Ministry of Industry and Trade: the national project on drones has turned the wrong way, it will be significantly revised

On December 5, 2024, it became known that Ministry of Industry and Trade Russia it announced the upcoming significant revision of the national project "" with Unmanned aircraft systems an emphasis on economic efficiency and industry application.

Deputy Minister of Industry and Trade Vasily Shpak announced the need to create drones based on specific use cases with a mandatory financial and economic justification.

The Ministry of Industry and Trade announced that the drone project will be significantly redesigned

The initiative to revise the project comes from Deputy Prime Minister Vitaly Savelyev, who on December 2, 2024 proposed changing the approach to the development of unmanned aircraft in Russia.

According to forecasts of the Ministry of Industry and Trade, the volume of the Russian drone market by 2030 should reach 46.23 thousand units against 27.95 thousand in 2024, while domestic production will amount to 32.5 thousand devices.

Financing of the project for 2025-2030 was planned in the amount of ₽713,6 billion, including ₽559,4 billion from the federal budget, ₽40,9 billion from regional budgets and ₽113,2 billion from extrabudgetary sources.

The Russian Ministry of Finance has included in the draft federal budget for a three-year period more than ₽112 billion for the implementation of the national project: ₽27,8 billion in 2025, ₽43,8 billion in 2026 and ₽40,5 billion in 2027.

The new concept involves first defining scenarios for using drones, then modeling their economic effectiveness in specific industries, and only after that - developing technical characteristics and creating the devices themselves.

The national project "Unmanned Aviation Systems" was approved in December 2023. Its revision is aimed at solving specific industry problems instead of simply increasing the production of unmanned aerial vehicles.[1]

The Ministry of Transport of Russia has established 60 zones for drone flights in 9 regions

On August 21, 2024, the order of the Ministry of Transport "On the Establishment of Unmanned Aircraft Flight Zones" (BVS) was published. The document was developed in accordance with the Federal Rules for the Use of Airspace of the Russian Federation.

The BVS flight zone refers to a part of the airspace above the settlement intended for the movement of such devices at altitudes less than 150 meters from the earth or water surface in order to meet the needs of citizens, public, sports and (or) educational organizations. Such zones are established by the Ministry of Transport on the proposal of the highest executive bodies of the constituent entities of the Russian Federation - cities of federal significance in Moscow, St. Petersburg and Sevastopol, as well as local governments.

The Ministry of Transport of Russia has established 60 zones for drones in 9 regions

In total, the Ministry of Transport has identified 60 zones (these are cities and towns), for each of which the permissible height, radius and flight time are indicated. Zones are distributed in various regions: Komi Republic, Arkhangelsk Region, Bashkortostan, Sverdlovsk Region, Chelyabinsk Region, Altai Republic, Tyumen Region, Khabarovsk Territory, Yakutia.

The order, signed by the Minister of Transport of the Russian Federation Roman Starovoit, comes into force on September 1, 2024 and will be valid until November 1, 2026. Information on the BVS flight zones is published by the Federal Air Transport Agency in the Collection of Air Navigation Information. Such collections contain information of a permanent and temporary (more than 3 months) nature on airfields, air routes, radio-technical navigation, control and landing equipment, meteorological simulations of airfields located on the territory of the Russian Federation, CIS countries and non-CIS countries. Each collection contains all valid air navigation information on the airfields of the region (direction) covered by it, the requirements of various services operating in the territory of these states, other information necessary for aircraft crews.[2]

Ministry of Emergency Situations of the Russian Federation has developed a set of rules for the protection of buildings from UAVs

At the end of July 2024, it became known that Moscow State University of Civil Engineering (MGSU) together with, and All-Russian Research Institute of Fire Defense (VNIIPO) Ministry of Emergencies Russia Ministry of Energy PJSC "" Rosseti developed a set of rules for the protection of buildings from unmanned aerial vehicles (). UAV We are talking about special protective enclosing structures.

The document was called "Protective structures from unmanned aerial vehicles. Design Rules. " The norms apply to the design, construction, operation and use of protective fencing structures against drone attacks. Such structures can be used to protect buildings, structures and structures of various functional purposes. When developing the rules, various documents were analyzed, including:

The development of a set of rules will increase the degree of protection of civil and industrial facilities from unmanned aerial vehicles

  • Norms in the field of protection of the population, territories, industrial and civilian objects from the impact of damaging elements of ammunition;
  • Standards in the field of protection of typical objects, buildings and structures that can act as targets for attack using UAVs;
  • Existing systems for passive protection of objects of various purposes from drones: these are mesh structures, reinforced concrete and brick enclosing structures, protective screens;
  • Characteristics of modern drones, such as mass, flight speed, ability to deliver explosives and other ammunition;

Modern methods and methods for calculating loads from damaging factors of ammunition explosions (air shock wave, fast-flying fragmentation elements, impact of the crumpled body taking into account plastic deformation).

It is assumed that the developed rules will increase the degree of protection of civil and industrial facilities from drones of different types. This is important in the conditions of the formed geopolitical situation.[3]

Russian President Vladimir Putin signed a law to support UAV developers and manufacturers

In June 2024, the president Russia Vladimir Putin signed a law aimed at supporting developers and manufacturers of unmanned aerial vehicles. The legislative initiative provides for the creation of a single register of organizations engaged in the development and production UAV of their components, which will allow such enterprises to receive various forms of state support.

National project "Unmanned air systems" approved

Federal funding in the amount of 696 billion rubles until 2030 is provided for the implementation of the national project. It is expected that in 2024 46.4 billion rubles will be allocated for the national project, in 2025 - 117 billion rubles, in 2026 - 149 billion rubles. The budget for this period tentatively provides for amounts of 10 billion rubles annually. The secretariat of Belousov notes that the budget will lead to passport parameters of the national project "in the next budget cycle 2025-2027. during the summer - autumn of 2024."

In addition to the national project itself, in January 2024, five more federal projects will also be published, which are part of it.

The Belousov secretariat added that it is planned to produce more than 32 thousand air pilots in Russia by 2023, according to forecasts of a new national project. This is almost three times higher than current production volumes. It is also planned that the share of Russian drones will be 70% of the market in these types of unmanned aircraft systems.

The Ministry of Industry and Trade reported that by the end of 2023, the production of ALS with a takeoff weight of more than 1 kg could amount to 6 thousand units, in 2024 - 11.7 thousand units.

The Belousov secretariat emphasized that in 2022-2023, ALS was most popular in the power (the industry accounted for over 40% of the demand for drones), agriculture, the consumer sector, transport and logistics.[6]

The Ministry of Industry and Trade creates a structure to regulate the drone industry

On December 19, 2023, the Ministry of Industry and Trade announced its intention to form a special structure for the development and regulation of the drone industry. We are talking not only about air drones, but also about self-driving ground vehicles, as well as ships capable of functioning in autonomous mode.

According to the Vedomosti newspaper, Deputy Minister of Industry and Trade of the Russian Federation Vasily Shpak spoke about the initiative. According to him, the principles of creating air, ground and water unmanned vehicles, despite different operating environments, are very similar in terms of building the systems themselves, their electronic component base, as well as all kinds of drives, algorithms and structural materials. Therefore, the emergence of a single regulator will help accelerate the development of the market and will contribute to the introduction of innovations.

Most likely, in the near future a decision will be made to create a separate structure within the ministry. Now these discussions are underway, "says Shpak.
File:Aquote2.png

As of the end of 2023, unmanned aerial vehicles in Russia are developing as part of the aviation department, self-driving vehicles - automobile, and unmanned water systems - shipbuilding. At the same time, various regulatory norms and approaches are used. A single profile structure will be able to take on the functions of solving issues to overcome restrictions that impede the introduction of new technologies. In addition, the organization will regulate the digital environment for commercial companies operating with different types of drones.

