Rostelecom began to cut the speed of the Internet among subscribers who download too much
In mid-July 2025, it became known that Rostelecom began to reduce the speed of Internet access for subscribers who download too much data. We are talking about terabytes of information downloaded in a relatively short time interval.
One of Rostelecom's home subscribers in Novosibirsk announced the limitation of the bandwidth of the broadband access channel. Within 13 days, he said, he downloaded more than 6 TB of data. After that, the speed of the Internet connection dropped from 500 to 20 Mbps. Representatives of the operator linked this measure with the internal policy of the company.
| Today, from negotiations with an employee of Rostelecom, I learned that I was limited to speed (home! optics!) of the Internet from 500 megabits to 20 megabits due to (quote): "you downloaded too much. More than 4 terabytes, "- says the post of a resident of Novosibirsk under the nickname istan, who faced a problem. |
Rostelecom commented on this issue to the Hi-Tech Mail resource. The operator said in a statement that it "did not change the conditions, rules and tariffs for using home Internet for personal, family and other needs not related to entrepreneurial activities." It is argued that unlimited tariffs for individuals have no restrictions on the volume of downloaded traffic. At the same time, "Rostelecom" emphasizes that in the case of abnormal values that are tens and hundreds of times higher than the average consumption, the data transfer rate can be reduced for verification. This is necessary to ensure the security of the network infrastructure - so that "all home Internet users can receive services in full."
The rules for the provision of services to PJSC Rostelecom (clause 34.11) state that if a subscriber creates a significant load on the communication network, including using peer-to-peer protocols, "the data transfer rate cannot be guaranteed by the operator."[3]

According to the press service of Rostelecom, employees of contractor companies who have access to the infrastructure of the telecommunications operator are now obliged to be acquainted and follow all the requirements of the updated regulations. Rostelecom reserves the right to monitor compliance and revoke access to information systems in the event of violations.

In addition to increased security requirements, the company has significantly strengthened the set of measures to protect its own digital infrastructure involved in remote access processes and interaction with third-party companies. Contractor employees access the company's systems only through specially configured jump hosts and privileged access management systems.

Rostelecom decided to strengthen its position in the APCS market and create an analogue of the popular Siemens solution

Work on the creation of an open APCS is carried out within the framework of a working group created in August 2023 by order of the Ministry of Industry and Trade, its chairman is Deputy Minister of Industry and Trade of the Russian Federation Vasily Shpak. The formation of a group of companies included in the industrial centers of competence (ICC) "Chemistry" and "Metallurgy" was initiated. As of August 2024, it includes 27 largest industrial companies, and about 20 more companies participate unofficially.
As part of the PP-1912 on the course on import substitution of equipment and software in the field of critical infrastructure, enterprises should switch to domestic analogues of the software and hardware complex. To solve this problem, in particular, Rostelecom plans to develop a high-load PAC, which will become a functional alternative to the popular foreign PAC today - Siemens Simatic S7-1500, Vladimir Volkov told TAdviser. It will be hardware.
As for the software, alternative software has already been developed, included in the register of domestic software - SuperSCADA. It provides functionality in terms of remote control, dispatching and working with interfaces. The developer of this product in the register is RTK Automation, a manufacturer of intelligent process control systems. The company was created in 2020 as a joint venture between MZTA and Rostelecom and is part of the MZTA Group of Companies.
Rostelecom plans to become a prominent player in the discrete and continuous production market, says Vladimir Volkov. This is not a new direction for the company: it has been working on creating solutions in this area for more than three years. We are talking about the implementation of complex projects, including not only the organization of communication channels, but also, in fact, the field level of devices, software and hardware systems, sensors, metrology, metrology circuits, as well as upper-level software circuits. All this together makes it possible to solve complex problems of production modernization.
| After the departure of foreign vendors from Russia, such as Yokogawa, Siemens, Schneider and ABB, the market is especially in dire need of developing its own APCS products and switching to the domestic technology stack. Since Rostelecom already has extensive experience in developing and implementing its own software, we took the answer to this request for ourselves, - said the vice president for work with large corporate clients of Rostelecom. |
In addition, the previously popular service model was also unavailable to Russian companies. For example, Siemens, Schneider provided service automation on the service model, taking over the costs and investments associated with CAPEX on the project. Rostelecom also plays the role of such a partner.
