The main articles are:

ERA-GLONASS is a state emergency response system for accidents and other emergency situations on the roads. The main goal of its creation is to reduce the time for delivering information about an accident to emergency services in order to reduce the mortality and injury rate of drivers and passengers of vehicles involved in an accident or other abnormal situation on the road.

To connect to the system, it is enough to have a special device that is used as a navigator. When the accident sensors are triggered or when the alarm button is pressed, the system transmits an emergency signal to the response center.

On January 1, 2017, the requirement for the mandatory equipment of cars with an emergency response system for ERA-GLONASS accidents came into force.

GAIS "ERA-GLONASS" is not only a tool that preserves the life and health of road users. On the basis of the system, many services have been developed and implemented for the digital transformation of the transport industry: a number of additional services have appeared - both for private car owners and for commercial and government customers. These are services for monitoring mobile facilities, monitoring the safety of cargo, high-precision positioning, as well as a system for ensuring the non-correctability of information - a certified trusted environment.

For owners of cars connected to the ERA-GLONASS system, the Help on the Road service is available. It allows the motorist, by pressing the SOS button, to contact the service center and order a tow truck service, a replacement car, fuel delivery, get technical assistance, legal advice, etc.

For carriers and fleet owners, as well as for passenger transport, GLONASS JSC offers transport monitoring services using satellite navigation equipment (ASN). The automated monitoring system "ERA" ("AFM ERA"), which is an integral part of the GAIS "ERA-GLONASS," recognizes and records unscheduled stops, deviations from the route, the absence of a telematic signal for more than 2 hours and other movement parameters. The system is implemented on the basis of cloud technologies, which makes it possible to optimize the costs of government agencies and auto enterprises for the maintenance of a staff of qualified specialists and support of specialized software when implementing navigation technologies in transport.

World practice

Worldwide, the requirements for emergency call devices (EERs) and their functioning are regulated at the level of UN Rules. On the territory of the member states of the Eurasian Economic Union (EAEU), these requirements were detailed in 2011 with the adoption by the Eurasian Economic Commission of the Technical Regulations of the Customs Union (TR CU 018/2011 "On the Safety of Wheeled Vehicles") and are mandatory for all countries of the union.

The requirements are harmonized with similar requirements adopted later by the European Union. Therefore, cars supplied to Russia, Kazakhstan, other EAEU countries and to European countries contain similar UVEOS devices. Thanks to this, it became possible and implemented the pairing of the Russian ERA-GLONASS system, the Kazakh EVAK and their European analogues - eCall systems - in order to mutually assist car owners in accidents in other countries. GLONASS JSC participates in the development of similar ERA GLONASS systems in other countries.

Project progress

2023

The number of cars with ERA-GLONASS for the year increased by 15%

The number of cars with ERA-GLONASS over the year increased by 15% and exceeded 10 million units. Such data were GLONASS presented to JSC "" on December 28, 2023.

According to the company's statistics, in 2023 the fleet of vehicles connected to the ERA-GLONASS emergency warning platform increased by more than 1 million cars. During the same period, the system transferred more than 81 thousand emergency calls from motorists to rescue services, 83% of which are automatic. In total, during the operation of the state information system, more than 350 thousand calls were transferred to emergency services.

The number of cars with ERA-GLONASS over the year increased by 15% and exceeded 10 million units

From the materials of GLONASS JSC, it follows that in 2023 300 thousand vehicles were connected to the ERA Monitoring platform, created on the basis of ERA-GLONASS, of which 200 thousand were public transport in all regions of Russia.

Summing up the results of 2023, GLONASS JSC also recalled that in March the integration of ERA-GLONASS with all those operating in the country was completed. " Systems-112 Thanks to which, in 85 regions of the country, rescue services after an accident receive important information for rescue in an average of 19 seconds. As a result, thanks to the system, the response time of emergency services is reduced by 50% by digitally obtaining accurate coordinates and parameters of cars, the company said.

On the basis of ERA-GLONASS in 2023, the small aviation monitoring service was scaled up. "Aviation monitoring" provides continuous monitoring of flights of almost 250 aircraft, due to which agricultural processing of land in the southern regions of the country in the closed sky mode is preserved.

In addition, in 2023, a pilot project was held in Moscow to connect electric scooters to ERA-GLONASS. The solution allows you to automatically comply with the established speed modes and ensure the safety of hundreds of thousands of pedestrians and users of electronic means of individual mobility.

Yakutia is the first in Russia to test emergency notification and monitoring of transport based on ERA-GLONASS without cellular communication

Yakutia will become a pilot region of the country for testing emergency warning services and monitoring vehicles without using cellular communications, created and developed on the basis of the ERA-GLONASS state information system. The project will be implemented by the Sever Scientific and Educational Center and GLONASS JSC. The corresponding agreement was signed by the heads of organizations in the presence of the head of the Republic of Sakha (Yakutia), chairman of the supervisory board of the North REC Aisen Nikolaev. This was announced on December 19, 2023 by the press center of the Republic of Sakha (Yakutia) in Moscow.

General Director of GLONASS JSC Alexei Raikevich added that the project, which is aimed at solving urgent problems in Yakutia, will be an important step to improve the safety of transportation of people and goods in the Arctic, Subarctic, Far East and in many regions of Russia.

File:Aquote1.png
As of December 2023, about 70% of the country's territory is not covered with cellular communications, this is not economically feasible. At the same time, transportation in such places does not stop, and in the event of any emergency situation, thousands of people cannot report the incident and receive timely assistance from emergency services. Also, continuous tracking with the help of our technologies is aimed at improving the reliability of logistics and the efficiency of managing vehicles, small water vessels and unmanned aircraft, - explained Alexey Raikevich.
File:Aquote2.png

Also, within the framework of cooperation, it is planned to further scale the intellectual system of integrated security for universities, shopping centers and industrial facilities, developed and tested by GLONASS JSC and Tomsk State University. Indore navigation technology allows emergency services to obtain information on the floor digital plan of the building about the number of people who find themselves in the emergency zone, and quickly take the necessary measures to provide assistance, citizens receive optimal routes for safe evacuation from the building.

ERA-GLONASS will help look for stolen cars in Russia

In early December 2023, GLONASS JSC "" talked about the development of a service for finding stolen cars using the ERA-GLONASS system.

As the general director of the company Alexei Raikevich told RIA Novosti, this project will be implemented in 2024. Its launch will be a response to numerous requests from ERA GLONASS users.

GLONASS is developing a service for finding stolen cars

According to Raikevich, the basic version of the "alarm button" does not allow determining the location of the car in the event of its theft. However, it will be possible to equip the hardware complex with the possibility of monitoring next year - to expand the capabilities of the on-board ERA-GLONASS is promised only with the consent of the owner.

This will not require the installation of additional equipment: the monitoring function will appear in the complex due to firmware updates. Accordingly, the new service should not significantly affect the price of the "panic button."

The representative of GLONASS JSC noted that the emergency call system is very deeply integrated into the car, so the possibility of its disconnection by hijackers is as difficult as possible. The system will automatically inform the car owner about attempts to artificially "jam" the SOS button.

The company's creation of a new service prompted the fact that since the beginning of 2023, several thousand requests from car owners have been received for help in finding stolen vehicles. Raikevich said that such requests are received daily.

File:Aquote1.png
Given the high demand, we have developed a new service, which will be a continuation of the line of services that do not require the installation of additional equipment in the presence of an SOS button in the car, - added the general director of GLONASS JSC in early December 2023.

According to GLONASS JSC, by mid-November 2023, there were about 10 million vehicles equipped with the ERA-GLONASS system in Russia[1]

Ministry of Transport of the Russian Federation creates a platform for controlling the speed of electric scooters

The Ministry of Transport of the Russian Federation has developed online platforms for controlling the speed of electric scooters. The department reported this in the corresponding draft government decree, which was published in October 2023. The basis of this platform is the ERA-GLONASS state system.

File:Aquote1.png
Provides for the possibility of placing information on the location of the boundaries of terrain objects related to streets and (or) roads, boundaries of land of settlements, common areas, specially protected areas and objects, forest lands, zones with special conditions of use of territories, other objects, territories and (or) zones (hereinafter referred to as boundaries of objects, lands, territories and/or zones) In the state automated information system "ERA-GLONASS" in order to regulate the speed of movement of personal mobility vehicles, - says the explanatory note to the project, excerpts from which are provided by TASS.
File:Aquote2.png

Ministry of Transport will control the speed of electric scooters

According to the document, the platform should be an information system that accumulates high-quality, fully protected, reliable up-to-date information regarding the established speed restrictions on specific geozones.

By October 2023, traffic rules for personal mobility means (SIM; these include electric scooters, electric skateboards, gyro scooters, sigways, monocycles and other similar vehicles) a speed limit of up to 25 km/h has been established, as well as an additional decrease in speed in certain zones where the movement of electric scooters interferes with pedestrians. For the purposes of mandatory compliance with the SIM of these restrictions, it is proposed to use the ERA-GLONASS state system, which will ensure a decrease in the speed of the SIM in the established geozones.[2]

646 thousand connected vehicles for six months

In the first nine months of 2023, over 646 thousand vehicles connected to ERA-GLONASS. The growth in car registration in the state information system amounted to 12.5% compared to the same period in 2022. JSC GLONASS announced this on October 9, 2023.

Every fifth car in Russia is equipped with SOS buttons - more than 9.8 million vehicles.

During the operation of ERA-GLONASS, over 316 thousand emergency messages from motorists were transmitted to emergency services. At the same time, more than 75% of them are calls in automatic mode. In severe accidents, a smart device transmits coordinates and the necessary information about the car in a matter of seconds, even in cases where victims cannot independently call rescuers. Due to the integration of ERA-GLONASS with all Systems-112 in the regions, compliance with the Golden Hour rule of disaster medicine is ensured with maximum efficiency: assistance provided within 60 minutes after the accident multiplies the possibility of saving the lives of affected people and minimizes the development of dangerous complications in case of injuries.

In 2023, the largest number of calls through ERA-GLONASS, which required the response of emergency services, fell on the month of January - 6.4 thousand calls. On average, in 2023, the number of emergency messages per month exceeded 5.4 thousand, which is 11% more than in 2022.

File:Aquote1.png
The positive dynamics of increasing the fleet of cars connected to ERA-GLONASS increases the safety of millions of road users, the protection of drivers and passengers in severe accidents and a variety of road accidents. Statistics also confirm the fact that microelectronics manufacturers have imported and coped with the shortage of components, provide an increasing demand for emergency call devices from the auto industry and importers, - said Alexey Raikevich, General Director of GLONASS JSC. - Since October 1, 2022, as part of parallel imports, more than 130 thousand imported into Russia have been connected to ERA-GLONASS, of which 30 thousand in September 2023 alone. Equipping cars with SOS buttons on conveyors and when imported into the country retains such a standard for vehicle safety as ERA-GLONASS.
File:Aquote2.png

Emergency call devices have been an integral part of all new vehicles since 2017. SOS buttons are also installed on imported machines. In addition to emergency notification to owners of cars connected to ERA-GLONASS, additional services "Assistance on the road" are available (technical support on the way and evacuation of the car), calling for private security of the Russian Guard in all regions of the country.

Testing of emergency calls about incidents on small vessels

ERA-GLONASS has been tested for transmitting emergency calls about incidents on small vessels and monitoring their location on water bodies St. Petersburg and. Leningrad Region The company GLONASS announced this on September 12, 2023.

The pilot project was organized jointly with the Ministry of Emergencies of Russia, the Ministry of Transport of Russia and Rostransnadzor.

The satellite navigation system was installed on various types of small vessels, as well as life jackets. Information about the occurrence of an emergency for several seconds via satellite and cellular communications was transmitted to the operator and then indicating the location of the craft arrived in St. Petersburg.

If a person was overboard, the exact coordinates of his location were displayed on the ship's on-board computers and promptly transmitted to rescuers.

During the testing of the equipment, the capabilities of ERA-GLONASS were demonstrated in terms of monitoring the location of small vessels, their movement, as well as monitoring the technical condition of water transport.

A virtual cellular operator for government agencies is being created on the basis of ERA-GLONASS

A virtual cellular operator for government agencies is being created on the basis of ERA-GLONASS. This became known in early August 2023.

By this time, as they write, News"" technical tests of the system are already underway to connect the phones of civil servants to the system, access to Internet and voice communication capabilities. It is planned to involve "" in the implementation of the project. GLONASS JSC Rostelecom

Andrei Ionin, chief analyst of the Digital Transport and Logistics Association, called ERA-GLONASS a unique system in terms of its capabilities and potential, which is constantly growing. The system was originally created to solve the task of emergency call of operational services to assist and save the life and health of people in road accidents. However, now they plan to expand the scope of the system.

File:RIA 8455154.HR.jpg
A virtual cellular operator is being created for government agencies

ERA-GLONASS uses the networks of four federal "classic" cellular companies at once, so subscribers of the new operator will receive the optimal quality of mobile communications, an informed source told the newspaper. It is also the only wireless operator in the world that works with millions of subscribers and throughout the country according to the MVNO scheme on the networks of all national mobile operators, another source said.

The authorities have a request for such services, the interlocutors of the publication believe. ERA-GLONASS will be able to provide officials with safe and high-quality communication, says Mobile Research Group analyst Eldar Murtazin. On the other hand, the virtual operator is largely dependent on the operators of the physical networks on which it operates, for example, it cannot quickly provide radio coverage where a large number of subscribers need to be served, he notes. According to the expert, in cases where it is necessary that the transmission and reception of data is carried out behind closed doors and they are in no way related to foreign services (for example, during the census), it is advisable for civil servants to issue domestic smartphones running on the Aurora operating system. Testing of the emergency commissar call service on the section of the toll road M4 "Don" from 21 km to 225 km

On the section of the toll road of the DON M4 from 21 km to 225 km, the emergency commissar call service through the ERA-GLONASS system was tested. This was announced on June 2, 2023 by the director for the development and support of ERA-GLONASS products of GLONASS JSC Artem Klimovsky.

He said that with the help of the SOS button installed in the car and connected to ERA-GLONASS, in case of an accident or breakdown, motorists can quickly call the emergency commissioner.

{{quote 'The State Information System "ERA-GLONASS" determines the exact location of the car, its number, brand and transmits information to the Traffic Control Center of the operator of the toll section of the road. This allows emergency or technical services to quickly arrive at the scene, introduce, if necessary, a temporary speed limit, promptly warn other drivers about the accident, reduce congestion and increase the capacity of the road, prevent repeated accidents. The integration of systems increases the safety of motorists and passengers on a high-speed highway, when saving lives depends on the speed of assistance and response of technical services, "said Artem Klimovsky. }}

The launch of this service was a continuation of the implementation of the agreement between GLONASS JSC - the operator of the ERA-GLONASS state information system - and the state company Russian Highways.