The initiative can contribute to the implementation of the strategy for the development of unmanned aircraft in Russia until 2030. The greatest potential for the use of drones, as stated in the document, is in agriculture, construction supervision, the creation and updating of geospatial databases and the delivery of goods to hard-to-reach areas.[7]

The Ministry of Industry and Trade has developed rules for entering the unified register of drone manufacturers

On November 20, 2023, the Ministry of Industry and Trade announced the "Rules for the formation and maintenance of a single register of Russian organizations operating in the development and production of unmanned aircraft systems." The decree comes into force on January 1, 2024. Read more here.

The Government of the Russian Federation supported the granting of security guards of private security companies the right to destroy unmanned aerial vehicles when protecting fuel and energy complex facilities

The newspaper got acquainted with the text of the Russian government's response to the draft amendments. According to the publication, the Government of the Russian Federation in its response notes that by October 2023, security zones are established only around the objects of the energy bridge "RF - Peninsula Crimea" and the main gas pipeline "Krasnodar Territory - Crimea" and coincide with the boundaries of the protected zones of such objects. The limits of airspace in such zones, given the speed of movement of air drones, may not be enough to destroy them, the recall admits.

By the end of October 2023, it provides for the right of employees of state paramilitary organizations, as well as departmental security workers to suppress the functioning of drones, including by suppressing remote control signals, affecting their control panels, as well as damage or destruction of unmanned vehicles. Similar powers will be extended to private security guards of fuel and energy complex facilities.

File:Aquote1.png
We know that there are sleeper cells that can carry out terrorist acts while in the country. For example, a drone flies to an oil refinery. If the air defense did not reach it, suppose that the guard has anti-drone weapons. And they knock him down, which is quite justified. Again, we are not talking about small arms, not about anti-aircraft missile weapons, but about anti-drone stations and anti-drone guns, "said military expert Alexei Leonkov in a conversation with Izvestia[8]

A single drone control operator in Russia received frequencies

The State Commission on Radio Frequencies (SCRF) has approved the allocation of two frequency bands for the work of a single drone control operator. Dmitry Tur, Director of the Department for State Regulation of the Telecommunications Market of the Ministry of Digital Science, spoke about this on October 24, 2023.

According to him, the issue of operating unmanned aerial vehicles (UAVs) in Russia was discussed at one of the GKRCH meetings, within the framework of which frequency ranges of 390-400 MHz and 5 GHz were allocated for the development of unmanned aircraft.

Two frequency bands are allocated for the operation of a single drone control operator
File:Aquote1.png
We are talking about a single system of ground infrastructure of the drone control line. There's a big program. And this infrastructure will be created by the operator, whom it will determine... well, in the contour of the Federal Air Transport Agency, - said the representative of the Ministry of Ministry of Digital Development.
File:Aquote2.png

The press service of the department told the newspaper that by the end of October 2023, the unified drone control operator in Russia has not yet been approved. It should be determined by the government, added to the Ministry of Digital Ministry of Digital Development.

As specified in the secretariat of First Deputy Prime Minister Andrei Belousov, within the framework of the national project, it is planned to create a unified infrastructure for managing communication lines and controlling, navigating and monitoring drones. This is a prerequisite for drone flights in a single airspace with manned aircraft. The allocation of a dedicated radio frequency is one of the first necessary steps to create such an infrastructure.

Earlier, First Deputy Minister of Industry and Trade Vasily Osmakov said that in 2023 the Ministry of Industry and Trade, the Ministry of Transport and the Federal Air Transport Agency are going to fully legalize the use of drones in order to take them out of the "gray zone." According to him, we are talking about the "full" legalization of drones.[9]

The national project for drones included expenses of 898.4 billion rubles

About 898.4 billion rubles will be invested in the development of civilian drones in Russia until 2030. This is stated in the passport of the national project "Unmanned Aircraft Systems" (ALS). Vedomosti publishes excerpts from this document at the end of August 2023.

According to the plans of the authors of the national project, 696.9 billion rubles for its implementation will be allocated from the federal budget, 143.6 billion rubles from regional, the rest from extrabudgetary sources. The funds of the NWF are not provided for financing, the newspaper notes.

898.4 billion rubles will be invested in the development of drones

The national project for the development of ALS must be approved by September 2023. Deputy Prime Minister Andrei Belousov has been appointed curator of the national project, Deputy Prime Minister, Minister of Industry Denis Manturov is the head, follows from the passport of the national project. According to Belousov, the national project should earn in full force from January 1, 2024, so it is necessary to start implementing measures that will allow this work to be launched.

On August 31, 2023, at a meeting of the Presidium of the Government Commission on the Development of Unmanned Aircraft Systems, they discussed a priority action plan for launching a national industry development project. By the end of 2023, it is planned to adopt a number of regulatory legal acts for the development of ALS. A production plan for various types of drones is being developed, including for a state civil order. The government plans to achieve "quick victories" before the launch of the national project. By the end of August 2023, there are 16 events in the corresponding list. As part of these measures, a simplified procedure for the use of ALS in agriculture was adopted, which will come into force on March 1, 2024, the procedure for certification of ALS was simplified, a list of research and development work was developed.[10]

The Ministry of Industry and Trade pledged 267 billion rubles to a federal project in the field of UAV production

On August 17, 2023, it became known about the development by the Ministry of Industry and Trade of the federal project "Development, standardization and mass production of unmanned aircraft systems (ALS) and components." It follows from it that the launch in Russia of mass production of drones and their components will require investments in the amount of 267 billion rubles until 2030.

As Vedomosti writes with reference to this document, 215 billion rubles are planned to be allocated from the federal budget, 16 billion rubles from regional budgets, and the remaining 36.2 billion will be extrabudgetary sources. The funds should go to the creation of new types of ALS, a network of research and production centers (SPC) in the regions, which will provide a full cycle from development to certification and serial production of drones, as well as their integration into a single airspace, etc.

The project "Development, standardization and mass production of unmanned aircraft systems (ALS) and components" is being developed

According to the plans of the authors of the projects, 59 new types of drones should appear in the Russian Federation. The total number of drones by 2030 according to the plans will triple and amount to 32.5 thousand copies.

Also, the project of the Ministry of Industry and Trade involves an increase in the production of UAVs, but it cannot be called large-scale - the total number of Russian ALS produced should grow from 11.7 thousand to 32.5 thousand units in the period from 2024 to 2030.

The number of types of drones that Russian engineers must create before the end of the decade raises questions among experts. Thus, Nikolai Ryashin, an expert on the NTI Aeronet market, told the publication that now there are two main modifications of drones - aircraft and helicopter. According to him, the number given in the project (59 pcs.) Is a consequence of the proposals received by the Ministry of Industry and Trade, on the basis of which the list of the most popular UAV models in Russia was determined.

To make 59 of the two basic types at once, you need to count drones with different masses and also with different types of take-off for each individual type, Vitaly Munirov, head of the Kursir company, told the publication.[11]

Ministry of Industry and Trade approved subsidies for flights of aircraft and helicopter-type drones

The Ministry of Industry and Trade has developed rules for subsidizing flights of aircraft and helicopter-type drones in Russia. The press service of the department announced this on August 15, 2023.

It is assumed that support will be provided to operators of unmanned aircraft systems (ALS). The project provides for compensation in the amount of up to 95 thousand rubles per flight hour, depending on the type of unmanned vehicle (light or medium aircraft or helicopter).

