History
Ural Locomotives LLC (Verkhnyaya Pyshma, Sverdlovsk Region), a joint venture between Sinar Group and Siemens AG, was established at the production site of the Ural Railway Engineering Plant on July 1, 2010.
The plant mass-produces DC freight electric locomotives with a SINARA series collector traction drive 2ES6 (the first prototype was released in December 2006) and freight main electric locomotives with an asynchronous GRANITE series traction drive 2ES10.
The start of the assembly of the first Russian-German electric locomotive of a new generation with an asynchronous traction drive of the 2ES10 series was given on July 28, 2010 as part of the official opening of the Ural Locomotives enterprise. A prototype of the 2ES10 freight main-line electric locomotive, called GRANITE, was released on November 18, 2010.
On September 7, 2011, Russian Railways, Sinara Group and Siemens AG signed a contract for the supply of 1200 Lastochka electric train cars (Desiro RUS type) for Russian Railways from 2015 to 2020. The total contract value will be more than 2.1 billion euros. Desiro passenger electric trains are used for suburban services and belong to a new generation of lightweight modular trains.
The production of Lastochek was organized at Ural Locomotives LLC. According to the contract, during 2015, Ural Locomotives will produce 30 five-car electric trains. Initially, the localization depth will be 35%, as the contract is fulfilled, the localization level will be brought to 80%. More than 80 enterprises of the Russian industry will participate in the cooperative supply of component components. With the implementation of this large-scale project, it is planned to create about 1,500 new jobs at Ural Locomotives alone. Taking into account plans to localize the production of components, the number of employees employed within the machine-building cluster of the Sverdlovsk Region can be increased by another 10 thousand highly qualified specialists.

Change of jurisdiction from Dutch to Russian
On May 19, 2025, it became known that Ural Locomotives LLC, which is part of the Sinara - Transport Machines holding (STM) and is responsible for the production of trains for the first high-speed highway in Russia (HSR) Moscow - St. Petersburg, completed the process of changing the jurisdiction of the owner from Dutch to Russian.
According to Interfax, citing data from the Unified State Register of Legal Entities, since May 16, 2025, 100% of the plant has been owned by Ural Locomotives Holding JSC. Until that moment, starting in 2010, the owner of the enterprise was the Dutch offshore company Ural Locomotives Holding B.V.
The STM press service reported that the changes in the ownership structure are the completion of the company's work to transfer the enterprise to Russian jurisdiction. Representatives of the holding are confident that these changes will have a positive impact on the production activities of the plant. At the same time, the press service emphasized that Ural Locomotives were and remain part of the Sinara - Transport Machines holding.
According to the Unified State Register of Legal Entities, the Ural Locomotives Holding company with an authorized capital of ₽20 million was registered on September 12, 2024 in Verkhnyaya Pyshma, where Ural Locomotives LLC was also registered. The specialization of the new company is consulting on business and management issues. Viktor Loesch, head of the Sinara group, has been appointed CEO of the company.
Ural Locomotives produces trains for the Moscow-St. Petersburg high-speed highway. The plant is modernizing its production site for this project, the cost of work is estimated at ₽44 billion. The completion of the construction of workshops is planned in 2026, after which the company will be able to simultaneously produce up to 300 cars of high-speed and high-speed electric trains per year.[1]

Modernization of the company for ₽44 billion for the production of trains HSR "Moscow-Petersburg"
At the end of November 2024, it became known that the Sinara - Transport Machines holding will invest ₽44 billion in modernizing the production of Ural Locomotives LLC for the production of high-speed trains. The reconstruction of the plant in Verkhnyaya Pyshma will allow the production of 144 cars for the high-speed highway (HSR) annually by 2028.
According to Interfax, the project includes the reconstruction of existing and the construction of two new workshops with a total area of 60 thousand square meters. m. The plans also include the construction of an administrative building for engineering personnel by the end of 2026.

Chairman of the Board of Directors of STM Alexander Misharin confirmed the completion of the design of the site and the beginning of the preparation of the territory. The company has applied for a soft loan, but for now it is financing the work from its own funds.
A test station for asynchronous drives of high-speed trains, unique for Russia and the CIS countries, will appear at the plant. The modernization will also affect existing buildings, where production lines will be synchronized with the production of Finist trains.
By 2028, the company will be able to produce not only 144 high-speed train cars, but also 150 Finist electric train cars annually.
In August 2024, Ural Locomotives signed contracts with GTLK and VSM Two Capitals LLC for the supply of 41 high-speed dual-system trains until 2030. The rolling stock will be transferred to a 20-year lease to the project concessionaire.
The cost of building the Moscow-Petersburg high-speed railway is estimated at ₽2 trillion, of which ₽228 billion is planned to be spent on the creation of high-speed rolling stock. The commissioning of the highway is scheduled for 2030.[2]
