The level of localization of components for drones in Russia has reached 30%

Manufacturers of unmanned aerial vehicles in Russia increased the share of domestic components to 30% in 2024, which is 10 pp higher than the previous year. Data presented in November 2024.

According to TASS, the bulk of the components for assembling drones are supplied by China, which is the world leader in the production of unmanned systems. The proportion of imported civilian drones from the People's Republic of China is 80-90%.

The degree of localization of components for drones in Russia was 30%

Nikita Danilov, General Director of Fly Drone, noted that Russian enterprises have established production of hulls, fuselages and flight controllers. Domestic developers fully meet software needs.

The lowest level of localization is observed in the segment of microelectronics, batteries and electric motors. The share of Russian engines in the collected drones does not exceed 5%.

To increase the level of localization, it is proposed to increase funding for research work in the field of creating power plants, navigation systems, communications and technical vision.

The introduction of the mechanism of state civil order contributes to the growth of the share of domestic drones in the market. Experts are considering the possibility of legislative restrictions on the import of finished devices while maintaining access to foreign components.

The import substitution process in the unmanned systems industry is supported by government programs. Priority is given to the development of the production of critical components.

The level of localization varies significantly depending on the production segment. The greatest success was achieved in the creation of structural elements and control systems for unmanned vehicles.[2]

The main tool to achieve this goal will be the national project "Unmanned Aircraft Systems" (ALS), launched in January 2024. The project is aimed at creating favorable conditions for the production of various types of unmanned aerial vehicles and expanding their use in all sectors of the economy.

Government reveals plans for five-fold increase in drone production in Russia

Mikhail Mishustin noted that the development of unmanned technologies will open up new opportunities for business and society as a whole. In particular, drones will be used to monitor the state of industrial facilities, monitor forests, water bodies and landfills in order to prevent emergencies, as well as to treat agricultural land from pests.

The government intends to support domestic developers and buyers of unmanned equipment through grants and subsidies. It is also planned to simplify the certification procedure and remove administrative barriers for manufacturers of unmanned aircraft systems.

The development of unmanned aircraft received support at the highest state level. So, on June 21, 2024, Russian President Vladimir Putin announced a priority increase in the supply of drones to the zone of a special military operation. In addition, the head of state signed a law on the development of engineering and industrial design, providing for state support for Russian developers and manufacturers of ALS.

In particular, the status of the SPC for drones was assigned to the Technopark of St. Petersburg. It is noted that in the northern capital of Russia, approximately 30% of the country's companies engaged in the development and production of ALS are concentrated. Technopark of St. Petersburg is a regional institute of innovative development, all divisions of which are associated, among other things, with unmanned technologies. Technopark has high-tech equipment, competencies in the field of innovative technologies, extensive experience in cooperation with universities, research and production associations, engineering centers.

In addition, the status of the BAS research and production center was received by the Perm World-Class Scientific and Educational Center "Rational Subsoil Use" (Perm REC). A similar status was assigned to four more organizations based in Moscow, as well as in the Novgorod, Ryazan and Sakhalin regions. On the basis of these sites, the National Project "Unmanned Aircraft Systems" will be implemented.

In particular, the centers will develop drones and their components, search, evaluate and introduce promising technologies in the field of ALS, form a pool of experts, commercialize scientific developments of universities, accelerate small technology companies and startups, popularize and increase the prestige of activities in the field of unmanned aviation, train qualified personnel to work in this area.[5]

Technopark of St. Petersburg received the status of a research and production center of competence in the development of unmanned aircraft systems

Nevertheless, it is important to focus not only on iron production, but also on software development, including the integration of artificial intelligence technologies into aircraft. Another important aspect is the inclusion of small businesses. For a long time, the sphere developed precisely at the expense of niche producers, so the arrival of large companies, of course, can monopolize the market. In addition, it is important that construction financing takes place only on a competitive basis and with transparent criteria for assessing, the parliamentarian concluded.