UAVs from the Krostadt group

As noted by the First Deputy Minister of Industry and Trade of the Russian Federation Vasily Osmakov, Russian organizations with an operator certificate with the right to carry out commercial air transportation and carry out air missions using drones will be able to apply for state support. According to him, as a result of the provision of compensation, the number of ALS flight hours will increase to 720 per year per vehicle. Until 2026, it is planned to provide support under this mechanism to more than 30 projects, added the deputy head of the Ministry of Industry and Trade.

The ministry noted that the draft government decree "On the approval of the Rules for the provision of subsidies from the federal budget to Russian organizations to compensate for part of the cost of the flight hour of unmanned aircraft systems" was prepared as part of the implementation of the instructions of the President of the Russian Federation on the development of ALS.

In addition, within the framework of another draft resolution, the ministry proposed to provide discounts on the purchase of domestic civilian drones. Part of the costs associated with the provision of a discount will be compensated to manufacturers of unmanned aircraft systems: the maximum amount of the subsidy can be up to 50% of the price of the contract for the sale of ALS and up to 1 million rubles per unmanned vehicle. Manufacturers with a conclusion on confirmation of the production of industrial products in Russia will be able to apply for compensation.[12]

In 12 regions of the Russian Federation, a special legal regime is introduced that allows the flight of agricultural drones

In September 2023, an experimental legal regime (EPR) will be launched in 12 regions of Russia, allowing flights to agricultural drones. Vladimir Voloshin, Director of the Digital Economy Development Department of the Ministry of Economic Development, spoke about this in August 2023. Read more here.

The Russian government estimated the financing of the national drone project at 300 billion rubles

Financing of the national project on unmanned aerial vehicles (UAVs) in 2024-2026. will exceed 300 billion rubles. This was announced on August 6, 2023 by the First Deputy Prime Minister of the Russian Federation Belousov in Novosibirsk during the design and educational intensive Archipelago 2023.

File:Aquote1.png
This is a rather expensive story. I can't name the final figures yet, but first we are talking about 48 billion rubles for 2024, 117 billion rubles for 2025 and 148 billion for 2026, "he said (quoted by the press service of the Cabinet of Ministers).
File:Aquote2.png

Attack UAV "Orion"

Belousov recalled that the UAV national project includes five areas: demand consolidation, production, regulation, personnel training, certification, personnel training and promising research, in 2023 the production of large and medium-sized drones will be launched.

File:Aquote1.png
Of course, a large number of state support measures are envisaged, this also applies to support for manufacturers, these are different forms of subsidies, this concerns consumer support - in the form of subsidizing the flight hour, this is support for research and development work, this is infrastructure support, a number of support measures. As for tax incentives, it is planned to immerse companies that work, not only parent manufacturers, but also companies that work in cooperation, in the so-called investment cluster platform, which is now being developed by the Ministry of Industry and Trade, the First Deputy Prime Minister said.
File:Aquote2.png

Earlier, the president Russia Vladimir Putin demanded to approve the national project for the development of unmanned aircraft systems until September 1, 2023. According to the head, it is states fundamentally important to systematically look at the technological structure, create industries and markets of the future.[13]

The Russian government instructed to develop a concept for the development of space communications for drone control

First Deputy Prime Minister RFAndrey Belousov instructed the NTI Platform NO to create the concept of a law on space communication with a drone control system by the end of 2023. This became known on August 6, 2023.

File:Aquote1.png
It is necessary to develop a regulatory concept that would describe this situation. Because here there is a complex configuration of various participants who today are regulated by their laws - aviation, space activities, everyone has their own interests, "Belousov said during an inspection of the Archipelago-2023 design and educational intensive exhibition (quoted by TASS) on August 6, 2023.
File:Aquote2.png

The concept of the law on the connection of space with the drone control system is being created

We are talking about the concept of a law that would regulate the control of drones using the troposphere of the earth and near outer space. According to Belousov, by the beginning of August 2023, the government is working on two laws on space - one is being finalized by the government, the second concerns remote sensing of the Earth and will be ready a little later.

File:Aquote1.png
We understand that the drone control model cannot be made from Earth... We are immediately building a model 600 kilometers up... Here we say that any satellite is also a drone. The control model of all this needs to be built, including through the space segment... To make the system stable, we also need to master the troposphere - to have solar-powered drones, - said the First Deputy Prime Minister of the Russian Federation, adding that in Russia there are companies that deal with satellites and unmanned aerial vehicles.
File:Aquote2.png

In early July 2023, Belousov instructed the regional authorities to develop programs for the development of unmanned aircraft systems. It is expected that by the end of 2023, a program will be created to legalize the use of drones. The Ministry of Industry and Trade, the Ministry of Transport and the Federal Air Transport Agency are preparing to withdraw drones from the gray zone.[14]

Russia adopted a law allowing security forces to destroy any drones

On July 20, 2023, the State Duma adopted in the third (final) reading a law allowing law enforcement agencies and private security companies (private security companies) to suppress the movement of any drones in their area of responsibility.

According to the law,, MINISTRY OF INTERNAL AFFAIRS,, FSB,, GUSP and National Guard of the Russian Federation FSO SVR FSIN private security companies, as well as employees State Courier Service and military personnel will have MINISTRY OF EMERGENCY SITUATIONS the right to suppress the movement of drones in the air, in water and on the ground. Before the adoption of the law, only those departments and private security organizations that passed the selection of the Russian Guard could suppress the movement of drones.

Private guards will be able to suppress the functioning of drones in relation to a protected facility, to which mandatory requirements for anti-terrorist protection are established, if the official instruction of a private guard defines the authority to suppress drones.

Servicemen of the rescue military formations of the Ministry of Emergency Situations to protect their forces and population during its evacuation, emergency rescue and other urgent work in military conflicts are also given the right to suppress the functioning of unmanned vehicles.

In addition, it is established that the foreign intelligence service has the right to suppress drones, including by suppressing or converting remote control signals.

The statistics given in the explanatory note are as follows: in less than a year of a special military operation (began in February 2022), only the Russian Guard discovered more than 2.5 thousand flying drones and 1,400 local launches, the Federal Penitentiary FSIN stopped 81 flights of drones over pre-trial detention centers and colonies, and the FSO - 208 flights over protected objects. By the second reading, Mr. Khinshtein said, it was decided to include in the list of departments that could be stopped, the Ministry of Emergency Situations and the courier service.

Earlier, one of the authors of the bill, Chairman of the State Duma Committee on Information Policy, Alexander Khinshtein, told reporters that only law enforcement agencies, departmental security structures, as well as private security organizations that will be selected by the Russian Guard will be able to use the anti-drone systems.

File:Aquote1.png
I consider the proposals of a number of departments, including the Ministry of Ministry of Digital Development, to empower industry organizations with similar powers premature. Only those with appropriate training and qualifications should use "antidron complexes," Hinstein added.[15]
File:Aquote2.png

Russia will ban purchases of foreign drones for the public sector

On July 12, 2023, it became known that the Ministry of Industry and Trade of the Russian Federation would ban the supply of foreign unmanned aerial vehicles for the public sector.

It is assumed that "forbidden restrictions" on the purchase of foreign drones under the civil state order will be introduced in the fall of 2023. This is necessary for the purpose of import substitution in the current geopolitical situation. The share of products of Russian manufacturers in the civilian segment of the market, as reflected in the strategy for the development of unmanned aircraft until 2030, is 22%. The strategy provides that this figure in the state order will grow to 60% by 2026 and to 80% by 2030.

