For the first time, the Ministry of Labor applied a new methodology to estimate the number of people employed in the shadow sector. According to experts of the department, the analysis is carried out in two stages: first, the number of non-working people of working age is determined based on the data of compulsory health insurance, then this indicator is reduced by the number of citizens who have grounds not to work, such as disabled people, students and registered unemployed. The result is the number of those whose activities generate income without official registration.
Regional authorities monitor shadow employment on a quarterly basis. In 2023, over 795 thousand informally employed Russians were identified. The largest number of such workers are registered in the Moscow and Rostov regions, Krasnodar and Krasnoyarsk territories, as well as in the republics of Bashkortostan, Dagestan, Crimea and Chuvashia.
The Ministry of Labor has set targets for the regions to bring citizens out of the shadows. It is planned that 2.9 million people will be legalized by 2026. At the same time, there is another side of the problem: along with the self-employed, a significant part of the "gray" sector of the economy is made up of enterprises and organizations that pay employees salaries in an envelope. The motivation of the leaders in this case is understandable: tax evasion, noted Nikita Moiseev. But the workers themselves are not ready to refuse such proposals. This is due to distrust of the pension system. The working part of the population, after permanent reforms in this area, no longer really hopes for payments in the future, therefore, it seeks to provide itself with a comfortable old age on its own. In these conditions, earnings "here and now" come to the fore, and that he is in an envelope is already secondary.
According to the economist, it is possible to change the trend, but this will require making the pension system as transparent as possible. Pensions should also be indexed annually to last year's inflation or more. Subject to these conditions, in five years people will be less willing to agree to "gray" wage schemes, Nikita Moiseev believes.
Another reason why Russians themselves agree to a salary in an envelope is low income. As Izvestia previously wrote, the modal (that is, the most common) salary in Russia is only 23.5 thousand rubles. According to expert estimates, this value most objectively reflects the level of cash receipts from citizens. Moreover, according to Rosstat, the average wage is 47.7 thousand rubles.

When assessing the income of the population, Rosstat uses the balance sheet method. It implies that, on the one hand, all expenses and savings are "collected," and on the other, all the "legal" incomes of Russians. As a rule, expenses and savings turn out to be more income. The difference can serve as a marker of "gray" salaries.
A noticeable jump in activity in the illegal sector was noted in 2014-2015, when, due to the crisis, many citizens were forced to look for a second job or take unofficial part-time jobs, said Andrei Pokida, director of the Center for Socio-Political Monitoring of the RANEPA. According to him, the number of people who received a salary in an envelope or "halturili" reached up to 40% of the working population. Dollar salary directly affects the purchasing power of imports, so that the "excess income" of mid-2022 returns to the usual values of low purchasing power for the period 2015-2018.

The first wave of coronavirus was a difficult test for Russian business, but 53% of employers during this period did not reduce staff costs. According to economists, there is no real jump in the monetary remuneration of workers in 2011. Despite the high (11%) nominal growth of wages in 2011, they managed to overtake inflation by only 1.6%. The 2010 figures were 9.6% versus 3.9%, respectively.
These figures are incomparable with those observed in the country before 2008. "The pre-crisis market has been gripped by the gold rush. Companies were in great need of new candidates, the market grew, a large number of vacancies were opened, more new employees were recruited, but not always specialists of the proper level. The crisis taught employers to be more attentive to hiring, "the Troika Dialog company commented.
In 2011, salaries are growing at a small pace, and in individual positions they are completely decreasing. "According to our estimates, salary growth has practically stopped, which is strange. Usually, during the year, some positive dynamics was observed, but in 2011 everything froze.
The paradox is that a "freeze" and, moreover, a decrease in wages can provoke the development of a new wave of crisis. As noted in a report by a group of 30 prominent economists led by Columbia University economics professor Joseph Stiglitz, the main cause of the 2007-2009 crisis was a drop in demand. And this is a consequence of the long-term previous decline in household incomes.
