Import substitution projects launched in 2021
As part of the preparation of a new review , "Import Substitution of Software 2022," TAdviser collected information on projects to replace foreign IT systems with domestic and open source products that started in 2021.
As in previous years, state structures and state-owned companies remain leaders in this direction. They are implementing the largest projects. If we talk about specific solutions, the replacement of which is most common, then here we should mention the replacement of Windows OS with domestic systems based on Linux (primarily Astra Linux), office packages Microsoft Office with Russian "My Office" and "P7-Office," Oracle DBMS on Postgres Pro. Also, quite a lot of information about replacement projects comes from Russian vendors of EDMS/ESM systems and developers of communication products.

TAdviser has been collecting information on import substitution projects since 2017. In the spring of 2020, the table of such projects was supplemented with about 60 new implementations. Analysis of the situation as of 2019
It is too early to talk about the mass replacement of foreign software. Among state customers and large businesses, the process of supervision is still underway. In general, import substitution can be characterized by the phrase "pilot implementations have been carried out." Many customers start with test installations and trial projects. Fundamentally, the situation may change in 2019-2020.
Several factors can influence this process. First, increased influence from the state. Here we can recall the directives of the Minister of Finance Anton Siluanov, according to which state-owned companies from the list No. 91-r had to approve plans for the transition to Russian software in a short time, and by 2021 significantly increase its share (> 50%). We are talking about such companies as Aeroflot, Gazprom, Sheremetyevo, Rosneft, Russian Railways, Channel One, Rusnano, VTB, Rostelecom, etc.
Other factors are associated with an increase in the level of maturity of domestic IT solutions, the formation of a market infrastructure around Russian developments and the entry into the market of IT solutions of large state corporations.
As of April 2019, of all import substitution projects collected by TAdviser, slightly less than half started in 2017. Among the 89 projects included in the table, there are 40. Substitutions that began in 2018 - only 18.
The largest example of IT import substitution in terms of budget is the project, which began in 2015. This is the creation of an integrated information system of courts of general jurisdiction.