Russia will ban purchases of foreign drones for the public sector

According to the Kommersant newspaper, Russian companies can produce enough only aircraft-type drones for monitoring. Such drones, in particular, are supplied by the Unmanned Systems Group of Companies (Supercam), Geoskan, Zala, etc. However, in the Russian Federation there is a lack of multicopters for video and aerial photography. In addition, there is a shortage of specialized agricultural drones - devices designed for various formats of agricultural work: from crop monitoring to fertilizer application.

Market participants believe that the new measures will negatively affect the segment of drones for monitoring and mapping. The lack of drones will arise in many areas. On the other hand, there are practically no difficulties in terms of developing software for drones.

File:Aquote1.png
Foreign components are used to one degree or another in the production of almost all drones, problems, primarily with the production of electric engines, as well as in microelectronics, - said Nikita Danilov, general director and founder of Fly Drone.[16]
File:Aquote2.png

The Russian government instructed the regions to develop UAV development programs

The Russian government instructed the regions to develop programs for the development of unmanned aircraft systems. This was announced by the first deputy head of the Cabinet of Ministers Andrei Belousov on July 3, 2023 during the presidium of the Government Commission for the Development of ALS in Russian regions.

All the work that is now organized is the initiative of the President of the country, who attaches great importance to this area. Now the subjects of the Russian Federation are included in this work at different speeds. Obviously, many areas related to the creation of markets, ground infrastructure, research and production centers are in the hands of the regions. We are ready to provide support here, but the initiative should be for the subjects of the Russian Federation. The key moment now is the development of regional ALS development programs and the appointment of those responsible for them, he said (quoted by the press service of the Ministry of Industry and Trade).

The government instructed the regions to develop UAV development programs

According to Belousov, by October 1, 2023, the regions need to develop and approve such programs and send them to the Ministry of Industry and Trade, "which is on the basis of this work." During the meeting, the First Deputy Prime Minister noted that Russian President Vladimir Putin attaches great importance to the direction of ALS development. According to Belousov, the regions are included in this work at different speeds. He said that the government is ready to support them, but "the initiative should be for the subjects of the Russian Federation." The key point is the development of ALS development programs, he stressed.

First Deputy Minister of Industry and Trade Vasily Osmakov clarified that 66 regions have already joined the formation of a civil state order. According to preliminary estimates, the potential annual need of subjects in quantitative terms is 5678 drones, in financial terms - over 50 billion rubles.

Deputy Minister of Transport Igor Chalik said that the Digital Platform system has been implemented to organize unmanned aircraft flights throughout Russia, which is being improved by early July 2023.[17]

In Russia, drones will be able to take off above 150 m only by special permission

Drones over settlements in Russia can be launched at an altitude of up to 150 meters. This was reported on June 28, 2023 by the Ministry of Transport of the Russian Federation, which, together with the Federal Air Transport Agency, developed a corresponding draft government decree. This document has already been signed by Prime Minister Mikhail Mishustin.

According to the updated rules, from March 1, 2024, it is allowed to launch drones over settlements at an altitude of up to 150 meters from the ground or reservoir in daylight hours. In this case, the drone must be in the line of sight of the external pilot and outside the restricted areas. These zones will be determined by the Ministry of Transport of Russia on the proposal of regional and local authorities. To organize such UAV flights weighing up to 30 kg, operators will not need to submit a movement plan to the aviation authorities.

From March 1, 2024, it is allowed to launch drones over settlements at an altitude of up to 150 meters from the ground or reservoir in daylight hours

The procedure for the use of drones in agriculture is simplified - for the performance of air-chemical work in pest control. In particular, operators will be able to fly at altitudes less than 30 meters from the ground or water surface at a distance of more than 5 km from the control points of airfields and 2 km from landing sites without establishing short-term restrictions in airspace.

Also, the operators will have the opportunity to direct the flight plan using a digital platform to ensure the use of Russian airspace and quickly receive all the necessary information for the flight, including permits from local governments.

As emphasized in the Ministry of Transport, the development of the unmanned aviation segment will open up new opportunities for solving problems in various areas. For example, drones can be used for express delivery of mail and products, transportation of small goods and e-commerce, pest control in agriculture, monitoring the risk of forest fires and other dangerous situations, as well as for search and rescue operations.[18]

Mishustin approved the strategy for the development of unmanned aircraft in the Russian Federation until 2030

In June 2023, Prime Minister Mikhail Mishustin signed a decree approving the strategy for the development of unmanned aircraft until 2030 and for the future until 2035. The main goal of the document, according to the press service of the Cabinet, is the emergence in Russia of a new sector of the economy related to the creation and use of civilian drones.

The strategy defines five key areas for the development of unmanned aircraft:

  • stimulating demand for domestic unmanned aircraft systems;
  • development and serial production of such systems, as well as the creation of large production centers that ensure the introduction of new technologies in the creation of drones;
  • infrastructure development, including the construction of airfields, heliports and promising drone ports;
  • training for unmanned aircraft;
  • basic and promising research in the field of unmanned aircraft systems.

Russian Prime Minister Mikhail Mishustin

The action plan for the implementation of the strategy is formed taking into account these key areas. So, for example, within the framework of the development and serial production of drones, work will begin in 2023 to create a system of scientific and production centers of competence and testing in the field of unmanned air systems..

As noted in the Cabinet, the basis for the formation of the industry may be the existing experience in using unmanned aircraft systems. They are already used, for example, to inspect the state of power networks. The use of drones made it possible to reduce the timing of such inspections by 5 times. The timely identified damage reduced the risk of accidents on the networks by 8 times. In cartography and cadastre, the use of drones reduced the cost of complex work by 20%. In the field of environmental control, ALS makes it possible to identify 4 times more violations with the same staff of inspectors, the government said in a statement.

Ministry of Digital Development sets up working group to assess risks of GPS and mobile disruption due to drone fight

In mid-June 2023, it became known that the Ministry of Digital Development of the Russian Federation was creating a working group to assess the risks of communication interruptions due to the massive use of drone detection and blocking systems by the business. The working group will include representatives of the heads of the fuel and energy complex, employees of the State Commission on Radio Frequencies, the National Radio Engineering Bureau, telecom operators and developers of the RES, the National Radio Association of Radio Frequency Spectrum Users, Kommersant writes.

Big business in Russia and state-owned companies purchase and install systems to intercept and detect UAVs. Means of countering drones are sold on marketplaces in the public domain, and industrial enterprises and various departments became interested in buying systems after drone raids on border regions and the capital of Russia.

Ministry of Digital Development creates working group to assess risks of communication disruptions due to massive business use of drone detection and blocking systems

According to the National Radio Commission for Risk Assessment, suppression systems cannot affect the communication network itself, but the likelihood of interference at certain frequencies increases as systems spread to the Russian Federation. The cost of such UAV control devices varies from 50 thousand rubles. up to 1 million rubles. and depends on the power and range.

By June 20, 2023, the Ministry of Digital Development of the Russian Federation is holding semi-closed meetings to solve the problem of blocking communications. The agency confirmed its plans, actions must be carried out in order to determine the possibilities of using radio frequency bands by wireless electronic suppression as soon as possible.

The problems of frequency separation will mainly be faced by companies that, in fact, have to ensure the security of infrastructure from air attacks, says one of the newspaper's sources. In his opinion, this will affect the oil industry, transport and construction industries.

Ministry of Transport of the Russian Federation approved the rules for launching drones over cities

On June 8, 2023, it became known that the Ministry of Transport of the Russian Federation had determined the rule for launching unmanned aerial vehicles over cities. The development of new standards was carried out on behalf of the Deputy Prime Minister, Chief of Staff of the Cabinet of Ministers Dmitry Grigorenko.