It is assumed that in the future such a service will be available throughout the DON M4, as well as on all other sections of toll roads, including the Belarus M1, the Ukraine M3, and the Neva M11.

As of June 2023, more than 9.5 million cars were registered in the ERA-GLONASS system. A means of transport security - an emergency call device (SOS button) - is a mandatory part of the design of new vehicles. Thanks to ERA-GLONASS, the time for communicating information about accidents on the country's roads to emergency services is reduced, which increases the chances of preserving the life and health of road users.

Within the framework of the business program of the Forum, a number of thematic sessions, plenary sessions and round tables are planned, the participants of which will discuss the use of innovative technologies in road construction and the introduction of intelligent transport systems.

Connection of 14 thousand cars imported into Russia

More than 40 thousand imported into cars Russia legal entities and are connected to the individual entrepreneurs ERA-GLONASS state information system from October 1, 2022, from the moment the temporary procedure for registering imported machines for these categories of owners is completed. The maximum increase was recorded in April 2023 - almost 14.5 thousand cars. At the same time, in the first decade of May 2023 alone, importers installed SOS buttons on more than five thousand vehicles. The company GLONASS announced this on May 16, 2023.

File:Aquote1.png
The statistics of connecting imported cars to ERA-GLONASS confirm the fact that there is no shortage of emergency call devices. Manufacturers of SOS buttons, with the support of the Ministry of Industry and Trade of Russia, switched to a sanctions-resistant component base, formed reserves that cover the demand of car importers. For the prompt connection of machines, we have created all the necessary conditions with the help of our partners, which ensure the implementation and installation of devices at all main locations for the import of cars into the country, - said Alexey Raikevich, General Director of GLONASS JSC.
File:Aquote2.png

The company has formed a partner network of more than 80 companies that are engaged in the implementation, installation of emergency call devices on imported cars, as well as their connection to ERA-GLONASS. The recommended selling price of SOS button manufacturers for partners of GLONASS JSC does not exceed 28 thousand rubles. In addition, the addresses of test laboratories are placed on the map to undergo the procedure for assessing the compliance of the car with the mandatory requirements.

File:Aquote1.png
The ability to call emergency services at the touch of a button meets the latest car safety requirements. ERA-GLONASS increases the chances of saving the lives of drivers and passengers, preventing the severe consequences of an accident. The system is integrated with all regional rescue services "112," due to which the victims do not need to explain their location in a state of shock. Rescuers receive in digital form the coordinates and the parameters necessary for the operational location of the car, - concluded the general director of GLONASS JSC.
File:Aquote2.png

The SOS button connected to ERA GLONASS is an obligatory part of the designs of new vehicles. The devices are also equipped with cars imported into Russia. As of May 2023, over 9.3 million vehicles were registered in the system. Almost 300 thousand calls from motorists required the response of rescuers to assist victims of road accidents.

At the heart of the emergency warning system for small aircraft

Based on the ERA-GLONASS state information system, used to transfer emergency calls to cars transport, it was developed and successfully. tested emergency warning system for small aircraft The company GLONASS announced this on April 11, 2023. More. here

Completion of integration with the current "Systems-112"

integration Completed "ERA-GLONASS" with all operating Systems-112"." This was announced on March 13, 2023 by the company. JSC GLONASS

Emergency calls of motorists in 85 Russian regions are automatically transmitted through the ERA-GLONASS state information system to the 112 rescue services, which is an important step to improve the safety of millions of motorists and reduce road accidents. The completion of integration became possible after the commissioning of Sistema-112 in the Smolensk region in February 2023. Earlier, the information interaction "ERA-GLONASS" was provided with 84 regional rescue services. Such pairing of systems will be carried out in the added regions of Russia, the launch of "112" in which is scheduled for the end of 2025.

With the help of ERA-GLONASS, rescue services, on average, receive information about an accident in 19 seconds, including exact coordinates, and can quickly find cars that, after an accident, often find themselves out of line of sight and outside roads. Additional data on the vehicle (category, type of fuel used, nature of damage) allows you to plan in advance the organization and conduct of rescue operations taking into account the predicted number of victims.

File:Aquote1.png
The successful completion of the integration of ERA-GLONASS and Systems 112 in 85 regions of Russia is the most important step to preserve the life and health of people on roads. This required the coordinated work of several federal authorities - the Ministry of Internal Affairs, the Ministry of Emergencies, the Ministry of Digital Development and the Ministry of Transport of Russia. This makes it possible to significantly reduce the time from the moment of call to the moment of assistance to emergency operational services. The statistics of the regular operation of ERA GLONASS proves that the system is an effective mechanism for improving safety on our roads through the use of modern digital technologies of satellite navigation, wireless communications, information systems, microelectronics,
File:Aquote2.png

File:Aquote1.png
Thus, ERA-GLONASS excludes the risk of the absence of witnesses or passing vehicles. Moreover, in 92% of severe accidents, ERA-GLONASS became the only channel for informing emergency services. An analysis of calls transmitted to Sistema-112 showed that the chance of having witnesses to accidents is higher only in cities with a population of over one million, for example, in Moscow it is about 50%, but already in the Moscow region only 3% of reports came from eyewitnesses earlier than through the state information system.
emphasized Alexey Raikevich.
File:Aquote2.png

The overwhelming number of messages - 80%, which required the response of rescuers, are received by ERA-GLONASS in automatic mode. An emergency call device in a severe accident - a strong blow or a coup of a car - without the participation of a person initiates an emergency call and transmits data to the state information system. Practice shows that in such situations, drivers and passengers in a state of shock cannot report what happened and their location. Even with minor accidents, things fly around the car, the victims cannot find, reach and use a mobile phone.

As of March 2023, more than 9.2 million cars were connected to ERA-GLONASS. Over 280 thousand emergency calls required the response of emergency services and assistance to victims. Since the beginning of 2023 alone, the system has received more than 2.3 million calls from motorists and sent over 15 thousand confirmed alarming messages to the 112 rescue services.

Integration with Galactica Complex

and System integration the development of new technological solutions based on state the ERA-GLONASS information system and a complex of air traffic control automation tools will open up Galactica opportunities for the development of small, aviation in Russia improved flight safety and airspace accessibility. The company GLONASS announced this on February 9, 2023. More. here

Receiving 30 million emergency calls

ERA-GLONASS received 30 million emergency calls from motorists. This was announced on January 17, 2023 by GLONASS JSC.

The growth of ERA-GLONASS key indicators by the beginning of 2023 confirms the demand among motorists and the effectiveness of this state information system.

In 2022, the contact center of GLONASS JSC received over 12.5 million emergency exports - 57% more than in 2021 (7.9 million). In the first half of January 2023, the system has already received and processed almost 500 thousand alarm signals. The total number of messages received since 2015, since the beginning of ERA-GLONASS, has reached 30 million.

Almost 200 thousand alarm signals that required the response of emergency services were received by ERA-GLONASS as a result of the automatic activation of SOS buttons installed in cars, when drivers and passengers could not independently call for help. In 2022 alone, over 63 thousand such calls were accepted and processed, which is seven thousand messages higher than the level of 2021. Integration of ERA-GLONASS with 84 regional Systems-112 allows you to transfer information about a road accident to emergency services in a matter of seconds, including the exact coordinates of the accident sites.

Alarm calls arrive at ERA GLONASS every 2 seconds. In December 2022, the number of messages per day reached a record figure of 46 thousand, which is a third higher than the average daily level for 2022. In particular, the average number of calls per day in 2022 amounted to 35.7 thousand, in 2021 - 21.6 thousand.

Work statistics not only demonstrate an increase in the level of confidence of car owners in ERA-GLONASS, as a system for emergency response in case of accidents, but also as a single window of access to assistance and rescue systems. The number of calls to the contact center of GLONASS JSC from witnesses of incidents not related to accidents, as well as from caring drivers, when assistance is needed in the event of a threat to life and health, increases annually.

The most common such messages include calls:

  • ambulance to the car on the road or home, when it was not possible to quickly get through from a mobile phone;
  • police officers if assistance to a taxi driver in conflict situations is required;
  • rescuers if people get lost or are stuck on the way with a non-working navigator or without cellular communication.

In addition, eyewitnesses report children left unattended in cars, fires in commercial buildings, residential buildings and forests.

A car equipped with an emergency call device allows you to use the "Help on the Road" service in one click. Drivers, if necessary, can order a tow truck, a replacement car, fuel delivery and receive technical support. When pressing the SOS button, the call comes to the system operators, is processed and, together with the data on the location of the car, is transferred to the service provider specialists.

The emergency call device connected to ERA-GLONASS has been a mandatory part of the designs of new vehicles since 2017. The SOS button is also installed on cars imported into Russia. As of January 17, 2023, 9.2 million cars were registered in the system. In 2022, the number of vehicles connected to ERA-GLONASS increased by 834 thousand.

Connecting more than 13 thousand imported cars

More than 13 thousand imported are cars connected to ERA-GLONASS from October 1, 2022. The company GLONASS announced this on February 28, 2023.

At the same time, from the beginning of 2023, an increase in equipment with SOS buttons began: in January, more than 3.5 thousand cars were connected to the ERA-GLONASS state information system, in February - almost 5 thousand vehicles.

Russian enterprises ensure the localization of the production of such devices and the import independence of the component base. GLONASS JSC has formed a partner network of more than 60 companies for the implementation, installation of UVEOS on imported cars and their connection to ERA-GLONASS.

For the convenience of importers, an interactive map with contacts of companies for the implementation and installation of UVEOS and a form of feedback for collecting information about the overestimation of the cost of devices has been published on a special website. The recommended selling price of SOS button manufacturers for partners of GLONASS JSC does not exceed 28 thousand rubles. In addition, customs points and addresses of testing laboratories are placed on the map to undergo the procedure for assessing the compliance of a car with mandatory requirements.

UVEOS, connected to ERA-GLONASS, has been a mandatory part of the designs of new vehicles since 2017. At the end of February 2023, more than 9.2 million cars were registered in the system. Thanks to ERA-GLONASS, emergency services in a matter of seconds after the accident receive the exact coordinates of the car, which accelerates the response and search for victims, increases the chances of preserving the life and health of road users.

From October 1, 2022, legal entities and individual entrepreneurs, when importing cars into the territory of Russia, need to equip them with UVEOS - SOS buttons. The procedure is established in accordance with Appendix No. 7 to the rules for applying mandatory requirements for individual wheeled vehicles and assessing their compliance, approved by Decree of the Government of the Russian Federation of May 12, 2022 No. 855 (as amended by resolutions of the Government of the Russian Federation of July 15, 2022 No. 1269). From June 1, 2023, according to the decree of the Government of the Russian Federation of 31.01.2023 No. 130, the requirement will be extended to individuals.

2022

The number of car connections to the ERA-GLONASS system decreased by 1 million

In 2022, 2.2 times fewer cars were connected to the ERA-GLONASS system than a year earlier. This is evidenced by the data released by GLONASS JSC "" (operator of this system) in January 2023.

In 2022, the number of new connections of machines to the ERA-GLONASS system amounted to 834 thousand against 1.85 million a year earlier. By the beginning of 2023, about 9.2 million vehicles were registered in the state automated information system for emergency response to road accidents.

In 2022, 2.2 times fewer cars were connected to the ERA-GLONASS system

At the same time, in December 2022, GLONASS JSC reported that compared to October and November 2022, the number of connections to the ERA-GLONASS system increased 7 times, to 200 cars per day. The company's specialists also noted that such a large volume of installation of SOS buttons in cars has been recorded since October 1, 2022, when legal entities, as well as individual entrepreneurs, importing cars into the territory of the Russian Federation, were obliged to equip them with emergency call devices.

Since 2017, the ERA-GLONASS unit has been mandatory for installation in machines sold in Russia. However, according to the simplified requirements, which are valid by February 1, 2023, the ERA-GLONASS emergency response system may be deprived of the automatic response function after an accident.

In January 2023, the Government of the Russian Federation extended until June 1, 2023 a moratorium on the mandatory installation of ERA-GLONASS devices on cars imported by individuals. According to a RIA Novosti source, this will be the last extension of this moratorium.

According to the government, the Russian manufacturers of the ERA-GLONASS buttons prepared well for 2022: they localized production, overcame the impact of sanctions on the component base, and now they can provide all demand even taking into account the growing import of cars from abroad as part of parallel imports.[4]

Growth of connections of cars imported into Russia as part of parallel imports

More than 2 thousand imported into cars Russia legal persons and individual entrepreneurs connected state to the ERA-GLONASS information system from October 1, from the moment of completion of the temporary procedure for legal entities and individual entrepreneurs to register imported transport funds. At the same time, in the first days of December 2022, an increase in the indicator was recorded: on average, 200 cars pass identification in the system every day. Compared to October and November, the dynamics increased almost 7 times. This was announced on December 7, 2022 by the company. GLONASS

A survey of importers and dealers showed that in January-February 2023, it is expected to increase the installation of emergency call devices (UVEOS) on imported vehicles to 5 thousand per month.

For convenient and prompt search of contacts of GLONASS JSC partners for the implementation and installation of UVEOS, all data are published on a special website - sves.aoglonass.ru/. It also indicates the recommended price of UVEOS manufacturers for partners, which is 28 thousand rubles, the recommended retail cost of UVEOS is 32,5000 rubles and the recommended cost of installing and activating UVEOS is 10,000 rubles. Car owners can leave complaints about the inflated cost of SOS buttons - messages will be sent to device manufacturers. This will offset speculation with prices for SOS buttons and their installation on cars.

The SOS button, connected to the ERA-GLONASS state information system, has been a mandatory part of the designs of new vehicles since 2017 in accordance with global technical rules. As of December 2022, more than 9.1 million cars were registered in ERA-GLONASS. More than 248 thousand alarm signals required the response of rescuers to provide assistance to victims of road accidents.

7 to the Rules for the Application of Mandatory Requirements for Individual Wheeled Vehicles and the Assessment of Their Compliance, approved by Decree of the Government of the Russian Federation of May 12, 2022 No. 855 (as amended by Decree of the Government of the Russian Federation of July 15, 2022 No. 1269). From February 1, 2023, such requirements will be extended to individuals who purchase cars abroad.

A mandatory part of the design of manufactured vehicles in accordance with global technical rules is the emergency call system (SVES) - a modern means of transport security. 8.7 million cars are connected to Era-GLONASS. Since 2015, since the beginning of the system, the operators of the GLONASS contact center have received and processed over 21 million emergency calls. For more than 208 thousand road accidents, an emergency response was required to assist victims of road accidents, including calls with an automatic type of activation.

