drones that Russian engineers must create before the end of the decade raises questions among experts. Thus, Nikolai Ryashin, an expert on the NTI Aeronet market, told the publication that now there are two main modifications of drones - aircraft and helicopter. According to him, the number given in the project (59 pcs.) Is a consequence of the proposals received by the Ministry of Industry and Trade, on the basis of which the list of the most popular UAV models in Russia was determined.

Ministry of Industry and Trade approved subsidies for flights of aircraft and helicopter-type drones

Until 2026, it is planned to provide support under this mechanism to more than 30 projects, added the deputy head of the Ministry of Industry and Trade.
The ministry noted that the draft government decree "On the approval of the Rules for the provision of subsidies from the federal budget to Russian organizations to compensate for part of the cost of the flight hour of unmanned aircraft systems" was prepared as part of the implementation of the instructions of the President of the Russian Federation on the development of ALS.
In addition, within the framework of another draft resolution, the ministry proposed to provide discounts on the purchase of domestic civilian drones. Part of the costs associated with the provision of a discount will be compensated to manufacturers of unmanned aircraft systems: the maximum amount of the subsidy can be up to 50% of the price of the contract for the sale of ALS and up to 1 million rubles per unmanned vehicle. Manufacturers with a conclusion on confirmation of the production of industrial products in Russia will be able to apply for compensation.[11]

In early July 2023, Belousov instructed the regional authorities to develop programs for the development of unmanned aircraft systems. It is expected that by the end of 2023, a program will be created to legalize the use of drones. Russia adopted a law allowing security forces to destroy any drones

In addition, it is established that the foreign intelligence service has the right to suppress drones, including by suppressing or converting remote control signals.
The statistics given in the explanatory note are as follows: in less than a year of a special military operation (began in February 2022), only the Russian Guard discovered more than 2.5 thousand flying drones and 1,400 local launches, the Federal Penitentiary FSIN stopped 81 flights of drones over pre-trial detention centers and colonies, and the FSO - 208 flights over protected objects. The Government of the Russian Federation approved the concept of integration of drones into uniform airspace of Russia. The Prime Minister Mikhail Mishustin signed the corresponding order. The concept provides stage-by-stage integration of drones by 2030. It became known on October 11, 2021.
The organizational period will last until 2023, during which measures will be developed to simplify procedures and remove restrictions on unmanned aircraft (BVS) flights. Also at this stage, special services for electronic registration and accounting of BVS will be introduced, the rules for the preparation and implementation of such flights will be established.
At the second stage - until 2027 - it is planned to develop and implement technologies to ensure the safety of BVS flights, the creation of the necessary communication infrastructure, navigation and surveillance systems. In parallel, legislative work will go. For example, technical requirements for systems and equipment that will ensure flight safety will be approved, the procedure for using airspace for joint flights of unmanned and pilot vessels will be adopted. At the same stage, their trial flights in a single airspace will begin.
At the third stage - until 2030 - it is planned to complete the creation of a technical infrastructure for ensuring the safety of BVS flights, introduce digital technologies in terms of controlling the flights of unmanned and manned aircraft in a single space, and adopt regulatory legal acts that will regulate this area.
Andrei Shnyrev, deputy head of the legislative working group of the National Technological Initiative (NTI) "Aeronet," believes that the concept is extremely important.
He believes that during the implementation of the concept, you can see what changes should be made to the document.
The expert believes: there is a possibility that the laid-down concept will be fulfilled ahead of time.
Alexey Belyakov, Vice President, Executive Director of the Skolkovo Foundation's Advanced Production Technologies Cluster, also believes that the concept is absolutely necessary since the coordination of various kinds of participants is needed to open the service market using unmanned aerial vehicles (UAVs) - primarily customers of these services, operators, drone manufacturers and regulators.
According to Alexei Belyakov, the concept takes into account all the features of the development of the industry.