As Izvestia writes with reference to the document of the Ministry of Transport, drone launches over settlements will be allowed, but only at altitudes up to 150 m from the earth or water surface, in line of sight from an external pilot and in special zones of drone flights. These areas will have to be established by the Ministry of Transport itself on the proposal of local governments and executive bodies of cities of federal significance - Moscow, St. Petersburg and Sevastopol.

Ministry of Transport of the Russian Federation approved the rules for launching drones over cities

To fly UAVs up to 30 kg and within line of sight, it will not be necessary to submit a movement plan (by June 2023, the corresponding plan must be provided to local governments). At the same time, if it is necessary to conduct a flight outside the established zone or at an altitude of more than 150 m, the drone will need to provide constant two-way radio communication with the air navigation body.

You can submit a drone flight plan via the Internet or by phone. In addition, the use of drones in agriculture is being simplified. The new norms will come into force in March 2024. It is assumed that the decree will weaken the bans on the launch of UAVs.

According to the founder and general director of Fly Drone, Nikita Danilov, services that are provided through drones are always tied either to a certain place when it comes to photo or video recording, or to a specific object on which monitoring is carried out, or to a logistics center when it comes to the transportation of goods. If the zone for flights in a particular city is allocated somewhere on the outskirts, then few people will use it, there will be no commercial demand. It is important to go from the consumer.[20]

The Ministry of Industry and Trade has developed criteria for assessing the "domesticity" of drones

The Ministry of Industry and Trade has developed criteria for assessing the "domesticity" of unmanned aircraft systems (ALS). They are indicated in the amendments to government decree No. 719 of 2015, which describes the point system used in the Russian Federation to determine whether it is possible to recognize Russian engineering products. Points are awarded for the use of Russian components or for certain production operations. This became known in June 2023.

Products gaining a given number of points fall into the register of the Ministry of Industry and Trade, which gives their manufacturers priority in obtaining government contracts. The project takes into account a significant difference in ALS, highlighting categories such as helicopter, aircraft and multirotor. There is also a difference in points, depending on the weight of the products.

The Ministry of Industry and Trade has developed criteria for assessing the "domesticity" of unmanned aircraft systems (ALS)

An important requirement for earning points is that the manufacturer has service centers that ensure their repair and maintenance. Some systems "stand" in points more expensive than others, for example, at 300 points they evaluate the domestic power plant, flight controller, etc. The domestic system of automatic collision evasion or automatic identification system can give up to 200 points, as well as Russian structural elements of the aircraft type hull (fuselage, wings, landing gear, screws).

At the initial period, the indicator of domesticity may be relatively small, but in the period until 2026 it must grow to 2100 in order for the product to remain in the register.

Experts interviewed by Vedomosti agree that the requirements for Russian equipment for drones are underestimated. In particular, the list does not contain the main components, including batteries and microelectronics, said Vitaly Munirov, market expert at NTI Aeronet. This equipment is either not produced at all in Russia, or has a piece localization, the expert says.[21]

Adopted a law on the right of security officials to suppress the movement of any drones

On May 18, 2023, the State Duma adopted a bill giving law enforcement agencies the right to suppress the movement of any drones (ground, underground, water in the zone of their responsibility. The authors of the initiative were, among other things, the head of the Duma committee on information policy Alexander Khinshtein, the head of the State Duma committee on security Vasily Piskarev and other deputies of United Russia.

The bill proposes to expand the powers of the Russian Guard, the Ministry of Internal Affairs of Russia, the FSB of Russia, the FSO of Russia, the SVR of Russia, the Federal Penitentiary Service of Russia, the Main Directorate of Special Programs under the President of the Russian Federation in terms of preventing the use of unmanned mechanisms. It is proposed to suppress the movement of drones through destruction, damage or suppression. The same powers, if the amendments pass, will be granted to departmental security officers.

The State Duma adopted a bill giving law enforcement agencies the right to suppress the movement of any drones

Piskarev recalled that in 2019 it was allowed to suppress the movement of drones over critical infrastructure, important state facilities and in crowded places. According to him, the law has shown its effectiveness, but with the development of technology, it is necessary to respond to new threats.

Alexander Khinshtein believes that the relevance of the initiative is obvious, so "unmanned vehicles of all types are actively used for combat and sabotage and terrorist purposes." He also stressed that the deputies intend to strike a balance between security issues and the development of the civilian industry of unmanned aerial vehicles.

According to the deputies, which are given in the explanatory note, since the beginning of the special operation, 2585 drones and 1339 launch sites have been discovered only in the SVO zone. It is also indicated that by suppressing remote control signals, 298 UAVs were suppressed and 372 false target designations were given.[22]

Sobyanin banned all drone flights in Moscow after an attempt to strike the Kremlin

The authorities of the capital introduced a ban on the flights of all unmanned aerial vehicles in Moscow, except for those that are necessary for state needs. The corresponding protocol was signed during a meeting of the operational headquarters of Moscow on May 3, 2023.

The signed document regulates the procedure for issuing permits for flights over the city of unmanned aerial vehicles. It is now planned to issue such permits only for state needs. Moscow Mayor Sergei Sobyanin explained that such a decision was made "to prevent unauthorized use of UAVs, which can complicate the work of law enforcement agencies."

Sergei Sobyanin and Denis Manturov decided to create a federal center for unmanned air systems in Rudnev

In addition, as part of a meeting of the operational headquarters of Moscow, it was decided to strengthen work to suppress illegal flights of drones and bring citizens and organizations to administrative responsibility for violating the rules for the use of airspace.

The operational headquarters of Moscow was created in accordance with the decree of the President of the Russian Federation on the introduction of four response regimes in the territories of the constituent entities of the Russian Federation. In the regions that are part of the Central Federal District, including Moscow, by May 3, 2023, a high alert regime was established. Within the framework of the decree, senior officials are empowered to make decisions on certain measures for territorial defense and civil defense, measures to protect the population and territories from natural and man-made emergencies.[23]

Immediately after Sobyanin's announcement, the Kremlin reported that Ukraine tried to strike the Kremlin residence of President Vladimir Putin with two drones at night. The devices were disabled. No one was hurt.

The government estimated at 560 billion rubles the development of unmanned aircraft until 2030

The development of unmanned aircraft systems (ALS) until 2030 will require 560 billion rubles. This is stated in the government's order approving the development strategy of domestic drones. Excerpts from this document "Vedomosti" are given in the material published on May 2, 2023.

According to the newspaper, the document determines the priority directions for the development of ALS, market parameters, as well as the list of measures being implemented, the volume and sources of their financing. The annual need for financing the industry until 2030 is estimated at 70 billion rubles. Sources of financing, according to the document, can be funds from the federal budget and budgets of the subjects, resources of development institutions, as well as investments by market players and private investors.

The development of unmanned aircraft systems will require 560 billion rubles

The project includes two scenarios for the development of the industry - basic and progressive. The baseline scenario comes from an average 14% annual growth in the ALS market. The largest volumes of drone production will be achieved in 2025-2027. The progressive scenario assumes annual market growth in the region of 25%. In the strategy, it is the basic version that is taken as the basis, the publication clarifies.

According to the document, the volume of the Russian UAV market by 2030 will have to be 180,953 units, of which 147,200 will be produced in Russia. The documents also indicate that the share of domestic drones by the end of this decade in the total market volume should be 70%.