20.7 million calls accepted

Since 2015, since the beginning of the ERA-GLONASS state information system, the contact center of GLONASS JSC has received more than 20.7 million calls. GLONASS announced this on May 19, 2022. Emergency calls arrive more than 3 seconds. More than 206 thousand alarms required the response of operational services to assist victims of road accidents, including calls with automatic activation, when motorists and passengers could not independently call for help.

At the same time, the accident rate on Russian roads from January 1 to May 15, 2022 decreases in relation to the same period in 2021. With an increase in the number of cars connected to the ERA-GLONASS system from May 15, 2021 to May 15, 2022, the average share of calls requiring emergency response is reduced by 23% (+ 1.6 million vehicles) from the total number of messages: from 1.1% in 2021 to 0.8% in 2022.

As of May 2022, more than 8.6 million cars were registered in the ERA-GLONASS system. A mandatory part of the design of vehicles in accordance with global technical rules is the emergency call system (SVES) - a modern means of transport security. Thanks to ERA-GLONASS, the time information for reporting accidents on the country's roads to emergency services is reduced and, as a result, the response time is reduced, which multiply increases the chances of preserving the life and health of road users. ERA-GLONASS is associated with "" in System-112 79 out of 85 regions. Russia Information interaction of the systems ensures reporting information of the incident within 19 seconds.

In addition, the presence of an SVES connected to ERA-GLONASS in the car makes available an additional service - "Help on the Road." When pressing the SOS button, motorists can request technical or service assistance on the spot, call a tow truck, order fuel delivery, and more. The number of such calls in May 2022 exceeded 35 thousand.

ERA GLONASS, as well as similar systems, such as EVAK, commissioned in Kazakhstan from January 1, 2019, as well as eCall systems launched in European Union countries, are based on a single technical regulation. Based on the analysis of statistics, the Russian system works more efficiently than its European counterpart.

According to Igor Chursin, Deputy General Director of GLONASS JSC for Technical Policy, the company began the import substitution program more than two years ago with the creation of a subsidiary. IconSoft She became a integrator developer and supplier the Russian navigational of information technologies. The companies have already jointly implemented systems for supporting the operation of technical means, monitoring the functioning, and. Business Process Management In data warehouse particular, the business process management system ensured an increase in the speed of launch of new products by 15%, connection and customer service - by 10%, as well as a decrease in the company's costs for improving information systems by 5%. Solutions from and - register of domestic software Open Source components were used to develop these systems.

In addition, our own development has been introduced "IconTim" - a system for planning and monitoring the implementation of projects, replacing foreign task managers and providing connectivity. state structures IconTim has already been certified Rospatent and declared for inclusion in the register. domestic software

At the first stage of import substitution in Russia, the focus was shifted towards replacing proprietary software, while foreign Open Source products were often used in new solutions. And now, as Igor Chursin noted, it is necessary to form your own outline of open source components that can be safely used in software development, including with increased security requirements.

Transfer of emergency calls directly to the rescue service "112" in Kabardino-Balkaria and Tuva

Emergency calls of motorists through the ERA-GLONASS system in Kabardino-Balkaria and Tuva are directly transmitted to the rescue service. " 112 The company GLONASS announced this on April 11, 2022.

The number of regions for April 2022, where ERA-GLONASS is associated with Sistema-112, increased to 79. Information about road accidents in these regions is immediately transmitted to the 112 service operator.

Automated information interaction of systems six times reduces the time for receiving and processing a call - up to 19 seconds, which multiples the chances of preserving the life and health of thousands of motorists and passengers. This response rate is especially relevant away from settlements, as well as in severe accidents, when victims cannot independently call for help. In this case, the ERA-GLONASS system device operates in automatic mode: without the participation of a person, it transmits data on the scene.

In regions where there is no interface between the ERA-GLONASS and 112 systems yet, emergency calls are sent to the duty units of the territorial bodies of the Ministry of Internal Affairs.

Ensuring data transfer to Rostransnadzor in all regions

On GLONASS March 17, 2022, JSC announced that in all regions it had provided for the transfer data Rostransnadzor of passenger transport and vehicles carrying dangerous goods to the movement information.

Rostransnadzor receives information about the movement of more than 47 thousand vehicles that ensure the transportation of passengers and dangerous goods.

The relevant information is contained in the report of GLONASS JSC on the results of the analysis of the practice of applying the Decree of the Government of the Russian Federation of December 22, 2020 No. 2216 "On the approval of the Rules for equipping vehicles of categories M2, M3 and vehicles of category N used for the transportation of dangerous goods with satellite navigation equipment."

According to the document sent to the Ministry of Transport of the Russian Federation, in some constituent entities of the Russian Federation, a significant number of cars carrying passengers have already been connected to the ERA-GLONASS system. In particular, in the Novosibirsk region, more than 2 thousand buses transmit navigation data to Rostransnadzor, which exceeds 70% of the total fleet of this category. Relay is provided both to the city system for dispatching passenger traffic and to the regional navigation and information system.

At the same time, testing of information interaction with various regional systems showed that the delay in data relay between the vehicle, ERA-GLONASS and the regional system does not exceed three seconds. As of March 2022, navigation data on vehicles are relayed to 34 regional navigation and information systems.

The transmission of navigation data through ERA-GLONASS ensures a reduction in the risks of information loss and increases the responsiveness to emerging emergency situations and accidents on the roads. The GLONASS communication network used guarantees the maximum coverage area in the Russian Federation.

As noted in the report, measures have been taken to provide services to vehicle owners. In particular, for the convenience of carriers, the GLONASS JSC website in section 2216.aoglonass.ru contains a diagram of the connection of satellite navigation equipment (ASN) for broadcasting data to Rostransnadzor. At the same time, the list of ASN supported by ERA-GLONASS has been significantly expanded and exceeds 300 models. The ERA-GLONASS system provides the ability to receive and process navigation information not only using the EGTS protocol, but also using more than 100 protocols from various ASN manufacturers.

An agency network has been formed in all regions to conclude contracts and provide SIM cards to GLONASS JSC. Vehicle owners can also issue an agreement directly with GLONASS JSC or through their personal account on the company's website.

Ministry of Industry and Trade began comprehensive import substitution of chips for ERA-Glonass

At the end of October 2021, it became known about the integrated import substitution of chips for the ERA-Glonass system equipment begun by the Ministry of Industry and Trade. Details of the plan for the production of Russian microcircuits for the restoration of the production of ERA-Glonass automotive emergency call devices (UVEOS), which are also called "alarm buttons," are given in the minutes of the meeting with Deputy Minister of Industry and Trade Vasily Shpak.

The Ministry of Industry and Trade has begun comprehensive import substitution of chips for ERA-Glonass

According to Vedomosti, which have this document at their disposal, the following measures were discussed at a meeting with the participation of manufacturers of "alarm buttons" and domestic microelectronics plants:

  • stimulating the rapid transition of manufacturers of "alarm buttons" from foreign chips to Russian ones;
  • The ability to simplify the certification of devices
  • subsidizing the costs of manufacturers when using domestic chips, if they cost more than imported analogues.

To compete with world manufacturers of general-use microcircuits, it is necessary to produce them in the Russian Federation in comparable volumes - millions of pieces per year, otherwise the difference in volumes will give an order of magnitude higher prices by tens of percent, said Ivan Pokrovsky, head of the Association of Russian Developers and Electronics Manufacturers. He expressed this opinion in a conversation with Kommersant. According to Pokrovsky, it is quite realistic to localize electronic modules and reach a competitive price with a production volume of tens to hundreds of thousands of units per year, and this will ensure the localization of more than 50% of added value in the Russian Federation due to Russian circuitry, printed circuit board topology, embedded software and module production.

At the end of August 2021, automakers were allowed to temporarily not install the ERA-Glonass system on cars in Russia and other EAEU countries due to a lack of chips. Deputy Director of the Department of Technical Regulation and Accreditation of the EEC Vigen Yenokyan said that, as expected, the manufacturer will equip such machines with a device or emergency call system until June 30, 2022.[6]

Handling 13 million emergency calls

As of August 16, 2021, ERA-GLONASS GAIS received and processed 13 million emergency calls. Since the launch of the system into commercial operation on January 1, 2015, the total number of requests received has amounted to 13,141,331, while in 145,812 cases, road participants required emergency assistance (all data for 18.08.2021).

The system works with a high load - every 5 seconds the operators of the ERA-GLONASS GAIS contact center receive a new call. The number of calls increases along with the increase in the number of cars registered in ERA-GLONASS. As of August 18, 2021, 7,701,300 cars are connected to the system, and an average of 5 thousand new vehicles are registered in it every day.

The most important function of the ERA-GLONASS system is the ability to send an emergency call in automatic mode. This makes a huge difference for participants in severe accidents, in which injuries or shock may not allow a person to call for help on their own by manually pressing the SOS button. In 2021, the share of automatic true calls prevails significantly over manual calls and is about 70%.

In accordance with the requirements of the Technical Regulations of the Customs Union "On the Safety of Wheeled Vehicles," all cars issued for circulation in the Russian Federation since 2017 have been equipped with emergency call devices designed to transmit information about the incident to the ERA-GLONASS GAIS. At the same time, the system is not only a socially significant tool that prevents damage to the life and health of citizens, but also a digital platform, on the basis of which many navigation and information products and services are deployed - both for the transport sector and for other sectors of the economy.

Pairing with Sistema-112 in four more regions of Russia

Immediately the Russian in four regions, it was put into commercial operation: in "Sistema-112" the last decade of July 2021, Orders on the Ministry of Digital Development of Russia use of a single number "112" in (Primorsky Territory 22.07), (Republic of Karelia 23.07), (Republic of Buryatia 26.07) and (27.07) came into force Republic of Altai. This was reported on July 27, 2021 in. GLONASS JSC

As a result, the number of constituent entities of the Russian Federation, where constant automated information interaction between GAIS ERA-GLONASS and Sistema-112 is provided, reached 67, and in 12 of them integration was implemented in 2021. Read more here.

12 million calls received

On July 7, 2021, GLONASS announced that the ERA-GLONASS GAIS received a twelve million call. Another million requests entered the system in less than two months. The number of emergency calls increases as vehicles are connected. As of July 2021, 7,371,100 cars were registered in the ERA-GLONASS GAIS, every day there are 5 thousand more of them.

The system receives an average of 16.7 thousand calls per day. Over the six and a half years of its operation, the operators of the ERA-GLONASS contact center processed 12,084,674 calls, in 136,508 cases, emergency participants needed the help of emergency specialists (all data for 06.07.2021).

At the same time, in 2021, 70% of true calls entered the system in automatic mode - due to a serious accident, in which the driver and passengers from injuries and shock, perhaps, could not independently contact emergency services.

The operation of the ERA-GLONASS system allows you to reduce the response time of emergency services in case of accidents and other emergencies, which helps to preserve the life and minimize damage to the health of drivers and passengers. ERA-GLONASS GAIS not only solves the problems of improving security on: transport innovative services for businesses and citizens have been developed and are functioning states on the basis of its infrastructure. And the system operator - GLONASS JSC - solves complex technological problems and implements large-scale state and commercial projects in various industries. economies

Integration with Sistema-112 in 62 regions

From May 25, 2021, the single number "112" began to operate on the territory of the Altai Territory. Accordingly, the region became the 62nd in a row, where two combined information platforms operate - ERA-GLONASS and Sistema-112, the press service of GLONASS JSC reported. Read more here.

Provision of information interaction with Sistema-112

In Moscow, the constant information interaction of GAIS ERA-GLONASS and Sistema-112 has been implemented. GLONASS JSC announced this on April 21, 2021.

The capital of Russia has become the sixtieth region where the constant information interaction of the ERA-GLONASS GAIS with the Sistema-112 is ensured. It is expected that by the end of 2021 the number of such subjects of the Russian Federation will exceed 70.

Moscow is the largest transport center of Russia. The number of cars registered in Moscow cars is approaching 4 million, and the fleet of the capital's trucks has more than 160 thousand cars (according to data to the agency "" Avtostat at the beginning of 2021). Many intercity routes also run through the metropolis. In this regard, ensuring road safety in Moscow through the implementation of constant automated information interaction between ERA-GLONASS GAIS and Sistema-112 is a strategically important task for the whole country.

In test operation mode, the metropolitan "System 112" has been operating for a long time. An important result of 2020 was its integration with the information systems of emergency operational services, the implementation of all the recommendations of the state acceptance commission and the final check of the readiness of Sistema-112 of Moscow for commissioning.

The number of calls from Moscow processed by the ERA-GLONASS GAIS contact center significantly exceeds the number of calls from other regions. During the period of the highest load on the ERA-GLONASS system (2020-21), the share of true calls received from Moscow amounted to 14.6%, and from the Moscow region - 11.3% of the total number in the country. At the same time, St. Petersburg accounts for 7.7% of true challenges, the Leningrad and Chelyabinsk regions, the Krasnodar Territory and the Republic of Bashkortostan - 2.4-3.5%, and for each of the other constituent entities of the Russian Federation - about 1%.

The coupling and the beginning of the automated interaction of the ERA-GLONASS GAIS and the Moscow System-112 will significantly speed up the transmission of information about road accidents to the Moscow emergency services. The rapid arrival at the scene of the accident of the traffic police, the Ministry of Emergency Situations and ambulances is especially important in serious accidents: this allows you to comply with the rule of the "golden hour" - the time when measures to provide medical care are most productive to preserve the health and life of victims.

Also in a metropolis, accelerating response to accidents is of great importance for reducing the number of traffic jams due to road accidents. The operational arrival of emergency services, including on high-speed highways, will quickly remove the cars of accident participants from the roadway, thereby reducing the "domino effect."

7 million cars registered in the ERA-GLONASS system

As of March 31, 2021 state , more than 7 million were registered in the ERA-GLONASS automated information system (cars the exact number is 7,175,300). The daily increase in cars is about 4-5 thousand. As the number of registered transport funds increases, so does the number of emergency calls. Contact center ERA-GLONASS systems process an average of more than 16.7 thousand calls per day. For more than six years of operation, the total number of calls to the ERA-GLONASS system amounted to 10,223,316, of which 121,629 calls required the response of emergency operational services (were recognized as true), reported on April 1, 2021. GLONASS JSC

In 2021, the share of true calls received in the system in automatic mode exceeded 70%. And the total number of automatic calls was 82,344 (all data as of March 31, 2021). This means that the system worked in situations where the driver and passengers, due to injuries or shock, may not be able to call for help on their own.

GAIS "ERA-GLONASS" is a symbiosis of social functions of the state and advanced information technologies. The key purpose of the system is to save lives and minimize damage to the health of citizens. ERA-GLONASS is not only a tool that preserves the life and health of road users, but also a ready-made infrastructure for building intelligent transport systems and services in the interests of the state, business and citizens.

