Increase in state support in the base station production program by 3 billion rubles

The state will send additional funds to KNS Group (operating under the Yadro brand) to create domestic cellular base stations (BS). This was reported on September 26, 2023 by Vedomosti with reference to an explanatory note to the draft federal budget for 2024 and for the planning period 2025 and 2026.

Next year, Yadro will receive 3 billion rubles. more than planned in the estimated budget. At the same time, Rostec will receive 3.5 billion rubles for the same purposes. less. 3 billion rubles. of those provided for Rostec can be redistributed in favor of KNS Group to create a BS subsystem of GSM (2G), LTE (4G) and NR (5G) standards for public communication networks. The change in financial support parameters is provided for by the federal project "Digital Technologies" of the national program "Digital Economy."

The state will send additional funds to "KNS groups" to create domestic base stations

The state corporation "Rostec" already uses measures of financial state support. In 2021, the corporation received subsidies in the amount of 4.4 billion rubles. Most likely, the funds will be used to develop Russian 4G technologies.

In addition to funds from the budget, Yadro will invest 2.3 billion rubles of its own funds. KNS Group is engaged in the creation of a BS subsystem of the GSM/LTE/NR (5G) standard for public communication networks, including using the Russian electronic component base. The total amount of investments in this project by 2027 should amount to more than 25 billion rubles. Most of the funds will be allocated from the company's budget.

Initially, the government planned to invest 84 billion rubles in the development of equipment for modern mobile networks, including 5G networks. Rostec, Rostelecom, Yadro, Skoltech and a number of manufacturers of telecommunications equipment were named as performers. Work is also planned to prepare for the launch of 6G networks.[1]

3.5 billion rubles of subsidies for the development of base stations

Yadro received 3.5 billion rubles in subsidies for the development of base stations. This became known in early August 2023.

As they write Sheets"" with reference to the relevant government order, budget funds were allocated from the government reserve fund for the provision of subsidies to "KNS Group" (Yadro) "to reimburse the costs aimed at creating a subsystem of GSM//NR LTE() base stations 5G for public communication networks, including using the Russian electronic component base." This amount should compensate for part of the costs of creating base stations in accordance with the roadmap for the development of the high-tech direction "Modern and Promising Mobile Networks" until 2030, the document says.

In May 2023, the head of Yadro Group of Companies Alexei Shelobkov said that the cost of the project to create domestic base stations within the framework of forward contracts concluded with the largest telecom operators is estimated at more than 25 billion rubles. Under the terms of the project, 50% of its cost will be financed at the expense of Yadro Group of Companies, another 50% is expected to be subsidies.

At the same time, Yadro previously estimated the entire project at 19 billion rubles. According to Kommersant, the increase in planned expenses could be a consequence of sanctions (the United States included KNS Group LLC in the SDN list and the ICS Holding that owns it in February in 2023).

File:Aquote1.png
The transfer of technologies is becoming more complicated, risks for operators are growing, - explained one of the sources of the publication.
File:Aquote2.png

According to another interlocutor, manufacturers expect that by 2025 the situation may change, or "all telecom operators will fall under sanctions." The source of the newspaper in one of the largest operators warns that by August 2023 "the transition to domestic equipment is far from the primary task for companies."[2]

On November 15, 2017, it became known about the provision of a state loan to Yadro in the amount of 500 million rubles to launch the production of new servers, intended primarily for the Russian market. The total cost of the project will be 1.1 billion rubles.

Half a billion rubles will be provided to the subsidiary of the National Computer Corporation (NCC) by the Industrial Development Fund (FRP). The loan was approved at 5% per annum under the Development Projects program, under which "preferential borrowed co-financing is provided for projects aimed at import substitution," Kommersant writes with reference to the fund's message.

NCC subsidiary received 500 million rubles from the state to launch server production

Yadro will direct the funds raised to organize serial production of servers. The launch is scheduled for the first quarter of 2018, and by the fourth quarter of 2021 it is planned to release almost 1,000 such systems. Their sales will begin in 2019, but pre-order has already started in October 2017.

Most (90%) of Yadro's servers will be delivered to the domestic market. The company expects to sell several hundred pieces of equipment a year. For example, in 2018 it is planned to implement about 300 cars.

The cost of servers will begin at 1 million rubles. Final prices depend on configuration and vary tenfold depending on application requirements and customer infrastructure.

Yadro claims that such a technique has no direct analogues in the Russian market and is intended for accelerated processing of large amounts of data.

According to Mikhail Popov, senior analyst at IDC for corporate systems, Yadro servers may be of interest to customers who want to use solutions from several manufacturers.

Such servers are needed by the financial sector and many government organizations. Yadro will not meet direct competitors, apart from possible intersections with IBM, the expert believes.[5]

YADRO became the first IBM OEM partner in Russia certified for component assembly of servers based on POWER processors, as well as storage systems.

The assembly includes a full cycle from installing critical components in a clean module, activating processors and memory, to comprehensive testing, installing localized software, and checking electrical security. Production capacity allows you to simultaneously assemble up to 128 servers per day.

The assembly component line is organized in addition to the implemented large-node assembly, product testing and installation of localized software based on production facilities in Shuya, Ivanovo Region (ISO 9001:2001 certification).

As part of the project, extensive work was carried out on the modernization and certification of production facilities according to the IBM quality system, long-term training of employees at leading IBM enterprises was organized, the necessary production equipment was purchased and integrated, and procedures and process charts were finalized. The production and quality management system was also integrated with a similar system used by IBM in its own plants.

2015: "KNS Group" will create a processor

On April 21, 2015, it became known about the participation of KNS Group in the international consortium OpenPower[6].

The consortium was formed in 2013 by IBM, Google, Tyan, Nvidia and Mellanox to develop computing systems based on IBM Power technology, open to consortium members.

The NCC noted that the consortium gives access to a full stack of decisions of its members, while everyone can choose their own set of funds and the level of localization of the production of the final product. The NCC plans to use other people's developments, and then gradually prepare for the release of its own processor.

The main activities of KNS Group are:

  • development and production of infrastructure products,
  • servers and DSS,
  • creating application software solutions with a focus on security and system software,
  • development of the ecosystem of Russian developers of software and hardware solutions and academic institutions.

Company's plans for 2015-2016, 2015

The company said that as of April 21, 2015, the Yadro-branded product portfolio consists of servers and DSS based on an OEM partnership with IBM. Prototypes of hardware and software systems, according to representatives of the NCC, are in test operation mode in a number of state and commercial organizations.