At the end of April 2023, First Deputy Prime Minister of Russia Andrei Belousov at a meeting with the President of the Russian Federation said that the preliminary assessment of the financing of the national project for the development of unmanned systems until 2030 is about 660 billion rubles. It is expected that the national project will be approved by September 1, 2023.[24]

As Kommersant writes with reference to these materials, the distribution of purchases is assumed to be the following - 8.6 billion rubles in 2023, 49.6 billion in 2024-2025, 42.1 billion in 2026, plus 36 billion rubles from government agencies. The total demand until 2030 partially consists of investments by government departments. 145 billion rubles - only the drones themselves, excluding services, delivery and other expenses.

State purchases of drones will amount to about 200 billion rubles

According to the newspaper, Gazprom Neft, Gazprom, Rosneft, Russian Railways, Transneft and Russian Post appear among potential customers. Information on the consolidated demand on the industries was provided by Minpromtorg, the Ministry of Energy, Ministry of Construction, the Ministry of Natural Resources, the Ministry of Agriculture, Ministry of Transport, the Ministry of Emergency Situations, Minprosveshcheniya, the Ministry of Education and Science and the National Guard of the Russian Federation.

As the sources of the newspaper in the Russian government noted, the volume of purchases is planned to be approved in the fall when forming the budget for 2024-2026. In addition, the Ministry of Industry and Trade indicated that in physical terms, federal bodies and state-owned companies claim 480 thousand units of equipment until 2030. Until 2026, we are talking about 250 thousand units, with 90; will be light and medium cars.

The Ministry of Industry and Trade told Kommersant that among the possible directions of state support by April 2023, "subsidizing part of the cost of an unmanned aircraft flight hour is being discussed." In addition, a large block of industry support will be associated with simplified regulation, the department said. For example, this is the allocation of the necessary frequencies, the withdrawal of operators of unmanned aircraft systems from the gray zone, a decrease in the cost of certification, as well as the training of qualified personnel.[26]

In North Ossetia, introduced a ban on the use of drones

In North Ossetia, a ban was introduced on the use of unmanned civilian aircraft over the territory of the republic. Information about this on January 10, 2023 was published on the official portal of the RSO - Alania. The corresponding decree was signed by the Head of the Republic Sergei Menyailo and has already entered into force on December 29, 2022.

As specified in the document, the courts used by federal, republican and municipal government agencies, as well as their subordinate organizations, do not fall under the ban. In addition, the measure will not apply to drones used by fuel and energy organizations and those who fulfill the state defense order.

The execution of the decree is entrusted to the RSO-Alania Committee on Transport and Road Infrastructure in cooperation with the Southern Interregional Territorial Air Transport Administration of the Federal Air Transport Agency and the Ministry of Internal Affairs for North Ossetia.

According information to the authorities of North Ossetia, drones are prohibited in order to strengthen the protection of public order and security. The measure became necessary in connection with the introduction of a basic readiness regime on the territory of the republic in accordance with the Presidential Decree of Vladimir Putin October 19, 2022 No. 756[28] of[29]

Decrees banning the use of BVS in the regions have already been signed by the heads of a number of constituent entities of the Russian Federation, including: Crimea, Kirov, Orenburg, Rostov, Volgograd, Kaluga, Ryazan, Nizhny Novgorod and Saratov regions, as well as Krasnodar and Perm territories, the Republics of Mari El and Tatarstan[30].

In Russia, frequencies will be allocated for drones

On December 22, 2022, it became known about the plans of the Russian authorities to allocate frequencies for the control of unmanned aerial vehicles (UAVs). We are talking about the 1.7-1.8 GHz range used by LTE networks, Izvestia writes with reference to the documents of the State Commission on Radio Frequencies (GKRCH). Read more here.

Mishustin postponed the integration of drones into Russian airspace for 5 years

In December 2022, Prime Minister Mikhail Mishustin signed an order that postponed the integration of unmanned aerial vehicles into a single airspace of Russia for 5 years - from 2030 to 2035. According to the document, the concept will be implemented in three stages.

The first - organizational - stage of the concept, which was previously planned to be completed by 2023, is now (as of December 8, 2022) limited to 2024. At this stage, as previously reported, procedures for organizing UAV flights should be simplified, services for their electronic registration and registration should be introduced, rules for preparing and performing flights should be established. In addition, air personnel training programs will need to be updated.

Mikhail Mishustin

The deadline for the implementation of the second - technological - stage has been postponed from 2027 to 2030. It is planned to develop technologies for ensuring the safety of UAV flights, the creation of communication infrastructure, navigation and surveillance systems. At the same time, as Mikhail Mishustin reported, the electronic component base, software and hardware complexes and digital platforms should be mainly Russian-designed. In parallel, legislative work will be carried out within the framework of the second stage of the concept.

At the third stage, it is planned to complete the creation of a technical infrastructure for ensuring the safety of drone flights, introduce digital technologies in terms of controlling the flights of unmanned and manned aircraft in a single space, and adopt regulatory legal acts that will regulate this area. In December 2022, the Government of the Russian Federation shifted the timing of the implementation of the third (digital) stage of integration of drones into a single airspace of Russia from 2030 to 2035.[31]

Mishustin reduced from 250 to 150 g the mass of the drone to be counted

In March 2022, Prime Minister Mikhail Mishustin signed a decree that tightened the requirements for registering unmanned aerial vehicles. One of the innovations is that a drone weighing from 150 g is subject to accounting, while previously the minimum threshold was 250 g, and the maximum - 30 kg.

According to the document, owners of drones and quadcopters weighing more than 150 g, produced in Russia or imported into the country before the start of the new rules, must register UAVs within 60 days after the entry into force of this decree. To do this, you need to send a statement to the Federal Air Transport Agency.

Mikhail Mishustin signed a decree that tightened the requirements for registration of unmanned aerial vehicles

Almost all manufacturers of popular drone models produce drones weighing 249 g. This is explained by various restrictions around the world on devices from 250 g.

The government decree means that almost all drones will now have to be registered, except for those that are positioned as toys and weigh significantly less than the established limit.

File:Aquote1.png
There is no objective justification for the introduction of such a new mandatory requirement, including taking into account the leveling of the sanctions influence, "a representative of the Aeronext association told RBC, noting that such a measure would have a" huge negative effect. "
File:Aquote2.png

According to him, in the short term, Russian companies developing the lightest UAVs for light shows will suffer. Considering that several thousand flying "fireflies" are used in the show, registering each of them "is tantamount to madness," the expert said.

He added that due to the innovation, the educational process using drones will suffer, especially since "significant difficulties" were also, if necessary, accounting for drones weighing 250[32]"

3.4 billion rubles will be allocated for the development of unmanned airfield delivery of goods

On October 21, 2021, information appeared that 3.4 billion rubles would be allocated for the development of unmanned airfield delivery of goods. Financing will be carried out at the expense of the national welfare fund and the federal budget.

The development of unmanned delivery will require communication lines that provide surveillance, control and control of drones, as well as the arrangement of runways with local accurate navigation systems, meteorological equipment for predicting dangerous weather conditions on routes.

The business model of the initiative provides for the interaction of cargo delivery customers with developers and manufacturers of unmanned aircraft systems (ALS) on the issue of flights, taking into account the formed provisions for communication, air navigation and ground maintenance.

The list of cargo delivery customers includes Russian Post, Gazprom, Transneft, EMERCOM of Russia, Sberbank. Among the developers and manufacturers of drones are Aeromax (part of AFK Sistema), Russian Helicopters JSC, NCV Miles and Kamov JSC, Ural Civil Aviation Plant JSC. [33]

Drones integrate into Russian airspace

The Government of the Russian Federation approved the concept of integration of drones into uniform airspace of Russia. The Prime Minister Mikhail Mishustin signed the corresponding order. The concept provides stage-by-stage integration of drones by 2030. It became known on October 11, 2021.