The interface between ERA-GLONASS and Sistema-112 is provided in four more regions of Russia

During March 2021, the orders of the Ministry of Digital Development of the Russian Federation on the use of a single number "112" in the territory of four more regions of Russia came into force. These are the Ivanovo region ("Sistema-112" put into commercial operation on 25.03), the Murmansk region (26.03), the Republic of Dagestan (29.03) and the Chukotka Autonomous Okrug (30.03). This was reported on March 30, 2021 by GLONASS JSC. Read more here.

Receiving 10 million calls, doubling the number of calls per year

On March 18, the ERA-GLONASS system received a ten million emergency call. Over the past year, the number of requests has doubled compared to the period 2015-2020, and two months ago the milestone of 9 million was reached, GLONASS JSC reported on March 19, 2021.

The number of emergency calls is growing as the level of awareness of car owners about the possibilities of using the system in various incidents on the road increases. This indicator is also influenced by an increase in the number of vehicles registered in the ERA-GLONASS system.

As of March 2021, 6,907,263 cars were registered in the ERA-GLONASS system, 4-5 thousand vehicles are connected daily.

For more than six years of operation, ERA-GLONASS GAIS received and processed 10,003,114 emergency calls, while 119,791 of them required the help of emergency operational services. The operators of the ERA-GLONASS contact center receive 16.7 thousand calls every day.

In 2021, the share of true calls received in the system in automatic mode exceeded 70% (all data - as of 18.03.2021). Such appeals are formed as a result of a severe accident, when the victim, due to injuries and shock, may not be able to press the SOS button on his own. Automatic call of emergency services is the most important function of the ERA-GLONASS GAIS, which cannot be implemented through a mobile phone. The prompt transfer of information about the accident to the emergency response services makes it possible to comply with the Golden Hour rule: to assist the victims as soon as possible and thereby increase the chances of saving their lives.

The acceleration of the transfer of information on road accidents to emergency services is also facilitated by the constant information interaction of the ERA-GLONASS GAIS with regional Systems-112. ERA-GLONASS is ready for integration, only the launch of Systems-112 into commercial operation in each constituent entity of the Russian Federation is necessary. By December 2020, automated interaction of systems was provided in 55 regions, and the share of calls transferred from ERA-GLONASS GAIS to Sistema-112 was 62% (in 2017 - only 23%). As you know, in those regions where the Sistema-112 has not yet been put into operation, the ERA-GLONASS operator sends information about an emergency call to the duty unit of the Ministry of Internal Affairs.

ERA-GLONASS not only helps to preserve the life and minimize damage to the health of drivers and passengers. On the basis of the ERA GLONASS GAIS infrastructure, various services have been developed and provided in the interests of citizens, business and the state. GLONASS JSC has extensive expertise to solve complex technological problems and experience in implementing large-scale state projects in the transport industry and other sectors of the economy.

40 percent chip deficit

In early March 2021, it became known about the acute shortage of chips faced by Russian manufacturers of Era-Glonass modules. A similar shortage is observed in terms of the supply of microcircuits for tachographs, instrument control panels, engine control units, body electronics and multimedia systems, said Aleksei Belyaev, head of the Association of European Businesses (AEB) committee on auto components.

The head of Itelma (a major supplier of electronics for domestic machines) Yevgeny Gorelik noted that the cycle of chip production can exceed six months. By the beginning of March 2021, manufacturers have run out of crystals that are grown in huge quantities, but rarely - once a quarter or even once a year, he said. Manufacturers experience "the highest shortage of components, work according to their actual presence," Gorelik told Kommersant.

The problem is also seen in Santel Navigation"," which supplies Era-Glonass devices to the joint venture Daimler and Otosan,,, KamAZ Ford "" and Isuzu CheryBelji other automakers.

Russian manufacturers of Era-Glonass modules are sorely lacking chips
File:Aquote1.png
We purchase from suppliers not chips, but the printed circuit board of the Era-Glonass terminal, manufactured according to our documentation, where about 200-250 basic elements have already been soldered, and now our order is not covered by about 30-40%, "Nikolai Borisenko, general director of the company, told the publication.
File:Aquote2.png

NP GLONASS told the publication that the difficulties began in November 2020. Previously, delivery times were three to four months, by the beginning of March 2021 - six to nine months, the company noted. The Ministry of Industry and Trade told the publication that Russian automakers have no problems with the supply of electronics.

NP GLONASS noted that manufacturers of Era-Glonass devices are "in difficult negotiations" with automakers to postpone deliveries. Cars without such modules cannot be sold in the Russian Federation.[7]

The Government of the Russian Federation obliged to put GLONASS navigation on all buses

The Cabinet of Ministers ordered to put GLONASS navigation on all buses. This became known in January 2021 from the government decree "On the approval of the rules for equipping vehicles."

As Vedomosti writes with reference to this document, on September 1, 2021, Russian motor transport companies engaged in passenger transportation will be required to equip all their vehicles (carrying from eight people) with new satellite navigation equipment (ASN) for transmitting real-time traffic data through the ERA-Glonass emergency response system.

A GLONASS spokesman told the publication that navigation equipment is already installed on 60% of buses and 20% of trucks that transport dangerous goods. The device costs from 10,000 to 25,000 rubles. Carriers will have to pay an additional 1,170 rubles for connecting to the system. The monthly subscription fee for data transfer to Rostransnadzor will be no more than 200 rubles.

File:Aquote1.png
Such ASN equipment allows not only to determine and control the location of buses, but also to keep records of the transport work performed and transfer data to the city transport management system, "a representative of the press service of the St. Petersburg transport company Passazhiravtotrans with a fleet of 2 thousand buses told the newspaper.
File:Aquote2.png

According to him, the new requirements in terms of data transmission will definitely lead to additional costs for companies, but their implementation will be a prerequisite for passenger transportation, along with, for example, tachographs and the fiscalization of cash payments already implemented by carriers earlier.

The new initiative states will ensure the safety of citizens when traveling in public transport and when transporting dangerous goods, said Digital Transport and Logistics Andrei Ionin, chief analyst of the association.[8]

Water transport will be connected to ERA-GLONASS

On October 14, 2020, GLONASS JSC announced that the use of the ERA-GLONASS state automated information system will expand in 2021 - it will be used not only on automobile, but also on water transport. The created monitoring system for small vessels will allow both to prevent damage to the life and health of citizens in emergencies and to reduce the number of offenses on the water.

As explained to Kommersant in GLONASS JSC, in small courts there are often no special means for transmitting the SOS signal and determining the scene of the incident. In the event of an emergency, it is difficult to determine the exact location of the vessel, and therefore the services spend significant resources on the search. There are places where control of small vessels is difficult or absent at all.

The main problem in emergency situations with small boats is the difficulty of determining the exact location of the vessel. In October 2020, about 80% of incidents occur due to the turning of boats and the fall of people overboard. Unlike large ships, small vessels are often not provided with specialized means of transmitting the SOS signal and determining the coordinates of the emergency site. As a result, emergency services spend significant material and personnel resources on the search for disaster boats, yachts and boats. According to statistics, more than 50% of incidents in the country's inland waters in 2019 occurred in areas included in the list of inland waterways, but located outside the ship's passage. Unfortunately, many emergencies with small courts end tragically.

The ERA-GLONASS system will be used for water transport from 2021

When using the system created on the basis of the ERA-GLONASS GAIS, at the time of pressing the SOS button on the ship, the coordinates of the scene will be promptly transmitted to the emergency response services. The use of the system will reduce the severity of the consequences of emergencies on the water, significantly reducing the response time to incidents. The terms of search and rescue operations will be reduced, and during their conduct, coordination of the actions of various departments will be ensured. All this will increase the level of safety of movement on water transport. The expected economic effect of the project will be due to a reduction in the cost of emergency services to search for victims of small vessels.

In addition to calling emergency services in emergency situations, the system will give the owners of floating craft the opportunity to connect additional monitoring functionality and control the location of ships, their compliance with geozones and routes, exchange information with floating craft, display cartographic information and coordinates of ships in the web interface, notify about meteorological changes, about the approach of ships to certain geozones, etc. Based on this data, it will be possible to generate reports on the movement of water transport for the required periods of time.

File:Aquote1.png
The expansion of the application of the ERA-GLONASS GAIS to water transport is a natural development of the positive experience of its work in the automotive market. The system is a universal digital platform for automating and transforming processes in a wide variety of industries. Of course, each industry has its own characteristics and requires adaptation of both technology and the regulatory framework. GLONASS JSC is actively working on this today, implementing pilot projects, - said Ilya Axelrod, Deputy General Director for Business Development of GLONASS JSC.
File:Aquote2.png

One of these pilot projects, conducted by GLONASS JSC together with the Moscow Channel FSBI, has just been completed. Within the framework of the "pilot," in real conditions, scenarios for processing and transferring an emergency call from a vessel in an emergency to the emergency response services through the ERA-GLONASS GAIS infrastructure were worked out.

Considering that ensuring the safety of navigation is one of the priority tasks of the Federal State Budgetary Institution "Moscow Canal," the use of a monitoring system for small vessels will increase safety indicators on inland waterways.

The results of the pilot project of the Federal State Budgetary Institution "Channel named after Moscow" and JSC "GLONASS" were recognized as successful at the last meeting with the participation of representatives of Rosmorrechflot, Federal State Budgetary Institution "Channel named after Moscow" and developers of navigation equipment. As part of the meeting, the experts of GLONASS JSC demonstrated the work of the monitoring system for small vessels online. The concept of improving safety for small boats was approved, based on the creation of a special emergency response system.

The meeting agreed to establish a working group that will work out the technical and legal aspects of the project, as well as form a roadmap for the creation and development of an emergency response system and vessel monitoring. The working group, in addition to experts from GLONASS JSC, will include representatives of Ministry of Transport Russia Rosmorrechflot,,, FGBU Federal Transportation Oversight Service EMERCOM of Russia Channel named after Moscow, as well as developers of navigation equipment.

It is expected that the roadmap for the creation and development of a vessel monitoring system will be created by the end of 2020, the terms of reference for this system will be prepared by April, and by June 2021, the development of draft regulatory and regulatory and technical acts will be completed.

Sources of the publication in the industry say that first the system can be introduced on a voluntary basis, and in a few years it can become mandatory. Another interlocutor believes that the issue of installing ERA-GLONASS may be related to plans to charge shipowners for the use of inland waterways.

Passenger register ships have long been obliged to use such equipment, says one of the newspaper's interlocutors, adding that GPS often provides better data accuracy, which is several times cheaper. Another source claims that the cost of ERA-GLONASS equipment is "relatively low," 20-50 thousand rubles, and the quality of work has improved.

Another interlocutor of the newspaper believes that the issue of installing ERA-GLONASS may be related to plans to charge shipowners for the use of inland waterways, the pilot project was initially compared with the Platon system. The system will allow you to control the movement of small vessels, charge them for navigation support, passage of locks, track mileage, berth parking, and so on, he believes.

The head of Infoline-Analytics, Mikhail Burmistrov, considers it correct to strengthen supervision of small vessels, "but raises concerns that the system could become a tool for additional taxation and increasing the financial burden on owners who have faced a large-scale decrease in income due to the pandemic."[9]

The number of registered vehicles reached 6 million

On October 13, 2020 GLONASS JSC announced that the number of vehicles registered in the ERA-GLONASS state automated information system reached 6 million. The previous milestone (5 million cars) was overcome on February 10, 2020.

The requirement for the mandatory equipping of vehicles issued Russia in passenger and cargo vehicles with an emergency call device (ERA-GLONASS system equipment) entered into force on January 1, 2017.

As of October 13, 2020, 6,033,655 cars were registered in the system, every day there are 4-5 thousand more of them. The growth of connected vehicles entails an increase in the number of emergency calls. The filtering contact center of the ERA-GLONASS system processes an average of 16.7 thousand calls per day. For five and a half years, the total number of calls processed by the ERA-GLONASS system exceeded 7 million (7,691,542), 90,974 calls required an emergency response (were recognized as true).

The key purpose of the system is to save lives and minimize damage to the health of citizens. From this point of view, such an indicator is especially important as the number of cases of the system actuation not in manual, but in automatic mode, when the car was badly damaged, and the people in it could not call emergency services on their own due to severe injuries or shock. Over the entire period of operation of the ERA-GLONASS GAIS, there were more than 60.2 thousand such cases, which is 56% of the total number of true calls. And in 2020, the share of automatic calls reached 72% (all data are relevant for 12.10.20).

The source recalled that around the world the requirements for emergency call devices (UEOS) and their functioning are regulated at the level of UN Rules.

GAIS "ERA-GLONASS" is not only a tool that preserves the life and health of road users, but also a universal digital platform. Based on the basic functions of the system, a number of innovative products and services have been implemented for the digitalization of various sectors of the economy.

The number of processed emergency calls exceeded 7 million

On August 21, 2020, the number of emergency calls received by the ERA GLONASS state automated information system exceeded 7 million.

From January 2015 to August 2020, the number of calls received and processed amounted to 7,006,695, of which 83,684 were recognized as true and required an emergency response (data as of 21.08.20). On average, the ERA-GLONASS filtering contact center processes 13.6 thousand calls per day.

In 2020, over 72% of true calls were made in automatic mode, i.e. as a result of an accident with severe damage to a car. Thus, the system ensured the call of emergency services to the scene of the accident in situations where the driver and passengers were not able to do this on their own. In such cases, it is necessary to minimize the time of arrival of emergency services at the scene of an accident (comply with the rule of the "golden hour"). This is especially important for understanding the key purpose of the system - saving life and minimizing damage to the health of citizens. In Russia, in accordance with the decree of the President of the Russian Federation, one of the significant social goals is to reduce mortality on the country's roads: by 2024 - three times, and by 2030 - to zero. Accident emergency response systems, which reduce the time it takes to transmit incident information to emergency services, are recognized worldwide as one of the main ways to reduce road injuries and deaths. General requirements for emergency call devices (EERs) and their functioning are regulated at the level of UN Rules. At the same time, the requirements applied to vehicles with UVEOS in Russia and other countries of the Eurasian Economic Union are harmonized with those in the European Union.

The daily increase in cars registered in the ERA-GLONASS GAIS is about 4-5 thousand. As of August 2020, 5,723,689 vehicles have already been connected to the system.

Plan of integration of ERA-GLONASS with a unified system of centralized protection of private security vehicles

On August 17, 2020, at the office of GLONASS JSC, a meeting of the working group was held on the integration of the unified system of centralized protection of vehicles of private security of the National Guard of the Russian Federation (Rosgvardia) and the ERA-GLONASS State Automated Information System (ERA-GLONASS GAIS).