Russia adopted a law abolishing licensing of the production of light drones
On June 8, 2021, the State Duma in the third (final) reading adopted a law on the abolition of licensing the development, production, testing and repair of light drones (weighing up to 30 kg).
Previously, the development, production, testing and repair of any aircraft equipment was subject to licensing. Drone manufacturers have faced great difficulties in this regard, because these requirements contain outdated technical regulations. Drones have a completely new design and do not fit the old criteria.
The government believes that the abolition of licensing of the production of small drones stimulates the development of such systems in Russia and will allow Russian manufacturers to enter the international market. Enterprises will not need to re-issue previously issued licenses.
According to Deputy Minister of Industry and Trade Oleg Bocharov, the law is aimed at reducing administrative barriers, stimulating the intensive development of enterprises, facilitating the launch of their products on the market, and displacing foreign products from the territory of the Russian Federation. The law will come into force on the day of its official publication.
The law, initiated by the Government of the Russian Federation and submitted to the chamber at the end of April 2021, was prepared in pursuance of the roadmap to improve legislation and eliminate administrative barriers to ensure the implementation of the action plan of the National Technological Initiative in the direction of "Aeronet."
According to the document, unmanned aviation is a very promising direction, which is still in the formation stage. An additional incentive for the development of the industry is the fact that by 2035. humanity's need for food will grow by 35%, and the area of farmland, on the contrary, will decrease. Minek plans to give more freedom to developers of drones and unmanned vehicles
In February 2021, it became known about the plans of the Ministry of Economic Development of the Russian Federation to give more freedom to developers of unmanned vehicles and aircraft. Rosaviatsia promised to simplify as much as possible the procedure of certification of pilotless aircraft systems
This was announced in December 2020 by the head of the department, Alexander Neradko, during a meeting on the certification of unmanned aviation systems and their integration into national airspace. The event was attended by representatives of federal authorities, scientific centers of the aviation industry and aviation transport, industrial enterprises, the official website of the federal air transport agency reports.
The concept of integrating drones into a single airspace developed by the Ministry of Transport of Russia is at the final stage of approval. In the future, the document will become the basis for the development of unmanned aircraft in Russia.
According to Alexander Neradko, certification of unmanned air systems will be one of the key tasks for the Federal Air Transport Agency. In addition, the procedure will be greatly simplified by transferring part of the requirements from regulatory to regulatory technical.
43 states have rules for the use of drones in common airspace. True, we are talking about small aircraft with autonomous control. The legal basis for the integration of large-sized drones in common airspace is being developed by the ICAO international organization. Work on the creation of the document should be completed by 2024. In particular, it will contain airworthiness standards for aircraft, rules and procedure for licensing flight personnel, environmental safety requirements and a number of other standards.
FSB drew up rules for the destruction of dangerous drones
On April 6, 2020, the FSB of Russia announced the rules for the destruction of dangerous unmanned aerial vehicles. The draft document determining how law enforcement officers should act during ensuring the safety of mass events and during urgent investigative actions is posted on the portal of draft regulatory legal acts.
The decision to suppress unauthorized flights of drones will be prepared in advance, at the planning stage. At the same time, drones of the FSB or other organizations that can work in airspace without hindrance are determined
The order determines that the decision to stop the flight of the drone will be made in writing or graphically on the map and signed by an official of the special services. If employees have the opportunity to establish contact with the pilot (the one who controls the drone), then he will be required to stop the flight.
However, the security forces will be able to destroy the drone or remote control from it without warning: for example, if there is a threat of a terrorist act, hostage-taking or attack on a guarded object, dangerous criminals are arrested.
There will be two ways to stop drone flights:
- by suppressing remote control signals;
- by damaging or destroying these drones (while ensuring the security of socio-political, sports, international events, as well as during investigative actions, operational-search and anti-terrorist measures).
The draft also cites possible cases of the use of weapons by FSB officers to destroy drones. Officials who have the right to make decisions on the suppression of flights are listed. Among them are those who are entrusted with the leadership of conducting or ensuring the safety of events, the head of the FSB body and the commander of the border guard ship.[35]

The State Duma adopted in the last reading a bill on the right of security officials to shoot down drones
On November 21, 2019, the State Duma adopted in the last reading amendments to the legislation allowing law enforcement agencies to prevent the use of unmanned aerial vehicles without permission.
The right to shoot down drones was received by employees, FSO,, National Guard of the Russian Federation, and MINISTRY OF INTERNAL AFFAIRS. According to the deputy chairman of the State Duma Committee on Security Alexander Khinshtein, in 2019, 39 drone flights were stopped over the prisons. The new powers will allow the FSIN to increase its capabilities to counter illegal drone flights.
According to the document, the police are allowed to suppress unauthorized drone flights over rallies, pickets and other public events.
Also, a rule was introduced into the law during the second reading procedure, providing the opportunity for representatives of law enforcement agencies and special services to take control panels and land drones on their own if they pose a threat to people.
According to TASS, the Information Agency of Russia, on the eve of the consideration of the bill in the second reading, a round table was held in the State Duma with the participation of representatives of law enforcement agencies. Then the deputy head of the Russian Guard Oleg Borukaev, the illegal use of Russian drones acquired an "avalanche-like character," and their use at mass events poses a threat to security. He also pointed out the need to use weapons against drones over protected facilities, as countermeasures are very expensive.[36]

If it does not exceed 250 grams, then it is not necessary to register it, and it will not be possible to issue fines for its launch. You can send an application for registration of UAVs through the website of State Public services or send an application with all the necessary documents to the mail of the Federal Air Transport Agency. In the application for registering a drone on an individual, you need to indicate the name of the UAV, its brand, mass, number and type of its engines, maximum take-off weight. In addition, the drone itself must be photographed against a bright background, and the gadget must occupy at least 70% of the frame.
In addition to information about the UAV, the registration application should contain data about its owner: name, passport data, residence and email addresses, phone number and SNILS. The explanatory note to the bill emphasizes that it is aimed at protecting the life and health of citizens, critical facilities and infrastructure. Drones, while the price of them falls, and the number of owners is growing, are actively used for destructive purposes, in particular for the delivery of explosive devices and lightweight weapons, the authors draw attention.
The developers explained that the document does not introduce new restrictions on the use of drones for peaceful purposes, but is intended to regulate the legal basis for their use in the face of the increased risk of using drones to commit illegal actions.[39]
Russian authorities will allow drones to be shot down
A bill has been submitted to the State Duma that proposes to limit flights of unmanned aerial vehicles in certain zones of airspace. Those devices that will nevertheless fly to prohibited territories, law enforcement officers will be able to legally damage or destroy[40].
It is also allowed to suppress or convert the signals of remote control of intruder drones and seize the entire system or parts of it from the owners. The text of the bill can be found on the website of the system for ensuring legislative activity (SOD).
According to the bill, drones will be prohibited from flying over state security facilities and their roads, protected facilities and adjacent zones. The text also mentions territories where urgent investigative actions, operational-search and anti-terrorist measures are carried out.
Drone flights will be limited or prohibited, among other things, over venues for public events. To do this, it is necessary to send an appropriate notification to the body that monitors the use of airspace. In addition, drones will not be able to fly over the places where troops perform military missions.
The bill was prepared in accordance with the National Security Strategy, approved by presidential decree on December 31, 2015, the authors of the document note. It was introduced by a group of deputies, among whom are Vasily Piskarev, chairman of the State Duma Committee on Security and Anti-Corruption, and Nikolai Kovalev, ex-head of the FSB.

The procedure for registering drones will work in a month