The organizational period will last until 2023, during which measures will be developed to simplify procedures and remove restrictions on unmanned aircraft (BVS) flights. Also at this stage, special services for electronic registration and accounting of BVS will be introduced, the rules for the preparation and implementation of such flights will be established.

At the second stage - until 2027 - it is planned to develop and implement technologies to ensure the safety of BVS flights, the creation of the necessary communication infrastructure, navigation and surveillance systems. In parallel, legislative work will go. For example, technical requirements for systems and equipment that will ensure flight safety will be approved, the procedure for using airspace for joint flights of unmanned and pilot vessels will be adopted. At the same stage, their trial flights in a single airspace will begin.

At the third stage - until 2030 - it is planned to complete the creation of a technical infrastructure for ensuring the safety of BVS flights, introduce digital technologies in terms of controlling the flights of unmanned and manned aircraft in a single space, and adopt regulatory legal acts that will regulate this area.

Andrei Shnyrev, deputy head of the legislative working group of the National Technological Initiative (NTI) "Aeronet," believes that the concept is extremely important.

He believes that during the implementation of the concept, you can see what changes should be made to the document.

The expert believes: there is a possibility that the laid-down concept will be fulfilled ahead of time.

Alexey Belyakov, Vice President, Executive Director of the Skolkovo Foundation's Advanced Production Technologies Cluster, also believes that the concept is absolutely necessary since the coordination of various kinds of participants is needed to open the service market using unmanned aerial vehicles (UAVs) - primarily customers of these services, operators, drone manufacturers and regulators.

According to Alexei Belyakov, the concept takes into account all the features of the development of the industry.

Deputy General Director, Director for Regulatory Regulation of ANO Digital Economy?????? Dmitry Ter-Stepanov notes that aviation regulation is a very sensitive area, legal barriers in it are related to flight safety and the protection of the life and health of citizens[34].

Russia adopted a law abolishing licensing of the production of light drones

On June 8, 2021, the State Duma in the third (final) reading adopted a law on the abolition of licensing the development, production, testing and repair of light drones (weighing up to 30 kg).

Previously, the development, production, testing and repair of any aircraft equipment was subject to licensing. Drone manufacturers have faced great difficulties in this regard, because these requirements contain outdated technical regulations. Drones have a completely new design and do not fit the old criteria.

Duma canceled licensing of light drone production

The government believes that the abolition of licensing of the production of small drones stimulates the development of such systems in Russia and will allow Russian manufacturers to enter the international market. Enterprises will not need to re-issue previously issued licenses.

According to Deputy Minister of Industry and Trade Oleg  Bocharov, the law is aimed at reducing administrative barriers, stimulating the intensive development of enterprises, facilitating the launch of their products on the market, and displacing foreign products from the territory of the Russian Federation. The law will come into force on the day of its official publication.

The law, initiated by the Government of the Russian Federation and submitted to the chamber at the end of April 2021, was prepared in pursuance of the roadmap to improve legislation and eliminate administrative barriers to ensure the implementation of the action plan of the National Technological Initiative in the direction of "Aeronet."

According to the document, unmanned aviation is a very promising direction, which is still in the formation stage. An additional incentive for the development of the industry is the fact that by 2035. humanity's need for food will grow by 35%, and the area of farmland, on the contrary, will decrease. At the same time, agriculture is one of the most demanded areas of drone use.[35]

Minek plans to give more freedom to developers of drones and unmanned vehicles

In February 2021, it became known about the plans of the Ministry of Economic Development of the Russian Federation to give more freedom to developers of unmanned vehicles and aircraft. The agency has prepared a bill suggesting the possibility of adjusting or canceling the norms of the laws "On Road Safety," "On the Protection of Personal Data," the Air Code, as well as the law on compulsory motor insurance of civil liability for participants in tests of innovative vehicles. Rosaviatsia promised to simplify as much as possible the procedure of certification of pilotless aircraft systems

This was announced in December 2020 by the head of the department, Alexander Neradko, during a meeting on the certification of unmanned aviation systems and their integration into national airspace. The event was attended by representatives of federal authorities, scientific centers of the aviation industry and aviation transport, industrial enterprises, the official website of the federal air transport agency reports.

The concept of integrating drones into a single airspace developed by the Ministry of Transport of Russia is at the final stage of approval. In the future, the document will become the basis for the development of unmanned aircraft in Russia.

According to Alexander Neradko, certification of unmanned air systems will be one of the key tasks for the Federal Air Transport Agency. In addition, the procedure will be greatly simplified by transferring part of the requirements from regulatory to regulatory technical.

43 states have rules for the use of drones in common airspace. True, we are talking about small aircraft with autonomous control. The legal basis for the integration of large-sized drones in common airspace is being developed by the ICAO international organization. Work on the creation of the document should be completed by 2024. In particular, it will contain airworthiness standards for aircraft, rules and procedure for licensing flight personnel, environmental safety requirements and a number of other standards.

FSB drew up rules for the destruction of dangerous drones

On April 6, 2020, the FSB of Russia announced the rules for the destruction of dangerous unmanned aerial vehicles. The draft document determining how law enforcement officers should act during ensuring the safety of mass events and during urgent investigative actions is posted on the portal of draft regulatory legal acts.

The decision to suppress unauthorized flights of drones will be prepared in advance, at the planning stage. At the same time, drones of the FSB or other organizations that can work in airspace without hindrance are determined

FSB determined how it will shoot down dangerous drones

The order determines that the decision to stop the flight of the drone will be made in writing or graphically on the map and signed by an official of the special services. If employees have the opportunity to establish contact with the pilot (the one who controls the drone), then he will be required to stop the flight.

However, the security forces will be able to destroy the drone or remote control from it without warning: for example, if there is a threat of a terrorist act, hostage-taking or attack on a guarded object, dangerous criminals are arrested.

There will be two ways to stop drone flights:

  • by suppressing remote control signals;
  • by damaging or destroying these drones (while ensuring the security of socio-political, sports, international events, as well as during investigative actions, operational-search and anti-terrorist measures).

The draft also cites possible cases of the use of weapons by FSB officers to destroy drones. Officials who have the right to make decisions on the suppression of flights are listed. Among them are those who are entrusted with the leadership of conducting or ensuring the safety of events, the head of the FSB body and the commander of the border guard ship.[36]

The State Duma adopted in the last reading a bill on the right of security officials to shoot down drones

On November 21, 2019, the State Duma adopted in the last reading amendments to the legislation allowing law enforcement agencies to prevent the use of unmanned aerial vehicles without permission.

The right to shoot down drones was received by employees, FSO,, National Guard of the Russian Federation, and MINISTRY OF INTERNAL AFFAIRS. FSB SVR FSIN Moreover, the bill was replenished with the Federal Penitentiary Service (FSIN) in the third reading: it was allowed to suppress the flights of quadcopters over the pre-trial detention center, correctional institutions and "adjacent territories."

The State Duma allowed the security forces to suppress the flights of drone violators

For the FSIN, the problem of drones is very acute, since with the help of drones they are trying to deliver prohibited items to places of imprisonment: mobile phones, drugs, alcohol. However, due to the lack of a legal framework, an effective fight against airspace violators is not possible.

According to the deputy chairman of the State Duma Committee on Security Alexander Khinshtein, in 2019, 39 drone flights were stopped over the prisons. The new powers will allow the FSIN to increase its capabilities to counter illegal drone flights.

According to the document, the police are allowed to suppress unauthorized drone flights over rallies, pickets and other public events.