JSC GLONASS and Rosgvardia are working on the possibility of cooperation in the field of safety on public transport

JSC GLONASS and Rosgvardia plan to integrate two systems to increase the effectiveness of measures to ensure public order and property safety at ground passenger transport facilities. Integration will make it possible to simplify the receipt of reliable data from the ERA-GLONASS GAIS, improve the quality and accuracy of the information collected, and guarantee the integrity and consistency of the data. In addition, this measure will help reduce the cost of connecting new vehicles to the information systems of the Russian Guard, since it will allow using the already installed equipment of the ERA-GLONASS system. In order to simplify the integration processes, GLONASS JSC and Rosgvardia agreed to create a joint working group, the participants of which, during regular discussions, will determine the procedure and subsequent steps for technical interaction of systems.

During the meeting, the members of the working group discussed possible technical solutions for the integration of ERA-GLONASS GAIS with the software and hardware complex of interaction with monitoring companies (PAK VsMK) of private security units of the Russian Guard. According to the general opinion of the meeting participants, the integration of systems can be carried out in a fairly short time.

The participants of the discussion agreed to consider the organization's issues, as well as to determine the specific terms for testing the information interaction between the ERA-GLONASS GAIS and PAK VsMK at the next meeting of the working group, which is planned to be held in September 2020.

The ability to send a call card not only to emergency services, but also to the toll road operator

On August 17, 2020, GLONASS JSC announced the commissioning of an updated version of the navigation and information platform (NIP) - the main subsystem of the ERA-GLONASS GAIS. The current release includes a number of improvements that expand functionality and increase the speed of the system. The NIP was updated by the Russian company Aikon Soft, a partner of GLONASS JSC for the development of the ERA-GLONASS system.

An important function of the system was the ability to send a call card not only to emergency operational services (Sistema-112 or the duty unit of the Ministry of Internal Affairs), but also - in parallel - to the toll road operator (if it was there that the car got into an accident or a technical problem happened to it). For vehicles equipped with emergency call devices of the ERA-GLONASS system, help will come in any case, no matter what section of the road (paid or free) they are on. But toll roads are high-speed highways. If they have any incident with the car, then the main thing is to prevent collisions with other cars, quickly help the driver and remove the obstacle from the road as soon as possible. To do this, high-speed toll road operators have a call service for emergency commissioners who can arrive at the scene earlier than first responders and provide the necessary technical or first aid. Emergency commissioners can also fence off the scene of the accident and protect other road users from the risk of getting into an accident caused by interference on the road.

Among other new technical and functional capabilities that have appeared in the ERA-GLONASS GAIS:

  • Inform about the end of the conversation between the applicant and the System-112 operator. This results in substantial savings in emergency call processing time. For example, it allows you to quickly transfer the applicant's call from the ERA-GLONASS GAIS operator to the technical support provider - if we are not talking about an emergency, but about the "Help on the Road" service. When transmitting calls between the emergency operator and the ERA-GLONASS GAIS operator, there is no need for repeated callbacks and the risk of calling the applicant is reduced.
  • Improved parameters for assessing the quality of a voice connection, as well as the need for their mandatory indication by the operator. This makes it possible to get feedback from the emergency response services regarding the quality of communication and, accordingly, increase these indicators.
  • The emergence of a designer of a reliable set of data, which made it possible to form a "package" of information necessary for emergency services based on several sent MDS (minimum sets of data about the car - color, brand, vin-number). This feature not only simplifies the operator's work, but also further reduces the time it takes to send a call to emergency response services (now it is no more than 19 seconds). Recall that in case of an accident, the emergency call device (UVEOS) is activated, information about the vehicle and the accident site is sent to the ERA-GLONASS system, which makes it possible to find the victims easier and faster. Now the system operator will be able to select and send the correct data to the emergency response services even if the information arrived not in one MDS, but in several.
  • The ability to automatically notify the NIP Support Contractor of a problem during call processing will allow operators to resolve it faster, which will reduce downtime.

"GAIS" ERA-GLONASS "is constantly developing. The improvements made make it possible to simplify the work of operators and speed up the informing of emergency services about the incident. This means that drivers and passengers of vehicles will receive emergency or technical assistance faster. This is the first version of the system that was developed by the domestic company Icon Soft. We are satisfied with this start of our cooperation, the quality and speed of the work carried out, "said Ilya Axelrod, Deputy General Director of GLONASS JSC.
File:Aquote2.png

File:Aquote1.png
"ERA-GLONASS, developed by Aikon Soft, is a critical system on which the efficiency of measures aimed at saving human lives in the event of an accident on the road depends. Our team is proud of the involvement in this important task and in the development pays special attention to the fault tolerance and minimization of the unavailability of this geodistributed system, integrated with dozens of third-party systems of various levels. This task would be impossible without the support and daily participation of GLONASS JSC specialists. We are pleased with this partnership and, for our part, will do everything necessary to maintain and increase the quality and speed of emergency assistance to users of ERA-GLONASS GAIS, "said Vyacheslav Kostin, General Director of Icon Soft.

More than 5 million cars registered in the ERA-GLONASS system

On February 10, 2020, the number of vehicles registered in the ERA-GLONASS state automated information system exceeded 5 million ( 5,152,604). At the same time, 63,756 calls required the response of emergency operational services (all data are relevant for 10.02.20). This was reported in GLONASS JSC. According to the operator, the daily increase in cars is about 4-5 thousand. As the number of registered vehicles increases, so does the number of emergency calls. The filtering contact center of the ERA-GLONASS system processes an average of 13.6 thousand calls per day.

Of the 5 million calls, 40,645 were carried out automatically, i.e. as a result of an accident with severe damage to the car. This figure is especially important for understanding the key purpose of the system - saving life and minimizing damage to the health of citizens. In more than 40 thousand accidents, the system worked in a situation where the driver and passengers were unable to call for help on their own.

The requirement for the mandatory equipment of all passenger and freight vehicles issued for circulation in Russia with an emergency call device (ERA-GLONASS system equipment) entered into force on January 1, 2017. The number of devices installed in cars connected to the ERA-GLONASS system directly depends on the number of vehicles sold in the Russian Federation.

For five and a half years, the number of vehicles registered in the ERA-GLONASS state automated information system exceeded 5.3 million (5,372,022 as of 03.06.20). Currently, the daily increase in cars connected to the system is about 4-5 thousand. As the number of registered vehicles increases, so does the number of emergency calls. Now the filtering contact center of the ERA-GLONASS system receives an average of 13.6 thousand calls per day. The total number of calls processed by the ERA-GLONASS system in May 2020 exceeded 6 million (6,167,107), of which the call 74,422 required an emergency response, while in 2/3 cases the system worked automatically when the driver and passengers were unable to call help on their own. This is especially important for understanding the key purpose of the system - saving life and minimizing damage to the health of citizens.

Use for rapid registration of accidents according to the European protocol

On January 20, 2020, it became known that the ERA-GLONASS system will be used to quickly register an accident according to the European protocol (when only two cars without injuries and serious damage participate).

As the head of the Russian Union of Auto Insurers (RSA) Igor Yurgens told Izvestia, to transfer data on the accident to the traffic police and insurance, you will only need to press the ERA-GLONASS emergency response system button - you will no longer have to photograph damage to cars and the scene of the accident. To do this, car owners will have to either install a device with advanced functionality, or update the firmware of the already installed system.

it became known that the ERA-GLONASS system will be used to quickly register an accident according to the European protocol

As part of the implementation of this idea, ERA-GLONASS is planned to be integrated with the automated information system (AIS) of OSAGO. By January 20, 2020, the PCA is preparing all the necessary documentation.

File:Aquote1.png
Together with the PCA, requirements were developed for the terminal, which will be able to transmit information about the circumstances of the accident - the direction of movement at the time of the collision and the impact itself (acceleration or deceleration profile, shock load schedule), these requirements are recorded in the current national standards, - Artem Klimovsky, director of product management and development at GLONASS JSC, explained to the publication.
File:Aquote2.png

According to him, the issue of installing devices capable of transmitting the information necessary for insurers to the most massive models is being worked out. Leading automakers are participating in the discussions, he stressed.

According to Izvestia, the production of ERA-GLONASS modules costs $200-250. A block with advanced functions will cost a little more. But the main obstacle to the introduction of the technology is the lack of request from the auto industry. New devices will have to be checked, including using crash tests, and this is expensive, the newspaper's interlocutor explained.[10]

Automakers in Russia will have to put chips with Russian encryption in cars

On September 10, 2019, it became known that the operator of the emergency response system for road accidents (ERA-GLONASS) of GLONASS JSC was ready to participate in the Cone project, which provides for the introduction of domestic cryptography in operator networks.

This was reported by RBC with reference to the minutes of the company's meeting with representatives of the Lebedev Institute of Precision Mechanics and Computer Engineering (ITMiVT), which is the only developer in Russia of a ready-made solution for using Russian encryption in cellular networks.

File:Aquote1.png
Now we, together with GLONASS JSC, the Ministry of Industry and Trade and the Ministry of Telecom and Mass Communications, are discussing the technical aspects of our interaction, - said the general director of ITMiVT Alexander Knyazev, whose words are quoted in the publication of September 10, 2019.
File:Aquote2.png

The project on the use of domestic cryptography in cellular networks "Cone" is being implemented by the FSB on behalf of the Security Council of Russia. From December 1, 2019, two orders of the Ministry of Communications will come into force, according to which authentication and identification of subscribers of mobile networks will be carried out using cryptography that meets the requirements of the FSB. To do this, operators must install hardware security modules on their networks that will perform cryptographic functions and store subscriber secret keys. It is assumed that the requirements will apply only to SIM cards with physical media and will not apply to eSIM technology.

As explained in GLONASS JSC, the ERA-GLONASS system actually employs eSIM technology: the operator downloads his profile to a chip installed by the automaker in the emergency call device, and this software allows you to catch the network of any cellular operator.

GLONASS JSC expects that automakers will have to supply chips with Russian encryption to all cars.[11]

More than 4 million cars registered in the ERA-GLONASS system

As of July 15, 2019, more than 4,033,300 vehicles have already been registered in the ERA-GLONASS state automated information system. The daily increase is about 4-5 thousand. As the number of vehicles registered in the ERA GLONASS GAIS increases, so does the number of emergency calls. As of July, the ERA GLONASS filtering contact center processes an average of 11,600 calls per day.

From the moment of its launch in the GAIS "ERA-GLONASS" ensures the prompt receipt of information about road traffic and other accidents and the transfer of data to emergency operational services. For four and a half years, ERA-GLONASS has processed over 3,424,100 calls, of which 40,550 required an emergency response (data on the 15.07.19). At the same time, 24,116 calls were made automatically - as a result of an accident with severe damage to the car.

The production of ERA-GLONASS systems may stop due to the ban on cables from Ukraine

At the end of January 2019, it became known about the threat of suspension of production of ERA-GLONASS automobile systems due to the ban on cables from Ukraine.

According to Interfax, the general director of PES/CCM JSC (a joint venture of the Irish manufacturer of auto components Aptiv and Samara Cable Company JSC) Stephen Gauthier asked the Minister of Industry and Trade of the Samara Region Mikhail Zhdanov to issue a permit for 6 months to import antenna cables from Ukraine into the Russian Federation, used in the production of wire harnesses for ERA-GLONASS system equipment.

Russian sanctions against Ukraine threaten to stop Russian car plants

Specific coaxial cables are manufactured by the Swiss company Tyco Electronics, their production has been mastered only  in Ukraine.

File:Aquote1.png
Moving production to another country takes several months, and the company will only have enough cable supplies for a week.   There are no alternative industries in the world, says Stephen Gauthier's letter.
File:Aquote2.png

According to him, by the end of January 2019, the company has only a week's supply of cables, and after this period it can close and dissolve staff on forced vacations. This will lead to a stop of the conveyor of Russian car plants and a breakdown in the production of cars equipped with the ERA-GLONASS system.

Gauthier stressed that PES/CCM JSC is the only supplier of ERA-GLONASS system wire harnesses for cars manufactured by GM-AvtoVAZ, UAZ (the main asset of the Sollers group), as well as Ford Sollers JV . In particular, we are talking about models Lada, Chevrolet Niva, Renault Duster, Nissan Terrano, Skoda Rapid, UAZ Patriot, Ford Transit, Ford EcoSport, Ford Fiesta.

At the end of 2018, Russia imposed a ban on the import of a number of goods whose country of origin is Ukraine - the aforementioned antenna cable fell under restrictions.

The press service of GM-AvtoVAZ told Interfax that the company closely cooperates with RPE/CCM on the issue of ensuring the uninterrupted supply of the necessary components for the production of Chevrolet Niva and supported the request of RPE/CCM to the Ministry of Industry and Trade.[12]

Audi recalls 11,000 cars due to ERA GLONASS problems

The Russian official dealer Audi recalls over 11 thousand cars in the Russian Federation due to possible problems with the operation of the ERA-GLONASS navigation system. This was reported on the Rosstandart website.

The recall applies to 11,003 thousand cars of the A4, A5, Q5, Q7 model, sold in 2017-2018. They need to update the firewall software.

The reason for the recall is a possible failure in the emergency call system. After an accident, the current position of the car may not be determined by the system if it changed after making an emergency call. In addition, if the emergency call was disconnected for some reason, then the car cannot be called back.

Development of a single platform for the Safe City, ERA-GLONASS and 112 systems

ERA GLONASS practice is the basis of eCall rules in Europe

In 2017 Russia , the active development of commercial and information services began, which will be provided using the infrastructure of ERA-GLONASS the system "": Road Assistance, Accident Evacuation/Breakdown, Emergency Commissioner, Security Services, Legal Assistance, Remote Diagnostics, Monitoring, transport Fuel Control and others.

In November 2017, in Geneva, the practice of the Russian emergency call service was adopted as the basis of a new UN rule regarding requirements for similar systems in Europe (eCall).

TsOV-112 processed about half a million ERA-GLONASS emergency calls

As part of the state development of the automated information system "" ERA-GLONASS on the basis of technologies Naumen , an emergency call processing center was created - TsOV-112. The center works without downtime thanks to the high-tech developments of the Russian vendor, which provide fault tolerance of the automated system at the level of 99.99% in 24x7x365 mode. 226 thousand calls

From January 1, 2016 to June 2017, the system received and processed more than 226 thousand calls. Of these, emergency calls in real accidents - 1350, and 485 calls - in automatic mode in case of serious damage to cars.

The period of "development" of the system has actually ended for manufacturers of automotive devices, and for automakers, and for users. Therefore, the number of test calls decreases, and the percentage of real emergency calls to the total number of incoming calls increases.

As of the beginning of June 2017, more than 542 thousand vehicles equipped with emergency call devices were registered in the ERA-GLONASS system.

