History

2026: Localization level increase to 95 %

In early February 2026, it became known that the level of localization of production of the Russian company Zala, which is developing unmanned air systems, including the Lancet complex, reached 95%. The goal is to achieve complete technological independence.

Zala representatives said that the production process is based on a cascade principle, or modular assembly system. This allows you to flexibly scale the production of drones for specific tasks and the project budget. At the same time, serial production of new models can be organized in record time while maintaining a high level of quality and accuracy. The presence of its own test and research and production base ensures a full cycle of product development and production, as well as resistance to external technological limitations.

Zala actively cooperates with leading educational institutions of the country. As part of such partnerships, modern unmanned complexes are used for practical education of students. The initiative is aimed at developing the industry and training personnel who meet modern requirements.

In addition, Zala continues to expand its product range. In particular, on February 9, 2026, the company demonstrated the Lancet-E reconnaissance and strike complex. It is designed for remote aerial reconnaissance, search, detection and observation of stationary and mobile objects at any time of the day, as well as for high-precision strikes on targets using barraging ammunition. The complex includes a reconnaissance drone Z-16E, barraging ammunition "Product 51E" and "Product 52E," as well as a new single-use launcher for "Product 51E."[1]

2023: Sanctions from the United States

On November 2, 2023, the Bureau United States Department of Commerce drones Lancet of Industry and Safety blacklisted Aeroscan (manufacturer of ZALA Aero), whose participants are subject to export restrictions in connection with their activities harmful to safety. These companies, according to the US Department of Trade, assisted the Russian military-industrial complex, in particular, purchased or developed drones.

Getting on the Entity List means an actual ban on the supply of all American technologies and goods to them that fall under US export control. Licenses for the export of such goods to these companies will be considered with the presumption of refusal (with the exception of food and medicine, where permits are possible in certain cases). In addition, the United States prohibits sanctioned companies from exporting goods from other countries if they were made using American technology.

ZALA Aero is part of the Kalashnikov concern, which has been under American sanctions since 2015, and was re-included in the sanctions lists in July 2023. Also, the head of the concern Vladimir Lepin fell under restrictions. Russia considers Western sanctions illegal. The Kremlin stressed that "even the toughest sanctions have never in any part of the world led to the fact that those countries against whom they are introduced somehow change their position."