Also, a rule was introduced into the law during the second reading procedure, providing the opportunity for representatives of law enforcement agencies and special services to take control panels and land drones on their own if they pose a threat to people.

According to TASS, the Information Agency of Russia, on the eve of the consideration of the bill in the second reading, a round table was held in the State Duma with the participation of representatives of law enforcement agencies. Then the deputy head of the Russian Guard Oleg Borukaev, the illegal use of Russian drones acquired an "avalanche-like character," and their use at mass events poses a threat to security. He also pointed out the need to use weapons against drones over protected facilities, as countermeasures are very expensive.[37]

Entry into force of mandatory drone registration. For her absence - fines

On October 28, 2019, it became known that mandatory registration of unmanned aerial vehicles (UAVs) came into force in Russia. Numerous quadcopters fall under this category, among other things - since October 28, 2019, drone owners have no right to launch them into the sky without going through the registration procedure.

According to, to data Rosaviatsia the registration Russia of the UAV in took place until October 27, 2019 inclusive, but the latecomers still have the opportunity to pass it after the fact. The necessary application with all the required information can be sent to the mail of the Federal Air Transport Agency "at any time."

Drone owners who did not have time or did not want to register their aircraft on time will face fines, but not at all for boycotting the registration procedure. The state will fine them for the very fact that the drone is unmarked in the air. The flight of an unaccounted for UAV will be regarded as a violation of the rules for the use of Russian airspace, and each launch of such drones will threaten the owners with a loss of 20 to 50 thousand rubles. for individuals, from 100 to 150 thousand rubles. for officials and from 250 to 300 thousand rubles. for legal entities.

First of all, when buying a drone, you should pay attention to its weight. If it does not exceed 250 grams, then it is not necessary to register it, and it will not be possible to issue fines for its launch. You can send an application for registration of UAVs through the website of State Public services or send an application with all the necessary documents to the mail of the Federal Air Transport Agency. In the application for registering a drone on an individual, you need to indicate the name of the UAV, its brand, mass, number and type of its engines, maximum take-off weight. In addition, the drone itself must be photographed against a bright background, and the gadget must occupy at least 70% of the frame.

In addition to information about the UAV, the registration application should contain data about its owner: name, passport data, residence and email addresses, phone number and SNILS. All contact details and application forms for individuals, legal entities and officials are published on the website[38] of[39].

The State Duma adopted in the first reading a bill on the right of security officials to shoot down drones

On September 11, 2019, the State Duma adopted in the first reading a bill that assumes that the police, Rosgvardia and special services will have the right, if necessary, to identify the person driving the drone and stop the flight of the drone.

The State Duma supported the right of security officials to shoot down drones

Rosgvardia amendments allow shooting down drones over "places of performance of service-combat missions," the FSB - in places of "operational-search and anti-terrorist measures," SVR - over their objects. Finally, the FSO will be able to destroy copters in order to "protect protected objects."

Hinstein admitted that if a downed drone causes a citizen's injury, the authorities will pay for his treatment. According to the statistics provided by the deputy, in 2018, 160 thousand drones were purchased in Russia, which is almost twice as much as a year earlier, the Russian Information Agency reports to TASS.

The explanatory note to the bill emphasizes that it is aimed at protecting the life and health of citizens, critical facilities and infrastructure. Drones, while the price of them falls, and the number of owners is growing, are actively used for destructive purposes, in particular for the delivery of explosive devices and lightweight weapons, the authors draw attention.

The developers explained that the document does not introduce new restrictions on the use of drones for peaceful purposes, but is intended to regulate the legal basis for their use in the face of the increased risk of using drones to commit illegal actions.[40]

Russian authorities will allow drones to be shot down

A bill has been submitted to the State Duma that proposes to limit flights of unmanned aerial vehicles in certain zones of airspace. Those devices that will nevertheless fly to prohibited territories, law enforcement officers will be able to legally damage or destroy[41].

It is also allowed to suppress or convert the signals of remote control of intruder drones and seize the entire system or parts of it from the owners. The text of the bill can be found on the website of the system for ensuring legislative activity (SOD).

According to the bill, drones will be prohibited from flying over state security facilities and their roads, protected facilities and adjacent zones. The text also mentions territories where urgent investigative actions, operational-search and anti-terrorist measures are carried out.

Drone flights will be limited or prohibited, among other things, over venues for public events. To do this, it is necessary to send an appropriate notification to the body that monitors the use of airspace. In addition, drones will not be able to fly over the places where troops perform military missions.

The bill was prepared in accordance with the National Security Strategy, approved by presidential decree on December 31, 2015, the authors of the document note. It was introduced by a group of deputies, among whom are Vasily Piskarev, chairman of the State Duma Committee on Security and Anti-Corruption, and Nikolai Kovalev, ex-head of the FSB.

The procedure for registering drones will work in a month

The registration of drones will be carried out by the FSUE "ProtectionInfoTrans" subordinate to the Ministry of Transport. The head of the department for the development of unmanned systems of the enterprise, Alexander Drozd, told Hi-Tech Mail.ru that the procedure will begin to work as soon as the corresponding government decree passes several instances. Even given the urgency of the issue, it could take at least a month, Drozd said. Until that moment, responsibility for launching drones is not provided.

Technically, these issues are now being worked out. This is rather not registration, but registration of drones using an RFID tag. She will be with several degrees of defense.

To register a drone, according to the plan of FSUE ProtectionInfoTrans, the buyer will have to take the following steps:

  • Go to the portal Public services
  • Register
  • Send a notification with all drone data and personal data
  • Get the label in MPSC or by mail
  • Glue the tag to the drone body
  • The cost of the procedure will be about 200-300 rubles.

Why do I need registration at all?

Mandatory registration of drones introduced in the Russian Federation

Amendments to the Air Code from July 5 introduced mandatory registration of unmanned aerial vehicles (UAVs) weighing from 250 grams to 30 kilograms in Russia.

Registration will be carried out by the enterprise "ProtectionInfoTrans" of the Ministry of Transport of Russia.

Earlier it was assumed that the FSB will entrust the registration of unmanned aircraft (BVS) produced on the territory of the Russian Federation or imported into the country.

The law on the mandatory registration of all drones heavier than 250 grams was signed by Russian President Vladimir Putin on December 30, 2015, but the State Duma canceled it in 2016 due to difficulties with its implementation.

Now "ProtectionInfoTrans" will identify drones by special RFID tags, by which you can get information about the drone and its owner at a distance of up to 300 meters.

For violation of the rules of the Air Code - drone flight without registration - a fine of 2 thousand to 5 thousand rubles is provided for a private person, for a legal entity - a fine of 300 thousand to 500 thousand rubles.

2016: Drones will be allowed to fly over Moscow

The Moscow City Duma Commission on Science and Industry has considered creating a comprehensive automated system for using drones in the sky over the capital, the MHD press service reports[42].

Head of the Department of Unmanned Aviation Systems of the Academy of Aviation Sciences and General Director of Kosmotekhtrans LLC Alexander Ilyin presented a project that, according to its developers, will allow not only to integrate unmanned aircraft systems into the common airspace, but will also provide cyber protection. In addition, according to Ilyin, this project is a through technology - it can conceptually combine not only unmanned air, but also space, road, railway and marine transport systems.

Leonid Zyuganov, chairman of the Moscow City Duma commission on science and industry, added that a commission is already being created in the State Duma at the initiative of aircraft designer Heinrich Novozhilov, which will work out issues related to drones.

Earlier, the head of Sochi, Anatoly Pakhomov, said that a ban on drone flights would be introduced over the city. He argued his decision by the invasion of drones into the privacy of people.