In 2017, the active development of commercial information services services begins, which will be provided using the ERA-GLONASS system infrastructure. These services include: Road Assistance, Accident/Breakdown Evacuation, Emergency Commissioner, Security Services, Legal Assistance, Remote Diagnostics, Transport Monitoring, Fuel Control and others.

On the basis of ERA-GLONASS, it is planned to create a domestic service information and telematics platform, which will allow creating and developing commercial navigation services. Among these services are registration of accidents on the European protocol, assistance on the road, evacuation, security services and many others.

"The creation of joint products and services based on the ERA-GLONASS system implies interaction with software developers, equipment manufacturers and service providers. Within the framework of interaction with this group of partners, we aim to create new joint services and services that can be offered to consumers in the future. The second direction is to jointly promote the products and services of GLONASS JSC with partners. This will allow our partners to increase their customer base. Today we can already talk about the real "ecosystem" that has arisen around the ERA-GLONASS system and GLONASS JSC. The "ecosystem" of partners, products and services will only expand further, "said Andrey, General Director of GLONASS JSC
.

Will Rostec manage the ERA-GLONASS system?

GLONASS Joint Stock Company, operator of the emergency response system for accidents, ERA-GLONASS in 2017 may come under the control of Rostec.

Experts interviewed by Life note that the likely reason for such a step could be dissatisfaction with the results of the company's work. The fact is that on the basis of ERA-GLONASS only standard functionality is provided without commercial services. In addition, dealers and car buyers were not notified of problems at customs with the import of used cars[13] the[14].

A source in the Russian government said that Andrei Nedosekov, the head of GLONASS JSC, wrote a letter of leave along with a letter of resignation. According to the interlocutor of the publication, other leaders of GLONASS JSC can also leave their posts. "The Ministry of Transport is discussing the upcoming changes in the company," the source said.

The press service of the Ministry of Transport said that the draft presidential decree on the transfer of GLONASS JSC to Rostec was submitted to the Russian government. Representatives of Rostec refrained from commenting.

Riot against ERA-GLONASS: officials promised to change the rules for installing the system

On February 26, 2017, the Governor of Primorsky Krai Vladimir Miklushevsky said that in the near future changes should be made to the technical regulations of the Customs Union regarding the installation of the ERA-GLONASS system on used foreign cars[15]. Changes are required by residents of Primorye, where significant business is done on the import of used foreign cars from Asia. With the introduction of the new rules, it was threatened.

Since January 1, 2017, the rules for registering foreign cars have changed. In accordance with the technical regulations of the Customs Union "On the safety of wheeled vehicles," all cars imported into Russia for the first time from abroad must be equipped with the ERA-GLONASS emergency call system. At the same time, the procedure for installing security systems on used cars is still not regulated. There are also no certified centers where the car can be equipped with a new system.

Because of this, in Vladivostok, where most of the used cars are imported from Japan, since the beginning of the year, about 1,400 cars have been stuck at customs. In February, the Far Eastern Customs Administration reported that about a thousand cars were "stuck" in customs warehouses in Primorye, and another part in Japan.

In February, a rally was held in Vladivostok against the mandatory installation of the ERA-GLONASS system on cars imported from abroad

A wide range of people who are somehow involved in the automotive business turned out to be hostages of the situation in the region: sailors, declarants, road carriers, car owners. The ban included used cars and new cars imported individually. Miklushevsky notes that these categories were simply forgotten in the Ministry of Industry and Trade, which was preparing the technical regulations of the Customs Union.

In this regard, local residents have repeatedly expressed protests and appealed to the authorities with demands to influence the situation. In Vladivostok, in February, residents even held a rally: participants demanded to cancel the mandatory installation of ERA-GLONASS on cars imported from abroad and offered to prepare an appeal to the prosecutor's office to check the legality of the new provisions of the technical regulations[16].

Against the background of the public outcry that arose, the governor of Primorye, in order to solve the problem, turned to the plenipotentiary representative of the President of the Russian Federation in the Far Eastern Federal District - Deputy Prime Minister Yuri Trutnev.

File:Aquote1.png
The developers of the new regulations of the Customs Union did not take into account the difficulties that arose when registering used cars. New cars are equipped with a device right on the conveyor, respectively, this equipment is not on used cars. And for us, the Far East, this is a very important issue. Therefore, I proposed to postpone the application of the new registration rules for at least six months, - the governor of Primorsky Krai noted earlier.
File:Aquote2.png

Later, the Administration of the Primorsky Territory announced that on behalf of Prime Minister Dmitry Medvedev, the Ministry of Industry and Trade is working on changing the technical regulations: a "simplified" procedure for installing ERA-GLONASS should be prescribed for used cars.

File:Aquote1.png
I believe that the authorities have no right to prevent people from working in such clumsy actions. I turned to the presidential envoy to the Far Eastern Federal District Yuri Petrovich Trutnev, he heard and supported me, the government made the necessary decisions, in the near future the situation will be fully resolved, "the portal of the Primorye Administration quoted Miklushevsky as saying.

Navitel and GLONASS will create an automated monitoring system

Navitel (CNT) and GLONASS announced in February the signing of an agreement on the creation of an automated facility monitoring system based on the ERA-GLONASS State Automated Information System. The result of cooperation will be the largest Russian IT project in the field of transport monitoring.

GLONASS sets itself the goal of creating an innovative transport environment in Russia. A single ecosystem will improve road safety, speed up emergency response times and provide motorists with many modern services. To successfully implement these tasks, GLONASS requires an automated transport monitoring system.

The victory in the competition for the creation of an automated facility monitoring system based on the ERA-GLONASS State Automated Information System was won by CNT.

The Navitel Monitoring navigation and dispatch system fully complies with the requirements presented by GLONASS. It is fault tolerant and capable of working with a large amount of data. These characteristics are especially important, since the number of vehicles connected to the system will only grow every year.

Mandatory ERA-GLONASS terminals for new cars in the Customs Union countries

From January 1, 2017, all new cars sold in the Customs Union countries will be required to be equipped with ERA-GLONASS terminals. ERA-GLONASS is a state emergency response system for accidents and other road accidents. The introduction of ERA-GLONASS is an important step in the development of road safety in Russia. Through prompt information, emergency services will be able to reduce their response time in accidents by more than 30%, which will save thousands of people annually.

Through the emergency call button installed in the car, the driver will be able not only to report the incident, call the police and ambulance, but also to receive a number of necessary services, such as the departure of private response teams, ensuring anti-theft safety of cars, processing telematic information received from the car, legal, information and technical assistance. The operator of telematics and security services Caesar Satellite is also engaged in the provision of additional commercial services and services.

The large-scale coverage of the new car market program will simplify and reduce the cost of access for car owners to security and search services, comprehensive assistance services for road accidents and emergency situations on the road. Car owners will have the opportunity to order car protection from theft and receive additional services, such as calling a tow truck, resolving a road conflict and issues with an insurance company, an armed escort.

Automakers KIA Motors, Ford, Skoda, Renault and Hyundai reported that they will equip all their cars for the Russian market with ERA-GLONASS onboard receivers. At the same time, BMW, Audi and other automakers, in the lineup of which there are luxury cars, will not certify exclusive models for ERA-GLONASS compliance. Manufacturers considered certification of luxury cars for the Russian market an economically unprofitable event. Multiple crash test machines must be provided for certification. The cost of events is 10 thousand euros, excluding broken cars. In Russia, about 120 thousand cars have already been equipped with ERA-GLONASS equipment.

ERA-GLONASS will allow the Russian police to remotely jam the engine of the pursued car

On April 5, 2016, a meeting of the interdepartmental working group on the development and production of an electronic component base was held, at which the participants discussed the possibility of expanding the existing ERA-GLONASS functionality and implementing new services. At the beginning of 2016, the system performs only its main function, namely, emergency response in car accidents.

In the coming years, traffic police and police officers will be able to remotely jam the engine of the pursued car using the ERA-GLONASS system. Since 2017, the installation of this system will become mandatory for owners of all new cars produced in the Customs Union countries, Izvestia reports. [17].

The ability to communicate with an ERA-GLONASS-equipped car will allow you to remotely control the vehicle, and the ignition will be turned off using a signal transmitted from the satellite or through cellular networks.

During the meeting, the possibility of establishing full control over compliance with traffic rules by constantly tracking the trajectory of the vehicle was also discussed. According to the publication, by 2020 the accuracy of GLONASS measurements should be 50 cm. Thus, it will be possible to prove the fact of crossing the oncoming lane for the purpose of overtaking using data from the ERA-GLONASS server, and violators will not have to be caught at the crime scene.

Megafon entered a partnership with ERA-GLONASS

On April 5, 2016, it became known about the beginning of Megafon's partnership with ERA-GLONASS. As part of the project, the operator will provide part of its network for use[18] project[18]

In accordance with trends, it is planned to create a separate MVNO-operator, where MegaFon's infrastructure will be used as transport networks to pass eCall and service traffic. The remaining elements of the network will belong to GLONASS JSC. Megafon will also become a partner in the development of the commercial direction.

{{quote 'author = Vlad Wolfson, Director of Corporate Business Development at MegaFon|Over the past few years, the operator has implemented several similar projects at once, which was its advantage: the advantage of cooperation with MegaFon is a unique experience in the implementation of such projects. Over the past few years, MVNO operators of various models in terms of integration have been implemented on the MegaFon PJSC network, among them: Yota, Net-by-Net, Gazprom Telecom (a specialized operator of Gazprom PJSC), a number of projects for the SMARTS group of operators.

ERA-GLONASS devices are certified on 28 types of vehicles

As of March 2016, devices/systems for several models of AvtoVAZ, Mitsubishi, vehicles manufactured by Jaguar Land Rover Limited, Bentley Motors, commercial models of Mercedes-Benz Sprinter, Ford and Iveco, Chinese models (Changan, DongFeng, Haima, BAIC), PAZ and MAN buses and some other cars received certificates.

In March 2016, this list was replenished with LIAZ brand buses. Thus, ERA-GLONASS devices have been certified on 28 types of vehicles.

The Granit-Navigator-6.18 terminal was officially certified for compliance with the requirements of the technical regulations of the Customs Union as an ERA-GLONASS emergency call device for installation on vehicles of the LIAZ trademark.
"In the event of an accident, it provides instant transmission of vehicle data (VIN identification number, exact coordinates, etc.) to the system to reduce the response time of the relevant services," said Nikolai Borisenko, General Director of Santel Navigation, part of SpeysTim holding.

The device can also be used to connect additional services: monitoring and dispatching of fleets, restoring the circumstances of an accident or controlling driving style (Europrotocol or CASCO), controlling the transportation of dangerous goods, and managing passenger traffic.

The certificate was issued on the basis of tests of the Omega test center (a branch of FSUE NIIR). "The tests are carried out in accordance with national standards developed by NP GLONASS and included in the list of standards approved by the Eurasian Economic Commission on December 2, 2014," says Andrey Ionin, chief analyst at NP GLONASS.
"According to the requirements of the technical regulations of the Customs Union, from January 1, 2016, ERA-GLONASS devices must be installed on all new buses for commercial transportation, school buses and vehicles for transporting dangerous goods," he added.

At the end of 2015, the Granite Navigator-6.18 terminal was certified for installation on the lineup of PAZ-3204 buses intended for corporate transportation, as well as for work on city and suburban routes, including with increased passenger traffic (Vector model).

2015

The government has established the rules for the operation of ERA-GLONASS

The Government of the Russian Federation published in February 2015 the text of the Resolution[19]which approves the rules for interaction between the ERA-GLONASS system operator (state-owned company GLONASS OJSC) and various owners of up-to-date information necessary for its normal functioning. First of all, we are talking about cartographic data of the area, basic parameters and the current location of controlled vehicles, as well as the measures taken to respond to accidents and other incidents arising on the roads of Russia[20]

In addition, the decree approves the rules for interaction of the system with the AIS of compulsory insurance. Recall, "ERA-GLONASS" is a system of automatic notification of emergency services about car accidents. Its creation and implementation is carried out by the non-profit partnership "Promotion of the development and use of navigation technologies" (aka NP "GLONASS"), which, under a contract with the Ministry of Transport, has developed approved rules.

The ERA-GLONASS concept implies that in the near future, an electronic unit will be installed on all new cars sold in Russia, capable of determining the coordinates of the injured car and transferring them to rescuers.

ERA-GLONASS was officially put into commercial operation on January 1, 2015. From this date, all vehicles in the countries of the Customs Union that are undergoing approval of their type will have to be equipped with the mentioned units. From January 1, 2016, this requirement will be extended to vehicles used for the commercial transportation of passengers and the transportation of dangerous goods, solid household waste and garbage, and from January 1, 2017 - to all new vehicles sold in the Customs Union.

The issued resolution states that the information required for the operation of ERA-GLONASS should be posted in the system by its owners free of charge. It is understood that some of the current data may be in other state AIS, therefore, the system operator is instructed to ensure integration with them to collect the necessary information in automatic mode.

Navigation and topographic maps in the system will be placed by federal institutions engaged in the maintenance of the federal cartographic and geodetic fund. The timing, frequency and regulations for the placement of this information should be determined by a joint order of the Ministry of Transport and the Federal Service for State Registration, Cadastre and Cartography.

For each controlled vehicle, the system will contain information about its brand, model, color, body number, state registration plate, VIN identification number assigned to the car by its manufacturer, as well as the identification number of the installed electronic module.

The Federal Customs Service should post data on all parameters, except for the state sign, for cars imported into the territory of the Russian Federation in ERA-GLONASS using the interdepartmental electronic interaction system (SMEV).

When it comes to vehicles that are produced in Russia, the same data will be transferred to manufacturers. To do this, they will need to conclude an appropriate agreement with the ERA-GLONASS operator.

As for state registration plates, this, of course, is the area of responsibility of the Ministry of Internal Affairs, or military traffic police, if it comes to army equipment.

The coordinates of the accident and its time will be transmitted to the system automatically, except for cases when special equipment installed on the car requires manual control.

The last part of the rules of information interaction of the main participants in the process describes the parameters of information about the actions of rescuers (time of receiving the signal, response time, etc.).

With regard to the information exchange "ERA-GLONASS" with the AIS of compulsory insurance, a separate collection of rules implies its implementation through SMEV. The ERA-GLONASS operator is ordered to transfer information about road accidents and other road incidents to insurers. To do this, he will need to conclude a special agreement with the insurance AIS operator, which will define the information, technical and other conditions for their interaction.

ERA-GLONASS is mandatory for government agencies

On July 3, 2015, it became known about the adoption in the State Duma in the third reading of a bill on amending the law "On the Era-GLONASS State Automated Information System," approved in 2013[21]

The need for change was caused by the decree of President Vladimir Putin of 2014, which creates a new operator of the system, the state-owned GLONASS OJSC, and provides for the possibility of commercial use of the system.

In accordance with these regulations, from January 1, 2017, all new cars must be equipped with system equipment.

Initially, the powers of the Era-GLONASS operator were assumed by the GLONASS NIS company, created by AFK Sistema with the participation of the Russian Space Systems state corporation. In 2012, the Government transferred the functions of the operator to the newly created GLONASS non-profit partnership (NP), which was headed by the former head of the GLONASS NIS Alexander Gurko.

The new GLONASS OJSC was established on June 19, 2015. The head of the company was the former Deputy Minister of Transport Andrei Nedosekov. In accordance with the bill, which received the approval of the State Duma, in addition to collecting information about road accidents, the company will have another purpose. We are talking about information systems using navigation - state and part of the objects of concession agreements.

Customers of such systems or their operators will be required to use the capabilities of the Era-GLONASS. The peculiarities of appeals about this kind of use are spelled out in the amendment approved by the State Duma during the second reading. The operator of any state information system (government agency or organization operating under a state contract, as part of a concession or in the format of a private-state partnership) must send a request to GLONASS OJSC regarding the possible use of Era-GLONASS.

The answer must be provided within 40 days. At the same time, it will be possible to refuse the possibility of using the Era-GLONASS only on technical grounds. If GLONASS OJSC does not give an answer within the established period, the operator of the corresponding information system can do without using the Era-GLONASS.

The use of "Era-GLONASS" by third parties will be possible on a reimbursable basis. Tariffs will be set by GLONASS OJSC based on the calculation method to be developed by a government agency established by the Government. If it is necessary to use the results of the intellectual property of Era-GLONASS, a license agreement will be concluded.

The explanatory note to the bill says that in this way it is planned to reduce the costs of the state budget for the work of state information systems by using the already finished Era-GLONASS infrastructure.

The adopted bill transfers all the property of Era-GLONASS to the ownership of GLONASS OJSC. Including it is necessary to transfer electronic encryption keys (necessary for the invariability of the information transmitted in the system). The possibility of alienating the property of "Era-GLONASS" is not allowed.

Commissioning of ERA-GLONASS GAIS

GAIS "ERA-GLONASS" was put into commercial operation on January 1, 2015.

2014

ERA-GLONASS property will become completely state-owned

On July 15, 2014, the President Russia Vladimir Putin instructed the government to develop and approve a "roadmap" for the creation of an open joint-stock company "" GLONASS with 100% state participation, the corresponding order of the head states was published on Tuesday on the Kremlin website.

The main areas of work of GLONASS OJSC will be to ensure the prompt receipt, on the basis of GLONASS signals, of information on road traffic and other accidents on the roads of the Russian Federation, processing this information, its storage and transmission to emergency operational services, as well as to ensure access to this information in accordance with the legislation of the Russian Federation, ensuring the use and development of the technological infrastructure of the system "ERA-GLONASS" in the interests of state and other information systems that collect and process navigation information received from vehicles equipped with satellite navigation equipment.

According to the instruction, a development strategy for the new OJSC should be developed, and a draft federal law on introducing changes to the law "On the ERA-GLONASS State Automated Information System" necessary for the creation and functioning of GLONASS OJSC should be prepared and submitted to the State Duma.

The development of the strategy should provide, in particular, the possibility of providing GLONASS OJSC with services in the field of navigation activities to state and commercial customers the possibility of creating joint ventures for the development of additional services and attracting investments.

The property complex of the ERA GLONASS state automated information system will be transferred to the authorized capital of the newly created OJSC.

ERA GLONASS terminals will reach RUB 3 bln by 2015

The ERA-GLONASS emergency response system is deployed throughout Russia in full force. According to NP GLONASS, in 2014 ERA-GLONASS will be put into commercial operation and finally integrated with the systems of emergency response services: Ministry of Internal Affairs, Ministry of Emergencies, 112, ambulance. At the moment, Russian developers are creating and testing prototypes of the car terminal, which in the event of an accident will provide instant transmission of data about the vehicle (VIN identification number, exact coordinates, etc.) to the ERA-GLONASS dispatch center.

In accordance with the regulations of the Customs Union "On the safety of wheeled vehicles" from January 1, 2015, ERA-GLONASS onboard equipment must be equipped with vehicles of categories M1, M2, M3 and N1,N2, N3, which are undergoing type approval procedure for the first time for compliance with the requirements of technical regulations; from January 1, 2016 - transport of the above categories, used for commercial transportation of passengers, transportation of children and dangerous goods, as well as solid waste and garbage, issued for circulation in the Customs Union countries; from January 1, 2017 - transport of designated categories, issued for circulation on the territory of the Customs Union countries.

With the participation of experts from NP GLONASS, a number of standards have been developed that determine the requirements for satellite navigation equipment and data transmission protocol. ERA GLONASS car terminals must support the EGTS (Era Glonass Telematics Standard) protocol and be fully compatible with the European eCall system as part of the formation of a single navigation space on the roads of Russia and the European Union. Onboard equipment must also function within the cellular infrastructure, have a 3G modem and contain a SIM chip.

Unlike navigation and communication equipment transport monitoring and management systems ERA-GLONASS terminals have not only the functionality of accurately determining and transmitting the coordinates of an accident, providing driver-dispatcher voice communication, but also recognizing the severity of accidents (from sinusoidal vibration to mechanical accelerations of a repeated impact). It is worth noting that data from the ERA-GLONASS terminal enters the system only in the event of an accident or when you press the SOS button.

Operators will be obliged to serve "112" and "ERA GLONASS" free of charge

CNews Dmitry Alkhazov Ministry of Transport According to the text of the letter, following the meeting with Deputy Minister transport Alexei Tsydenkov, Ministry of Digital Development, Communications and Mass Media he proposes to amend the Law "On Communications" regarding the functioning of the emergency response system for automobile accidents "ERA," GLONASS as well as a single emergency number. "Operators 112[22]

From 2015, ERA GLONASS terminals will be installed without fail on all cars of new modifications. In the event of an accident, the sensor is triggered, the coordinates of the incident are determined through GLONASS, after which the system establishes a connection with the system control center with the possibility of further transfer of the call to "112." The signal is transmitted through cellular networks, for this purpose the creator of ERA GLONASS - the non-profit GLONASS partnership - has agreed to work as a virtual cellular operator based on the VimpelCom, MTS and Megafon networks.

The proposed amendments to the Law "On Communications" are aimed at obliging all cellular operators to connect to the ERA GLONASS system, otherwise it will be considered a violation of licensing requirements. In addition, according to the amendments, mobile operators will be deprived of the right to receive compensation for calls from their subscribers to ERA GLONASS numbers.

Similarly, all telecom operators - both mobile and fixed - will not be able to receive reimbursement for subscriber calls to the single emergency number "112." Operators will be compensated only for the costs of connecting to the ERA GLONASS networks and emergency services.

The existing Law "On Communication" implies that calls to emergency numbers should be free for subscribers. But the costs of operators to connect to emergency networks and the passage of traffic to their numbers should be reimbursed by the organizations serving these numbers (that is, emergency services).

A source in one of the cellular operators says that the adoption of the bill could make it easier for telecommunications companies to pay for joining and skipping traffic. Connection to the single number "112" is carried out through Rostelecom, which includes a fee for traffic to these numbers in the general estimate of mutual settlements. If the bill is passed and correctly applied, then operators will be able to reduce their costs by excluding fees for calls to emergency numbers.

Harmony "ERA-GLONASS" and eCall

On June 23, 2014, it became known about the presentation GLONASS Non-Profit Partnership of the harmonization of the ERA- and emergency response systems GLONASS. eCall

The unification of technical requirements and standards for ERA-GLONASS and eCall systems helps to create a single global road safety space. Thanks to this, European drivers whose cars are equipped with eCall terminals, staying in Russia, can receive operational assistance through the contact center of the ERA-GLONASS system. Similarly, calls from Russian cars equipped with ERA-GLONASS terminals, being in the European Union, are sent to eCall contact centers.

The launch of the ERA-GLONASS system is scheduled for January 2015. In 2017, ERA-GLONASS terminals will be equipped with all cars on sale in the countries of the Customs Union. The operation of the European system eCall will begin in 2017 in countries. European Union

ERA GLONASS Accredited Laboratory

For certification of ERA-GLONASS devices, an accredited laboratory appeared at the end of 2014 - the ERA test laboratory of the Svyaz-certificate certification center received the corresponding document.

The ERA laboratory is designed to test components that provide satellite navigation and call emergency services. The ERA-GLONASS system is put into commercial operation in 2015. From January 1, according to the requirements of the technical regulations of the Customs Union "On the safety of wheeled vehicles" (TR CU 018/2011), ERA-GLONASS terminals must be equipped with all new models of cars that are undergoing type approval for the first time in the Customs Union.

Technoserv and NVision design infrastructure for ERA-GLONASS

In April 2013, the Ministry of Transport signed a state contract for the creation of an emergency response system for accidents "ERA-GLONASS" with the non-profit partnership "GLONASS." The amount of the contract is 1.69 billion rubles, the contractors will be "" and TechnoservNVision Group"."[23]

Several projects are envisaged under this contract. In particular, three navigation and information centers (NICs) will be created - in Stavropol, Khabarovsk and Yekaterinburg - the second level and 59 regional switching nodes (RKUs). In addition, it is planned to complete the development of a navigation and information platform, ensure the interface of ERA-GLONASS with emergency response services in pilot zones, finalize national standards for the ERA-GLONASS system in accordance with changes in the Technical Regulations of the Customs Union "On the safety of wheeled vehicles." A pilot operation of the ERA-GLONASS system is already underway in full as part of one first-level research center, seven second-level research centers and 72 RCUs.

The completion of these works by the end of 2013 will ensure the readiness of the system for constant operation, the press service of NP GLONASS notes, which is determined by the sole executor of the work on the creation of ERA-GLONASS by decision of the government. The contract amount is 1.69 billion rubles.

By April 2013, the ERA-GLONASS system was designed, two research and development centers were created in Moscow and St. Petersburg, one RKU in Kursk, equipment was equipped for placement in three second-level research and development centers (Novosibirsk, Rostov-on-Don, Ufa) and 12 RKUs, layouts of ERA-GLONASS terminals were developed, proposals were prepared for the formation of the regulatory legal framework necessary to launch the system.

According to the results of the competition held by NP GLONASS, the main contractors for the creation of the telecom infrastructure of the system will be ZAO NVision Group and ZAO Technoserv A/S.

62 regions of Russia must be connected to ERA-GLONASS

As part of the state contract with the Ministry of Transport of the Russian Federation for the creation of the ERA-GLONASS emergency response system for 2013, the GLONASS Non-Profit Partnership will connect the remaining 62 regions of the Russian Federation to the system infrastructure.

Work is underway to build the ERA-GLONASS system infrastructure in 18 regions of the Russian Federation.

To this end, the partnership held a competition in the form of a closed request for proposals among four telecom operators. We are talking about renting communication channels to create a data network, as well as renting sites for placing equipment for the created navigation and information centers of the 2nd level and regional switching nodes of the ERA-GLONASS system in 62 regions of the Russian Federation.

To successfully implement the project, in particular, in order to minimize the risk of failure to complete the work, the tender committee of NP GLONASS, which includes all members of the partnership (Rostelecom RTCOM(""), MTS, VimpelCom, MegaFon, Amount Telecom"", "", YandexNavigation and Information Systems"" GK, Transas"" GLONASS/GNSS Association - Forum, "GK"), Caesar Satellite decided to divide the complex of services and selected four winners of the competition. The lease services for sites for the placement of ERA-GLONASS system equipment will be provided by Rostelecom"" and "MegaFon," the lease of communication channels will be provided by Rostelecom, MegaFon"", "" and VimpelComMTS"."

This distribution was made on the basis of key criteria, such as the features of the ERA-GLONASS system architecture, as well as the geographical distribution of the operators infrastructure, their experience in performing similar projects and presence in the regions.

The ERA GLONASS system equipment at Rostelecom and MegaFon sites will be deployed in August 2013.

ERA GLONASS system built and tested

In December 2013, the Non-Profit Partnership (NP) GLONASS and the Ministry of Transport announced the successful completion of comprehensive tests of the emergency response system in case of ERA GLONASS accidents throughout the country. During the tests, the operation of the basic emergency call service was checked. Pilot operation will be completed by acceptance tests of the Ministry of Transport, the Ministry of Telecom and Mass Communications and other interested departments, including power departments, which should take place before the end of 2013[24].

Creation of compatible telematic systems will become a technological basis for development of services of different function - the systems of monitoring of transport in the international transport corridors, passenger traffic and transportations of especially dangerous and heavy goods, the systems of collection of a payment from heavy-load motor transport, security search engines, digital tachographs. Besides, possibilities of infrastructure of ERA-GLONASS allow to provide to motorists the most modern services through service of providers of the sector of insurance telematics, such as Pay As You Drive (the program considers a manner of driving of the car owner), Pay As You Use (the program considers the periods of active use and idle time of the car), reconstruction of circumstances of road accident on the basis of which conditions of insurance policies will be created.

2012

Terminal test tests

In the spring of 2012, test tests of pilot samples of the ERA GLONASS terminal, created by engineers of the innovative holding M2M Telematics, took place in Dubna. Testing was carried out as part of the implementation of the next stage of the ERA GLONASS project on the pilot operation of navigation-communication equipment, and then the equipment of passenger vehicles on the conveyor of the largest automakers.

During the test tests, an emergency situation was simulated, which showed positive results of the ERA GLONASS telematics terminal developed by M2M telematics. The equipment implements an algorithm for automatically determining the moment of an accident and recording the acceleration profile after an accident. It is also possible to integrate the operation of the terminal with the architecture of the ERA GLONASS multi-level emergency response system, for the implementation of which the federal network operator NIS OJSC is responsible.

When creating the ERA GLONASS terminal, M2M telematics specialists took into account all the requirements for this type of equipment developed for the implementation of the ERA GLONASS project, the large-scale launch of which is expected in 2013.

In addition, the technical protocols and standards of the ERA-GLONASS and eCall systems (European Union) are unified, which makes it possible to provide the necessary assistance to citizens of both Russia and the European Union when crossing borders by car.

Since 2008, the group of companies "M2M telematics" and the science city of Dubna have been collaborating on the introduction of innovative technologies. Together, with the assistance of the Administration of Dubna, a pilot model of the intelligent transport system (ITS) was created. Today, ITS elements have been successfully introduced in 52 regions of Russia.

Draft government decree on the creation of ERA GLONASS

The Ministry of Transport published in May 2012 a draft government decree on the creation of an emergency response system for ERA GLONASS accidents. As follows from the document, in 2012-2013 it is planned to allocate over 2.5 billion rubles for this system. Earlier it was reported that about 6 billion rubles will be spent on the entire project over several years.

Which terminals will be used in the system has not yet been approved, as well as their cost is not known, but earlier officials reassured that it would not greatly affect the final cost of the car. On-board equipment for ERA GLONASS has already been developed by several companies, including M2M Telematics (merged with NIS in 2012) and RNT. The pilot projects used equipment from different manufacturers.

Prime Minister Dmitry Medvedev, by order of September 18, 2012 No. 1732-r, identified the non-profit partnership "Promotion of the development and use of navigation technologies" as the sole executor of the project for the creation and implementation of the ERA-GLONASS emergency response system.

Earlier, according to the government order of May 25, 2012 No. 522, the non-profit partnership "Promotion of the development and use of navigation technologies" transferred the functions of the federal network operator in the field of navigation activities, which since 2009 were carried out by the company "Navigation and Information Systems" (NIS GLONASS).

Virtual Operator Creation Plan

In July 2012, the head of the Ministry of Telecom and Mass Communications Nikolay Nikiforov discussed with mobile operators the development of an emergency response system for ERA-GLONASS accidents. To implement the project, the department is going to create a virtual operator that will use the Big Three infrastructure.

"We held an interesting meeting with mobile operators about what will be SIM the cards of 40 million cars Russia for ERA-GLONASS," Nikolai Nikiforov shared with readers in his microblog. Twitter"ERA-GLONASS" - this system, which will eventually appear in each car and will transmit a message about an accident with its coordinates, - he wrote. - This common platform will also create market competition between telecom operators themselves and end navigation service operators. Mobile operators agreed that for this it is advisable to create a single virtual operator, including with participation. " states

2011

System Development Plans

"By the end of 2011, federal and regional navigation and information centers in Moscow and St. Petersburg will begin to operate in pilot operation," says Alexander Gurko, general director of NIS GLONASS.

It is planned to fully launch the system by the end of 2012. And from January 1, 2013, it is mandatory to connect all new cars to ERA GLONASS. After full deployment, the system should help save the lives of more than 4 thousand people annually and significantly reduce budget costs for eliminating the consequences of road accidents. In addition, it will become the basis for the provision of GLONASS services on the mass market.

However, according to A. Gurko, General Director of Navigation and Information Systems, the built system will rather be a platform for providing a wide variety of navigation services to private users, commercial organizations or government agencies. It is planned to equip all state service vehicles with such devices, and from June 1, 2011, transport enterprises will even be fined if their cars do not have receivers with GLONASS support. Now a legislative framework is being prepared for such innovations.[25]

Some regions already have public transport control systems in place. For example, in St. Petersburg, all urban transport is equipped with GLONASS receivers, which allow you to control its movement along the route. Information boards are installed at the stops, on which passengers are shown the expected time of arrival of the bus. A similar project was implemented in the Krasnodar Territory by the Russian Navigation Technologies company. Not only municipal transport is controlled, but also school buses and ambulances. The first project involves integration of ERA-GLONASS components into an existing solution. Meanwhile, the executive director of RNT I. Nechaev was very critical of the unified standards of interaction proposed by the NIS: "We cannot guarantee the operability of our system if someone else's protocol is used in it." However, it is quite possible that interaction with the ERA-GLONASS infrastructure will be organized at the level of situation centers and dispatch rooms.

GLONASS is gradually finding its place in the global positioning system. Several Western chipmakers have already announced support for the Russian navigation system in their products. The fact is that dual-system receivers can work more accurately. Now there are more than 20 spacecraft in the satellite segment of the Russian navigation system - they are in orbits optimal for circumpolar territories. In addition, coordinate correction points are tied to seven geodetic centers on the territory Russia and two more in Antarctica. As a result, the domestic system works better in the northern latitudes than, GPS therefore, for Norway, Finland and other Northern countries Europe , it is preferable to use GLONASS.

However, despite the support of Russian positioning technology, all navigation devices give out the coordinates of the terrain in the international WGS standard, at the same time all our maps are compiled in the domestic geodetic standard "Earth Parameters" (PZ-90.02), which was adopted in 2005. As a result, a foreign navigator cannot be combined with our maps - they use different representations of the Earth. Different models exist in order to correspond as accurately as possible to the area in which the standard is developed. In particular, the Earth Parameters standard uses the Krasovsky ellipsoid, and WGS uses an ellipsoid with a different geometry. As a result, the divergence of the map and navigator can reach hundreds of meters, depending on the latitude. For orientation on a kilometer map, this is insignificant, but modern positioning systems give an accuracy of one meter, and the discrepancies can be serious; for example, to drive a car on autopilot, the accuracy of determining its coordinates and map must be within one decimeter. However, electronic maps in the Russian coordinate system have not yet been made. And the Russian state accompanies its efforts to spread GLONASS with the promotion of "Earth Parameters."

Terminal Sampling Complete

The federal network operator NIS GLONASS announced in November 2011 the completion of the selection of prototypes of automotive terminals for the ERA-GLONASS project. According to the results of the open tender, the equipment of ZAO ENDS meets all the required characteristics and is selected for further testing in pilot areas.

In addition to the ENDS Russia , the competition was won by six more companies developing hardware and software devices GLONASSGPS based on/technologies. The telematic modules presented for testing are designed to transmit information about the accident to the emergency response services, monitoring and processing the readings of sensors installed on the vehicle. At this stage of the project, prototypes of terminals should confirm the possibility of integration with (U) -SIM chips for operation in GSM/UMTS networks, as well as compatibility with the European navigation system eCall.

- The ERA-GLONASS emergency response system is a comprehensive project aimed at improving road safety, passenger and freight traffic, - comments Dmitry Krakhin, General Director of ENDS CJSC. - The main goal of the project is to reduce the consequences of injuries and deaths on Russian roads in road accidents. Car terminals will provide instant transmission of information about the fact of an accident to the dispatch center of the 112 service, including the exact coordinates of the location of the car. Thus, the response time of emergency services can be significantly reduced. The ERA-GLONASS project will lead to the creation of a mass market for navigation services and equipment, conditions for healthy competition, and will also speed up the process of introducing GLONASS technologies in Russia and abroad.

Full-scale equipping of transport with ERA-GLONASS devices will begin in 2013. Navigation equipment is being tested in the pilot zones of the federal network operator in the Moscow and Leningrad regions, Kursk. Upon completion of the tests, ENDS will continue to develop a new terminal for the start of mass production.

Transfer of financing from Roscosmos to the Ministry of Transport

Since 2012, funding for the ERA GLONASS federal emergency response system will be transferred from Roscosmos to the Ministry of Transport - this decision was approved in December 2011 by an interdepartmental working group chaired by Russian Deputy Prime Minister Sergei Ivanov. For the decision to come into force, an appropriate government decree is needed.

"At the first stage, Roscosmos was the customer, and this year NIS completed the preliminary and technical design, as well as the creation of prototypes," a source close to the government told a ComNews reporter. - Now there is a question about the future user of the system. Three ministries were considered: the Ministry of Transport, the Ministry of Emergency Situations and the Ministry of Internal Affairs, and, according to the general opinion, the greatest efficiency of the system will be ensured by the entry into the system of the Ministry of Transport. We are talking about expanding the functionality of the ERA-GLONASS system - this is not only the actual emergency response, but also the construction of a federal transport complex management system on the basis of its infrastructure. This is monitoring especially dangerous goods, and a tachographic control system, and a system for collecting payments from 12-ton trucks, and an intelligent transport system, etc. "

2010: System Design

In 2010, it was planned to design the architecture of the system, prototypes of automotive terminals and the regulatory framework. NIS GLONASS said that all the tasks planned for 2010 were completed. At the same time, the draft design of the system, including 10 layouts of all main components, was handed over to Roscosmos, which acts as a state customer.

In a number of regions (Moscow, Leningrad, Kaluga, Kursk and Ryazan), together with the Ministry of Internal Affairs, the Ministry of Emergency Situations and regional administrations, training was conducted to work out the response to accidents using coordinate information obtained from prototype terminals.

According to CNews, NIS GLONASS, owned by AFK Sistema, begins testing the work of a virtual cellular operator serving the Era-GLONASS system in April 2011.

"Navigation Information Systems" (NIS GLONASS) are preparing to create pilot zones of the Era-GLONASS system, designed to monitor the movement of vehicles, said the representative of the company I. Rumkin. The controlling shareholder of NIS is AFK Sistema, which also owns a controlling stake in the mobile operator MTS. But test zones are created not only with MTS, but also with Megafon, says Frumkin.

With the third operator of the Big Three - VimpelCom (Beeline trademark) - there are no joint zones yet, but an agreement on the interconnection of networks has already been concluded, the NIS representative adds. Megafon confirmed the joint creation of test zones for Era-GLONASS with NIS. The press secretary of VimpelCom A. Aybasheva also confirmed the fact of signing an agreement with NIS, noting that we are also talking about test tests, according to the results of which the company will decide on participation in the system.

2009: Project start. Business Plan Development

The implementation of the ERA GLONASS project began in 2009 - with the development of a business plan.

Project Assignment

The ERA-GLONASS system, as its name implies (ERA - "Emergency Response in Accidents") is designed to reduce the number of accidents and to accelerate the elimination of their consequences. According to the plan of its creators, in case of an accident, the terminal of the system installed in the car will automatically or manually turn on and transmit information about the vehicle, including its exact coordinates, to the dispatching center "Systems 112." The dispatcher gets the opportunity to talk with the driver and, having received confirmation, organizes the departure of emergency response services.[25]

Click on the diagram to enlarge it

The main purpose of the project is to improve road safety. It is assumed that in a severe accident, the system will independently transmit information about the vehicle, including its coordinates, to the control room. The dispatcher will be able to contact the driver and, having received confirmation, organizes the departure of emergency response services. You can also turn on the terminal manually. It is expected that when using the ERA GLONASS system, the arrival time of ambulances and rescuers to the accident site should be reduced by an average of 30%.

Considering that, according to experts, it is 15 times cheaper to predict and ensure preparedness for natural disasters than to eliminate the damage caused, it becomes clear the desire to states massively introduce navigation and information systems into the entire road transport infrastructure. Today in Russia the world there are systems GPS and GLONASS, at the stage of development European Galileo and Chinese Compass (Beidou-2). GPS uses 30 satellites (24 operating and 6 standby), GLONASS has 26 of them (24 and 2, respectively). Galileo will go into operation in 2014-2016, when all 30 planned satellites (of which three are reserve) will be put into orbit. The Compass system will have 35 satellites, of which five are in geostationary orbit and 30 are in medium circular orbits.

In addition to natural disasters, road safety is threatened by an anthropogenic factor. In particular, special attention will be paid to rescue systems. Since 1977, the Cospas-Sarsat satellite system, installed on ships and aircraft, has been operating in Russia, the USA, Canada and France; during its existence, it saved more than 30 thousand lives. In 2000, the system began to apply to personal radiobui. For Russia, which has about 60% of the territory without reliable and affordable communication, the use of such radiobuyev is especially important for the timely provision of assistance to people who have fallen into an accident. The Cospas-Sarsat radio is also mounted in ERA-GLONASS terminals, this will help reduce the severity of the accident. Starting from 2013, ERA-GLONASS terminals will be equipped with all new cars. The developers also recommend that a breathalyzer, speed control systems and driver performance be installed without fail. A-GLONASS technology (similar to A-GPS) increases the sensitivity of the receiver in difficult conditions.

One of the steps towards creating a single European security space for transport was the harmonization of the ERA-GLONASS and eCall systems, a European integrated automotive system designed to promptly inform emergency services about an accident. According to experts, eCall calls allow you to save To Europe up to 2.5 thousand lives annually and reduce the number of serious injuries by 15%.

Operation diagram of "ERA-GLONASS" system

Image:Shema ERA.jpg

The main functions of the ERA-GLONASS system include determining and transmitting the coordinates and time of an accident, transmitting data on the severity of the accident, and the presence of a two-way speakerphone. In case of a severe accident, for example, accompanied by airbags, the terminal automatically determines the coordinates of the injured vehicle through the GLONASS satellites, establishes communication with the server center of the monitoring system and transmits the accident data via cellular communication channels to the operator. The operator by voice clarifies the details of the incident and, in case of confirmation of information or in the absence of an answer, sends emergency response services, for example, rescuers of the Ministry of Emergency Situations, Ambulance, traffic police. The driver or passengers can also manually turn on the device, transfer data and contact the operator.

Safety systems

As part of the implementation of the ERA-GLONASS program, ready-made solutions are offered - integrated vehicle safety systems based on GLONASS, which allow you to determine the state and location of the vehicle in real time and broadcast information to ensure the ERA-GLONASS response. The proposed solutions have expanded functionality in terms of providing security, search and navigation and information services, which significantly increases safety and comfort on the roads and motivates the driver to drive safely. A set of specialized sensors allows you to monitor the specified parameters of the car, which leads to an improvement in the environmental situation in the metropolis.

The consortium has extensive experience in providing telematics services to the public, commercial users and departments. Centralized monitoring of the condition of all protected facilities is carried out from a single Federal Monitoring Center, which ensures the broadcast of incoming alarm signals to emergency response services.

GIS component of ERA-GLONASS system

Within the framework of the ERA-GLONASS project, Geocentre-Consulting CJSC developed a geo-information component (hereinafter GIS) of the navigation information platform, and also put the RuMap geo-information set on the territory of all Russia. The Geocentre-Consulting company has developed a geoinformation system (GIS) for automatic determination of the location of the car owner. This application will be used by the contact center operator when processing messages about an accident (by phone from the victim) and transmitting information to the emergency response service "112."

Interface of "GIS" NIP system

GIS is designed to perform the following main functions:

  • Recording of information on the received accident or road emergency report;
  • Determining the location of an accident or emergency on the road using an interactive map;
  • Transmission of data on an accident or emergency on the road to the system-112 (emergency response service).

GIS includes the following subsystems: cartographic database, cartographic server, automated workstation of the operator receiving the accident message and event archive.

When processing the message, the operator clarifies the address closest to the scene according to the coordinates received from the ERA-GLONASS terminal located in the vehicle.

The geo-information set "RuMap" was chosen as the cartographic basis. "RuMap" is a single set of data ("one map"), which includes a continuous ("seamless") digital cartographic description of the entire territory of Russia, in which various cities, districts, villages, regions are represented by data of varying degrees of detail (from the overview detail of uninhabited Siberian territories to the contours of buildings and addresses in cities and villages). This product is developed according to a single technology, on the basis of unified reference books, classifiers and an object identification system.

The infrastructure created within the framework of the ERA-GLONASS project should become the basis for the development in Russia of navigation and information systems, services and equipment based on GLONASS technologies in the interests of all categories of users.
